<p>“The incident occurred around 7:30-8 pm near gate 7. A group of students affiliated with the ABVP were putting up diyas and making rangolis for Diwali, which displeased another group of students. The other group wrecked the decorations, which led to a scuffle. Both sides engaged in sloganeering,” Deputy Commissioner of Police Southeast Ravi Kumar told The Indian Express.</p>

<p>“Police were deployed to maintain the peace; they are stationed there for the night as a precautionary measure. Students were ordered to disperse and the crowd left by 9 pm.”</p>

<p>Officials said the situation on Jamia campus is still being monitored though there have been no&nbsp;reports of any further disturbance.&nbsp;</p>

NHRC delegation to interact with Jamia students over anti-CAA violence

<p>Contrary to the earlier claims that no firing was done by the police during the violent protest against <a href="https://www.wionews.com/india-news/bjps-public-campaign-on-citizenship-amendment-act-to-begin-from-today-272261">Citizenship (Amendment) Act</a> on December 15, the top sources in Delhi police are now admitting that police might have fired in "self-defence" in Mathura Road area where the protesters went haywire and resorted to vandalism and arson.<br />

Though, the sources maintain that no firing took place in the Jamia area.<br />

Police sources clarified that the purported video that went viral, in which police personnel is seen with his pistol, is being investigated and seems to be of Mathura road area. Police asserted that the fire-arm seems to have been taken out in self-defence.<br />

On December 15, Several students and the police personnel had sustained injuries in the clash, which broke out between protesters and cops during the demonstration.<br />

<p>The most important aspect of the protest is that they are leaderless. It is for this reason, the government must have a dialogue with people even if it feels that anger is misplaced. It will help the Centre bypass political actors who are stoking violence in the name of rights.</p>

<p>The impression is that Centre wants to turn NRC into an electoral issue which would ultimately lead to harassment of 14 crore Muslims. This argument has become central to the protests cutting across universities in India. CAA instead of accommodating persecuted minorities, has turned into a debate on changing the character of the Constitution. It must be contested and clarified.</p>

<p>Another notable point is that it is not the first time that campus violence has erupted on ideological issues during Modi’s tenure. It has happened thrice before. The only difference between the previous protests and the present outcry is that the latter has galvanised the entire Muslim community.</p>

<p>Rohith Vemula suicide case, JNU Kashmir protest and FTII were used by the Opposition to mobilise opinion against Narendra Modi but in all 3 cases, a strong counter polarisation took place.</p>

In FTII case, it was able to garner support from Bollywood and divide it vertically on ideological lines whereas in the case of Vemula, Narendra Modi’s strong Dalit pitch resulted in the split of Dalit votes in Uttar Pradesh leading to BJP’s sweep in the assembly elections. Many senior politicians ran towards campus to own&nbsp;the campaign. This is missing in the 4th campaign.</p>

<p>None of the mainstream politicians went to Jamia fearing that photographs with the Muslims community would further polarise the debate. Even Priyanka Gandhi went to India Gate and sat on a dharna on the issue of CAA. Rahul Gandhi too extended support only via Twitter and the rest of politicians have chosen to meet the President of India. So, despite the support, mainstream political parties, except Mamata Banerjee-led TMC, have kept a distance from campus protests.&nbsp;</p>

<p>But, BJP must understand that countering Muslim exceptionalism in policies is one thing, and to marginalise them as ‘political’ citizens is another. It is not possible for any nation to have a disgruntled population of 14 crore.</p>

<p>Though, BJP is right in saying that all the decisions were passed by Parliament and kept in public domain from 2016 onwards. The issue even figured in the party’s manifesto, and hence, BJP cannot be blamed for pushing an agenda without letting the world know. But even then, the party needs to nuance the message.&nbsp;</p>

<p>This brings us to the last aspect of the issue which is illegal immigration in the country. Centre will need to readdress it's strategy wherein the policy of identifying illegal immigrants does not turn into a witch hunt. During the infamous Emergency, the family control drive by Congress led to a severe political backlash for Indira Gandhi. Centre needs to be mindful of the issue.&nbsp;</p>

CAA and NRC protests: Addressing concerns of protesters a must for government

<p>The world is watching violent scenes playing out in India and the reaction is not favourable. Many countries have raised concerns over the Citizenship Amendment Act (CAA) while a UN agency calls it 'fundamentally discriminatory'.</p>

<p>The biggest culprit is politics. When you politicise NRC to win an election without consulting the stakeholders, you're asking for trouble.</p>

<p>The NRC exercise is a sensitive one, politics must have been kept out of it. Second, such decisions cannot be imposed. they impact lives.</p>

<p>The protests are proof that the indigenous people in these states were not consulted properly.</p>

<p>When decisions like the amendment in Citizenship Law are taken without consensus, they lead to chaos. Assam has already seen it in the late 70s and early 80s.</p>

