Pakistan is ready to share details of the debt related to the China-Pakistan Economic Corridor (CPEC) with the IMF, Finance Minister Asad Umar has said while rejecting the US' view that China-funded projects were to blame for the cash-strapped country's current economic woes.

Speaking to the media here on his return from Indonesia where he requested International Monetary Fund's Managing Director Christine Lagarde for a bailout package for Pakistan, Umar said the decision to approach the global lender was taken after consultations with friendly countries.

The IMF team, Umar said, was scheduled to arrive in Pakistan on November 7 to negotiate the programme, likely to span over a three-year period. He said Pakistan's current year debt repayments were about $ 9 billion but obviously it would not entirely be available from the IMF.

Lagarde has made it clear that the IMF would require absolute transparency on Pakistan's debts, including those owned by China under the $ 50 billion CPEC.

Umar, however, rejected the US State Department's statement, suggesting that the debt accrued on the CPEC projects was to blame for Pakistan's current economic crisis.

The US Friday said that the huge Chinese debt was responsible for the economic challenges in Pakistan, adding that it will review Islamabad's bailout plea to the IMF from all angles, including the country's debt position.

"We understand that Pakistan has formally requested assistance from the IMF. In all cases, we examine that closely from all angles of it, including Pakistan's debt position, in evaluating any type of loan programme," State Department spokesperson Heather Nauert had said, adding this is something the US has been tracking fairly closely.

Responding to a question, Nauert said; "The secretary (of state Mike Pompeo) had spoken about this a few months back, I know, in some interviews not that long ago. I think part of the reason that Pakistan found itself in this situation is Chinese debt, and the fact that there is debt that governments have incurred that they maybe thought wouldn't be so tough to bail themselves out of, but has become increasingly tough."

Umar said the US was a key stakeholder in the IMF with about 16.5 per cent votes but enjoyed no veto power in its decision making that required majority 51 per cent votes.

He said no government in Pakistan irrespective of any political background could compromise on national security and the Pakistan Tehreek-e-Insaf government, too, would not opt for an IMF programme if conditionalities are of that nature.

But Umar Saturday said the government will have to take difficult decisions that would be painful for people but necessary under international commitments to get out of the current severe economic situation.

The IMF, Umar said, had asked for details of loans, including ones secured in relation to the CPEC projects, for analysing the debt sustainability.

Pakistan would share "normal debt-related information about CPEC with the IMF", the Express Tribune Sunday quoted the finance minister as saying.

Reiterating that the government had decided to approach the Fund in consultation with friendly countries, he said that talks with these countries were still under way. He did not identify these countries but Islamabad was in contact with China and Saudi Arabia in recent weeks.

Unlike 2013, said the minister, the global environment was not favourable to Pakistan that was why the government thoroughly deliberated upon this matter before approaching the IMF.

He said that Pakistan was facing a financing gap of $ 12 billion this year, adding that this gap would not be bridged by IMF alone.

"We will turn to friendly countries again if the IMF terms are unacceptable to Pakistan during talks on the programme," he asserted.

The minister said that he had been contending for quite some time that economic conditions could lead to national security issues and the government would not compromise on matters of national security.

He also said that Saudi Arabia, China and the United Arab Emirates had not placed tough conditions for bailing Pakistan out.

But he declined to cite specific reasons why these countries had not provided any financial assistance to Pakistan, the report said.

Categorically rejecting the US assertion that the country was in an economic mess because of the CPEC-related debt repayments, Umar said that over the next three

years, such repayments amounted to just $ 300 million a year, which "is very nominal against $ 9 billion of total debt repayments payable during this fiscal year alone".

The "statement of state department spokesperson is 100 per cent wrong", the minister said explaining that Pakistan's financing gap for the current year was about $ 12 billion and total repayments to China averaged $ 300 million over the next three years.

"We totally disagree with that statement,"&nbsp;Umar said, adding that he had already explained this to the US representatives and also to the IMF chief.

"The American narrative is totally wrong narrative,"&nbsp;Umar was quoted as saying by the Dawn.

Without disclosing exact numbers, Umar said Pakistan's net foreign currency reserves were far below than the current gross level of $ 8.3 billion.

The minister said that one of the reasons for widening current account deficit was increase in crude oil prices.

He acknowledged that the IMF programme would impact the lower and middle-income groups in Pakistan.

