Ministry of External Affairs on Thursday dismissed Pakistan's claim that said PM Modi wrote a letter to Imran Khan expressing a desire to resume talks between the two countries.

Addressing a press conference, MEA spokesperson clarified that the letter sent by India was under established democratic protocol.

He also added that the letter stressed India's objective of maintaining&nbsp;cooperative relationships with all nations in South Asia.

Raveesh Kumar said, "There is no change in our position. We wrote a letter under the established democratic protocol of replying to congratulatory messages. Pakistan Prime Minister Imran Khan was also given a reply. Our EAM also replied to his counterpart."

Further reiterating&nbsp;India's stance over talks with Pakistan Kumar said the contents of the letter clarified that "terror and violence-free environment was necessary for normal and cooperative relation with the countries".

"The letter said that a terror and violence free environment is necessary for normal and cooperative relation with the countries. We only reiterated our stand in the letter. There was nothing in that letter that spoke about "talks" (between India and Pakistan)", he said."

"I think we've made it clear time and again that Pakistan has to take action which is irreversible. Unless we are convinced that action has been taken on the ground, and not the temporary action which we have seen several times in the past. We won't be fooled by some cosmetic action, " he added.

Raveesh Kumar also added that the letter by PM Modi to his Pakistani counterpart also included talks on early operationalisation of Kartarpur Corridor.

"In the letter that PM Narendra Modi wrote to Pakistan PM Imran Khan had mentioned about Kartarpur Corridor as well. It was written that 'We will continue to work for early operationalisation of Kartarpur Corridor, functional all year round', " he said.

Hitting out at Pakistan, Kumar said Pak media has the mentality of distorting facts.

"We have seen the mentality of distorting facts in Pakistan media in this case, like how they distorted this simple straight-forward letter. Letter says that India wants to maintain cooperative relation with all nations in South Asia".

MEA spokesperson also talked about the visit of US Secretary of State Mike Pompeo. Kumar said, "It'll be first high-level engagement with United States after elections in India. &nbsp;During his visit, he will hold talks with the External Affairs Minister and he will also call on other dignitaries in Government of India."

US Secretary of State Mike Pompeo is scheduled to visit India from June 25-27.

Now, Pakistan PM Imran Khan trolled over Kahlil Gibran's quote

Given the current state of the Pakistani economy, the country`s Prime Minister Imran Khan on Tuesday directed his cabinet to fully implement austerity measures and adopt a "simple lifestyle.

"During the meeting of the federal cabinet, the leader also outlined all the austerity measures undertaken by him, according to his Special Assistant on Information, Firdous Ashiq Awan.

"<a href="https://www.wionews.com/south-asia/pakistan-stocks-crash-as-pm-imran-receives-insufficient-imf-bailout-218461">PM Imran Khan</a> asked the ministers to set an example for others by adopting simple lifestyle keeping in view the current economic challenges faced by Pakistan," The News International quoted the Special Assistant as saying.

Highlighting the steps taken by him, she said that while the previous government had allocated Rs 1.10 billion for the Prime Minister`s House, the incumbent government had saved 32 per cent of the amount by spending only Rs 750 million out of it.

She also blamed the media for failing to "accurately report" the amount set aside for the Prime Minister`s House in the current budget.

Awan said the PM House expenses have already seen a cut of 13 per cent in the budget 2019-20.

The Special Assistant also criticised the role of opposition in the National Assembly, labelling the criticism heaped by the opposition regarding the budget as "illogical".

During the meeting, Khan stated that he, along with Foreign Minister Shah Mehmood Qureshi would be attending the UN General Assembly session in New York in September.

The Cabinet was also told that 157 rest houses belonging to various government departments along with Pakistan Tourism Development Corp (PTDC) motels and National Highway Authority (NHA) rest houses will be opened to the public.

Pakistan, China cooperation factor of peace and stability in region: Imran Khan

The controversial lunar calendar launched by Pakistan's Minister for Science and Technology Fawad Chaudhry was challenged in the Peshawar High Court on Monday, with the petitioner saying it was not in line with Islamic teachings and demanded the minister's sacking.

