President Donald Trump should delay his decision to terminate the preferential trade status granted to India till the general elections in the country are over, several influential US lawmakers, including Democratic presidential aspirant Tulsi Gabbard, said on Wednesday.

Trump this month informed the US Congress about his intent to terminate the designation of India as a beneficiary developing country under Generalized System of Preferences (GSP) programme that facilitates duty-free import of certain products from underdeveloped countries to help grow their economies.

Under the United States GSP programme, nearly 2,000 products including auto components and textile materials can enter the US duty-free if the beneficiary developing countries meet the eligibility criteria established by the Congress. India was the largest beneficiary of the programme in 2017 with USD 5.7 billion in imports to the US given duty-free status, according to a Congressional Research Service report in January.

"My hope is that we can delay, the termination of these GSP preferences until after the elections in India so that we can have a non-political conversation that is very focused on how we collectively can move forward together," Gabbard, the first Hindu US lawmaker, said at a conference on "The US-India Partnership: Economic, Immigration & Strategic Issues." Speaking at the conference organised by the US-India Friendship Council, Gabbard acknowledged that the bilateral relationship was facing a challenge in the field of trade.

"We have some trade challenges that we need to resolve as well as trade opportunities. I think that we have to make sure that cooler heads prevail as we deal with some of the differences that exist," she said.

"Obviously each country (is) advocating for what is in their interest, but recognising that we have great potential and opportunity in many different areas, the announcement to terminate the GSP preferences for India, I think to speak to some of those differences," Gabbard said.

Republican Congressman George Holding, who is Co-Chair of the Congressional India Caucus, agreed with Gabbard, saying that India has been in the generalized system of preferences for three decades and it's just not the right time to address that.

India, he said, is no longer that underdeveloped country when GSP was first granted. There has been a lot of changes in the country since then.

"We do probably need to revisit that. But we don't need to revisit it right before a general election," he said. Swadesh Chatterjee, chair of US-India Friendship Council, said that Trump's decision to terminate GSP for India would impact the country's export of about USD 5.6 billion.

This is more than 10 per cent of the total goods and services between the US and India and this suspension of GSP will definitely create some issues between the two countries. Senator Thom Tellis from North Carolina praised the contribution of Indian Americans in the economy and development of the United States.

"I developed a greater appreciation for their culture, their dedication to education and their dedication to excellence," he said. Referring to the growing defence ties between India and the United States, Indian-American Congressmen Ami Bera underscored the need of the two countries to work in areas like artificial intelligence.

"We'd like to authorize the Department of Defence (DoD) to assist India in reducing purchases from countries that we may mutually view as adversaries and certainly that we may view as adversaries," Bera said.

He said that Indo-US partnership in the area of defence is critical and the two countries have been conducting major defence and naval exercises together. "We would like to require the DoD to conduct regular military engagements and dialogue with India, particularly in the Western Indian Ocean region. We recognize that India strategically has a vital role in protecting the Indian Ocean region and in keeping those lanes of commerce open," he said.

"We'd like to require the State Department to advance India's membership into the Asia Pacific Economic Cooperation Forum or APEC because we think this is an important vehicle by which India can continue to seek it's free and open trade across Asia," Bera said.

The entire project is being monitored at the secretary level.

The LPAI will be building a passenger terminal building (PTB ) at the cost of Rs 195 crore. The tender for building it was issued on March 9. The last day of submission of the tender documents is April 9. The Indian government has said that the contract will be awarded very soon.

Around 50 acres of land has been demarcated to build the PTB out of which 15 acres of land has already been taken. Rs 10 crores have been given as compensation for land acquisition for the building.

The earthwork, like the levelling activity, began on March 18. As much as 15 acres of land has been levelled as of March 28.

Meanwhile, the NHAI is acquiring 23 hectares of land for the 4.2-kilometre four-lane highway leading up to the passenger terminal building at the border. The total cost of the highway project is around Rs 120 crores with the NHAI already releasing Rs 14 crores.

New Delhi has maintained it is committed to realising the long pending demand of the Indian pilgrims to visit the holy Gurudwara Kartarpur Sahib using the corridor in a "safe, secure, smooth and easy manner."

