The Indian government has allowed farmers to purchase seeds with old 500 rupee currency note from state-run outlets, national or state seeds companies and agricultural universities, a finance ministry statement said on Monday.

Prime Minister Narendra Modi's move to withdraw from circulation 500 and 1,000 rupee bills as legal tender has left millions of farmers with little cash to buy seeds and fertilisers for winter crops, Reuters reported.

It has also snowballed into an adverse effect on the production of key commodities and hurting rural communities just as it recovers two years of drought.

Giving a final chance, the government is all set to ask 11,319 NGOs to submit their applications afresh for the renewal of FCRA licence, failing which it will be cancelled permanently.

"We will soon tell these NGOs to avail the opportunity to renew their FCRA registration. If they fail to do so, their registration will lapse permanently," a home ministry official said.

The government had derecognised 11,319 NGOs last month after they failed to renew their registration by June-end, preventing them from receiving foreign funds.

As many as 1,736 NGOs, including Ramakrishna Mission Ashrama, Mata Amritnandmayi Math and Church of South India Diocese of Madras, have failed to renew their registration under the Foreign Contribution Regulation Act within the stipulated date of June 30.

The NGOs were given time till November 8 for submission of non-complete applications for FCRA licence renewal with all relevant documents to avoid the cancellation.

However, most of them failed to take the opportunity.

In addition, the Centre also denied renewal of FCRA registration to 25 NGOs after they were allegedly found to be involved in anti-national activities.

The 25 NGOs' operations in the country are "contrary" to the provisions of the Foreign Contribution Regulations Act (FCRA) and allegedly anti-national, an official said.

A total of 16,491 applications were received by the Home Ministry for renewal of FCRA registration and out of which 14,730 were granted renewal.

Demonetisation: Don't use others' accounts for black money conversion, Indian government warns

The Indian government today decided to declare a non-governmental organisation (NGO) promoted by controversial Islamic preacher Zakir Naik as an outlawed organisation for five years under the anti-terror law for its alleged terror activities.

The decision was taken at a meeting of the union cabinet chaired by Prime Minister Narendra Modi.

The cabinet approved a proposal to declare Islamic Research Foundation (IRF) as an 'unlawful association' under the Unlawful Activities Prevention Act for five years, a government official said.

An investigation by the home ministry has found the NGO having links with Peace TV, an international Islamic channel, accused of propagating terrorism, the official said.

Naik, who heads the IRF, has allegedly made many provocative speeches and engaged in terror propaganda.

The police of India's western state of Maharashtra have also registered criminal cases against Naik for his alleged involvement in radicalisation of youths and luring them into terror activities, officials said.

Naik also transferred IRF's foreign funds to Peace TV for making "objectionable" programmes. Most of these made in India and contained alleged hate speeches of Naik, who had reportedly "urged all Muslims to be terrorists" through Peace TV, they claimed.

An educational trust run by Naik have already been prevented from receiving foreign funds and agencies are looking into their activities.

Naik came under the scanner of the security agencies after Bangladeshi newspaper 'Daily Star' reported that one of the perpetrators of the July 1 terror attack in Dhaka, Rohan Imtiaz, ran propaganda on Facebook last year quoting Naik.

The Islamic orator is banned in the UK and Canada for his hate speech aimed against other religions. He is among 16 banned Islamic scholars in Malaysia.

He is popular in Bangladesh through his Peace TV, although his preachings often demean other religions and even other Muslim sects. The Mumbai-based preacher has not returned to India ever since the controversy came to light

Indian government declares Zakir Naik's NGO outlawed body for 5 years

The Indian government today indicated it might take action against controversial Indian Islamic preacher Zakir Naik. Naik was followed by one of the five Bangladeshi attackers who killed 22 people at a restaurant in Dhaka.

"Zakir Naik's speech is a matter of concern for us. Our agencies are working on this. But as a minister, I will not comment what action will be taken," Minister of State for Home Affairs Kiren Rijiju told reporters here.

Rijiju said India has good relations and mutual understanding with Bangladesh, especially in the matter of co-operation on fighting terrorism.

"Terror can be defeated only through close coordination and by fighting together (against it)," he said.

Bangladeshi newspaper 'Daily Star' had reported that militant Rohan Imtiaz, son of an Awami League leader, ran propaganda on Facebook last year quoting Naik.

Naik, in a lecture aired on Peace TV, an international Islamic channel, had reportedly "urged all Muslims to be terrorists".

Naik, a popular but controversial Islamic orator and founder of Mumbai-based Islamic Research Foundation, is banned in the UK and Canada for his hate speech aimed against other religions. He is among 16 banned Islamic scholars in Malaysia.

He is hugely popular in Bangladesh through his Peace TV, although his preachings often demean other religions and even other Muslim sects, the report said.

Another Dhaka attacker Nibras Islam used to follow two alleged suspected recruiters of Islamic State - Anjem Choudary and Shami Witness on Twitter in 2014.

Shami Witness is the Twitter account of 24-year-old Mehdi Biswas, who is facing trial in India for running propaganda for terror group Islamic State (ISIS). He was arrested in December 2014 following an investigation into his Twitter account, which was last active in August 2014.

Biswas was charged with operating the "single most influential pro-ISIS Twitter account".

Choudary, a Pakistan-origin British citizen, is now facing a trial in England for breaking the British anti-terrorism law. His Twitter account turned inactive since August 2015 after terror charges were brought against him.
