Centre is unlikely to hold assembly elections in Union Territory of Jammu and Kashmir for at least a year, said sources.

Centre has prepared a detailed plan and wants to use this time to completely overhaul the administration in the Union Territory (UT). Sources have indicated that massive financial and administrative reforms are on anvil starting with a business summit which might take place by end of the year.

Sources also told WION that Jammu and Kashmir was bifurcated into two Union Territories for a purpose.

“If a state would have been created then it would have become business as usual. UT was created is to ensure that Kashmir gets properly aligned with the Indian Constitution. UT is not a demotion but an effort by the government to make required changes which wouldn’t have been possible otherwise,” a highly placed source informed WION.

Sources also told WION that government wants to send out the message that the country tried to attain peace with Article 370 for 70 years and now at least 10 years can be invested in a new set of laws.

The plan also includes new townships in the valley and job opportunities for Kashmiri Pandits so that their relocation can gain momentum. The government understands that relocation can never take place without proper job opportunities and a safe environment.

A slow trickle of migration has already happened in Jammu and Kashmir but the government does not want to speed up the process lest it creates distrust in the mind of the people. For example, new temples are a reality in the valley as it happened slowly and organically.

The government is also expected to set up a proper Delimitation Commission so that Jammu gets its due in the state assembly.

It would be accompanied by creation of a new set of political leadership in the valley which RSS-BJP believes can flow from those who contested panchayat polls recently.

The idea is to remove the existing layer of political leadership which RSS feels is tied to the idea of Article 370. Sources say that new leaders would be able to circumvent powerful families in Jammu and Kashmir. More than that, the idea is to assert the sacred geography of Kashmir which existed before the medieval age. The idea is not to force a demographic change but make the rest of India engage with Jammu and Kashmir more intensely.

The other idea on the wishlist is to repopulate Ladakh which RSS feels is very sparsely populated. Most ideas are on the drawing table of the ideologues of Sangh Parivar as they feel that it is their only chance.

Lastly, RSS feels that there could not have been any other way for the Narendra Modi-led government to implement the decision to revoke Article 370 as the existing leaders would have compromised the process and wouldn’t have allowed the government to go ahead with it.

Union Territory status for Jammu and Kashmir not a demotion, but an effort to align it with rest of India more intensely: Sources

Dutch politician Geert Wilders on Monday took to Twitter and hailed India's decision of scrapping Article 370 and 35A. He labelled Pakistan as a hundred per cent terror state and welcomed Kashmir back home. "India is a full democracy. Pakistan is a 100% terror state. So the choice is easy. Welcome home #Kashmir. #IndiaForKashmir," Wilder tweeted.

Geert Wilders is a Member of Parliament and the leader/Chairman of the Party for Freedom in the Netherlands. In an exclusive conversation with WION, the Dutch Parliamentarian openly welcomed the decision of by the Indian government and also mentioned that it is time for the western world to come out in support of democratic and sovereign nation India and forget all the rhetoric coming from terror state Pakistan.

WION: How do you see India's move to scrap Article 370 in Jammu and Kashmir?

Geert Wilders: The decision to revoke Article 370 and 35 by the Indian government is the country's matter. I believe that the western world should support India because its Home Minister Amit Shah told Parliament earlier this week that democracy was never fully implemented in Jammu and Kashmir under the Article. Also, corruption was on the rise in the region. We all know that Article 370 was believed to be only a temporary measure, not a structural one. One cannot have a state within a state and Indian government, therefore, decided to completely include Jammu and Kashmir on the Indian law.
Every country in the west, every democracy would not accept a state within a state. This is why I strongly support the decision of the Indian government.
Pakistan government has been supporting terrorism since the last decade. It is more of state terrorism than anything else, from Pakistani-Taliban to Al-Qaeda to forces in Kashmir. They have been meddling in all the issues. Pakistan is not a democracy, if we in the west should choose we have to choose to support and I hope that my colleagues and other Parliaments in Europe will join me to support in the fight to end the state within a state. That is why I say welcome home Kashmir. Those regions and people will develop more under Indian control rather than under the influence of the terror regime in Islamabad. India is our friend and we should support our friend.

