Gujarat: BJP, Congress hold meetings for Lok Sabha poll candidates

Top Congress leadership on March 12 paid their respect to Mahatma Gandhi at the Sabarmati Ashram, ahead of launching the party's poll campaign for the Lok Sabha elections.

Party leaders led by its chief Rahul Gandhi, UPA chairperson Sonia Gandhi, Congress general secretary Priyanka Gandhi Vadra, former prime minister Manmohan Singh sought to give a symbolic message to the people of the country ahead of the general elections by remembering Mahatma and his ideals of non-violence and tolerance.

Other party leaders like A K Antony, Ghulam Nabi Azad, Ahmed Patel, Rajasthan Chief Minister Ashok Gehlot, Chhattisgarh Chief Minister Bhupesh Baghel, Puducherry Chief Minister V Narayanasamy, former chief ministers Siddaramaiah, Tarun Gogoi, Harish Rawat and Oommen Chandy attended a prayer meeting at the Sabarmati Ashram.

Rahul while addressing Congress booth workers in Delhi on March 11 had said the upcoming general elections will be a battle between Mahatma Gandhi's India and Nathuram Godse's India with love on one side and hate on the other.

March 12 also marks the anniversary of the famous 'Dandi March' started by Mahatma Gandhi from Sabarmati Ashram on March 12, 1930 with a group of Satyagrahis.

"Today marks the anniversary of the #DandiMarch, led by Mahatma Gandhi, which played a pivotal role in India's struggle for independence. The march was a non-violent protest against the rigorous and oppressive British policies on salt," the Congress said on its official Twitter handle.

The Congress, at its meeting of the working committee-- the highest decision-making body, later in the day will give the final shape to its strategy for the general elections.

The Congress Working Committee (CWC) meeting is being held at Vallabhbhai Patel's national memorial here, with top party leaders, including former prime minister Manmohan Singh and newly-appointed Congress general secretary Priyanka Gandhi Vadra in attendance. This will be the first official meeting of Priyanka after assuming an active political role in the Congress party.

Later, the party will sound the poll bugle from Prime Minister Narendra Modi's home state, with a 'Jan Sankalp Rally', party leaders said.

The day-long meeting of the Congress Working Committee assumes significance as it comes barely two days after the declaration of the poll schedule.

Sources said the Congress is seeking to give a strong political message to the nation from the land of Mahatma Gandhi and Sardar Patel, with the party leadership holding the prayer meeting at Sabarmati Gandhi Ashram in Ahmedabad, followed by the CWC meet at Sardar Vallabhbhai Patel national memorial in the state.

The CWC meeting is being held in Gujarat after a gap of 58 years. It was last held in the state at Bhavnagar in 1961.

The party will also hold a public meeting in Adalaj in Gandhinagar district of Gujarat with the slogan of 'Jai Jawan, Jai Kisan'. Priyanka Gandhi is also likely to address this meeting in her first public rally after entering politics.

Patidar leader Hardik Patel, who shot to fame by spearheading quota stir in the state and is set to fight the Lok Sabha polls, will join the Congress at the meeting in the presence of party chief Rahul Gandhi.

Besides giving final shape to its Lok Sabha election strategy, the party will demand answers from Modi and the BJP on what it calls the "failures" and "unfulfilled promises" of the government.

The top Congress leadership led by Rahul, Sonia, Manmohan Singh and other senior leaders will deliberate on key issues for the national elections beginning April 11.

The party leaders will also discuss ways to corner Modi and his government on issues of governance, agrarian and economic crisis, unemployment and lack of job creation, national security and women's safety.

The party has maintained that the narrative for the general elections needs to be steered towards real issues and problems confronting people rather than the "propaganda" plank of the current regime, especially after the Pulwama attack and subsequent airstrike on terror camps in Pakistan.

Sources said the party will issue a statement after the CWC, covering all these issues.

The Congress leaders feel that the party needs to demand answers from the prime minister on the status of the promises made by him five years ago and on his governance track record.

People from 35 countries, including India, died in the Sunday morning crash six minutes after the plane took off from Ethiopia's capital en route to Nairobi, Kenya.

