Minister of State for Home Affairs, G.Kishan Reddy, has announced that India will host the 'No Money For Terror'&nbsp;meet in India in 2020.

The minister is currently heading a high-powered five-member Indian delegation, along with Director-General of the National Investigation Agency YC&nbsp;Modi, at this year's edition of the three-day global conference in Melbourne against the support and financing of terrorism, which began from November 6.

At the inaugural session, the minister stressed India's concern over the "tacit support" that some nations are extending to terror groups breeding on their soil, in an apparent reference to Pakistan.

He, at the session, also called for a united global effort against all those who support terror or help generate finances for terror. He stated that India, being a victim of cross-border terrorism, advocates zero-tolerance towards terror, a detailed report stated.

Reddy stated that despite the killing of Osama Bin Laden in 2011, several active affiliates of Al Qaeda still exist in many parts of the world.

He also cautioned that despite the recent elimination of Abu Bakr Al Baghdadi, there is no room to construe that the Caliphate would cease to survive.

Viewing terrorism as the "single biggest threat to peace, security, and development" in the region, the minister further proposed four points for inclusion in the resolution to tackle the global menace saying all nations must expedite the finalisation of a Comprehensive Convention on International Terrorism under the United Nations.

All countries which participated in the meeting should also effectively enforce the standards mandated by the Financial Action Terror Force (FATF) and UN listings, the minister said. In addition, members should also initiate discussion on Countering Financing of Radicalisation (CFR), which would prevent radicalisation - an essential prerequisite of terrorism.

Reddy would also be leading a terror-focused bilateral meeting with his Australian counterpart in Melbourne on November 8.

The opening ceremony of the 14-day exercise was held at Mahajan Field Firing Ranges here on November 1. 
 
The exercise is aimed at enhancing interoperability between the two armies and further strengthening the military relations between the two countries.

But Satnam Singh, a poor farmer in northern Punjab state, says that he has to clear his field ready for the next crop.

"Without <a href="https://www.wionews.com/india-news/action-initiated-in-20729-cases-of-stubble-burning-punjab-cm-259743">burning the stubble</a>, we just cannot sow the wheat in the field," Singh told AFP as clouds of acrid smoke rose up from fields all around.

And even though burning stubble is illegal, enforcement is lax.

Government schemes,&nbsp;such as improving access to machinery that removes the need to burn crop residue,&nbsp;have had little impact.

"All these machinery that people talk about, a regular farmer cannot get these machines. They are very expensive. Which farmer can afford that?" said Singh.

This was echoed by Kabal Singh, another farmer in the same region.

"The farmer has no other option but to burn the crop to prepare the land," he told AFP.

"Farmers don’t know how to diversify the crops on their own. Government has to advise us. If they say these areas should grow maize or these areas should grow Basmati rice, then we can follow that," he said.

Traders and shopkeepers across the illegally-occupied regions in Pakistan occupied Kashmir (PoK) and Gilgit-Baltistan continue to hold a shutter-down strike against unfair taxation policies of the Pakistani government. 
 
They said that they reject the taxation policies introduced in the federal budget by the Pakistan government which negatively impacts businesses in PoK. 
 
Another major irritant for them is the cumbersome procedure requiring anyone buying items worth 50,000 Pakistani rupees or more to produce identity papers. 
 
Shaukat Nawaz Mir, Secretary of Traders Association in Muzaffarabad city, said: "This shutter down strike is being observed here against the Federal Board of Revenue (FBR), Pakistan income tax policy 2019. We do not accept these unjust policies. Currently, FBR and income tax officials are blackmailing traders, misguiding them and taking bribes from them". 
 
Pakistan had secured a provisional 6-billion-dollar IMF loan in April. It was followed by a sharp hike in tax revenues amid spiralling inflation. 
 
The ongoing economic crisis has badly affected people in the region, who lack access to water, electricity and even the most basic requirements. 
 
"The department (Pakistan administration) is suppressing us. They are depriving our children from their own waters (Neelum and Jhelum rivers), shouldn't we protest? Why should we sacrifice our resources? We are getting electricity at a much higher price (compared to Pakistan); we have to face load-shedding all the time. It is enough. We have to first look at our rights and our children's rights," Nawaz Mir further said. 
 
The new taxation policies imposed by Islamabad are causing resentment in Gilgit-Baltistan as well. 
 
The business community is on strike and demands the abolition of the CNIC (Computerized National Identity Card). The other demands include the restoration of the 1.2 million rupees income limit for income tax, the announcement of fixed tax scheme for traders, and problems created by Pakistan Telecommunication Authority for registration of mobile phones. 
 
"Today we are observing a shutter down strike all across Gilgit-Baltistan. We are protesting against the new tax policies implemented by the FBR. The unjust taxes have put the businessmen in a difficult situation. Taxes on business directly affect the public and the small traders," said a local trader in Gilgit. 
 