WION: You say the world must choose, and the west led by the US seems to have chosen to count on Pakistan to bring peace in the region and talk to the Taliban. Do you agree with the choice?

Geert Wilders: I do not think that you can talk to terrorists. The Taliban is like Al-Qaeda or the Islamic State or any terrorist group. One should not talk to terrorists. It will be the beginning of the end, we should fight for democratic institutions, Parliaments, counties, and elections, not corruption or terrorism. Unfortunately, Pakistan has supported terrorism all over the region not only in Kashmir but also in India. We all remember what happened in Mumbai all those terrible deeds either came from Pakistan or were supported by the Pakistani authorities. I know people are talking to Pakistan, but the west has a choice now between a democratic country called India and its PM Modi and its coalition who made a sovereign decision that Article 370 and 35A should be revoked and we do not allow a state or an autonomous region in our country. That is the right of any country to do so. There was pressure from Pakistan that supported terrorism in the past. The west should now stand up and say that we are on the side of India and we choose democracy, the sovereignty of India and Kashmir as Indian and not to be influenced by Pakistani pressure.

WION: Pak PM Imran Khan spoke about Kashmir in Parliament yesterday and spun it as a Hindu-Muslim issue. He portrayed it an act of injustice against Kashmir's Muslims. It is a convenient ploy to brand suck moves as anti-Muslim and Islamophobic. Is it how you see it?

Geert Wilders: I do not think it is Islamophobia. Once again India is a democratic state, unlike Pakistan. There is a coalition and they made a decision. Indeed everybody knows that in Kashmir the majority is Islamic but after revoking of Article 35A other people in India would be able to buy land and live there. At the end of the day, everybody Muslim or non-Muslim will benefit from less corruption and more economic prosperity. That is why Pakistan is spinning it. Once again it is a choice between prosperity and democratic state that made a sovereign decision or the rhetoric and the support of terrorism of the Pakistan government.

We should stand up and support India and forget all the rhetoric that is coming from Pakistan. I hope more politicians and countries in the western world would support India.

Jammu and Kashmir: NSA Ajit Doval visits Srinagar, asks authorities to ensure safety of locals

Pakistan is facing global isolation as it attempts to internationalise India's decision to remove the special status for the erstwhile state of Jammu and Kashmir with United Nations recalling the Shimla agreement and Washington saying it hasn't changed any policy on Kashmir.

Appealing for "maximum restraint", the United Nation in a statement recalled the "1972 Agreement on bilateral relations between India and Pakistan, also known as the Simla Agreement, which states that the final status of Jammu and Kashmir is to be settled by peaceful means, in accordance with the Charter of the United Nations."

Interestingly, the UN did not offer its office for mediation between India and Pakistan that can be seen as a departure from the past.

The UN Security Council president Joanna Wronecka said, no comments in response to question by a reporter on Islamabad trying to raise the issue at the top body of the United Nation.

Pakistan's present ambassador to UN Maleeha Lodhi has briefed both the UN Secretay-General António Guterres and UNSC president on Indian decision on Kashmir.

Meanwhile, the US has also reacted again developments from New Delhi on Jammu and Kashmir and distanced itself from it saying there been no change in US policy on Kashmir.

The US state department spokesperson Morgan Ortagus, said, "That’s certainly an incredibly important issue and something that we follow closely, but we have a host of issues that we work with India on quite closely and that we work with Pakistan on quite closely."

So far, Maldives, United Arab Emirates, Sri Lanka, Thailand, Malaysia and Saudi Arabia have reacted to the Indian decision on Kashmir. While Maldives, UAE, Sri Lanka and Thailand have called it an internal matter of India, Saudi and Malaysia have said that India and Pakistan should peacefully settle the issues.

While Malaysia said, "as a close partner to both India and Pakistan, Malaysia places high hopes that the two neighbours will exercise utmost restraint", Saudi Arabia called "on the parties concerned to maintain peace and stability in the region and to take into account the interests of the people of the region."