According to the parents of Prerit Dikshit, who was killed in the crash along with his wife Kosha, the couple along with their daughters Ashka and Anushka, his father-in-law Pragnesh Vaidya and mother-in-law Hansiniben Vaidya, were going to Mombasa to meet Pragnesh Vaidya's old friend.

The NRI family had been living in Toronto, Canada since the last 18 years, they said.

Prerit Dikshit's wife Kosha was born in Mombasa and was eager to visit her birthplace during their tour of the Kenyan town, they said.

"I last spoke to them on March 9 before they boarded the plane. They said they wanted to visit Africa and will return to Toronto on March 19," said Prerit Dikshit's mother Parindaben, who lives in Surat with her husband Virendra Dikshit.

"My daughter-in-law was accompanied by her parents, Hansiniben Vaidya and Pragneshbhai Vaidya (who originally hailed from Vadodara)," she said.

"They were going to meet their old friend named Prakashbhai as he was planning to return permanently to India," she said.

"My daughter-in-law also wanted to accompany them as she wanted to go to her birthplace. She was born in Mombasa in 1981," Parindaben Dikshit said.

As many as 157 people --149 passengers and eight crew members -- were killed in the crash, according to the airline.

The Indian government had said Sunday that four Indian nationals also died in the crash.

"I am sorry to know about the unfortunate crash of Ethiopian Airlines plane ET 302. We have lost four Indian nationals in the air crash," External Affairs Minister Sushma Swaraj had tweeted.

The upcoming general election will pit the BJP-led National Democratic Alliance against (mostly) different opposition groupings in various states, including of the Congress, Left and regional forces who are continuing to work out a grand alliance (mahagatbandhan) to minimise a division of votes between them which would work in favour of the Modi government.

The BJP has worked out a seat-sharing formula with some new allies and several old partners by making concessions in states like Bihar. The opposition parties however are yet to do so in several states.

The 2019 Lok Sabha elections are to be held over seven phases.&nbsp;The polling dates over the seven phases are April 11, April 18, April 23, May 6, May 12, and May 19. All votes will be counted on May 23.&nbsp;

Assembly elections will also be held in Andhra Pradesh, Sikkim, Arunachal Pradesh and Odisha simultaneously with the Lok Sabha polls, Chief Election Commissioner Sunil Arora said on Sunday while announcing the dates for the elections.&nbsp;

He added that 90 crore voters would be eligible to vote, that 10 lakh&nbsp;polling stations would be set up, and that VVPAT (voter verifiable paper audit trail) machines would be used in all the stations. The VVPAT machines are used to detect election fraud.&nbsp;

Arora added that the Election Commission's code of conduct would apply to social media, that all political advertisements on social media will need pre-certification and that all candidates for the elections will have to give the details of their social media accounts to the commission.

The BJP has worked out a seat-sharing formula with some new allies and several old partners by making concessions in states like Bihar. The opposition parties however are yet to do so in several states. The 2019 Lok Sabha elections are to be held over seven phases. The polling dates over the seven phases are April 11, April 18, April 23, May 6, May 12, and May 19. All votes will be counted on May 23. Assembly elections will also be held in Andhra Pradesh, Sikkim, Arunachal Pradesh and Odisha simultaneously with the Lok Sabha polls, Chief Election Commissioner Sunil Arora said on Sunday while announcing the dates for the elections. He added that 90 crore voters would be eligible to vote, that 10 lakh polling stations would be set up, and that VVPAT (voter verifiable paper audit trail) machines would be used in all the stations. The VVPAT machines are used to detect election fraud. Arora added that the Election Commission's code of conduct would apply to social media, that all political advertisements on social media will need pre-certification and that all candidates for the elections will have to give the details of their social media accounts to the commission. Country built on love, harmony & brotherhood: Priyanka Gandhi at her first rally

Patidar quota agitation leader Hardik Patel Sunday said he would join the Congress on March 12 in the presence of its chief Rahul Gandhi.

The Congress would be holding its Working Committee meet in Ahmedabad on March 12 and then hold a rally in Adalaj in Gandhinagar later in the day.

However, Patel's plans to contest the Lok Sabha polls, the schedule of which was announced by the Election Commission of India on Sunday, may be possible only if he clears legal hurdles.

