Both&nbsp;Huawei&nbsp;and Beijing have rejected the allegations.

"China&nbsp;is firmly opposed to this and will conduct a comprehensive and serious assessment," foreign ministry spokesman Wang Wenbin told reporters in response to the&nbsp;5G&nbsp;block.&nbsp;

"The Canadian side has excluded these Chinese companies from the Canadian market under the pretext of&nbsp;groundless&nbsp;security&nbsp;risks&nbsp;and without any solid evidence."&nbsp;

He added that Beijing would&nbsp;"take all necessary measures" to protect Chinese companies.

"This move runs counter to market economy principles and free trade rules," he said, accusing the Canadian government of "seriously damaging the legitimate rights and interests of Chinese companies."

Canada&nbsp;had been reviewing the&nbsp;5G&nbsp;technology and network access for several years, repeatedly delaying a decision that was first expected in 2019.

It remained silent on the telecoms issue after&nbsp;China&nbsp;jailed two Canadians -- diplomat Michael Kovrig and businessman Michael Spavor -- in what observers believed was in retaliation for the arrest of&nbsp;Huawei&nbsp;chief financial officer Meng Wangzhou in Vancouver in December 2018 at the request of the United States.

Most, if not all, had held off using&nbsp;Huawei&nbsp;in their fifth-generation (5G) wirelesss networks that deliver speedier online connections with greater data capacity. Others have looked to other suppliers while Ottawa hemmed and hawed.

Canadian Public Safety Minister Marco Mendicino warned Thursday of "many hostile actors who are ready to exploit vulnerabilities" in telecom networks.

The United States, Australia, Britain, New Zealand, Japan and Sweden have already blocked or restricted the use of&nbsp;Huawei&nbsp;technology in their&nbsp;5G&nbsp;networks.

The US government considers&nbsp;Huawei&nbsp;a potential&nbsp;security&nbsp;threat due to the background of its founder and CEO Ren Zhengfei, a former Chinese army engineer who is Meng's father.

The concern escalated as&nbsp;Huawei&nbsp;rose to become the world leader in telecoms networking equipment and one of the top smartphone manufacturers.&nbsp;

Beijing also passed a law in 2017 obliging Chinese companies to assist the government in matters of national&nbsp;security.

The decision could prove to be "a major expense for&nbsp;Canada," Kendra Schaefer, tech policy researcher at consultancy Trivium&nbsp;China, told AFP.

"Not only have local telecom providers already invested... in&nbsp;Huawei&nbsp;equipment, but additionally they are going to go back and have to rip out everything they've already installed," she added.

The deal may be an all-cash sale and could end up smaller, worth somewhere between 15 billion yuan and 25 billion yuan, one of the people said.

Digital China, the main distributor for Honor phones, has emerged as the frontrunner but other prospective buyers include Chinese electronics maker TCL and rival smartphone maker Xiaomi Corp, the people said, declining to be identified as the talks were confidential.

Huawei, the world's biggest telecoms equipment vendor and No.2 smartphone maker, declined to comment as did TCL. Digital China and Xiaomi did not respond to requests for comment.

The Honor brand was established by&nbsp;Huawei&nbsp;in 2013 but the business mostly operates independently from its parent.

'A WIN-WIN SITUATION'

Kuo Ming-chi, an analyst at TF International Securities, has said that any sale by&nbsp;Huawei&nbsp;of the Honor smartphone business would be a win-win situation for the Honor brand, its suppliers and China's electronics industry.

"If Honor is independent from&nbsp;Huawei, its purchase of components will no longer be subject to the US&nbsp;ban on&nbsp;Huawei. This will help Honor's smartphone business and the suppliers," he wrote in a research note last week.

The US&nbsp;government last year moved to prevent most US&nbsp;companies from conducting business with&nbsp;Huawei, saying the tech giant was ultimately answerable to the Chinese government.&nbsp;Huawei&nbsp;has repeatedly denied being a national security risk.

In May, Washington announced new rules aimed at constricting&nbsp;Huawei's ability to procure crucial chips that it designs for 5G networking gear and smartphones.

The Honor brand, which sells its phones online through its own sites and via third-party retailers, competes with Xiaomi, Oppo and Vivo in the market for lower-end phones in China. Its phones are also sold in Southeast Asia and Europe.

Honor brand smartphones accounted for 14.6 million, or 26 per cent of the 55.8 million smartphones&nbsp;Huawei&nbsp;shipped in the second quarter of this year, according to estimates from research firm Canalys.

But margins for lower-end phones can be razor thin, and Honor booked less than 5 billion yuan in net profit on revenue of about 70-80 billion yuan last year, said one of the people.

If successful in its bid, Digital China, which also partners with&nbsp;Huawei&nbsp;in cloud computing and other businesses, plans to finance the bulk of deal with bank loans and is set to secure the financing in the coming weeks, the people said.