"We can perhaps live without the IMF but this could be more painful," Umar added.&nbsp;

IMF chief Christine Lagarde said Saturday she was "horrified" by reports about the fate of Saudi dissident Jamal Khashoggi but still plans to attend an economic meeting in Riyadh this month.

As questions swirl over the fate of Khashoggi -- a Saudi critic who has not been seen since he walked into the kingdom's consulate in Istanbul on October 2 -- some big business names and media outlets have pulled out of the Kingdom's second Future Investment Initiative.&nbsp;

But Lagarde said her plans were unchanged for now, despite international uproar over the case.

"Human rights, freedom of information are essential rights and horrifying things have been reported and I am horrified," she told reporters in Bali where the IMF is holding annual meetings.

"But I have to conduct the business of the IMF in all corners in the world and with many governments."

"When I visit a country, I always speak my mind... So at this point of time my intention is to not change my plans and to be very attentive to the information that is coming out in the next few days."

Her comments came shortly after US Treasury Secretary Steven Mnuchin said he also still planned to attend the October 23-25 meeting, dubbed "Davos in the Desert".&nbsp;

"The answer is for now I am" still going, Mnuchin said.

"If more information comes out over the next week, I will obviously take that into account."

"Obviously I want to express concern for Mr. Khashoggi and his family," he added.

"We look forward to getting results of this investigation."

UN chief Antonio Guterres meanwhile told the BBC: "We need to have a strong request for the truth to be clear."

"We need to know exactly what has happened and we need to know exactly who is responsible... we need to find ways in which accountability is also demanded," he added.

The UN secretary general said he felt "this kind of incident is multiplying."

"I am feeling worried (at) this apparent new normal," he said in Bali.

Riyadh on Saturday dismissed accusations that authorities there had ordered Khashoggi be murdered by a hit squad inside its Istanbul consulate as "lies and baseless allegations".

But the row has intensified with the Washington Post reporting that Turkish officials have recordings made from inside the building that allegedly prove their claims Khashoggi was tortured and killed at the consulate.

Bloomberg, the Financial Times, The Economist and The New York Times have withdrawn as media sponsors from the event amid questions about the missing man's fate.

The CEO of ride-hailing app Uber, Dara Khosrowshahi, said that he will no longer be attending the event unless "a substantially different set of facts emerges".

British entrepreneur Richard Branson said he would suspend two directorships linked to tourism projects in Saudi Arabia over the issue.

Amnesty International demanded the Saudi authorities reveal what happened to Khashoggi as it said Riyadh was "responsible at a minimum for enforced disappearance".

Before actually formally approaching the International Monetary Fund(IMF) for a bailout, the global governance institute has warned Pakistan against “excessive loans” from China. It is almost a surety that Pakistan will approach the Fund for its variegated economic and financial issues. But, a not too subtle warning has already been issued to the country which has over a period of time drifted to China’s orbit. (This has been couched in a technocratic gloss and verbiage). 
 
The reasons are not too difficult to figure out: the institutions of global governance like the IMF are not merely technocratic institutions designed to maximize peoples welfare or merely to “look after” the global economy; they are institutions where the ingress of ideology( free market capitalism or &nbsp;market fundamentalism) and politics is all too prevalent. 
 
The quota system of the IMF and the voting rights thereof are loaded towards developed and industrialised (or even post-industrial) nations, especially the United States (which has had no qualms in maintaining the status quo from which it benefits). Complemented with the geopolitical heft and clout of the country, &nbsp;the United States’ influence at and in the IMF gives it enormous leverage. 
 
In terms of the ideological flavour of the IMF, it is loaded towards free-market capitalism and the gravamen of its approach towards countries in financial and economic distress is to goad these countries towards this variety of capitalism. The IMF has a “one size fit all” prescription for distressed countries toward this end (Obiter Dictum, Thomas Friedman, the famous and influential columnist of the New York Times, in his best selling book, “ The World is Flat”, essentially in the nature of an irrationally exuberant ode to free-market capitalism inspired globalisation called this “the Golden Straitjacket”).

But, countries that form the international system are neither uniform nor homogenous in terms of their development, economic growth and patterns thereof for a whole host of reasons. So, a “straitjacketed” prescription for all countries or economies is not only impractical but suggests an ideological agenda. This agenda is translated into action through “conditionalities” and “structural reforms” foisted upon economies in distress by the IMF. And, given the voting power discrepancies, there are other political agendas involved as well. The case of Indonesia after the Asian financial crisis in 1997 comes to mind here as an egregious example. More contemporarily, the IMF’s involvement and its role in Greece constitutes another example.