He has been convicted and sentenced to two years in a riot case connected to the 2015 Patidar quota agitation, which bars him from contesting polls.

"To give shape to my intentions to serve society &amp; country, I have decided to join Indian National Congress on 12th March in presence of Shri Rahul Gandhi &amp; other senior leaders," Patel tweeted Sunday.

"I would also like to state that if there is no legal hindrance and party decides to field me in electoral politics, I would abide by the party's decision. I am taking this step to serve 125 crore citizens of India," he said in another tweet.

In July last year, the sessions court of Visnagar in Mehsana district had sentenced him to two years imprisonment for rioting and arson which took place in Visnagar town in 2015.

While his jail term has been stayed by the court, his conviction has not been suspended.

Patel has filed a petition in the Gujarat High Court seeking a stay on his conviction by a lower court.

Earlier, on Friday, the Patidar Anamat Andolan Samiti (PAAS) had given the go-ahead to Patel to join the Congress.

Patel has earlier indicated that he wanted to contest Lok Sabha polls from Jamnagar seat.

While Congress state unit chief Amit Chavda said Patel's induction into the party would strengthen it, Gujarat Chief Minister Vijay Rupani said the decision proved that the PAAS leader was a "design of the Congress".

"We have been saying this, and now it has been proved that Hardik is a design of Congress party. His agitation was at the behest of the Congress. He has cheated his community, misled youth. He would get a befitting reply from the Patidar community if he stood for polls," Rupani said.

"Till now Hardik was leading a social agitation. Now when he joins the Congress party, it will strengthen us in Gujarat," Chavda said.

A Pakistani unmanned aerial vehicle (UAV) was on Tuesday shot down near the International Border in Kutch district of Gujarat, police sources said.

Debris of the UAV was seen near Nanghatad village in Abdasa taluka of Kutch, they said.

On hearing a loud sound around 6 am, villagers went to the spot and found the debris of the UAV, the sources said.

The official, however, refused to elaborate further.

Earlier, government sources said that in a pre-dawn strike, combat jets of Indian Air Force bombed terror camps at multiple locations across the Line of Control on the Pakistani side, 12 days after Pakistan-based Jaish-e-Mohammed terror group carried out the dastardly Pulwama attack in Kashmir.

They said the IAF's Mirage 2000 fighter jets pounded the terror camps in Balakot, Muzaffarabad and Chakoti in the well-planned strike destroying Jaish-e-Mohammed terror camps.

Taking a dig at the Congress party in a public gathering at Surat on Wednesday, <a href="http://www.wionews.com/india-news/opinion-will-modi-government-repeat-2014-victory-2019-167368">Prime Minister Modi</a> said that if the previous governments had to do the <a href="http://www.wionews.com/india-news/four-years-of-modi-government-5-schemes-and-how-they-performed-139632">work that he has done so far</a>, they would have needed "25 more years".

He also credited his government's demonetisation decision for bringing down prices of houses and making them affordable for the aspiring youth.

"I was asked what has been the benefit of note ban decision. You should ask it to the youth, who could buy residential homes at affordable rates after the decision. Black money used to be parked in real estate sector, but with decisions like note ban and RERA, we put a check to it," Modi said.

He also lauded the Civil Aviation Ministry's 'Udaan' (Ude Desh Ka Aam Nagrik) scheme - a regional connectivity scheme that makes flying affordable for masses, saying it will boost development of the country's aviation sector.

Targetting the Congress party he said, "In four years of our rule, we constructed 1.30 crore houses while in UPA rule they built 25 lakh houses.

He also stated that for the last 30 years, the country had a "hung Parliament" due to which progress was affected. "But four years ago, people voted to give full majority after which the country is progressing rapidly," he said.

Citing the former prime minister Rajiv Gandhi, PM Modi also blamed the Congress for leaking the fund sent for public welfare.

The Supreme Court on Tuesday said it would hear a plea by Zakia Jafri, challenging the SIT's clean chit to then Gujarat chief minister Narendra Modi in connection with the 2002 Godhra riots, after four weeks.

Zakia, the wife of ex-MP Ehsan Jafri who was one of the 68 killed in Ahmedabad's Gulberg society, has challenged the Gujarat High Court's October 5, 2017 order rejecting her plea against the SIT's decision.