Chaudhry, a close aide of Pakistan Prime Minister Imran Khan, launched Pakistan's first moon sighting website in May, days before Eid-ul-Fitr, angering many clerics.

Chaudhry last month announced that the Government of Pakistan will observe Eid on June 5 unlike in Saudi Arabia where Eid-ul-Fitr was celebrated on June 4.

The petitioner argued that the lunar calendar launched by the minister was not in line with Islamic teachings.&nbsp;

"The minister first forced the people to celebrate Eid-ul-Fitr (on June 5) and has now announced that Eidul Azha will be celebrated on August 12," the Express Tribune quoted the petition as saying.&nbsp;

He further argued in the petition that in order to determine the day for Eidul Azha, the days of Haj need to be confirmed.

"Without reading the Holy Quran, the minister has determined days of Eid," the petitioner claimed and requested that the lunar calendar not be introduced in Pakistan.

He further prayed upon the court in his petition that the science minister be removed from his post.

Pakistan's Council of Islamic Ideology (CII) has said it will review the lunar calendar issued by the government before a decision is taken regarding it.

CCI Chairman Dr Qibla Ayaz earlier told the media that a final opinion on the calendar cannot be taken without the advice of religious scholars.&nbsp;

Chaudhry has angered the clerics by discontinuing the traditional moon sighting methods used by the Ruet-e-Hilal Committee to end the moon sighting controversy during all important Islamic festivals.&nbsp;

Till now, the Ruet-e-Hilal Committee, the department which announces the sighting of the new moon, used to determine when Eid-ul-Fitr is celebrated in Pakistan.

The National Assembly, the lower house of Parliament, was informed recently that Pakistan spent crores of rupees on the sighting of the moon for Muharram, Ramazan, Eid-ul-Fitr and Eid-ul-Azha in 2018.&nbsp;

In a huge embarrassment for the <a href="https://www.wionews.com/south-asia/pakistan-says-to-get-34-billion-in-budgetary-aid-from-asian-development-bank-227463">Pakistan government</a>, the ADB has distanced itself from the "premature announcement" of Prime Minister Imran Khan's adviser that the global lender would provide a loan of $3.4 billion to the cash-strapped nation, saying "discussions are ongoing".

The rare rebuff by the Philippines-headquartered institution came a day after Khan's adviser on finance Abdul Hafeez Shaikh and Federal Minister for Planning, Development and Reforms Khusro Bakhtiar announced that the country would get a<a href="https://www.wionews.com/south-asia/cash-strapped-pakistan-inks-deal-with-asian-development-bank-to-get-34-billion-227517"> loan of $3.4 billion for budgetary support</a>, out of which $2.1 billion would be released within a year.

The Asian Development Bank (ADB's) stance taking the rare step on a public holiday to issue a statement assumes significance as the cash-strapped country is trying to overcome a ballooning balance-of-payments crisis that threatens to cripple its economy.

In its statement, the ADB confirmed the meetings with the government members and discussions on loans.

"These discussions are ongoing and details of the plans as well as the volume of ADB's financial support, once finalised, will be contingent upon the approval of ADB management and its Board of Directors," ADB's Country Director for Pakistan Xiaohong Yang was quoted as saying by Dawn news on Monday.

The ADB said it was "discussing with the government of Pakistan plans to provide budget support programmes, results-based and project assistance to help improve Pakistan's competitiveness and fiscal sustainability".

It said the bank could help the government manage external debt and balance of payments and maintain the momentum of macroeconomic and structural reforms to support economic stability and expansion.

"ADB is pleased with the progress of discussions with the government of Pakistan on these issues," the statement added.

Sources here said, "the ADB management was embarrassed by the government's premature announcement about the ongoing discussions on loan programme which the bank had not even taken up with its board of directors and had to take an extraordinary step to downplay the discussions".

The ADB delegation which had met Shaikh was also not authorised at its own to finalise any loan programme that normally involved long-drawn discussions, the report said.

Moreover, the ADB had also linked its loans for budgetary support to the approval of a $6 billion bailout package from the International Monetary Fund (IMF) for a 39-month reforms programme, it said.