<p>And then the Assam accord was signed. Now 34 years later, there are protests again. This exposes the fault lines in Indian politics.</p>

<p>Meanwhile, it is a constitutionally valid right to protest. Dissent, civil disobedience and protests - these are the bedrocks on which Indian democracy was founded and built.</p>

<p>But the protest has a limit and protesters have a responsibility, they cannot and should not resort to violence.</p>

<p>The moment you do that, you are on the wrong side of law and must face action.</p>

<p>Protesters must know they run the risk of being used as proxies by vested interests. Such interests can be political, they can be foreign as well.</p>

<p>Case in point-- the Jamia Millia University protests in Delhi.</p>

<p>The students were protesting the Citizenship Amendment Act and they have every right to do so. But when buses are burnt and public order is disrupted, then the police will step in - it's their job.</p>

<p>Did the police overstep? Did they use more force than was needed? why did they fire teargas in a college library? These are questions that must be thoroughly probed.</p>

<p>The Citizenship Amendment Act and the NRC are serious nuanced issues. They shouldn't be reduced to the police versus protesters situation.&nbsp;</p>

<p>The government that passes acts without due consultation, an opposition that wants to politicise 'sensitive' matters, trigger-happy leaders from all parties - ever too ready to stir the pot with 'volatile' comments, and a country whose economic growth is slipping - this is not a good combination.</p>

<p>Left unchecked, these protests could precipitate India's journey to doom. It's time for the government to be open - to listen to the protesters. It's also time for the courts to step in and take stern, quick decisions.</p>

<p>India's growth story was founded on peace, diversity and co-existence. All the stakeholders, and that includes the public, should keep their emotions in check.&nbsp;</p>

<p>Those who damage public property in the name of protests must be identified and booked. Those who use excessive force in uniform - must also face the music.</p>

<p>The first priority must be restoring public order. Because without peace, there can be no debate, no forward movement.</p>

<p>The violence on the streets of the Capital of the country witnessed over the last two days and the criticism of ‘Delhi Police’ for using force to stop those burning buses, indulging in stone pelting and threatening to create an anarchy in the city compels one to think whether we, as a society, are creating an ideal situation for the ‘Ferguson Effect’.</p>

<p>Simply defined, ‘Ferguson Effect’ implies increased de-policing due to distrust of police created on false facts and deliberate misinformation campaigns. The term was coined by Doyle Sam Dotson III, the chief of the St. Louis police, to account for an increased murder rate in some US cities following the unrest in Ferguson, Missouri after 2014 shooting of a black man named &nbsp;Michael Brown by a Ferguson police officer.</p>

<p>As Brown’s body laid on the street while shooting investigators and the medical examiners were completing their work, the neighbourhood crowd grew agitated and threatening. It was fed by Brown’s friend, Dorian Johnson’s narrative of the events leading to the fatal shooting. Johnson became a media darling soon and cops were turned into ‘villains’ &nbsp;by the local media without realising perhaps, how they were being manipulated.</p>

<p>The national media of the US too jumped on the bandwagon as it arrived in Ferguson and mounted the “Hands up, don’t shoot!” narrative. &nbsp;The media across the US went hammer and tongs against the police departments and policing. The campaign led to the reluctance of cops to be proactive in stopping crimes including the heinous ones. This led to the skyrocketing of crime rates in several US cities.</p>

<p>Those who are criticising the use of force to stop the miscreants and rioters in the garb of students fail to understand that it wasn’t a simple student agitation at Jamia Millia University any more. Neither did it remain an agitation against the National Register for Citizens or the amendment in the Citizenship Act.</p>

<p>It had started as a students’ agitation but then it was simply taken over by the nexus of ultra-left and the radical Muslims. That is why the Delhi police had to move to the campus. In fact, 80 per cent of the students from Jamia had already left the campus due to vacations before the agitation started. And more than 80 per cent of the agitators were not students but Islamic fundamentalists and Maoists or Naxals.</p>

<p>Not many people would know but there are several eyewitnesses that on Sunday evening when the agitation was going on in front of the old building of Delhi Police Headquarter, two persons were caught with backpacks which were full of stones. And neither of them was a student. It indicates meticulous planning to create bloodbath on the streets in the garb of a protest by students.</p>

<p>There is credible evidence with the law enforcement agencies that the local leaders of Congress and Aam Aadmi Party fuelled this agitation. The tweets of their leaders are a reflection of their thinking and involvement itself. As one is aware that AAP is largely a political front of Urban Naxals and top Congress leaders’ offices and political strategies are now managed by former ultra-left student leaders from the Jawahar Lal Nehru University, so the two parties have a lot of synergy in terms of fomenting trouble at the campuses.</p>