All this is not to demean and denigrate the IMF. This global governance institution is a much-needed one. But the political power embedded in it, its nature and the institutions’ ideological predilections(discredited in and after the 2008 global financial crisis) need urgent reform.

&nbsp;Now, in terms of the instance of Pakistan , whose financing gaps have become enormous over the years, the country has been moving away from the United States and drifting into the Chinese orbit, being a substantive partner in China’s One Belt One Road Initiative’s, (OBOR) corollary, the China Pakistan Economic Corridor(CPEC). If both the OBOR and the CPEC actually fructify, then there will be a recalibration of economic and global power globally which, in turn, will have geopolitical implications and consequences. This might even constitute a challenge to the United States domination of the global economic and financial system, creating another powerful pole in the process. The IMF, in this instance, appears to be used to make a point to Pakistan. There then is politics involved here.

The example of Pakistan and other countries in the past must concentrate the minds of developing and emerging economies which are at a structural disadvantage in many respects vis a vis the developed world. Given the inherent volatility of the world financial system, especially in its more globalised avatar and given that economic fluctuations are part and parcel of the capitalist growth process, emerging and developing economies face vulnerabilities that can perhaps best be mitigated by institutions like the IMF. The institution then is both needed and desirable. But, at the risk of sounding tautological, it needs reform at both conceptual and structural levels.

The world that we inhabit contemporarily is not the same world it was in the seventies. Profound structural transformations have occurred that have both upended and rejigged past paradigms and shibboleths. The developing world, as a group, albeit a differentiated one, no more bears the depredations of post colonialism but has emerged as an entity which can hold its own, in many domains. It cannot and must not be relegated to the margins in institutions of global governance. 
 
Developing countries need an agency and robust representations in institutions of import. One good starting point for this would be a comprehensive and robust reform of the IMF. If and when this happens, it could be a prelude to a more equitable world order. Till then, global governance will reflect and bear the imprimatur of power with developing countries, especially those in distress, suffering in the crucible of and at the altar of power politics.

Countries having more comfortable balance sheets have more space to respond to adverse developments in the economy, a top official of the International Monetary Fund (IMF) said Wednesday, urging nations to manage assets better.

"Countries that have a more comfortable balance sheet, have a stronger net worth position, have more space to respond to adverse developments in the economy or in the financial sector. So for example, the recession's associated with a financial crisis will be a shell lower and shorter-lived," Vitor Gasper, IMF Director of Fiscal Affairs Department, told PTI in an interview.

As such, he called for better asset management by countries, including India, information for which he said was not complete.&nbsp;

"When a government has a stronger asset management, it may be able to get three per cent of GDP in additional revenue and that's about the size of the corporate income tax revenue in average in advanced economies," Gasper said underscoring the importance of asset management.

The latest Fiscal Monitor report of the IMF says public sector assets of 31 countries, including India, are worth USD 101 trillion or 219 per cent of the GDP. At the same time, liabilities amount to 198 per cent of the GDP. These 31 countries account for 61 per cent of the world GDP. Public sector balance sheets provide the most comprehensive picture of public wealth, the report said.

Calling for a better asset management, Gasper said a country could get a considerable return out of a more professional and systematic management of public sector assets.

The assets of these 31 sample countries, he said, are very diverse. They include financial assets, state-owned companies like electricity and water supply. Natural resource wealth controlled by the public sector is important in several countries, especially in those that are rich in these resources. "Assets matter because of their sheer magnitude," he said.

Noting that liabilities amount to 198 per cent of the GDP, he said slightly less than half of this value i.e., 94 per cent of GDP corresponds to the most traditional concept of gross public debt of the general government.

Of the remainder, the most important item on the liability side is already accrued public sector pension liabilities at 46 per cent of GDP. And that corresponds to responsibilities that the public sector has already formed against the public sector's own employees.&nbsp;

"So, assets matter because of their size and once you have a list of assets and the control of the public sector, you have a substantial improvement in transparency and accountability..." Gasper said, arguing that balance sheet information complements the analysis that one gets from other conventional ways of looking at fiscal policy.

