This particular visa scheme will come under the propsed 'Startup Act', the reports said. The main aim of the Startup Act is to develop a thriving 'startup ecosystem' in Spain and simultaneously, make it a premier destination for entrepreneurs.

If the Spanish government does come up with the planned proposal, it will join the list of European countries such as Croatia, Estonia, and Hungary to have issued some version of digital nomad visa.

While the aforementioned countries have a minimum earning requirement, the Spanish government has not given any indication of adding such a caveat yet. However, the visa applicants might need to prove that they will earn enough to sustain themselves.&nbsp;

This comes after the bloc's&nbsp;budget commissioner said that there are several systemic irregularities in Hungary's anti-graft measures, saying the country has until November 19 to address these concerns.&nbsp;

The EU Budget Commissioner Johannes Hahn, said “It's about breaches of the rule of law compromising the use and management of EU funds.” He added that the 27-nation bloc is unable to conclude that the EU funds are “sufficiently protected.” The money is from the “cohesion funds” granted to Hungary, which is reportedly one of the biggest parts of the EU’s budget. This fund helps countries to keep their economies and infrastructure up to the bloc's&nbsp;standards.&nbsp;

Hahn reportedly cited reasons like Hungary's public procurement laws, the lack of&nbsp;of safeguards against conflict of interests, and the weakness in&nbsp;effective prosecution. A statement released earlier today read, “The European Commission has today proposed budget protection measures to the Council under the conditionality regulation…This is to ensure the protection of the EU budget and the financial interests of the EU against breaches of the principles of the rule of law in Hungary.”

Meanwhile, the EU budget commissioner also said that Hungary has until November to address the concerns put forth by the EU, adding that the country’s latest promise to address the 27-nation bloc’s criticism is a step in the right direction. However, it must amount to new laws and&nbsp;pragmatic solutions only then the bloc will&nbsp;be reassured. The move will be in line with EU's&nbsp;new power under the&nbsp;so-called conditionality mechanism.&nbsp;

Reportedly, such action of suspending the funds must be approved by the bloc’s member countries and it requires a “qualified majority,” which is 55% of the 27 countries which represent 65% of the EU’s total population. Notably, the EU first introduced the financial sanction two years ago in response to Poland and Hungarian Prime Minister Viktor Orban’s actions which amounted to undermining democracy.&nbsp;

Orban who has been in power since 2010 has repeatedly denied these accusations while calling himself a “freedom fighter” against the views of the liberal west. According to EU lawmakers, they have turned a blind eye to problems in Hungary for far&nbsp;too long and it is their lack of action that has “contributed to the breakdown in democracy” in the country.&nbsp;

The local media Budapest&nbsp;has reported that the Orban government may announce new legislation on Monday, however, the EU said last week that this may be a ploy by the government to gain time. MEPs voted 433 in favour, 123 against, to now describe Hungary — ruled by populist Prime Minister Viktor Orban, who maintains close ties to Russian President Vladimir Putin — “a hybrid regime of electoral autocracy” in “serious breach” of EU democratic norms.

The vote was largely symbolic and does not change the course of the Union’s decision making, which requires unanimity of all 27 member states — including Hungary — to adopt major issues, such as sanctions on Russia.

The decree was met with a lot of resistance from women rights activists around Hungary. "The new legislation is an extension of the government’s anti-abortion policies, aimed at boosting the birthrate,"&nbsp;Noa Nogradí from Patent, a Hungarian women’s rights organisation told The Guardian.&nbsp;

However, regarded as the ‘largest fireworks in Europe’, to commemorate Hungary’s millennial state has been postponed till later this week. Though the opposition is opposing this and demands cancellation, calling it a waste of money, especially at a time when the country is dealing with economic difficulties.

In Hungary in 2006 during annual festivities, five people were killed and hundreds were injured after a violent storm struck. More than a million people gathered on the Danube banks to watch and the storm later spread terror.