The matter came up for hearing before a bench of Justices A M Khanwilkar and Ajay Rastogi.&nbsp;

"You are asking for four weeks and we are giving you four weeks. List the matter after four weeks," the bench said.&nbsp;

The court previously said it will also look into the application by social activist Teesta Setalvad on becoming a co-petitioner in Zakia's plea ahead of hearing the main case.

Jafri's counsel told the apex court that a notice needs to be issued in the plea as it pertains to alleged "larger conspiracy" during February 27, 2002 and May 2002. It also maintained that after the SIT gave a clean chit in its closure report before a trial judge, the petitioner filed a protest which was dismissed by the magistrate without considering "substantiated merits".

On February 8, 2012, the SIT filed a closure report, giving a clean chit to Modi and 63 others, including senior government officials, saying there was "no prosecutable evidence" against them.

Jafri was among the 68 people killed at Gulberg Society on February 28, 2002, a day after the S-6 Coach of the Sabarmati Express was burnt at Godhra, triggering riots in Gujarat.

The plea, filed through advocate Aparna Bhat, further said the high court "failed to appreciate" the petitioner's complaint which was independent of the Gulberg case registered at Meghaninagar Police Station.&nbsp;

The high court in its October 5, 2017, order said the SIT probe was monitored by the Supreme Court. However, it partly allowed Zakia's petition as far as its demand of a further investigation was concerned.

It said the petitioner can approach an appropriate forum, including the magistrate's court, a division bench of the high court or the Supreme Court seeking further investigation.&nbsp;

The Pakistan Maritime Security Agency (PMSA) apprehended five Indian fishermen and seized a boat off the Gujarat coast late Thursday night, an official of the National Fishworkers' Forum (NFF) said.

PMSA, a branch of the Pakistan Navy, regularly captures Indian fishermen on the charge of crossing into that country's waters.

The boat with five fishermen onboard had sailed off from Porbandar in Gujarat a few days ago, NFF secretary Manish Lodhari told PTI.

The PMSA apprehended them near the International Maritime Boundary Line (IMBL) in the Arabian sea, he said.

"As per the information we have received, the PMSA is taking these fishermen to Karachi. They are still in the sea as it takes around 20 hours to reach Karachi from the IMBL," Lodhari said.

Dalit rights activist <a href="http://www.wionews.com/india-news/hardik-patel-fast-enters-17th-day-mevani-says-government-must-hold-talks-164949">Jignesh Mevani </a>Saturday was evasive when asked about <a href="http://www.wionews.com/opinions/is-it-going-to-be-rahul-gandhi-vs-narendra-modi-in-2019-185056">his stand on Rahul Gandhi</a>, being propped by the DMK as the opposition's Prime Ministerial candidate.

The independent MLA from Gujarat, when asked who he would support in the Lok Sabha polls next year, told reporters "my support will be to we the people, to the poorest of the poor, to the workers and peasants."

The Gujarat based activist was here to take part in a cultural event coordinated by noted film director Pa Ranjit.

Asked specifically about his opinion on Rahul Gandhi's candidature for the Prime Minister's post, the MLA did not give a direct answer and said: "yes, yes, we should get two crore jobs and farmers suicides should not happen".

Again, when asked if his support would be for the Congress, he repeated "I support we the people...I support Ambedkar...Phule."

DMK president M K Stalin had on December 16 vowed to make Congress chief Rahul Gandhi the country's next prime minister and lauded him for having the ability to defeat the Narendra Modi-led government at the&nbsp;
Centre.

He stated this at a rally that day followed by the unveiling of a bronze statue of DMK patriarch and his father late M Karunanidhi at party headquarters Anna Arivalayam here.

Besides the DMK, key opposition parties like Congress, TDP and CPI(M) had come together at the event to reaffirm their resolve to dislodge the BJP-led NDA government.

Mevani later joined those present at the event in raising the "Jai Bhim" slogan.

To another question, he referred to the electoral setback for the BJP in states like Madhya Pradesh and Chattisgarh.

The backdrop of such electoral drubbings and the Dalit assertion made it amply clear that notwithstanding the efforts of Prime Minister Narendra Modi, the BJP and RSS, "they will not be able to bring back Dalits into the fold of RSS and BJP... They (BJP) will have to suffer a lot," he said.