The Maldives, a member of the organisation of Islamic cooperation (OIC) went ahead to say that "we believe that it is the right of every sovereign nation to amend their laws as required."

Pakistan's move came in the wake of the Indian government's decision to scrap Article 370 which gave special status to Jammu and Kashmir.

India's ministry of external affairs said the recent decisions by the government and Parliament were driven by a commitment to extend opportunities to Jammu and Kashmir for development which were earlier denied by the temporary provision in the Constitution.

"It is not surprising that such developmental initiatives that could address any disaffection in Jammu and Kashmir should be negatively perceived in Pakistan, which has utilised such sentiments to justify its cross-border terrorism," the external affairs ministry said.

"The recent developments pertaining to Article 370 are entirely the internal affair of India," the statement added.

"The government regrets the steps announced by Pakistan on Wednesday and would urge that country to review them so that normal channels for diplomatic communications are preserved," the external affairs ministry asserted.

In a related development, Islamabad also partially closed its airspace with India on the eastern front. At least three entry points out of the nine between India and Pakistan on the eastern were closed, according to reports.

The airspace will be closed from August 6 to September 5 between 02:45 to 11:00(Pakistan Standard Time) every day except Sundays.

Within a few years, he had ordered the arrest of his good friend Sheikh Mohammad Abdullah on charges of conspiracy (hobnobbing with Pakistan) and overseen many privileges of the new state go away or get diluted.

Since 1955, saffron parties under different names kept their focus on this anomaly. To be fair to the BJP, the party had always promised to repeal Article 370 of the Constitution and bring Jammu & Kashmir at par with the rest of the country.

Indian voters seldom give a second look to the election manifestoes of parties, and least believe the promises made therein. Therefore, people were in for a pleasant shock when the Narendra Modi government took the bold step of scrapping state’s special status and divide it into two Union territories.

As a Kashmir-born person, I can say that special privileges and autonomy never touched the lives of common people in the state. It deprived them of job and other economic opportunities as no big businesses were ready to set shop in the state.

Corruption was rampant as everyone believed the central funds were there for loot. The elite — ruling classes — formed a close-knit club to milk the autonomy cow. On one hand, they threatened Delhi with dire consequences if any reform or change was proposed or accountability sought, and on the other, they filled the minds of the common man with hate and fear of the Big Brother Delhi. The mistrust kept increasing and turned into a wave of hate and prejudice against Delhi.

No wonder, when Pakistan was ready to implement its Operation TOPAC and launch an insurgency in Kashmir by the end of the eighties, this very anger acted as a catalyst for the ‘Azadi’ movement that swept the Valley.

With the inevitability of security forces swarming the Valley’s towns and village to hunt down terrorists, this hate had made people desperate. In three decades, the Kashmiri had turned into a potential jihadi outpost for global terror groups — Taliban, ISIS and Al Qaeda all waiting in wings for swooping down in Kashmir.

On the other hand, over the years the so-called autonomy was further diluted with Supreme Court getting jurisdiction over the state and labour laws being implemented there.

The J&K Assembly has no record of giving a single landmark law to the people that would be worth emulating by the rest of the country. It adopted most of the laws made by Parliament and dragged its feet on some others like Right to Information and Right to Education.

To top of it, the male-dominated polity kept women subjugated by not banning their right of inheritance in case they married a non-Kashmiri.

Nehru’s idea of a privileged Muslim-dominant state being the crowning glory of secular India was badly shattered in the early nineties when some 3.5 lakh Kashmiri Hindus had to flee their homes overnight from terrorists and their supporters.

His dream had turned sour and for the first time, the common man in India felt betrayed. The exodus of Kashmiri Pandits added to the rise of the right-wing politics in India.

On the ground, Ladakh was the first to rise in revolt against the Kashmiri-dominated political leadership. From day one, Ladakhis were clear that Union Territory status for their land would be enough for them.