Israel on Friday said that it will back its "precious friend" India in its fight against terrorism by transfer of technology and crucial know-how.

"India is a precious friend. What friend do is that they help each other to defend each other. As long as India needs our help, assistance, sharing of technology, know-how to defend itself, we are here," a top Isreali government source told WION.

India wants April 2 Kartarpur talks in Wagah, Pakistan rescheduled after Islamabad appointed Khalistani elements on the committee associated with the Kartarpur corridor.

India's move comes against the backdrop of New Delhi asking Pakistan to clarify its stand on the proposal it had put forward in the last meet on March 14 in Attari, India.

India has already expressed its concern on security front to Pakistan deputy high commissioner Syed Haider Shah.

A release from the Ministry of External Affairs said India has "shared concerns and sought clarifications on reports that controversial elements have been appointed by Pakistan to a committee to be associated with the Kartarpur Corridor."

Adding, "It has been conveyed that the next meeting on the modalities can be scheduled at an appropriate time after receiving Pakistan’s response."

A well known Khalistani and close aide of Gopal Singh Chawla has been recently appointed to Pakistan Sikh Gurdwara Prabandhak Committee.

Sources told WION, "It is already been conveyed to Pakistan that Kartarpur facility should not be misused for anti-India activities and we want substantive outcomes from the meet and not just for the sake of optics."

India has also stated that it remains committed to "realise the long-pending demand of the Indian pilgrims to visit the Holy Gurudwara Kartarpur Sahib using the Corridor in a safe, secure, smooth and easy manner."

The project is being monitored at the secretary-level with 14 crores being transferred to land acquisition authorities and India is hopeful that the September 2019 deadline will be met.

New Delhi wants 2nd Kartarpur meet rescheduled after increased Khalistani role

Reacting to India's mission Shakti or Anti-Satellite Missile Test, Russia on Friday said that it welcomed New Delhi's "reassurance" on making the outer space free from arms race.

In a statement, Russian foreign ministry highlighted the "non-directedness of this test against any specific country declared by the Indian leadership" as well as the "reassurance of the continuity of New Delhi foreign policy to prevent the deployment of weapons in outer space and thereby the development of an arms race in it."

It has been a long-standing policy of the Indian government not to weaponise the Outer Space and that space must be used only for peaceful purposes.

Russia is the fourth country to make a public statement on India's ASAT test after Pakistan, China and the US. The statement by the US was positive while China's was rather guarded. Pakistan, on expected lines, criticised the New Delhi's move.

But Russia did state that action by New Delhi was "largely the result of the substantially degraded situation in the field of arms control" for which Moscow blamed Washington.

The statement said, actions by US such as "unilateral and unlimited development" of the US global anti-missile defence systems and continuing with its policy of "weaponisation of outer space" is making other countries to take actions "in the interests of strengthening their national security."

US President Donald Trump has proposed a space force in March of 2018 which will be the 6th branch of US armed forces. It will be separate but equal to the US Air Force.

Moscow also suggested its "Indian partners" to "actively join" efforts of the international community to present an arms race in outer space. Russia and China have come up with a draft treaty to prevent the weaponization of outer space.

India handed over the dossier to the Acting High Commissioner of Pakistan in New Delhi on February 27 with specific details of Pakistan-based terror group Jaish-e-Mohammed (JeM)'s complicity in the Pulwama attack that killed 40 CRPF personnel on February 14 and the presence of JeM terror camps and its leadership in Pakistan.

The FO said soon after receiving the dossier, Pakistan constituted an investigation team, detained a number of people for investigation and initiated work on the technical aspects of social media content, a main basis of the Indian documents.

The Indian dossier contains 91 pages and six parts, out of which only part two and three pertain to the Pulwama attack, it said.

"Other parts are generalised allegations. Pakistan is focusing on those parts which relate to Pulwama incident," it said.

The FO claimed that during the course of investigations, all aspects of the information provided by India have been thoroughly examined including the "confessional" video of Adil Dar, "claim" of responsibility for the attack, Whatsapp and Telegram numbers used to share videos and messages in support of the Pulwama attack, list of 90 individuals suspected of belonging to a proscribed organisation and 22 pin locations of alleged training camps.

