Iran has no plans to leave the Organisation of the Petroleum Exporting Countries despite being treated like an enemy by some fellow members, Oil Minister Bijan Zanganeh said in an interview published on Saturday.

“Iran has no plans to leave OPEC...and regrets that some members of OPEC have turned this organisation into a political forum for confronting two founding members of OPEC, meaning Iran and Venezuela,” Zanganeh told the Iranian parliament news site ICANA.

“And two regional countries are showing enmity towards us in this organisation. We are not their enemy but they are showing enmity towards us...and (they) use oil as a weapon against us in the global market and world."

Zanganeh did not name the two countries.

Tensions between Iran and Saudi Arabia and the United Arab Emirates - both US allies - have spiked this year after the two said they would increase oil production to make up for Iranian crude cut off from the market by US sanctions.

On Friday, US President Donald Trump's administration added Iran's largest petrochemical holding group to its sanctions list, accusing it of indirectly supporting Tehran's Revolutionary Guards. Washington said the move aimed to dry up revenues to the elite Iranian military force but analysts called it largely symbolic.

Zanganeh was also quoted by ICANA as saying the United States had made it increasingly difficult for Iran to sidestep sanctions but it had come up with new ways to circumvent them.

"We have thought about confronting America's actions and constantly have found and will find new ways and anyway this is a war where we are standing strong and will not retreat," he said, without elaborating.

The Trump administration is seeking to isolate Iran over its nuclear and ballistic missile programmes as well as its support for proxy groups in Syria, Iraq, Lebanon and Yemen.

Iran’s ruling clergy are celebrating the 40th anniversary of the 1979 revolution, during which Shi'ite Islamists, led by religious leader Ayatollah Khomeini, toppled Mohammad Reza Shah’s secular monarchy.

The linchpin of the Islamic Republic’s political system is Ayatollah Khomeini’s doctrine of Wilayat-i Faqih, or guardianship of the jurist, which makes a Shia religious jurist the head of state. The jurist’s legitimacy to hold the most powerful position in the state is claimed to be based on divine sovereignty.

As its name suggests, the Islamic Republic of Iran’s current system combines theocratic and republican elements. The president and parliament are democratically elected, while the members of powerful institutions such as the Guardian Council and the judiciary are appointed by the Supreme Leader (Walī-yi Faqīh).

The Guardian Council oversees elections and the final approval of the legislation. According to the Constitution of the Islamic Republic, all legislation, policies and programs must be consistent with the observance of Islamic principles. The Guardian Council has a duty to monitor all legislative decisions and determine whether their implementation would cause a violation.

This unprecedented political system brought in four decades of internal conflict. The established Islamic Republic of Iran also ceased being a US ally and instead became an enemy. International sanctions, along with the clergy’s mismanagement and endemic corruption, have resulted in a dire economic situation. There is a strong fear the high unemployment and inflation rate will continue to rise.

Under these circumstances, there are now doubts the Islamic Republic can survive. And some wonder whether we may soon see another revolution. So, what is the situation in Iran 40 years after the Shah was overthrown and who is agitating for change?

Decades of unrest

After Ayatollah Khomeini died in 1989, a more conservative Supreme Leader, Ayatollah Khamenei, came to power and strengthened the theocracy.

The reformist movement emerged in the mid-1990s to counter the newly established conservative regime. They had little chance of gaining power through theocratic institutions, so they focused on the electoral side. They campaigned for women’s rights, democratic rule and a civil-military divide.

Reformists gained power twice: from 1997 to 2005 and from 2013 – with the election of the relatively moderate president, Hassan Rouhani – until now. In these years, reformists controlled electoral institutions such as the presidency and the parliament.

For decades, reformers have struggled to limit the power of theocratic institutions – while still broadly complying by the laws of the clergy, and the principles set in place by Khomeini – and expand the power of republican institutions. However, they were no match for the Khamenei-led resistance, and theocratic institutions are more powerful today than they were in the mid-1990s.

Iran has also continually had tense relations with the international community. In addition to eight years of war with Iraq, Iran has been under sanctions for almost all of the past four decades. These have been imposed by the US, the EU, and the United Nations over claims Iran breached its nuclear obligations.

Today, the Donald Trump-led US government is pursuing an extremely hostile approach to Iran. Crucially, the US has withdrawn from a nuclear deal negotiated with the Obama administration – under which Iran agreed to limit its nuclear program. The US has reapplied previous sanctions (which were lifted under the deal) and imposed new ones. Iranians are also the most affected of the Muslim majority countries included in Trump’s travel ban.