Jammu may still not be happy at being clubbed with Kashmir in the new arrangement, while Ladakhis are genuinely feeling vindicated in their stand of a peaceful struggle.

The rise of insurgency and terrorism in Kashmir had taken India by surprise. Learning from our experience, one can safely say that the Union Territory status for the state is the best bet for ensuring there is no repeat of terrorism or unrest in Kashmir!

It could also facilitate the return of normalcy there, including the return of the natives in a routine and gradual way. The leaders in Kashmir have only believed in enjoying privileges and never felt responsible to the people and the nation.

When insurgency was at its peak in Kashmir and the situation was getting out of control in the early nineties, Chief Minister Farooq Abdullah simply resigned and abdicated his responsibilities. It was easy for him to blame Delhi and wash his hands off his regime’s responsibility in letting Kashmiri youth in hordes go to Pakistan for arms and sabotage training. Mehbooba Mufti was no better, as she is often blamed for leading Team B of the separatists.

As a reporter who witnessed the most violent 10 years of terrorism in Kashmir, I can hardly recollect one state leader who spoke for India and countered Pakistan’s narrative.

Many of them appeared to be apologists for Hurriyat and terrorists. Their stand led to confounding the confusion of the youth, many believing that supporting Pakistan is a way to survive in the tenuous situation.

Celebrations over, the Modi government will have to face the wrath of Kashmiris as soon as they emerge out of the forced confinement of their homes and the embargo on communication and TV is lifted. The process of confining people to their homes while the Parliament took crucial decisions on their land and lives, has left Kashmiris deeply hurt.

Maybe it was unavoidable for preventing bloodshed, but now onwards, New Delhi has to show its magnanimity and launch all-round developments for creating jobs.

Jammu and Kashmir: Pakistan violates ceasefire in Rajouri's Sunderbani sector

In the aftermath of Jammu and Kashmir being stripped of its special status, China keeping a cool and calculated distance from the issue is in stark contrast to Pakistan blowing hot and cold.

China has an interest in Kashmir because of Aksai Chin and issues over the Line of Actual Control (LAC). Its reaction is of greater consequence than that of the other P-5 members, including the US

China’s reaction, from its Foreign Ministry spokesman on August 6, to Ladakh’s changed status as a Union Territory and the “current situation” in J & K were a matter-of-fact reiteration of its position, made explicit in the past too.

On Ladakh, China emphasised that its “firm and consistent position remains unchanged”, which is: that a part of Ladakh belongs to China; India should not change facts on the ground; China would find such changes unacceptable; and changes “will not (be allowed to) come into force”.

This was to be expected. Ladakh becoming a Union Territory might mean changes on the ground – and China was cautioning against it.

On the current situation, there was no direct reference to abrogation of Article 370. The spokesman reiterated that “China's position on the Kashmir issue as such is clear and consistent”. China is part of the “international consensus” on the Kashmir issue being a historical conundrum, and in dealing with which India and Pakistan should exercise restraint and prudence.

China asked India and Pakistan to peacefully resolve their “relevant disputes” through dialogue and consultation.

None of these responses indicate the least tilt towards “all-weather friend” Pakistan or China’s intent of wading in to the situation developing between India and Pakistan.

Thus, so far, if Pakistan has been unable to sway China on the present situation, it is unlikely to succeed in goading the international community to act at its behest.

WION Edit: China not backing Pakistan on Kashmir

Article 35A, 370 acted as a tool to spread terrorism and violence in the valley and 42,000 lives were lost due to nefarious activities, largely espoused by few individuals for their personal agenda, Prime Minister Narendra Modi said on Thursday.

Two days after parliament approved a resolution to revoke decades-old special status to Jammu and Kashmir under Article 370 of the constitution and a bill for splitting the state into two Union Territories, Prime Minister Narendra Modi in a highly anticipated address to the nation, laid down the rationale behind the historic step and elaborated on the consequences of government's decision.