The sources said that the statements by the two senior Cabinet members focused on the exchange rate as the Pakistani rupee has been losing its value against the dollar for over a year with no let-up.

Pakistan seeks help to overcome a ballooning balance of payments crisis.

Last month, it reached an agreement in principle with the IMF for a three-year, $6 billion bailout package aimed at shoring up its finances and strengthening a slowing economy.

In April, three influential US lawmakers urged the Trump administration to oppose the proposed multi-billion bailout package being sought by Pakistan from the IMF arguing it could be used to repay the Chinese debt.

China is investing heavily in Pakistan under the $60 billion China-Pakistan Economic Corridor (CPEC).

Launched in 2015, the CPEC is a planned network of roads, railways and energy projects linking China's resource-rich Xinjiang Uyghur Autonomous Region with Pakistan's strategic Gwadar Port on the Arabian Sea.

The US has serious reservations over global lenders like the IMF providing a bailout to Pakistan to pay off Chinese debts.

Secretary of State Mike Pompeo in the past warned that any potential IMF bailout for Pakistan should not provide funds to pay off Chinese lenders, saying "we will be watching what the IMF does... There is no rationale for IMF tax dollars and associated with those American dollars that are part of the IMF funding, for those to go to bail out Chinese bondholders or China itself".

Imran Khan's faux pas: Pakistan PM keeps sitting as world leaders assemble for SCO Summit

Pakistan's top anti-graft body has arrested sister of former president Asif Ali Zardari in a case related to money laundering through fake bank accounts, a media report said Friday.

Faryal Talpur, 61, was arrested by the officials of the National Accountability Bureau from in Islamabad, days after the anti-graft body apprehended her brother and Pakistan Peoples Party (PPP) co-chairman Zardari on Monday.

The Islamabad High Court on Monday rejected the two leaders' bail plea in connection to a high-profile case of money laundering allegedly through fake banks accounts.

In its orders, the court allowed the NAB to arrest Zardari and Talpur. The brother-sister duo now have the option of appealing the order in the Supreme Court.

An arrest warrant was handed to NAB Rawalpindi three days ago, following which it constituted a team to arrest the PPP leader Talpur, Geo News quoted NAB officials as saying.

The NAB will not shift Talpur to its offices but would keep her under custody at her Islamabad residence, which has been declared a sub-jail, the report said.

The officials have also summoned a team of doctors at the sub-jail to conduct Talpur's medical examination.

The Bureau is expected to present Talpur in an accountability court on Saturday to seek her physical remand, the report said.

The NAB is investigating four cases where the former president and his sister are the prime accused.

Zardari and his sister are two of the main accused in the money laundering scandal which utilised fake bank accounts to channel illegally gained funds out of Pakistan.

According to the NAB officials, the duo made transactions of Rs 150 million through alleged fake bank accounts.

The cases against Zardari are part of the investigations being conducted by NAB in pursuance of the Supreme Court's verdict in the money laundering of billions through fake accounts case.

In the report, NAB listed down at least eight cases where Zardari's link had been established. It further added that 22 inquiries and three investigations were underway while three references had been filed.

Zardari, the 11th President of Pakistan from 2008 to 2013, has denied any link with the fake accounts. He has said the allegation was part of a vilification campaign by the ruling party to malign opposition leaders.

News brief: Big stories of the day

Chinese President Xi Jinping Friday offered Beijing's support for Pakistan and India to improve their strained relations during his meeting with Prime Minister Imran Khan here, China's state-run media reported.

Xi's remarks come a day after his meeting with Narendra Modi on Thursday during which the Prime Minister made it amply clear that <a href="https://www.wionews.com/india-news/no-modi-imran-pull-aside-at-sco-as-new-delhi-strongly-raises-terror-227148">dialogue with Pakistan is not possible</a> without Islamabad giving up terrorism.

During their meeting on the sidelines of the <a href="https://www.wionews.com/world/pak-among-few-countries-to-have-successfully-turned-the-tide-against-terrorism-pm-imran-khan-at-sco-summit-227069">Shanghai Cooperation Organisation Summit</a>, Xi told Khan that China "supports Pakistan and India in improving their relations", state-run Xinhua news agency reported.

