"The security and resilience of the UK`s telecoms networks are of paramount importance, and we have strict controls for how Huawei equipment is currently deployed in the UK," a British government spokesman said on Tuesday.

He said the results of the telecoms supply chain review affecting Huawei`s case would be announced soon and all network operators would need to comply by the decision.

Prime Minister Theresa May sacked her defence minister, Gavin Williamson, this month over leaked claims that Huawei would have a role in the 5G network, putting Britain at odds with its biggest intelligence ally, the United States.

Liang, speaking on the sidelines of a meeting with Huawei`s British technology partners, said the company never intended to be in the eye of a political storm.

"The cybersecurity issue is not exclusive to just one single supplier or one single company, it is a common challenge facing the entire industry and the entire world," he said.

He said Huawei had long cooperated with Britain`s National Cyber Security Centre`s oversight of its technology, and it had improved its software engineering capabilities to make them the equal of competitors.

Liang said Huawei did not act on behalf of China`s government in any international market.

"Despite the fact Huawei has its headquarters in China, we are actually a globally operating company," he said. "Where we are operating globally we are committed to being compliant with the locally applicable laws and regulations in that country.

"There are no Chinese laws requiring companies to collect intelligence from a foreign government or implant back doors for the government."

British minister Jeremy Wright, who will announce the findings of the telco supply-chain review, had said the benefits of cheap kit would not trump security concerns.

Liang, however, said economic factors should be part of the decision, and politics should be taken out of it.

"I believe the decision should be based on risk assessment and supply-chain assessment, and should also reflect the requirements the UK has in terms of economic development when they choose suppliers," he said.

"Cybersecurity is indeed a very important factor to consider (...) but at the same time it should be a balanced decision between cybersecurity and economic prosperity."

Liang said he was meeting with customers rather than politicians. Huawei has signed more than 40 5G contracts, he said 25 in Europe, 10 in the Middle East and six in Asia.

The German government, however, said there was no sign that China was offering a "no-spy" agreement of the kind that would help Huawei in its bid for contracts to build Germany`s next-generation mobile networks.&nbsp;

He conceded that Britain and all other NATO members had the right to make their own decisions about China and 5G.

"Having said that, of course, what matters for NATO is that these decisions are made in a way that makes sure that they have secure networks," Stoltenberg said.

"There is no way we can escape addressing those issues," he added.

"We are going to make sure our networks are safe."

The Huawei debate has pushed Britain into the heart of China's heated battle for global dominance with the United States.

It has also splintered May's cabinet between those who view China as a vital trade partner in Britain's post-Brexit future and ministers who side with Washington's view of Beiging as a threat.

"The Prime Minister has this evening asked Gavin Williamson to leave the government, having lost confidence in his ability to serve in the role of Defence Secretary and as a member of her Cabinet," said a spokeswoman from her Downing Street office.

May said in a letter to Williamson that the investigation "provides compelling evidence suggesting your responsibility for the unauthorised disclosure" from the April 23 meeting of the National Security Council (NSC), although he "strenuously denied" responsibility.

"No other credible version of events to explain this leak has been identified," wrote May.

"This is an extremely serious matter and a deeply disappointing one," she added, with Williamson now facing the possibility of a criminal probe.

"This must now be referred to the Metropolitan Police for a thorough criminal investigation into breaches of the Official Secrets Act," said Liberal Democrat Leader Vince Cable.

Williamson responded in a letter to May, saying he was "sorry you felt recent leaks" originated from the defence ministry.

"I strenuously deny that I was in any way involved in this leak and I am confident that a thorough and formal inquiry would have vindicated my position".

He revealed that May had given him the chance to resign, but turned it down as it would have been an acceptance of guilt.

Downing Street later announced that Penny Mordaunt, the Minister for Women and Equalities, would replace Williamson and become Britain's first female defence minister while continuing in her current role.

Britain's already splintered government was rocked by the scandal last month over who leaked the news that May was to let Huawei develop Britain's 5G network.

The bitterly disputed decision was reportedly made at the April 23 meeting of the NSC.

NSC discussions are only attended by senior ministers and security officials who first sign the Official Secrets Act that commits them to keep conversations private or risk prosecution.

But The Daily Telegraph newspaper reported that May approved granting Huawei permission to build up "non-core" elements of Britain's next-generation telecommunications network.

The United States is adamantly opposed to Huawei's involvement because of the firm's obligation under Chinese law to help its home government gather intelligence or provide other security services when required.

May told Williamson it was "vital" that members of the NSC... were able to have "frank and detailed discussions in full confidence" that they would not be made public.

She added that she was "concerned by the manner in which you have engaged with this investigation", saying his conduct "has not been of the same standard" as other members of the NSC.

British media reported that Cabinet Secretary Mark Sedwill -- the country's most senior civil servant -- gave those present an ultimatum to deny responsibility for the leak.&nbsp;

Williamson was one of the first to do so, calling it "completely unacceptable".

His allies told Sky News reporter Kate McCann that they suspect Sedwill of engineering the sacking over historical disagreements between the pair.

The 42-year-old was a trusted ally of the prime minister.

He was May's parliamentary campaign manager when she successfully ran to become Conservative Party leader and was rewarded with the job of the chief whip -- tasked with enforcing discipline for the Conservative Party in parliament.

He was only elected to parliament in 2010 and was best known for keeping a pet tarantula, Cronus, in a glass-sided tank on his desk.

May raised eyebrows when she appointed Williamson to the key defence job in November 2017 after the previous incumbent Michael Fallon resigned over allegations of sexual harassment.

The move raised questions about whether Williamson's whips' office had a role in preparing the dossier on ministers behind the scandal, and there were reports that Williamson advised May that Fallon may be facing further allegations.

"Make no mistake, Gavin Williamson wants to be prime minister. And he knows all the dirt on his colleagues," wrote Tim Shipman, political editor of The Sunday Times newspaper.

The Massachusetts Institute of Technology(MIT) said on Wednesday it has halted collaborations with Huawei Technologies and ZTE Corp over US federal investigations of the Chinese technology companies' alleged violations of sanctions.

"MIT is not accepting new engagements or renewing existing ones with Huawei and ZTE or their respective subsidiaries due to federal investigations regarding violations of sanction restrictions," Maria Zuber, MIT's vice president for research, said in a letter posted on its website.

Zuber also said the institute's collaborations with China, Russia and Saudi Arabia will face additional administrative review procedures.

"The Institute will revisit collaborations with these entities as circumstances dictate," she said.

Earlier this year, UK's Oxford University stopped accepting funding from Huawei.

MIT has joined a list of top US educational institutes that are ditching telecom equipment made by Huawei and other Chinese companies to avoid losing federal funding.

Meng Wanzhou, Huawei CFO and daughter of Huawei founder Ren Zhengfei, was arrested in Canada in December at US&nbsp;behest on charges of bank and wire fraud in violation of US&nbsp;sanctions against Iran. She denies wrongdoing.

ZTE was forced to stop most business between April and July last year due to US&nbsp;sanctions after Commerce Department officials had said the company broke a previous agreement and was caught illegally shipping U.S.-origin goods to Iran and North Korea. The sanctions were lifted after ZTE paid $1.4 billion in penalties.

Chinese telecommunications equipment makers have also been facing mounting scrutiny, led by the United States, amid worries their equipment could be used by Beijing for spying. The companies, however, have said the concerns are unfounded.
