<p>The Indian government has decided to expedite the building of bunkers along the Jammu and Kashmir border with Pakistan.</p>

<p>The bunkers are meant for civilian populations.&nbsp;</p>

<p>There has been heavy loss of life and property in recent months because of the increased cross-border shelling.&nbsp;</p>

<p>As compared to a total of 228 ceasefire violations along the Line of Control in 2016, there were a staggering 503 such ceasefire violations till October 3 this year.&nbsp;</p>

<p>This was decided after Jammu &amp; Kashmir&#39;s Chief Minister Mehbooba Mufti met Home Minister Rajnath Singh on Thursday.&nbsp;</p>

<p>Over the past few weeks, several Indian civilians have been killed or seriously wounded by shelling from across the border. &nbsp;</p>

<p>&ldquo;Under the Prime Ministers&rsquo; Development Package for Jammu and Kashmir (Rs 80,068 Crores) for 63 major Development projects pertaining to 15 Central Government Ministries, an amount of Rs 62,599 Crores (approx. 78%) has been sanctioned and an amount of Rs 22,042 Crores (approx. 28%) has been released,&rdquo; the Ministry of Home Affairs (MHA) said in a statement Thursday.</p>

<p>And in a bid to further reach out to the Kashmiri masses, the government has also decided to accelerate development projects related to additional jobs for Kashmiri migrants, transit accommodation, transfer of cash relief/honorarium through Direct Benefit Transfer (DBT) mode and providing employment to youth of J&amp;K. &nbsp;</p>

J&K: As cross-border shelling increases, govt accelerates building of civilian bunkers

<p>The team seized five mobile phones being used by Yusuf, a laptop and some incriminating documents from his house, an official said.</p>

<p>The funding was being done through illegal hawala channels, the NIA said.</p>

<p>An NIA spokesman said that 42-year-old Shahid, who was working in the Jammu and Kashmir government&#39;s agricultural department, has given the names of overseas Hizbul Mujahideen members involved in fund-raising for the terror outfit.</p>

<p>The NIA said that&nbsp;during questioning&nbsp;Shahid &quot;admitted to having received funds from cadres of the Hizbul Mujahideen on the direction of his father, Mohammed Yusuf Shah alias Syed Salahuddin, for fomenting terrorist activities in the Valley&quot;.</p>

<p>The NIA alleged that Shahid used to receive funds through international wire money transfer from Aijaz Ahmed Bhat, an absconding accused, at present based in Saudi Arabia.</p>

<p>The agency alleged that Shahid is &quot;one of several Indian contacts of Bhat&quot; who have been in telephonic contact with him to receive the money transfer codes.</p>

<p>The case, registered by the NIA in April 2011, relates to transfer of money from Pakistan to Jammu and Kashmir through Hawala channels via Delhi which was suspected to be used in funding terrorism and secessionist activities.</p>

<p>The NIA has so far filed two charge sheets against six people which included G M Bhat, a close aide of pro-Pakistan separatist Syed Ali Shah Geelani, Mohammed Siddiq Ganai, Ghulam Jeelani Liloo and Farooq Ahmed Dagga. All the four were in judicial custody.</p>

<p>Besides them, two others - Mohammed Maqbool Pandit and Aijaz Ahmed Bhat - have also been chargesheeted by the NIA but both of them were absconding. An Interpol Red Corner notice has been issued against both.</p>

<p>In July, Hizbul chief Syed Salahuddin had admitted to a Pakistan TV channel that his group carried out terror attacks in India.</p>

<p>Salahuddin also admitted to purchasing weapons from international markets, adding that he has the capacity to deliver weapons anywhere if he is paid for it.</p>

<p>Two days after the government announced a new interlocutor for Kashmir, WION&#39;s <strong>Kartikeya Sharma</strong> conducts a free-wheeling interview with former Jammu and Kashmir chief minister Farooq Abdullah. It is always better to talk than to beat up a people, Abdullah tells Sharma, but also reminds him that there have been interlocutors before too.&nbsp;</p>

Late Padgaonkar ji and three committees which were made and gave&nbsp;reports, what happened to them? Why don&rsquo;t they put them before Parliament?<br />