<p>The fact is that the Leftists, after being pummeled electorally and being compelled to leave other institutions have been using their last bastion- universities and higher education institutions- as their last battleground. That is why one sees the eruption of violent, anarchic and anti-India campaigns emerging from those universities where they have a strong hold either amongst students or amongst academics or both.</p>

<p>The dangerous trend, however, is that what we have witnessed in the Aligarh Muslim University and the Jamia &nbsp;Millia is a lethal combination of &nbsp;Naxals and Islamic fundamentalists. The ultra-left is taking care of the back end planning while the Islamic fundamentalists are the face of these agitations. That is why one sees the swift and quick mobilisation of a large number of agitators from one place to another.</p>

<p>The ultra-left initially tried to create unrest after 2014 by manipulating the death of Rohit Vemulla in Hyderabad. They wanted to play the Dalit card and put Dalits of the country against the Indian state. But Dalits could see through this and called off the bluff of Urban Naxals and Maoists who treat young students as ‘guns for hire’. They ruthlessly manipulate the youth from a distance while sitting in their own safe cocoons. After the ‘Dalit card’ failed to pull off, the ultra-left has now tied up with the &nbsp;Islamic fundamentalists.</p>

<p>What we are witnessing in Jamia and AMU is a manifestation of this nexus. In fact, the cops in UP, as well as Delhi, deserve kudos for using the force with ‘restraint.’ It is much easier to term use of force as ‘brute’ without realising that the cops are not expected to remain mute spectators while they are targeted by the anti-Indian elements. They have to ensure that the law and order is restored. And they have done what was needed to be done and what was supposed to be done.</p>

<p>Many people could have been killed as anti-Indian elements, driving these agitations, were trying to provoke the cops. &nbsp;But the police at both the places refused to walk in their trap. Now it is our duty to ensure that we do not let the ‘Ferguson Effect’ take over our society and police. Most importantly, it is the responsibility of the students at campuses to ensure that they do not let anyone ‘manipulate’ them in the name of religion or ideology.</p>

They ruthlessly manipulate the youth from a distance while sitting in their own safe cocoons. After the ‘Dalit card’ failed to pull off, the ultra-left has now tied up with the Islamic fundamentalists. What we are witnessing in Jamia and AMU is a manifestation of this nexus. In fact, the cops in UP, as well as Delhi, deserve kudos for using the force with ‘restraint.’ It is much easier to term use of force as ‘brute’ without realising that the cops are not expected to remain mute spectators while they are targeted by the anti-Indian elements. They have to ensure that the law and order is restored. And they have done what was needed to be done and what was supposed to be done. Many people could have been killed as anti-Indian elements, driving these agitations, were trying to provoke the cops. But the police at both the places refused to walk in their trap. Now it is our duty to ensure that we do not let the ‘Ferguson Effect’ take over our society and police. Most importantly, it is the responsibility of the students at campuses to ensure that they do not let anyone ‘manipulate’ them in the name of religion or ideology. CAA protest: Entry, exit at Jamia Millia Islamia, Janpath stations closed, says Delhi Metro

<p>A place of education, like a university, is often revered for both the space it provides to develop&nbsp;newer ideas&nbsp;and to let existing ones to thrive. Many students say the spaces outside the classroom is&nbsp;what really impacts&nbsp;their lives, where they&nbsp;indulge in meaningful non-academic interactions.&nbsp;</p>

<p>In search of these open spaces, I&nbsp;explored&nbsp;the famous canteens at one of India&#39;s most prestigious universities, Jamia Millia Islamia.&nbsp;</p>

<p>A prominent women-only canteen, Dastarkhwan, is where you get everything from biryani (a rice and meat preparation) to savoury snacks to feed on. The word <em>Dastarkhwan&nbsp;</em>in Urdu means a table spread where a variety of food is served.&nbsp;The canteen is run exclusively by women and is operated by Ekta Self Help Group with a mission to provide employment to underprivileged women of the neighbourhood who can support their families with their&nbsp;earnings. It was started in 2015.</p>

<p>When it began there were problems. Apart from difficulties&nbsp;procuring funds and finding employees who fit mission&#39;s criteria, the&nbsp;female employees&nbsp;faced&nbsp;the&nbsp;&quot;explicit disapproval of the society&quot;. Boys who came to order food would&nbsp;abuse and threaten them. They would belittle the girls and make them feel guilty for coming out to earn. Also women working here would be tortured day in, day out by their husbands for stepping outside the homes, coming late from work, not taking care of the kids among many other things.</p>

<p>Dastarkhwan was started with a promise to build a synergy between the university and its surroundings.&nbsp;Two years later, have these open spaces changed?</p>

