Hawaii residents have used the shaka hand gesture to convey several greetings including hello, goodbye, thank you and aloha.

The shaka, which involves extending the thumb and pinkie finger and curling the others down, is soon to become Hawaii’s official gesture.

Last week, the state lawmakers passed a bill that would recognise Hawaii as the shaka’s birthplace. While different groups in Hawaii interpret the shaka differently, the bill states that it has been used across the state for sharing aloha, fostering connection and being pono, or living rightly.

A primary sponsor of the bill, State Sen. Glenn Wakai (D), said the shaka embodies all the goodness that emanates from Hawaii.

“We’re not improving health care, we’re not getting better educational outcomes. But I do think that it’s important to capture what is special about Hawaii,” said Wakai.

Hawaii Governor Josh Green (D) backs the legislation, according to a statement from his office released on Saturday. He indicated that he is likely to sign it, provided there are no errors or concerns with the wording of the bill. If approved, the law would go into effect right away.

The inspiration for the bill came from Steve Sue, a Honolulu resident who created a documentary about the origins of the shaka gesture, as explained by State Senator Glenn Wakai. Sue started working on the documentary in 2019 and has since gathered various interpretations and stories surrounding the shaka's history.

While talking with Wakai in December, Sue expressed a desire to find a way for Hawaii to enshrine the gesture. “I realized that there’s a huge lurking asset here for the state that’s not really being protected,” Sue told The Washington Post.

After a detailed discussion, they agreed that a bill would help preserve the shaka’s connections to the state.

The bill acknowledges this history while specifying that all theories have the shaka developing within the state.

There's a story that the shaka sign originated from people playing marbles (perhaps using a similar hand position).

Another tale claims it came about after someone, unfortunately, lost their middle three fingers to a shark bite.

According to this story, Kalili lost his middle three fingers in a sugar mill accident during the 1910s. With 9.5 million tourists recorded last year, concerns about environmental strain have intensified.

Last year, Hawaii's Legislature considered a $50 green fee for accessing state parks and beaches, which didn't pass. Now, a new climate fee is under consideration, aiming to make visitors more accountable for preserving natural resources and conscious of climate change effects without imposing additional taxes on Hawaii residents.

"I'll renew our efforts to pass a climate impact fee to help us confront the terrible impacts of climate change," stated Green, a Democrat. "Last year, it stalled a little bit, but imagine how helpful that programme would have been to address the disaster in Maui. We need to do a little better this year."

Green anticipates the proposed tax to generate approximately $68 million annually. The funds would be allocated to causes such as wildfire and flood prevention, coral reef restoration, green infrastructure, land management, and emergency supplies, according to the bill.

"We already collect fees from travellers. This modest fee is far less than the resort fees or other taxes visitors have paid for years," Green emphasised. "So I believe in my heart, this is not too much to ask of visitors to our islands. Now, I'm open to any other proposal that would achieve the same goals."

Alternative measures, like year-long licences or passes for popular hiking trails and parks, have been suggested by other state lawmakers. There have also been discussions about increasing the state hotel tax, already one of the highest in the country. Despite these options, Green remains optimistic about the proposed climate tax, especially considering the urgent need to address Hawaii's environmental challenges.

If approved, this policy would mark the first of its kind for any U.S. state. In recent years, countries like Greece, New Zealand, Venice, Italy, and the Galapagos Islands in Ecuador have implemented charges for tourism-related infrastructure.

Hawaii's Kilauea, one of the most active volcanoes in the world, began erupting on Wednesday after a three-month pause, displaying spectacular fountains of glowing lava. Footage showed fissures have opened up at the base of a crater on the volcano, which regularly springs to life, with vulcanologists calling the eruption "dynamic."

"What was once a cooling lava lake is now a new fissure eruption," USGS Volcanoes said in a tweet.

The US Geological Survey Hawaiian Volcano Observatory (HVO) elevated  Kīlauea's  volcano alert level from "Watch" to "Warning" and its aviation color code from "Orange" to "Red" as the  new eruption and associated hazards are evaluated, USGS said.

The latest alert level and color code imply that a hazardous eruption is "imminent, underway or suspected," according to the USGS website.