Modi did not meet Khan on the sidelines of the SCO summit, spurning Pakistan Prime Minister's suggestion for a bilateral meeting in Bishkek.

India has not been engaging with Pakistan since an attack on the Air Force base at Pathankot in January of 2016 by a Pakistan-based terror group, maintaining that talks and terror cannot go together.

Early this year, tensions flared up between India and Pakistan after a suicide bomber of Pakistan-based Jaish-e-Muhammed (JeM) killed 40 CRPF personnel in Kashmir's Pulwama district.

Post-Pulwama attack, China made efforts to de-escalate tensions between India and Pakistan. President XI rushed Vice Foreign Minister Kong Xuanyou to Islamabad to discuss the Indo-Pak tensions.

During his talks with Khan, Xi also offered China's support for Pakistan in counterterrorism efforts.

China is willing to help Pakistan within its capabilities, Xi said, adding that China supports Pakistan in implementing its national counter-terrorism plan to the end and is ready to help the country strengthen its counter-terrorism capacity.

Stressing that the two sides should well maintain, consolidate, and develop their all-weather partnership and all-dimensional cooperation, Xi said that China and Pakistan should carry out in-depth communication on issues of common concern, so as to make joint efforts to safeguard regional and international security and stability.

The two sides should expand and enrich the construction of the China-Pakistan Economic Corridor (CPEC) with a new focus on areas including industrial parks, agriculture and social welfare, Xi said, referring to the multi-billion dollar project which is part of his ambitious Belt and Road Initiative.

President Xi also called on the two countries to take the upgrade of the China-Pakistan Free Trade Agreement as an opportunity to vigorously expand bilateral trade.

He also urged the two countries to foster a closer community with a shared future against complicated regional and international situations.

Xi noted that it has been his third meeting with the Pakistani prime minister in the past eight months.

This, he said, fully demonstrates the high level of the China-Pakistan all-weather strategic cooperative partnership.

He called on the two countries to carry out closer coordination and cooperation.

Pakistan, Khan said, is committed to deepening its strategic relationship with China, and will firmly advance the construction of the CPEC.

He added that his country will take effective measures to ensure security for the project.

In meeting with Imran Khan, Xi offers support for improvement of Indo-Pak ties

The 19th Shanghai cooperation organisation (SCO) summit ended on Friday with India seeking global cooperation on the issue of terror and raising issues such as trade, connectivity.&nbsp;

Speaking at the SCO summit, Prime Minister Modi sought concerted action against the <a href="https://www.wionews.com/india-news/no-pleasantries-exchanged-between-pm-modi-and-imran-khan-on-day-1-of-sco-summit-226949">countries that support,</a> abet and provide financial assistance to terror.

The summit saw no interaction or exchange of pleasantries between Indian Prime Minister and Pakistani Prime Minister. There were seven occasions when both the leaders came across each other starting with informal dinner hosted by Kyrgyz President Sooronbay Jeenbekov and Gala Concert on Thursday to five occasions on Friday. These were photo opp in the morning, followed by restricted format meetings, extended format meeting, final photo opp and lunch.

Ahead of the Summit India had clarified no structured bilateral talks will take place between the two leaders but speculation was rife about a pull aside. Many see this as a strong message to Islamabad that it needs to take strong and verifiable action against terrorist on its territory.&nbsp;

Modi batted for improving healthy cooperation in the region with an acronym--H.E.A.L.T.H. H stands for healthcare cooperation, E for economic cooperation, A for alternate energy, L for literature, T for terrorism free society, H for humanitarian cooperation, Modi said.

Strongly speaking against protectionist policies, PM said unilateralism and protectionism haven't helped anyone and said "we need a rule-based transparent non-discriminatory open and inclusive multilateral trading system centered&nbsp;around WTO".

This is an important statement given both China and India are facing the heat from the White House on trade. US President has been calling India a ''tariff king'' and asked New Delhi to reduce tariffs on Harley Davidson motorbikes.

India also talked about connectivity projects such as Chabahar port and air corridor connecting Kabul, Kandahar to New Delhi and Mumbai but said connectivity projects should be "transparent". "inclusive" and respect the "territorial integrity" of countries.

