“The government has <a href="http://www.wionews.com/india-news/amidst-violent-protests-rajasthan-assembly-passes-bill-granting-5-quota-to-gujjars-197210">accepted our demands</a>. We are calling off the protest,” said Gujjar leader Kirori Singh Bainsla.

Bainsla also said Cabinet Minister Vishvendra Singh shared the draft of the government which includes the Gujjar community’s demand.

For the last ten days, Rajasthan has been witnessing a string of protests by the Gujjar community.

The protest, led by Bainsla, had affected the movement of trains in the region as agitators squatted on rail tracks in a bid to push their demand.

A bill was passed in the Rajasthan assembly on Wednesday earmarking five per cent reservation for the community in government jobs and educational institutions.

Rajasthan`s Deputy Chief Minister Sachin Pilot had said, "I want to congratulate Rajasthan government as we have passed the Gujjar reservation bill. The Gujjar community was waiting for so long. It is a historic moment for us."&nbsp;

Rajasthan: Gujjar agitation over reservation called off

District Magistrate of Karauli issued a notice to Gujjar leader Kirori Singh Bainsla for <a href="http://cms.wionews.com/india-news/rail-services-disrupted-in-rajasthan-due-to-gujjar-stir-196341">not following the High Court’s guidelines</a>.The District Magistrate got the notice pasted outside Bainsla’s residence.

Deputy district collector Suresh Bunkar said, “We have put this notice by the District Magistrate at his (Bainsla) residence for not following the directions of the High Court.

”Bainsla of the Gujjar Arakshan Sangharsh Samiti (GASS) had staged a 'rasta-roko'&nbsp;dharna on Friday at the railway tracks in Rajasthan's Swai Madhopur district, demanding implementation of the 5 per cent reservation that was promised to them by the state government.

Urging the Rajasthan government to act upon its promise Bainsla on Friday had said, “We want 5 per cent reservation. The state government hasn't responded to our request. So, we have decided to do an agitation to seek the government`s attention."

Last month on January 27, Bainsala asserted that if they were not given 5 per cent reservation in government jobs and academic institutions in next 11 days, they would be constrained to adopt the course of agitation.

As the "ultimatum" given by Bainsla ended on Friday, the Gujjar leader started the dharna with his supporters after holding a 'Maha Panchayat'&nbsp;at Malarna Dungar in Sawai Madhopur district.

Rajasthan government on October 26, 2018, passed a bill which increased Other Backward Classes (OBC) quota from 21 per cent to 26 per cent.

In December 2018, the Rajasthan government also approved one per cent reservation for Gujjars and four other backward castes (OBCs). At present, these communities are getting one per cent separate reservation under the legal limit of 50 per cent reservation meant for the most-backwards category in addition to OBC reservation.

The Backward Classes (Reservation of Seats in Educational Institutions in the State and of Appointments and Posts in Services under the State) Bill will provide reservation to the five "most backward" OBC communities, including Gujjars and four other communities- Banjara,Baldiya, Labana; Gadiya Lohar, Gadoliya; Raika, Rebari, Debasi and Gadariya, Gadri, Gayari, which were earlier grouped as the special backward classes (SBC).

The government had tabled the Bill in assembly's monsoon session last year to provide reservation in educational institutions and state jobs for the category of more backward classes within the backward classes.

The Bill was tabled in the wake of widespread agitation by the Gujjar community demanding reservation under the backward classes category. However, with this quota of five per cent to OBCs, the total percentage of various quotas crossed 50 per cent. Now, the total quota in Rajasthan stands at 54 per cent- 26 per cent for OBCs, 16 per cent for SCs, and 12 per cent for STs.

This is in violation of the Supreme Court guidelines, which say the total quota in government jobs and educational institutes for different reserved categories in the state cannot go beyond 50 per cent.

Last year, the Rajasthan High Court had struck down government`s attempt to grant 5 per cent quota to Gujjars as it would have shot the overall reservation to 54 per cent.&nbsp;

Gujjar leader Col Kirori Singh Bainsla was quoted saying by ANI that the community will launch an agitation before May 21 in Patoli, Pipalkheda, Dausa, Sikandra, Kotputli, Ajmer, Pali, Jalore, Bhilwara & Sawai Madhopur.&nbsp

Bainsla further added that their demands have not been met and the government is providing them with just 5% reservation.

The Gujjar leader said that injustice is being done to the community in all vacancies and informed that members of the community will launch an agitation this month to press for their demand of five per cent reservation from within OBC quota.

Gujjar leaders decide to launch protest on reservation before May 21

The Rajasthan government on Saturday reincluded&nbsp;five castes including Gujjars&nbsp;into the list of Other Backward Castes (OBCs).

The government&#39;s Social Justice and Empowerment Department declared in a notice that the Banjara/Baldia/Labana, Gadia-Lohar/Gadalia, Gujjar/Gurjar, Raika/Rebari and Gadaria (Gaadri) castes have been re-included in the OBC list.

Arun Chaturvedi, minister for social justice, empowerment, and minority affairs,&nbsp;said the five castes would remain under the OBC category till the the Special Backward Class (SBC) law was not passed.

The minister assured that the main motive of the Rajasthan government was&nbsp;to protect the jobs of five castes in the state.

&quot;Till the Special Backward Class (SBC) law is not passed the five castes will benefit&nbsp;from the Other Backward Caste (OBC) category,&quot; Arun Chaturvedi told ANI.

He said that the government has already filed the SBC bill and that they are trying to pass the bill as soon as possible. 
 
The&nbsp;communities were initially included in the OBC list in 1994. A SBC law granted five per cent quota in government jobs and educational institutions under the SBC category to four communities.

The reservation later ran into legal issues and the Rajasthan High Court put a stay on the reservation in 2009 on the grounds that it exceeded the legal ceiling of 50 per cent, set by the top court, the Supreme Court of India.

In September 2015, the&nbsp;Rajasthan State Assembly passed another Rajasthan Special Backward Classes Bill giving&nbsp;five&nbsp;per cent reservation to the five castes and taking&nbsp;the overall reservation in the state to 54 per cent.

The high court scrapped the Act last year, saying there were no extraordinary circumstances to allow the state&#39;s overall reservation in government jobs and education institutes to go beyond the 50 per cent cap set by the top court.