Another trader said,&nbsp;"There can be no implementation of taxes in Gilgit-Baltistan, they have already been abolished. We condemn this and will continue to protest against it. Gilgit is an illegally occupied territory (by Pakistan); in Jammu and Kashmir, many subsidies are given to the people. If they continue to impose taxes, we will hold even bigger protests". 
 
People in Gilgit-Baltistan and PoK are finding it hard to make ends meet as unfair taxation by Pakistan administration has badly affected their small businesses. 
Under these circumstances, the disgruntled local traders and the people could launch a massive protest against Islamabad in the coming days.

On Sunday, Mishra held a high-level review meeting with senior officials of the three states through video-conferencing. 
 
The Chief Secretary, Punjab stated that he is personally monitoring the situation with Deputy Commissioners of various districts where hotspots have been identified. He added that FIRs are also being registered for violation of The Air (Prevention and Control of Pollution) Act, 1981. 
 
"The State Government is taking strict action by enforcing the necessary fines for incidents of violation of the said Act," told Chief Secretary, Punjab 
While Chief Secretary, Haryana stated that the Chief Minister has directed all concerned to reduce the cases of stubble burning in the state at the earliest. She mentioned that the teams are in the field round the clock to control the cases of air pollution. 
 
The Chief Secretary, Delhi stated that water sprinkling has been intensified, and identified hotspots and corridors are being focused upon to improve the situation. Open dumping of garbage in the city has been stopped and the maximum fine is being imposed and collected from the violators of these norms.

While speaking at the third RCEP meet in Bangkok, PM Modi&nbsp;said, "The present form of the RCEP agreement does not fully reflect the basic spirt and the agreed guiding principles of RCEP. It also does not satisfactorily address India's outstanding issues and concerns. In such a situation, it is not possible for India to join the RCEP agreement."

"When I measure the RCEP agreement with respect to the interests of all Indians, I do not get a positive answer. Therefore, neither the Talisman of Gandhiji nor my own conscience permits me to join the RCEP,&nbsp;" the Indian prime minister added.

The key issues that concerned New Delhi included inadequate protection against import surge, insufficient differential with China, keeping the base year as 2014 and no credible assurances on market access and non-tariff barriers.

Meanwhile, ASEAN sources reacting to the development called it a "win win outcome" with "both side getting to inform their constituencies back home that they got a deal (RCEP 15) &amp; India gets to tell its constituencies that India held out to safeguard domestic interests."

Adding, "If a deal could be struck before the 15 complete their legal scrubbing, then it could be 16 members. If not, 15 will proceed ahead without India. &nbsp;Meanwhile, 15 will be able to benefit, although not as much as with India in RCEP."

Calling "RCEP deal is better for the world economy",&nbsp;ASEAN sources said "RCEP deal bucks the trend of protectionism being equated with nationalism."

The negotiation for the deal started in 2012 in Cambodia and will be one of the biggest Free trade agreement in the world.

ASEAN Summit: India decides not to join RCEP

India has decided not to join the <a href="https://www.wionews.com/india-news/vietnam-backs-india-at-rcep-says-want-trade-deal-with-all-16-countries-259891">Regional Comprehensive Economic Partnership (RCEP)</a> agreement as its key concerns have not been addressed, government sources said. 
 
They said that Prime Minister Narendra Modi stood firm as India's key concerns were not addressed. 
 
The sources said there will no compromise on the country's core interests and RCEP agreement does not reflect its original intent and the outcome is not fair or balanced. 
 
The key issues include- inadequate protection against import surge, insufficient differential with China, possible circumvention of rules of origin, the base year remaining as 2014 and no credible assurances on market access and non-tariff barriers. 
 
The Prime Minister had said earlier that India remains committed to a comprehensive and balanced outcome of RCEP negotiations and seeks balance across goods, services and investments and also within each pillar. 
 
RCEP is a proposed free trade agreement (FTA) between the ten member states of ASEAN and six FTA partners.

Prime Minister Narendra Modi on Monday outlined "global challenges facing the world today and highlighted the need for working together to find common solutions," informed Ministry of External Affairs spokesperson Raveesh Kumar.

The agenda on the East Asia summit is to review the future direction of East Asia cooperation and exchange views on regional and international issues. 
 
Earlier in the day, Prime Minister Modi had a luncheon with the Association of Southeast Asian Nations (ASEAN) leaders to discuss the issue of sustainable development. 
 
Modi also met his Japanese counterpart and welcomed the inaugural 2+2 Foreign and Defence Ministerial Dialogue, which will take place later this month in India. 
 
Prime Minister Modi is also scheduled to attend the Regional Comprehensive Economic Partnership (RCEP) summit, where the leaders of the member countries will review the state of negotiations, which are ongoing in Bangkok currently. 
 
Modi is also slated to attend several bilaterals including with Vietnam Prime Minister Nguyen Xuan Phuc and Australia PrimeMinister Scott Morrison.