No Modi-Imran pull-aside at SCO as New Delhi strongly raises terror

As Prime Minister Modi wraps up his first multilateral summit after his re-election, the question is what was India doing at the Shanghai Cooperation Organisation or SCO? What's India's position, role and target?

Let's start from the beginning. India was inducted as a full member of the Shanghai Cooperation Organisation on Russia's insistence. It wanted to counter China. But the Russia-China equation has changed since. They have become strategic allies. So India must figure out its place and agenda. At the SCO, India's biggest opportunities are also its biggest challenges.

Trade: The yawning gap

The SCO has eight member countries. They cover 20 per cent of the world's GDP and 42 per cent of the world's population. The commercial potential is immense. Yet Central Asia hasn't been the traditional focus of India when it comes to trade. Look at the numbers. India's bilateral trade with Central Asia is one-fiftieth that of China's. While India's figures stood at less than $2 billion, China's trade with Central Asia crossed $50 billion in 2018. Same with Russia. The bilateral trade between India and Russia is barely $10 billion. That number for China and Russia is more than $100 billion. Why hasn't India done more? That brings us to the next challenge/opportunity.

Connectivity: The China-Pakistan Cordon

India shares no land border with any of the Central Asian countries. It must travel via Pakistan or China. Poor connectivity results in poor trade, that's a no-brainer. The operationalisation of the Chabahar port may change that, but it's early days. Geography remains a constraint. As does policy (though in this case, we're following the best). India is the only SCO country that has not endorsed China's Belt and Road Initiative. By the looks of it, that may not change. So India will have to create alternatives.

Counter-terrorism: With Pakistan?

Terrorism the biggest talking point and the biggest challenge too. The elephant in the room is Pakistan, an established state sponsor of terrorism. But it won't be singled out at China's insistence. So under SCO, India participates in counter-terror military exercises with Pakistan and China, the two countries that are the most likely adversaries of India in war, the only two countries with which India has fought a war. Sounds ridiculous? There's more. All member countries are part of RATS - the Regional Anti-Terrorist Structure. It requires all members to share intelligence to combat terrorism. India should share intelligence with a group that has Pakistan on board?

It is one thing to say that multi-lateral forums keep bilateral differences at bay. It's quite another to walk the talk. PM Modi of India and PM Imran Khan of Pakistan came face to face in Bishkek seven times. They did not talk, or so the reports say. It is hard to believe this strained relationship won't have a bearing on the summit.

Challenges vs opportunities

Plus India must balance ties with the Americans. Buying the S-400 missile defence system from Russia despite objections from Washington, working with China to counter trade protectionism in the middle of Beijing's trade war with Washington - it's walking the diplomatic tightrope. We call it strategic autonomy.

So challenges abound. As do opportunities. SCO isn't just about photo ops. Central Asian countries want a bigger role for India. They aren't beholden to China. They shot down Beijing's proposal for an SCO development bank and free trade agreement. If India makes the right moves, it can emerge as the more reliable partner and regional power for countries that have always lived under the shadow of Russia and China.

Commission should be formed to assess PM Imran Khan's 'mental health': Former Pak premier Shahid Khaqan Abbasi

Pakistan's relationship with India is probably at its "lowest point", Prime Minister Imran Khan has said even as he expressed hope that his Indian counterpart PM Narendra Modi will use his "big mandate" to resolve all differences, including the Kashmir issue.

Khan and Modi are in the Kyrgyz capital of Bishkek for the <a href="https://www.wionews.com/india-news/during-bilateral-talks-pm-modi-and-xi-jinping-discuss-pakistan-terror-and-boundary-dispute-226899">two-day Shanghai Cooperation Organisation (SCO) summit</a>.

In an interview to Russian news agency Sputnik before heading to Bishkek, Khan said the SCO summit provided him an opportunity to speak to the Indian leadership to improve ties between the two neighbours.

Khan said the SCO summit provided Pakistan a "fresh outlet" to develop its relationship with other countries, including India.

"At the moment, our bilateral relationship with India is, probably, at its lowest point," he said.