<p>Anjum, a final year master&#39;s student at Jamia, discusses the changing power equations here. She says, &ldquo;Many things that were not okay a few years back are now easily seeping into the social system. Although issues like sexual harassment are at the fore, men are also equally participating in dialogues centred around women. They want to be a part of the change now more than ever.&rdquo;</p>

<p>Now when around 40 women&nbsp;are seen walking into the campus to work--the society does not flinch. These women are accepted--they don&#39;t&nbsp;seem odd or out of place and are easily absorbed within the social fabric.&nbsp;</p>

<p>Shabana, who heads the Dastarkwhan, believes&nbsp;things have changed for the better.&nbsp;&ldquo;Now when people come to order food, the idea of a girl working does not perturb them. They are more accepting. Even the families of these women have become more open, more accommodating than before. The women are not tortured by the families too. Thus, this open space is the epicentre of changing social dynamics.&rdquo;</p>

<p>Dastarkhwan is&nbsp;opening up dialogue between men and women&nbsp;to&nbsp;break&nbsp;stereotypical Indian social narratives, but another canteen on campus&nbsp;has an interesting tale to tell.&nbsp;</p>

<p>&nbsp;</p>

<p>The Castro Cafe is&nbsp;named after&nbsp;Fidel Castro, one of the most famous&nbsp;anti-imperialist leaders of modern times.&nbsp;Castro Cafe not only has the best tea in the campus but promises&nbsp;a good, long talk while feeding on snacks.</p>

<p>Part liberal and part conservative, the canteen has grown to play an important part in the lives of the students: Students from different religions and cultural backgrounds may&nbsp;get exposed to concepts and ideas that are&nbsp;hard&nbsp;or sensitive to discuss&nbsp;in a classroom, but aren&#39;t&nbsp;in an informal setting like a canteen.&nbsp;</p>

<p>The commitee tasked with supervising the renovation at the canteen&nbsp;affirms that they consciously created a space like Castro Cafe with certain values in mind.</p>

<p>&ldquo;By creating a modern eating facility with a sleek look, we wanted to project a progressive image of Jamia,&rdquo; a committee member said.&nbsp;He adds, &ldquo;Jamia was built out of the anti-colonial movement and Castro Cafe reminds us of the anti-imperialist cause.&rdquo;&nbsp;</p>

<p>With indoor and outdoor seating, students come to these &ldquo;open spaces&rdquo; to let down, share memories and opinions and hope to make a difference while exploring themselves in the process.&nbsp;</p>

The canteen is run exclusively by women and is operated by Ekta Self Help Group with a mission to provide employment to underprivileged women of the neighbourhood who can support their families with their earnings. It was started in 2015. Inside Dastarkhwan: When it began there were problems. Apart from difficulties procuring funds and finding employees who fit mission's criteria, the female employees faced the "explicit disapproval of the society". Boys who came to order food would abuse and threaten them. They would belittle the girls and make them feel guilty for coming out to earn. Also women working here would be tortured day in, day out by their husbands for stepping outside the homes, coming late from work, not taking care of the kids among many other things. Dastarkhwan was started with a promise to build a synergy between the university and its surroundings. Two years later, have these open spaces changed? Anjum, a final year master's student at Jamia, discusses the changing power equations here. She says, “Many things that were not okay a few years back are now easily seeping into the social system. Although issues like sexual harassment are at the fore, men are also equally participating in dialogues centred around women. They want to be a part of the change now more than ever.” Now when around 40 women are seen walking into the campus to work--the society does not flinch. These women are accepted--they don't seem odd or out of place and are easily absorbed within the social fabric. Shabana, who heads the Dastarkwhan, believes things have changed for the better. “Now when people come to order food, the idea of a girl working does not perturb them. They are more accepting. Even the families of these women have become more open, more accommodating than before. The women are not tortured by the families too. Thus, this open space is the epicentre of changing social dynamics.” Dastarkhwan is opening up dialogue between men and women to break stereotypical Indian social narratives, but another canteen on campus has an interesting tale to tell. The Castro Cafe is named after Fidel Castro, one of the most famous anti-imperialist leaders of modern times. Castro Cafe not only has the best tea in the campus but promises a good, long talk while feeding on snacks. Part liberal and part conservative, the canteen has grown to play an important part in the lives of the students: Students from different religions and cultural backgrounds may get exposed to concepts and ideas that are hard or sensitive to discuss in a classroom, but aren't in an informal setting like a canteen. The commitee tasked with supervising the renovation at the canteen affirms that they consciously created a space like Castro Cafe with certain values in mind. “By creating a modern eating facility with a sleek look, we wanted to project a progressive image of Jamia,” a committee member said. He adds, “Jamia was built out of the anti-colonial movement and Castro Cafe reminds us of the anti-imperialist cause.” With indoor and outdoor seating, students come to these “open spaces” to let down, share memories and opinions and hope to make a difference while exploring themselves in the process.