Absolutely. Doval&rsquo;s doctrine has failed. His doctrine was to beat them to the ground and do everything you can to suppress them. Every theory has failed. They thought that with demonetisation, militancy would disappear -- it is at the highest level today. &nbsp;What have they achieved? Nothing. Our tourism has died. It is at zero. Nobody is bothered.<br />

<strong>What would you like the interlocutor to do?</strong><br />
I don&rsquo;t know who he is going to engage with. The (union) home minister tried to engage with every national party except the Hurriyat. The home minister didn&rsquo;t talk to Hurriyat. I don&#39;t know what a retired civil servant would be able to achieve.<br />

We have had this happen from 1989. Our workers and leaders have been targeted. No one cared. We will face the brunt but we will not disappear. We will be here.<br />

One is the government of BJP and PDP. It has been the greatest misery that has been inflicted on the people of this state. it really put petrol on the fire and our neighbour utilised it to the best it could.<br />

I&rsquo;m not the only person who has said this. Ask anyone on the street and they will tell you.<br />

If they want to smash the pride of the people -- then they are not going to succeed.</p>

<p><strong>Kashmir too at one end has not been accommodative. Pandits have</strong><strong> not been able to return?</strong><br />
Who is responsible for pandits not going back. All mainstream parties and Hurriyat welcomed them. We asked them to come back. There are pandits living in the Valley. They didn&rsquo;t migrate. It is for the others to make the move and come home. It is as much their home as it is my home. They must make the move.<br />

<strong>Is Article 35A an issue in Kashmir?</strong><br />
If it wasn&rsquo;t a big issue, even PDP wouldn&rsquo;t have been shouting against it. It is a major issue in the Valley.<br />

<p>The heavy firing and mortar shelling by the Pakistan Army was intermittently targeting civilian and forward areas in Balakote, Basooni, Sandote, Manjakote areas, a police officer said.</p>

<p>Last week, the Pakistan Army resorted to unprovoked and indiscriminate firing in the Bhimber Gali sector along the Line of Control (LoC), deliberately targeting villages of Basauni and Sandot in the Balakote area resulting in injuries to two children and two teenagers.</p>

<p>On October 13, the Pakistan Army had violated the ceasefire in the Krishnagati sector along LoC.</p>

<p>A day before that, an army jawan and a porter were killed and six others injured when Pakistani troops violated the ceasefire and resorted to shelling at the forward areas along the LoC in the Poonch district.</p>

<p>The year 2017 has seen a sharp increase in ceasefire violations by Pakistan.</p>

<p>Pakistan Prime Minister Shahid Khaqan Abbasi has urged the United Nations to appoint a special envoy to Kashmir, as he claimed that the struggle of the people in the region is being &quot;brutally suppressed&quot; by India.</p>

<p>In his maiden address to the UN General Assembly yesterday, Abbasi accused India of indulging in terror activities against his country and warned of a &quot;matching response&quot; if it &quot;ventures across the LoC (Line of Control)&quot; or acts upon its doctrine of limited war against Pakistan.</p>

<p>&quot;The Kashmir dispute should be resolved justly, peacefully and expeditiously. As India is unwilling to resume the peace process with Pakistan, we call on the Security Council to fulfil its obligation to secure the implementation of its own resolutions on Jammu and Kashmir,&quot; he added.</p>

<p>He also said that from day one of its creation, Pakistan has faced unremitting hostility from its eastern neighbor (India).</p>

<p>&quot;India refuses to implement the unanimous resolutions of the UN Security Council, which mandate a UN supervised plebiscite to enable the people of Jammu and Kashmir to freely decide their destiny,&quot; he said.</p>

<p>Abbasi demanded an international investigation into the alleged atrocities in Kashmir and sending of an inquiry commission to Jammu and Kashmir in order to secure the punishment of those &quot;responsible of human rights violation&quot; and provide justice and relief to victims.</p>

<p>However, he stated that Pakistan remains open to resuming a comprehensive dialogue with India to address all outstanding issues, especially Kashmir and discuss measures to maintain peace and security in the region.</p>