On abrogation of Article 370, he said the dream of Sardar Patel, Baba Saheb Ambedkar, Dr Syama Prasad Mukherjee, Atal Bihari Vajpayee's and of crores of patriots has been fulfilled.

Coming down heavily on decades of ''dynasty rule'' in the state that prevented the youth from political leadership, Modi said ''Now my youth of J&K will lead the development work and take the region to new heights.''

''We have removed the provisions in Article 370 which acted as an impediment to Jammu and Kashmir and Ladakh's development,'' Modi said and added abrogation of Article 370 will usher in a new dawn in the region and help in the development of the youth in the region.

Laws are made for the entire country, but J&K did not get the benefits of such progressive laws, Modi said and added now, all J&K workers will get the benefits for all employment schemes given by the government, Modi said.

All post in J&K will be filled soon, the PM said.

The government's decision to create two UTs namely- Jammu and Kashmir and Ladakh was taken after constructive discussions and weighed options, he said.

Schemes on paper will now be implemented on ground in Jammu and Kashmir and Ladakh, the PM said and added, projects that remained on paper will actually see the light of the day.

Large parts of Jammu and Kashmir was bereft of democratic practices and electoral culture which exists elsewhere in the country, he said.

''You will be shocked, in J&K for decades, lakhs and thousands of perople had right to vote in Lok Sabha polls but neither they could vote nor contest in assembly/local polls. These are those who came to India after partition in 1947. Should injustice have continued with them?'' he said.

Modi also wished people of J&K on the eve of Eid and said the government was making sure that people have no problem in celebrating Eid. Those from J&K who live elsewhere and want to go home to celebrate the festival will be helped by the government, the PM said.

Article 35A, 370 acted as a tool to spread terrorism and violence in valley: PM Modi

The main focus of Prime Minister Modi's address to the nation on Thursday was Jammu and Kashmir and the abrogation of Article 370 from the state.

Referring to Article 370 PM Modi said, "Many of our brothers and sisters from Jammu & Kashmir and Ladakh were deprived of their rights due to the Article which acted as an obstruction to their development. The entire country along with the state took the historic decision to remove the Article."

"Sardar Patel, BR Ambedkar, Syama Prasad Mukherjee, Atal Bihari Vajpayee and millions of countrymen's dreams were fulfilled after the Article was revoked."

"Our brothers and sisters from Jammu and Kashmir and Ladakh were suffering due to Article 370. No one ever discussed this. Surprisingly no one could ever talk about the advantages of the Article."

"The legislation that were formed in the Parliament after days of contemplation and discussions were not applicable in Jammu and Kashmir. The state's Dalits, minorities and poor were deprived of the Act that prevailed in other parts of the country. The people of Jammu and Kashmir never enjoyed their rights under the Minority Act, the Minimum Wage Act, SC/ST Act. Now all laws made by the Parliament will apply in Jammu and Kashmir and Ladakh.

Referring to the people who migrated to India from Pakistan after the partition, PM Modi said, "There were many people in the state who enjoyed the right to vote in the Lok Sabha but did not have the right to cast their votes in the assembly and municipal elections. With the scrapping of Article 370, rights to those who had migrated will be restored."

Further assuring the people of the state PM Modi said, "soon they will be able to choose their state government with transparent elections."

Under the new arrangement, the Centre will make sure that the workers and police in Jammu and Kashmir get the same rights that are enjoyed by people from the same fraternity in India.

He further said that soon the state will have ample job opportunities to fill in the vacancies in Central and state government. The PM also added that the government will also encourage the public and private sector in Jammu and Kashmir to provide job opportunities to the people of the state.

He said after the abrogation of article 370, the Panchayat in the state will work to give best results.

He said the people of Jammu and Kashmir will defeat separatism and will move forward with new hopes.

"With good governance, the people of Jammu and Kashmir will achieve all their goals in a transparent environment."

The PM hit out at the dynastic politics in Jammu and Kashmir and said that so far parties had not allowed the youth to lead. Now the young people from the state will come forward and take the state to new heights. He also urged the women to come forward and lead the way for development in the state.