Khan said Pakistan was open for "any kind of mediation" and seeks peace with all its neighbours, especially with India, asserting that the three "small wars" have damaged both the countries that now grapple with the "greatest amount of poverty".

The Ministry of External Affairs last week said that no bilateral meetings had been planned between Modi and his Pakistani counterpart Khan on the sidelines of the SCO Summit.

Khan has twice written to Prime Minister Modi, seeking resumption of dialogue on all issues, including on Kashmir.

Modi Thursday raised the issue of cross-border terrorism emanating from Pakistan during his talks with Chinese President Xi Jinping here and said India expects "concrete action" by Islamabad to create an atmosphere free of terror for the resumption of dialogue.

Khan said the emphasis should be on peace and resolving differences through dialogue.

"Our main difference with India is Kashmir. And if the heads of two countries resolve, if two governments decide, this issue can be resolved. But, unfortunately, we have not had much success from India so far," he said.

"But we hope now that the current prime minister has one big mandate, we hope that he will use this mandate to develop a better relationship and bring peace in the subcontinent," Khan said.

He said he believed that the money should be spent on getting people out of poverty, citing China's example which has lifted millions of people out of poverty.

"We hope that our tension with India decreases, so we do not have to buy arms because we want to spend money on human development. But, yes, we are looking for arms from Russia, and I know our military is already in touch with the Russian military," Khan said.

Pakistan has been holding joint military drills with Russia in the last couple of years besides going for defence purchases from it, triggering some concerns in New Delhi.&nbsp;

Pakistan has been holding joint military drills with Russia in the last couple of years besides going for defence purchases from it, triggering some concerns in New Delhi.

Gravitas: Pakistan: Major Crackdown On Opposition

Pakistan on Thursday extended its <a href="https://www.wionews.com/india-news/pm-modi-leaves-for-sco-summit-in-kyrgyzstan-avoids-pakistan-airspace-226690">airspace ban</a> along its eastern border with India for the third time till June 28, according to a notice issued by the country's Civil Aviation Authority (CAA).

Pakistan fully closed its airspace on February 26 after the Indian Air Force struck a Jaish-e-Mohammed (JeM) terrorist training camp in Balakot.&nbsp;

Since then, it has only opened two routes, both of them pass through southern Pakistan, of the total 11. Pakistan's civil aviation authority is expected to review the situation on June 15.

The IAF announced on May 31 that all temporary restrictions imposed on Indian airspace post the Balakot airstrike have been removed.&nbsp;

The CAA notice issued to airmen (NOTAM) on Thursday says: "Pakistani airspace will be closed until June 28 along its eastern border with India. The Panjgoor airspace will remain open for overflying transit flights from the western side as Air India had already been using that airspace."&nbsp;

A Pakistan government official told PTI that since there has been no official communication between the two countries regarding the opening of their airspace for each other the "status quo" will prevail.&nbsp;

"See if some development takes place at the government's level in this respect before June 28," he said.

On Wednesday Pakistan gave special permission to Prime Minister Narendra Modi's VVIP flight to use its airspace for his official trip to attend the Shanghai Cooperation Organisation summit in Bishkek, the capital of Kyrgyzstan.&nbsp;

However, Modi's flight avoided flying over Pakistan. Earlier, Pakistan had allowed India's (former) External Affairs Minister Sushma Swaraj to fly directly through Pakistani airspace to participate in the meeting of SCO foreign ministers in Bishkek on May 21.&nbsp;

Pakistan earlier had indicated that it may lift the airspace ban along its eastern border with India imposed on February 27 to reciprocate India's decision to remove all restrictions on all air routes in the Indian airspace.&nbsp;

As a result of the ban, foreign carriers using Indian airspace have been forced to take costly detours because they cannot fly over Pakistan.&nbsp;

The closure mainly affects flights from Europe to Southeast Asia. The flights from Europe and the US flying in and out of New Delhi have been the worst hit.

Since Pakistan's airspace closure, the airfare on many routes has gone up significantly, including Delhi-Kabul, Delhi-Moscow, Delhi-Tehran and Delhi-Astana.&nbsp;