The world is blaming China for unleashing a pandemic. Governments are looking to punish China and Huawei is the perfect target. Given the many security concerns surrounding the telecom giant.

Japan too has imposed a ban. &nbsp;The United Kingdom has limited Huawei's participation in the 5G rollout. It's now rethinking the Chinese company's role.&nbsp;

Several countries remain undecided. Businesses too are hesitant to deal with Huawei.

In Canada, two big Telcos, Telus and BCE chose Ericsson and Nokia to build their 5G network.\

The campaign against Huawei is being driven by the United States.

It began almost two years ago when the Trump administration began reaching out to allies. The United States argues that Huawei is a threat to national security. The company has close links to the communist party.

Recently, the Pentagon said that Huawei is owned or controlled by the People's Liberation Army. The US secretary of state went one step further. Mike Pompeo has called Huawei a surveillance arm of China. He said: "You've seen this all, everyone in this room knows that the Chinese communist party, strong-arms nations to do business with Huawei, an arm of the CCP's surveillance state."

For Huawei, this battle against America is a personal one. Meng Wanzhou, &nbsp;the daughter of Huawei's billionaire founder Ren Zheng remains in Canada's custody.

She was arrested in 2018 after America requested extradition. The Trump administration accuses meng of breaking Iranian sanctions. The arrest has soured the Canada-China relationship.

Despite the blowback from Beijing, Canadian Prime Minister Justin Trudeau hasn't stayed silent on the case. Trudeau said: "It is certain that this issue of China trying to exert political pressure on Canada by having arbitrarily detained two Canadians in response to us fulfilling obligations under an international extradition treaty is causing a challenge in our relationship. We need to demonstrate that we have an independent judiciary and we will continue to respect that independent judiciary, regardless of the pressure put on us by foreign governments."&nbsp;

Washington has been pressing European allies hard to ban Huawei, one of the world's largest tech firms, from next-generation mobile data networks, saying it is a security risk.

A day after Huawei was hit with new criminal charges in the US, Secretary of State Mike Pompeo told the Munich Security Conference the company was a "Trojan horse for Chinese intelligence".

US Secretary of Defense Mark Esper said Huawei was the "poster child" for China's "nefarious strategy" to infiltrate and dominate crucial Western infrastructure.

"If we don't understand the threat and we don't do something about it, at the end of the day it could compromise what is the most successful military alliance in history -- NATO," Esper said in Munich.

This year's conference, an annual gathering of world leaders, diplomats and military top brass, has been dominated by anxiety about the West's diminishing influence in the face of rising China and a resurgent Russia.

Spying fears

Key US allies in Europe, notably Britain and France, have said they will not ban Huawei from building 5G networks -- that will permit near-instantaneous data transfers -- but will impose restrictions.

Publicly the US has been restrained in its response, but President Donald Trump was reportedly furious with London.

Washington has sanctions in place aimed at blocking Huawei from getting any US telecom equipment contracts and prevent the transfer of technology to the Chinese firm.

Huawei vehemently denies the US allegations and Beijing has characterised the company's treatment as "economic bullying".

"But it is important to provide a level playing field for all companies and a fair business environment for all companies," he told the conference.

"We believe every country will make their independent and wise choice."

On the legal front, a US indictment on Friday laid more criminal charges against Huawei related to theft of intellectual property, adding to earlier allegations the company stole trade secrets from American carrier T-mobile.

While these issues anger the Trump administration, it is Huawei's potential to undermine strategic Western communications that causes the most worry.

"Reliance on Chinese 5G vendors could render our partners' critical systems vulnerable to disruption, manipulation and espionage," Esper said.

NATO warning

While NATO's traditional sphere of interest is limited to Europe and North America, in December alliance leaders agreed to launch a strategy to address the new challenges posed by China.

It is the first time the alliance has formally recognised the potential threats to security posed by Beijing and its ever-growing role on the global stage.

Seeking to preserve the unity of the 29-nation club, NATO officials have trodden a careful diplomatic path on Huawei, stressing the importance of maintaining reliable, secure communications networks without pointing the finger directly.

But Secretary-General Jens Stoltenberg used an appearance at the Munich gathering to issue a warning about the threat posed by Chinese involvement in Western infrastructure.

"The rise of China presents both challenges and opportunities for us. We need a common understanding of what this means for our shared security, for freedom and democracy," he said, urging allies to invest to "maintain our technological edge".

"We should not be tempted to trade short term economic benefits for longer-term challenges to our security."

Huawei is a world leader in 5G, but Europe's Nokia and Ericsson are also significant players in the market.

Earlier this month US Attorney general Bill Barr said Washington should take controlling stakes in one or both of the companies to take on Huawei's market dominance.