PM Modi said Ladakh's development was now the responsibility of the central government.

"Article 370 was used as a tool by Pakistan to terrorise Kashmiris. Nearly 42,000 people died over the last three decades."

"Kashmir was the preferred destination for Bollywood movies. Now when the situation is normal, people from world over would shoot movies there. The region has the potential to become the world`s biggest tourism destination. Filmmaking would provide employment, " the PM said.

The US State Department's move comes amid increased tension between India and Pakistan after the Indian government abrogated Article 370 that granted special status to Jammu and Kashmir. On Wednesday, Pakistan partially closed its airspace on the eastern front with India greatly affecting air traffic.

Pakistan had earlier closed its entire air space along the Indian border after Indian fighter jets conducted air strikes on terrorist hideout at Balakot on February 26th. The airspace will be closed from August 6 to September 5 between 02:45 to 11:00(Pakistan standard time) every day except Sundays.

The Imran Khan government also decided to expel the Indian High Commissioner to Pakistan and informed the Indian government that the new high commissioner-designate of Pakistan to India will not be taking charge.

Veteran Congress leader and last prince of Jammu and Kashmir Karan Singh on Thursday said that he is not in favour of the blanket condemnation of government's decision on the state, saying there are several positive points.

He also welcomed the reorganisation of the region and the Union Territory status for Ladakh.

"Ladakh's emergence as a Union Territory is to be welcomed. In fact, "I had suggested this as far back as 1965 when I was still Sadar-i-Riyasat of Jammu and Kashmir when I had publicly proposed reorganisation of the state", he said in a statement.

He also supported the scrapping of provisions of Article 35A as the issue of gender-discrimination needed to be addressed. According to Article 35A, Kashmiri women who married a non-permanent resident were stripped off their "state subject" status.

However, he condemned the government's decision to sideline the two main political parties of Jammu and Kashmir - the Peoples Democratic Party and National Conference - before deciding to scrap Article 370.

He said that leaders of both parties have made many sacrifices for the cause of India.

"I would, therefore, urge that leaders of legitimate political parties in Kashmir should be released as soon as possible and a broad-based political dialogue initiated with them and with civil society in view of the drastically changed situation," he said.

PM Modi to address nation at 8pm today after scrapping Article 370

After UAE and Sri Lanka, now the Maldives has backed India government's move to scrap Article 370, Article 35A and bifurcate Jammu and Kashmir into two Union Territories (UTs).

The Maldivian government released a statement on Tuesday backing Indian move that aims integrate Kashmir more closely with the rest of the country.

"The Maldives considers the decision taken by the Government of India regarding Article 370 of the Indian Constitution as an internal matter," an official statement by the Maldives government said.

"We believe that it is the right of every sovereign nation to amend their laws as required," it added.

On Tuesday, Sri Lankan Prime Minister Ranil Wickremesinghe backed the creation of a new Union Territory of Ladakh, noting it would be the first Indian state with a Buddhist majority.

Wickremesinghe, in a tweet, also said that the creation of Ladakh and the restructuring of Jammu and Kashmir were India's internal matters.

The UAE Ambassador Ahmad Al Banna said his country has taken note of the Indian government`s decision to abrogate Article 370 that gave special status to Jammu and Kashmir and added that it was India`s internal matter aimed at improving efficiency.

"We also took note of the introduction of Jammu and Kashmir Reorganisation Bill in the Indian Parliament aimed at replacing Article 370 with the creation of Ladakh region and the state of Jammu and Kashmir as India`s two new Union Territories," he said.

India abrogated Article 370 which accorded a special status to Jammu and Kashmir after a resolution regarding the same was passed in both houses of the Parliament.

There is an old saying in the Army. An event takes care of itself; it’s the fallout and the post-event dynamics, which always become the challenge.

While complimenting the central government for the courage displayed in taking a strategic decision of no mean proportion, the resulting elation is good for a short time.

Now starts the process of reaping the benefits of the decision, its implementation in letter and spirit and management of its impact in different domains.