Reformists have made some progress towards easing economic hardship, loosening social control, and initiating a temporary easing of tensions with the outside community. But the parlous nature of the political structure empowers the theocrats to manipulate the system and stymie any reform effort that promises a path to democratisation.

Reformists or pro-regime opposition

The protests that swept Iran between December 2017 and January 2018 showed that many Iranians don’t consider the reformists capable of bringing about meaningful change. Protesters expressed their anger over increasing economic hardship, as well as Iran’s support and funding for foreign conflicts, namely the civil wars in Yemen and Syria. They also chanted slogans calling for an end to the rule of clerics.

Rampant corruption, the failure of Rouhani to fulfil his promises – such as boosting the economy, extending individual and political freedoms, ensuring equality for women and men, and easing access to the internet – and the return of sanctions have combined to shatter hope of reform. This has been expressed in global protests by the Iranian diaspora calling for a change to the government.

It seems unlikely the reformists will be able to maintain their positions in the country’s electoral institutions. The sad reality is that even if they have another chance, the result will only compound their failures.

These circumstances have led to another stream of opposition – one agitating for a toppling of the Islamic Republic and regime change – gaining currency. Most members of this group are in exile, including Iran’s ex-prince and son of the Shah overthrown by the revolution, Reza Pahlavi.

But there is profound disagreement between the opposition groups in exile. Although they share a similar goal, they have consistently proven unable to agree on an overarching framework. The profound divisions among the groups have drained both their resources and intellectual capacity, which has rendered them incapable of contesting the country’s ruling clergy.

Those advocating for regime change have also been incapable of articulating a viable alternative to the Islamic Republic. All opposition groups overuse the abstract notion of “secular democracy” without clearly explaining what exactly they have in mind.

Pahlavi’s desire is reportedly not to put himself back on the throne, but to let the people decide what the political system would look like. He has said, "It’s not the form that matters, it’s the content; I believe Iran must be a secular, parliamentary democracy. The final form has to be decided by the people."

While this is a legitimate statement, figures like Pahlavi ought to offer viable alternatives that would help bring opposition groups together. Potential alternatives should also be structured to appeal to the masses, a considerable segment of whom have expressed disillusionment with the ideal of an Islamic state.

Opposition groups are absorbed in delegitimising the Islamic Republic, questioning the way the clergy run the country. In doing so, they forget the people who have already expressed widespread dissatisfaction with the clergy.

The opposition needs to skillfully craft an alternative to the Islamic Republic and a comprehensive plan for the transition to democracy. Until an alternative political system is formulated and popularised, the opposition will remain impotent and unable to initiate a transformation in the country.

Of course, change is not impossible. A military confrontation with Israel or the US, the departure of 79-year-old Ayatollah Khamenei, or a spontaneous mass uprising could prove a game changer.

US&nbsp;Director of National Intelligence Dan Coats added that the intelligence community did not assess the impact of the foreign influence efforts on the election results.

The findings were included in a report that Coats submitted to <a href="http://www.wionews.com/world/hours-ahead-of-midnight-deadline-trump-meets-republican-senators-to-thrash-out-wall-funding-dilemma-185729">US&nbsp;President Donald Trump</a> and US&nbsp;agencies involved in election security as required by an executive order signed by Trump in September.

The order declared election interference a national emergency in the wake of an intelligence assessment that Russia conducted an influence operation to sway the 2016 presidential vote to Trump over his Democratic challenger Hillary Clinton.

Russia denies that it interfered in the 2016 contest.

"At this time, the intelligence community does not have intelligence reporting that indicates any compromise of our nation's election infrastructure that would have prevented voting, changed vote counts or disrupted the ability to tally votes," Coats said in a statement on the 2018 election report.

"The activity we did see was consistent with what we shared in the weeks leading up to the election," he continued. "Russia, and other foreign countries, including China and Iran, conducted influence activities and messaging campaigns targeted at the United States to promote their strategic interests."

Coats did not elaborate on details of the foreign influence operations, and he said that the intelligence community did not assess their impact on voters who last month elected a new US&nbsp;Congress, state legislatures, governors and other officials.

"The Russians did not go away after the 2016 election," Mark Warner, the senior Democrat on the Senate Intelligence Committee, said in a statement on the new report.