Service Providers have been requested for data including relevant details of activities and contacts of the GSM (Global System for Mobile communications) number provided by India, it said.

A request for assistance from Whatsapp has also been made to the US government, it said, adding that the said additional information and documents from India would be essential to continue the process of investigations.

"Pakistan remains committed to taking this process to its logical conclusion," the FO added.

Tensions between India and Pakistan escalated after the suicide bomber of JeM killed 40 CRPF personnel in Jammu and Kashmir's Pulwama district on February 14.

India launched a counter-terror operation against a JeM training camp in Balakot. The next day, Pakistan Air Force retaliated and downed a MiG-21 in an aerial combat and captured its pilot, who was handed over to India on March 1.

A day after the Indian Air Force (IAF) carried out aerial strikes on a Jaish-e-Mohammad (JeM) terrorist camp in Balakot, the Pakistani Air Force tried to carry out a similar attack against Indian military targets but failed to do so.

"On February 27, the Pakistani Air Force with its package of more than 20 planes led by the American F-16s along with the French Mirage-IIIs and Chinese JF-17, fired 11 H-4 1,000 kg bombs from ranges of around 50 km inside their territory at military targets at three locations but failed to hit any of them," government sources revealed.

The H-4 bombs fired by the Mirage-IIIs of the Pakistan Air Force are classified as stand-off weapons which can be launched from a distance to aid in quicker evasive manoeuvres of jets that fire them, similar to the Spice-2000 bombs used by the Indian Air Force in the Balakot strikes.

H-4 bombs are made by Pakistan with the assistance of South Africa.

"The H-4s are not very accurate and missed their targets. In one of the attacks on an army camp in Jammu and Kashmir, the building was protected by a tall and thick tree which suffered extensive damage but deflected the Pakistani bomb," the sources added.

It is learnt that senior officers were present inside the campus when the attacks took place. The three locations where the bombs fell are in Poonch and adjoining sectors.

A Board of Officers has been formed to analyse the remains of the Pakistani bombs and other debris from the explosion caused by the bombs.

The government sources speaking on condition of anonymity to ANI due to their close proximity to operational knowledge, speculate that the reason for Pakistani jets missing their targets could be the quick response of Indian jets flying at high speeds to repulse the attack.

In haste, the H-4 bombs were let off thereby missing their intended targets.

The Pakistani fighter planes had taken off from different bases on February 27 and started gathering over Pakistan occupied Kashmir and their Northern Areas before they turned around to launch attacks on Indian military targets.

The most advanced Pakistani fighter F-16s were used for launching the air-to-air missiles against Indian fighter jets defending air space while the Mirage IIIs were used for launching air to ground missiles in the attacks. Pakistan shared its preliminary findings on the dossier that India gave to Islamabad on Pulwama terror attack and asked New Delhi to provide "credible evidence" for the country to act on.

In a release, Pakistani Foreign Ministry said, "The Government of Pakistan has shared preliminary findings with the Government of India after examining the Indian report on Pulwama incident."

Adding, "We have sought further information/evidence from India to take the process forward."

The findings were shared by the Pakistani Foreign Secretary Tehmina Janjua with Indian High Commissioner in Islamabad Ajay Bisaria.

India had summoned Pakistani Deputy High Commissioner Syed Haider Shah on February 27 and handed over a detailed dossier of Pakistani based United Nations listed terror group Jaish-e-Mohammed(JeM).

JeM had claimed responsibility for the February 14 terror attack in Pulwama in which India lost more than 40 CRPF personnel.

Many will see the action by Pakistan as a repetition of what it has done in the past after Mumbai 26/11 attacks or Pathankot attack in which it asked New Delhi to give more evidence while continuing to be blind on terror groups based on its soil.

There is convergence of views between India and the US not only on international issues but also in their economic vision as the two countries are natural allies and partners in progress, according to India's envoy here.