A few things have happened in the pre-event run-up and the short post-event follow up. The LoC has been alive and will probably not return to peace and quiet for some time. Pakistan will spare no effort to ratchet up the counters to the Indian decision and take the issue around the world. India will be painted the villain, if our information management is not up to the mark. There will be efforts to re-energise terror in the hinterland and provoke street turbulence.

A lot will depend on how we manage our security domain. The public in Jammu and Kashmir will be negatively influenced to enhance its alienation unless we can find ways to regain its confidence. Many of our countrymen have no idea about the steps needed to enhance the positive impact of the decisions.

For starters, we need to energise our diplomatic missions. We must have knowledgeable scholars speaking at every discussion initiated by important think tanks at relevant capital cities around the world.

The missions must be proficient in their projection of the level of tolerance displayed by India in the face of grave provocations that India is facing in the changing geopolitics of South Asia.

The US, China, Russia, UAE, Saudi Arabia and a host of other countries need to hear the Indian perception. A selection of outstanding commentaries from the Indian print media must be in sustained circulation in the next 24 hours. Let selected personalities access international media and institutions and be in social media conversation. This must form a part of the information reach out.

The Army is quite capable of securing the LoC, but it may need selective reinforcement. Its hands must not be tied by mundane budgeting issues as it happened during Doklam, when the transportation budget dried up.

However, the biggest challenge comes from the Kashmir’s hinterland, where rabble-rousing will be attempted under instigation from Pakistan. Mercifully, the separatist leadership is reasonably marginalised and financial networks under dismantling, but the rump elements still exist as an invisible leadership.

We cannot afford a repeat of either 2010 or 2016. In the latter case, India became the target of international criticism due to the blindings by pellet guns. The police forces will need officer-level leadership to prevent being sucked into the vortex. The Jammu & Kashmir Police would need to be protected from deep-set propaganda. I can perceive its personnel coming under intense pressure. The effectiveness and role modelling of the police is a crucial factor.

Any security specialist will identify the people of Kashmir as the centre of gravity of the proxy war. The people are in anguish, confused and leaderless, thus contributing to more alienation.

We as a nation cannot be in celebratory mode if part of our people are in this state. Instead of targeting the Kashmiris, this is the time for us to display Indian large-heartedness.

I strongly recommend to the political community to form all-party committees for outreach and engagement with the people. Models for this are well known to the army, who can be consulted on this.

Intra-state engagement between Jammu and Kashmir segments is equally important as there are common stakes that exist. The people of Jammu and of Kashmir are embarking on a fresh journey. Let this not be in different directions. I wish to compliment the Centre for its outstanding decision not to trifurcate the state and divide Jammu from Kashmir.

The political community of Kashmir must regain confidence and events of the last few days must be put behind them. Their positive leadership will make a major difference. Let them all work towards returning Kashmir to normalcy faster than ever before.

It’s governance, which the government must focus on. A demonstration of quality governance must emerge in the next few days to prove just how beneficial the decision for central oversight in governance will be for the people.

Feedback from the ground indicates that a certain enthusiasm about this exists. The mindset of the Kashmiris that they have perforce to adjust themselves to live with corruption has to be changed. There is a bigger, better India which is waiting to absorb the Kashmiris; that is the message required to be conveyed.

The states of the Union of India where Kashmiri youth study in large numbers, cannot afford to have them running back and forth to their homes due to persistent threats to their security. The entire rationale and purpose of the government’s brave decisions would be defeated if these threats persist and a tit for tat philosophy is adopted.

The recommendations above by no means exclude the Kashmiri Pandit community, which has suffered much with lip service paid to its interests at most times.

Let the Kashmiri Muslims demonstrate their willingness and happiness to absorb them as equals in society in Kashmir. All mundane objections must be put an end to. Composite culture must re-emerge to destroy the hold that radicalism has come to establish in the region.

It will be contingent upon how the immediate aftermath is handled. A government which has the courage to take difficult decisions will surely be adept at recognising the impact of those decisions. That is where the hope lies.