Budget airline Ryanair said it would appeal to the courts after Hungary fined it for passing on the cost of a special business tax, worth 800 billion forints ($2.1 billion) in total, following a consumer protection investigation.

Nationalist Prime Minister Viktor Orban's government in May announced the special tax measure targeting "extra profits" earned by major banks, energy companies and other firms, aiming to plug budget holes created by a spending spree that helped him gain re-election in April.

"The consumer protection authority has found a breach of the law today, because the airline (Ryanair) has misled customers with its unfair business practice," Justice Minister Judit Varga said in a Facebook post on Monday.

Ryanair said in an emailed response it would appeal against the 300 million forints ($780,000) fine which it had been levied.

"Ryanair...will immediately appeal any baseless fine raised by the Hungarian Consumer Protection Agency," the email said. "No notice of any such fine has yet been received by Ryanair. If necessary, Ryanair will appeal this matter to the EU courts."

The new levy involves a tax worth 10 to 25 euros on passengers departing Hungary from July.

Ryanair had previously called on Orban's government to scrap what it called a "misguided" tax, saying the measure would damage Hungarian tourism and the economy.

Ryanair, which has also taken issue with the tax being levied on a loss-making industry, said it would be forced to move growth capacity to countries that were working to restore traffic in the aftermath of the coronavirus pandemic.

Orban's taxes on "extra" profits at banks, insurers, large retail chains, the energy industry, telecoms companies and airlines is reminiscent of the tax regime he used to fix the budget after he swept to power in 2010.

Companies have so far proved reluctant to challenge the tax measure, but Ryanair's rival carrier Wizz Air (WIZZ.L) has said it will take a long time for the airline industry to return to revenue and profitability levels seen before the COVID-19 pandemic. It said the tax would hamper the recovery of the tourism sector.

A prominent Jewish community organisation on Tuesday (July 26) voiced alarm and concern over Hungarian Prime Minister Viktor Orban's remarks against creating " peoples of mixes race". The 59-year-old ultra-conservative prime minister said this during a speech in Romania. Orban was speaking in Romania's Transylvania region, which has a large Hungarian community. During his speech, he criticised mixing with 'non-Europeans".

International Auschwitz Committee, which counts several Holocaust survivors as its members, said Orban's speech was "stupid and dangerous". The committee further called on the EU to continue to distance itself from "Orban's racist undertones and to make it clear to the world that Mr. Orban has no future in Europe."

Christoph Heubner, vice-president of the organisation, said that Orban's speech reminded Holocaust survivors "of the dark times of their own exclusion and persecution". He was quoted by AFP.

Heubner called specifically on Austrian Chancellor Karl Nehammer to make a stand when he hosts Orban on an official visit to Vienna on Thursday.

"We do not want to become peoples of mixed-race," Orban said on Saturday.

Orban is known for his anti-migrant policy. In past, he has made similar remarks.

Hungarian government appeared to be in damage control mode as Zoltan Kovacs, the governemnt spokesperson, said that Orban's speech was 'misinterpreted' by those who "clearly don't understand the difference between the mixing of different ethnic groups that all originate in the Judeo-Christian cultural sphere, and the mixing of peoples from different civilisations"

Orban also appeared to make allusion to Nazi gas chambers during speech connecting it to European Union's plan to reduce European gas demand by 15 per cent.

"I do not see how it will be enforced -– although, as I understand it, the past shows us German know-how on that," he said.

Jewish community in Hungary has also criticised Orban's speech.

"There is only one race on this Planet: the Homo Sapiens Sapiens," chief rabbi Robert Frolich wrote on Facebook.

Zsuzsa Hegedus, Orban's advisor has handed in her resignation over what she termed was his "shameful position". She called the speech "a pure Nazi text," according to news outlet HVG.

In response, Orban stressed "his government's policy of zero tolerance when it comes to anti-Semitism and racism", according to a letter that was made public.