Noting that the relationship between the two countries has evolved into a truly comprehensive partnership of mutual trust and confidence over the years, Indian Ambassador to the US Harsh Vardhan Shringla on Friday told a business audience that the visits by Indian Prime Minister Narendra Modi to Washington in 2016 and 2017 highlighted the huge bipartisan support for this relationship.

He received an overwhelming welcome from the US Congress and the business community and during his meeting with President Donald Trump, both leaders spoke about convergence in values, priorities, concerns, and interests, Shringla said in his address to the Business Seminar in the London House in Chicago.

"Both leaders committed to further expand the trade relationship with focus on job creation and to develop an understanding of each other's priorities. Government of India is committed to building on this relationship with the US. There is a convergence of views of the two countries not only on international issues but also in the economic vision," he said.

Shringla said the most recent political level engagement held at the bilateral Commercial Dialogue in Delhi last month also took note that annual bilateral trade in goods and services between the US and India more than doubled over the last decade, from US $58 billion in 2007 to US $126 billion in 2017.

"Both sides resolved to remain engaged and take measures for further enhancement of bilateral trade. The sides agreed to continue to find ways to improve bilateral trade and increase market access in our countries as was agreed upon in the United States and India: Prosperity Through Partnership joint statement of June 2017 and the Commercial Dialogue Joint Statement of October 2017," he said.

Asserting that trade and commercial ties between the two countries are strong, he said the two-way trade has grown exponentially and was worth US$ 126 billion in goods and services in 2017. In 2018, it is expected to cross US $140 billion more than 11 per cent increase over 2017.

Total bilateral merchandise trade in 2018 was more than US $87.5 billion. US exports to India in 2018 have grown at nearly 30 per cent to over US $33 billion while Indian exports have grown at about 12 per cent to over US $54 billion. This growth has ensured that bilateral trade deficit has reduced by over seven per cent in 2018 alone, he said.

Shringla expressed hope that the inclusion of India in the License Exception Strategic Trade Authorization (STA-1) will further give a fillip to the defence trade between the two countries and integrate India into the international supply chains.

High-level engagement like the 2+2 dialogue between the two countries has once again thrown focus on the importance that both sides attach to the relationship.

"It has brought into light the shared commitment to a forward-looking vision for the India-US strategic partnership which is putting our relations on an upward trajectory," he said.

Noting that people to people relations form the bedrock of the bilateral relations between the two countries, he said the presence of a large and vibrant Indian American community is a bonding factor between the two countries.

More than 227,000 Indian students are studying in the US who contribute over US $6.5 billion to the US education sector each year. US has continued to be among the largest tourist generating market for India during the last few years with over 1.3 million tourists visiting India in 2017, he said.

A similar number of Indian nationals also visited the US. India is the sixth largest market for international visitor spending in America. Both countries look forward to further enhancing potential of the sector to support economic growth, create jobs and foster closer relationships between our people, he said.

Ties with India flourished under PM Modi's leadership: Top US official

India on Friday slammed Pakistan for its comments on Samjhauta Express judgement. Rejecting Pakistan's assertion, India accused Islamabad of ''politicising'' the matter and indulging in ''gimmicks''.

"We reject Pakistan's attempt to politicise the matter. It is being done to deflect the attention from failure to bring the perpetrator of several terrorist attacks in India and the region to justice," the Ministry of External Affairs spokesperson Raveesh Kumar in a press conference.

He told Pakistan to take "immediate, credible and irreversible measures against cross border terror without any discrimination."

Acting foreign secretary in Islamabad summoned the Indian High Commissioner Ajay Bisaria after the Samjhauta verdict was announced and Pakistan registered its protest against the absolution of the accused.

Pakistan called it travesty of justice and ''one that exposes the sham credibility of the Indian Courts."

Coming down heavily on Pakistan, the MEA spokesperson said,"There is complete lack of understanding on the Pakistan side as to how our judiciary functions. We have an independent judiciary whose functions are guaranteed by the constitution and it has been acknowledged by the international community. In all the cases that comes up before the court, a due process is followed, same due process was also followed in this case."

Adding that the judgement by special NIA court in Panchkula was "based on the merit of the case and taking into account all the witnesses and material at the disposal of court and we respect the verdict of the court."