India, he said, is different from other countries in the sample in the sense that the IMF's information on the public sector of India is not comprehensive. "For India, we only have information on the central government and public sector corporations that depend on the central government," he said.&nbsp;

It's not a comprehensive picture of the public sector of India because subnational finances in India are very important and the subnational levels are quite active in many areas which are crucial for the Indian economy and finance, he noted.

"So, if we use the information we have on the central government and the public corporations that depend on the Indian central government and compare it with the other countries, India is almost exactly at the middle of the distribution, with a net worth which is slightly positive and a financial net worth which is negative," Gasper said.&nbsp;

"Assets and liabilities of the central government in India are considerable and as we have seen for the aggregate numbers, liabilities go well beyond government debt only, and assets are quite considerable," he added. "So, it (India's debt) is substantially less than the global debt as the percentage of world GDP," Gasper told PTI.

India's debt is below the average of advanced economies and below the average of emerging market economies, he said.

"There is a positive relationship between the debt to GDP ratio and the level of GDP per capita. If you compare around the world with the best economies or emerging market economies, the level of debt in India is lower," the top IMF official said.

The IMF is very much stressing that global debt at USD 182 trillion in 2017 is at a new record high, he said.

Debt in advanced economies, since the global financial crisis, has increased quite substantially while the private sector has been very gradually leveraging, he added.

"If you look at emerging market economies, that includes India, you see that private debt in the last 10 years has increased quite substantially, although in the last two years, since the end of 2015, 2016 and 2017, there is a slowdown in the process of leveraging, but debt is very high and public debt is very high as well," Gasper said.

In the last few years in India private debt has declined from almost 60 per cent to 54.5.

"So, it's very stable. So, what you do see is that emerging market economies, which is where India is, there's a very fast buildup in private debt with a slowdown in the last two years, But India is basically steady. So, India is not an emerging market economy where leveraging is progressing fast," Gasper said.

According to Gasper, in emerging market economies private debt has risen much faster than public debt.

"Take China, for example. Total debt is 247 per cent of the GDP. But the dividing line between what is public and private debt in China is blurry. This blurriness reflects the very large number of public units and corporations, the complex layers of government, and widespread subnational off-budget borrowing," he said.

"As a result, estimates of 2017 public debt vary considerably: the official government debt figure is 37 per cent of GDP, while the data reported in the latest World Economic Outlook show it at 47 per cent of GDP, and the 'augmented' debt measure, which includes more off-budget borrowing by local governments, stands at 68 per cent of GDP," he said.

As China works to compile a full general government balance sheet, this picture will come into clearer focus, he added.

Gasper said China had substantial government assets, reflecting years of high infrastructure investment.

These assets are larger than its liabilities, putting net worth, the difference between assets and liabilities, well above 100 per cent of the GDP, the highest among emerging economies, he said.

"This is a significant buffer when compared to total debts of public corporations, particularly considering that public corporations also have assets. So, while debt-related risks in China are large, there are also buffers. Moreover, the government is taking steps to contain risks by reining in off-budget borrowing and strengthening oversight, resulting in a slowdown in the buildup of debt," he said.&nbsp;

The IMF's baseline forecast for the global economy is 3.7 percent growth in 2018, 2019 and 2020.

At the worst, which includes Trump pushing through with tariffs on all Chinese goods and on imports of cars and car parts that spark a round of reprisals, as well as denting confidence and provoking a negative market reaction, the impact would be less than one percentage point on global growth.

Thus the expansion of the global economy would be reduced to around 2.9 percent both next year and in 2020.

The near-term impact of a full-fledged trade war on growth in China will be nearly double that of the United States, according to the IMF's estimates.

With a 1.6 percentage point drop in growth in 2019, the expansion in China would slow from 6.2 percent in the baseline forecast to 4.6 percent, according to an IMF table.

Meanwhile, the United States would see a roughly 0.9 percentage point hit, damping growth from 2.5 percent next year to 1.6 percent.

The IMF only published country forecasts through 2019.

Japan would see its 2019 growth rate more than halved, from 0.9 percent to 0.4 percent, under the worst case scenario.

The eurozone would see its growth rate drop from 1.9 percent to 1.5 percent.

Over the medium term, both the China and the United States would see a 0.6 percentage point impact on their economies.

For Japan it would be around 0.4 percentage points and 0.2 for the eurozone.