He lashed out at the Saffron party and alleged that it was "fascist and has a "casteist, manuvadi mentality and agenda."&nbsp;

A written exam for recruitment of Gujarat police constables was Sunday cancelled hours before it was scheduled to commence after authorities learnt that the paper had got leaked, an official said.

As many as 8.75 lakh candidates were scheduled to appear for the exam which was to start at 3 pm Sunday in 2,440 centres across Gujarat, the official said.

The examination was called off hours before the test was scheduled to start after it came to light that the question paper was leaked, said Vikas Sahay, chairman of the Lokrakshak Recruitment Board, the body that conducts the examination.

"Somebody sent me a list of answers, and they were answers to the questions set for the examination. We called off the examination as it was clear that the paper had been leaked," Sahay said, adding that a police probe would be instituted into the issue.

"So far, we have no information as to where the paper got leaked from. We had set up strong rooms with CCTV cameras and security guards in every district to store the papers," Sahay added.

The opposition Congress took the opportunity to attack the ruling BJP.
"The BJP government is playing with the future of Gujarat's youth. This government has no right to stay in power if it cannot even conduct an examination without engaging in corruption," Congress spokesperson Manish Doshi said.

Meanwhile, candidates who had travelled to the centres from far off places to appear for the examination were baffled and dejected after learning about the cancellation.&nbsp;

Gujarat government is mulling a law to curb the spread of fake news and information on social media, state Deputy Chief Minister Nitin Patel noted on Monday.

Patel stated that the spread of fake news and misuse of social media will harm the country's unity, peace and security.&nbsp;

"Such misuse of social media would harm the country's unity, peace and security. Inciting conflicts between various castes and communities, spreading religious rumours or about any person is not good," Patel said.

"It is necessary to stop such practice (of spreading fake news and information). While some laws are being enacted (at the Centre), the Gujarat government is also mulling to enact a law in this regard," he added.

The minister further informed that the state government is taking time to formulate such a law to ensure that the citizens do not see it as "censorship" imposed by the government.

"Discussions (in the government) are going on for the last three-four months on how the law can be implemented. People should not feel we are imposing censorship on them," Patel told media.

Meanwhile, <a href="http://www.wionews.com/india-news/nationalism-behind-spread-of-fake-news-in-india-bbc-report-176848">a BBC report</a> on Monday stated that people in India share fake news stories with nationalistic messages for "nation-building" purposes without any attempt at fact-checking.

The findings come from extensive research in India, Kenya, and Nigeria into the way ordinary citizens engage with and spread fake news, the British public broadcaster said.

According to the report, there is also an overlap of fake news sources on Twitter and Prime Minister Narendra Modi's support networks.

The report, analysing the spread of fake news from the perspective of ordinary citizens, suggests an "overlap between fake news and pro-Modi political activity" in India.

Will take steps to change name of Ahmedabad to Karnavati: Gujarat CM Vijay Rupani

Hours after Uttar Pradesh Chief Minister Yogi Adityanath announced the renaming of Faizabad district as Ayodhya, the Gujarat government Tuesday said it was keen on rechristening Ahmedabad as Karnavati, if there were no legal hurdles.

Speaking to reporters in Gandhinagar, deputy chief minister Nitin Patel said the Bharatiya Janata Party (BJP) government was willing to change Ahmedabad's name if it gets past the legal hurdles and receives required support.

"People are still having a feeling that Ahmedabad should be renamed as Karnavati. If we get required support to overcome the legal hurdles, we are always ready to change the name of the city," Patel told reporters when asked if the state government had a plan to rename India's only city having the 'World Heritage' tag.

Historically, the area around Ahmedabad has been inhabited since the 11th century, when it was known as Ashaval.&nbsp;

Chaulukya ruler Karna of Anhilwara (modern Patan) had waged a successful war against the Bhil king of Ashaval and established a city called Karnavati on the banks of the Sabarmati river.

Sultan Ahmed Shah in 1411 A.D. Had laid the foundation of a new walled city near Karnavati and named it Ahmedabad after the four saints in the area by the name Ahmed.