"Now that the Russian playbook is out in the open, we're going to see more and more adversaries trying to take advantage of the openness of our society to sow division and attempt to manipulate Americans," Warner added.

Russia, China, Iran sought to influence midterm elections: US spy chief

Iran said on Sunday it would continue missile tests to build up its defences and denied this was in breach of UN&nbsp;resolutions following US&nbsp;allegations that Tehran had tested a new missile capable of carrying multiple warheads.

US&nbsp;Secretary of State Mike Pompeo on Saturday condemned what he called Iran's testing of a medium-range ballistic missile in violation of the 2015 international agreement on the Iranian nuclear programme, from which Washington has withdrawn.

"Missile tests...are carried out for defence and the country's deterrence, and we will continue this," Brigadier- General Abolfazl Shekarchi, spokesman for Iran's armed forces, was quoted as saying by the semi-official Tasnim news agency.

"We will continue to both develop and test missiles. This is outside the framework of (nuclear) negotiations and part of our national security, for which we will not ask any country's permission," Shekarchi said.

He did not confirm or deny Iran had tested a new missile.

Earlier, US&nbsp;National Security Adviser John Bolton tweeted: "Iran just test-fired a... ballistic missile capable of reaching Israel and Europe. This provocative behaviour cannot be tolerated."

Iranian Foreign Ministry spokesman Bahram Qasemi also said Iranian missiles were purely defensive and added, "There is no Security Council resolution prohibiting missile programme and missile tests by Iran".

UN Resolution 2231 enshrined Iran's 2015 nuclear deal with Britain, China, France, Germany, Russia and the United States in which Tehran curbed its disputed uranium enrichment programme in exchange for an end to international sanctions.

The resolution says Iran is "called upon" to refrain for up to eight years from work on ballistic missiles designed to deliver nuclear weapons.

In a sign that it will allow some flexibility in exchange rates under threatened US&nbsp;sanctions,&nbsp;Iran&nbsp;has lowered the official value of the&nbsp;rial&nbsp;versus the&nbsp;dollar&nbsp;for the&nbsp;first&nbsp;time since&nbsp;it tried to stamp out a free currency market last month.

In early April, with the&nbsp;rial&nbsp;sinking to record lows before US&nbsp;President Donald Trump's decision to exit the&nbsp;Iran&nbsp;nuclear deal, Tehran said it was unifying official and free-market rates for the currency at a single value of 42,000 to the&nbsp;dollar.

Authorities threatened anyone trading the&nbsp;rial&nbsp;at other rates with arrest, and sent police to patrol money exchange shops in big cities.

This week, however, the central bank has begun engineering a very slow decline of the&nbsp;rial, suggesting it will let the currency&nbsp;move&nbsp;gradually in response to supply and demand, as long as a fresh free-fall can be avoided.

The central bank set the rate at 42,050 on Monday and 42,060 on Tuesday, its website showed. Central bank chief Valiollah Seif hinted at the possibility of further falls, saying the&nbsp;rial&nbsp;could&nbsp;move as much as 5 or 6 percent during the fiscal year to March 20, 2019, the Financial Tribune newspaper reported.

Seif was quoted as telling a meeting of the banks' chief executives that the central bank would decide foreign exchange rates based on inflation in&nbsp;Iran, which is now running slightly above 8 percent.

By letting the&nbsp;rial&nbsp;depreciate,&nbsp;Iran&nbsp;may be able to boost its export sector and make it easier to attract flows of hard currency into the country, partly offsetting economic damage from the sanctions that Trump is threatening to impose.

But at the same time, authorities are desperate to prevent a sharp&nbsp;rial&nbsp;drop that could cause inflation to jump. Rising consumer prices were partly responsible for public protests that were crushed in January with the deaths of at least 25 people.

Residents of Tehran told Reuters that trade in the&nbsp;rial&nbsp;at values other than the official rate had largely halted because of the danger of arrest. But some deals were still being done by&nbsp;Iranians who wanted to trade or travel abroad and could not obtain enough&nbsp;dollars through official channels.

Tehran Prosecutor Abbas Jafari Dolatabadi said in mid-May that 180 people had been arrested over foreign exchange-related offences, according to the&nbsp;Iranian daily Financial Tribune.

Foreigners in Tehran said they were exchanging currency with dealers in the basements of buildings or petrol stations in order to escape notice. “It is more dangerous than buying drugs,” said one.