Over the longer term the impact to the US economy will be nearly one percentage point, while to China it will be half that.&nbsp;

While the damage from an all-out trade war wouldn't be catastrophic, slow growth can also pose problems.&nbsp;

Growth of less than five percent would be unprecedented for China since it began its economic reforms in the 1970s, and complicate its efforts to move towards a more balanced economy with a greater role for services.

For the eurozone, slow growth means less reductions in high unemployment rates in several countries and difficulty keeping on top of high debt levels, while Japan needs growth to ward off dangerous deflation.

The United States has already imposed tariffs on $250 billion of Chinese imports, about half the annual total, and has threatened to slap levies on the full amount.

Washington has also imposed tariffs on steel and aluminium, citing national security concerns, and has also warned it could impose a 25 percent levy on imported cars and car parts.

But it warned that tough days may lay ahead as higher oil prices and tightening financial conditions for emerging markets will likely add to Pakistan's economic woes.&nbsp;

The US has targeted Chinese-made voice data receivers, computer memory modules, automatic data processors, and accessories for office equipment such as copiers and banknote dispensers in the latest round of tariffs.

The US administration has however spared Apple and Fitbit products child safety products such as high chairs, car seats and playpens, and certain health-and-safety products such as bicycle helmets, US officials said.

Beijing set its new levies on $60 billion of US goods at 5 and 10 per cent and warned it would respond to any rise in US tariffs on Chinese products accordingly.

China on its part has refused to send its negotiator Vice Premier Liu He for trade negotiation with Trump ramping up tariffs on China and threatening to impose even more duties. Last week Trump had threatened to impose tariffs on virtually all goods if China did not adhere to Washington's demands which include cut trade deficit with China and buy more from US farmers and manufacturers.

Meanwhile, rating agency Fitch has cut growth estimates for China next year.

"Should the escalation go further, the economic costs for both countries and around the world will quickly add up," IMF spokesman Gerry Rice had said last week.

"Addressing the banking sector balance sheet issues and improving the performance of particular public sector banks is a very important issue for India to support investment and its inclusive growth agenda," IMF Spokesman Gerry Rice said.

A report recently said IDBI Bank had the highest bad-loan ratio among India's banks. The banks in India have around $210 billion in non-performing assets(NPAs), according to a report.

The IMF said India had made progress to address NPAs and was taking further measures to deal with the flow problem.

"These steps include the recognition of these non-performing assets, the resolution framework under the Insolvency and Bankruptcy Code. It's in an early stage, but we think that's an encouraging development," Rice said.&nbsp

Rice recommended India should improve the risk management system in public sector banks, adding that "further governance" was needed in the key area.

"But we welcome the authority's intention to make public sector bank recapitalisation contingent on measures to strengthen governance and operations and encourage the accelerating implementation of the ongoing reforms," Rice added.&nbsp

Pakistan's liquid foreign exchange net reduced $ 5.8 billion to reach $10.3 billion, the country's state bank said.

The reserves are barely enough for two months of imports and are below the International Monetary Fund's(IMF) adequacy levels.&nbsp

The monetary committee of Pakistan's state bank while unveiling the report said the need for "deep-rooted structural reforms" to improve the country's competitiveness can hardly be overemphasized for medium to long-term sustainability of balance of payments.&nbsp

Meanwhile, China has agreed to roll over a loan of $ 500 million that it has placed with the State Bank of Pakistan as Islamabad's official foreign currency reserves remain in a precarious position despite taking $ 44 billion in loans in the past five years.

The Monetary committee said the currency swap arrangement between State Bank of Pakistan (SBP) and People's Bank of China (PBOC) has been extended for a period of 3 years in respective local currencies.&nbsp

Both the central banks have agreed to increase the amount from 10 billion yuan to 20 billion yuan and from 165 billion rupee to 351 billion rupee.&nbsp

Pakistan cannot use the $ 500 million Chinese deposit and its only purpose is to shore up foreign currency reserves. The loan has been rescheduled at the same old terms since the money could not be utilised, the interest rate was only 1 per cent.

During the week ended May 18, the SBP's gross reserves dropped $479 million to only $10.32 billion due to payments on account of external debt servicing.&nbsp

Pakistan has already taken $2.2 billion in commercial loans from China in the current fiscal year. It is also holding negotiations to take $200-350 million in commercial loans from Gulf banks.