"We can think of changing the name at an appropriate time," Patel added.

Slamming the BJP government over the issue, state unit Congress spokesperson Manish Doshi said the promise to rename Ahmedabad was just another "poll gimmick" by the ruling party.

"For the BJP, issues like construction of a Ram temple in Ayodhya and renaming Ahmedabad as Karnavati are the means to get votes of Hindus," said Doshi.

"BJP leaders dump such issues after coming to power. They only cheated Hindus all these years," he added.

Uttar Pradesh Chief Minister Yogi Adityanath on the eve of Diwali announced that Faizabad district would henceforth be known as Ayodhya.

"Ayodhya is a symbol of our 'aan, baan aur shaan' (honour, pride and prestige)," Adityanath said in Ayodhya.

The BJP government in the northern state had already renamed Allahabad as Prayagraj.&nbsp;

Historically, the area around Ahmedabad has been inhabited since the 11th century, when it was known as Ashaval. The BJP government in the northern state had already renamed Allahabad as Prayagraj.

Now, Gujarat govt says it want to rename Ahmedabad to Karnavati

Meet the 93-year-old architect behind the World’s tallest statue - Ram Vanji Sutar

Recent happenings in Gujarat are unfortunate. I thought the Constitution of India guaranteed free movement of its citizens throughout the country. Hence, what is happening is certainly not acceptable.

Now, the revelation has come out that certain sub-ethnic group's involvement is being suspected. A leader of the said ethnic group, who is sitting MLA from the opposition side, has been suspected of engineering the exodus of workers of Uttar Pradesh and Bihar from Gujarat. To what extent will they go and where will this all end?

Gujarat, over the course of my innumerable visits, has endeared itself to me, and its people are of enterprising nature. Knowing them so, I do not think any ordinary Gujarati will support this.

Not new

At the same time, it is also borne by the record that this is not new in India. Oft and on we have such sons-of-soil and other movements happening in different parts of the country, in different states of India at different points of time.

I remember in the recent past, I had to cancel my visit in a place close to Ramnagaram, near Mysuru, because there were disturbances en route at Mandya, on account of an unacceptable Supreme Court Order in the Cauvery dispute case. I had to return from Bengaluru on that day in September 2016.

Karnataka incidents

The state of Karnataka witnesses two kinds of movements to drive away other ethnic groups. In cases of specific discord on the interests of the state with neighbouring Tamil Nadu, the local Tamils are attacked. This is reciprocated in equal measure by their Tamilian counterparts against Kannadigas.

The other kind is a general disdain for people from Northeastern states, who are such friendly people and always likeable in the face of fiercest persecution in most parts of India outside their region.

Maharashtra incidents

Events such as these are common and repetitive in Mumbai and other cities of Maharashtra. Some political parties have eked out their survival out of such an in-group political ideology. Call it the Shiv Sena or MNS and whatever, it is indeed a reality. The migrants from UP/ Bihar are referred to with disdain as 'bhaiyyas'.

No matter how long they might be staying in the state, they are persecuted. In fact, on this, I have made references in my book also as to how this repeatedly creates a law and order problem in Maharashtra requiring the Union government's intervention. These are realities of India, and one wishes they do not exist.

Negative stereotype outgroups

In this context, one prominent and highly-respected social anthropologist, Prof Sachidanda, whose works we used to devour in the 1980s, has opined that every hamlet, village, community, caste, and other formations always regard any intruder into the group with disdain. This phenomenon he names as negative stereotype outgroup. This trend in Maharashtra has now extended to Gujarat, where migrants from UP/ Bihar have become negative stereotype outgroups.

Why do migrations take place

When it comes to the question of sacrificing their self-esteem and security, why does the population of UP and Bihar have to migrate? This is a question that is not asked enough. This is a question the politicians of these states owe an answer.

Whenever there is an attack or untoward incident or movement, these politicians resort to all sorts of rhetoric. I underline, I do not support this trend. But we have to address the genesis of the problem.

Politicians to blame in UP and Bihar

Let us now recall that Lalu Prasad Yadav ruled Bihar for more than a decade. Nitish Kumar, the present CM, with different allies has ruled the state for more than 10 years. Mayawati and Mulayam's parties ruled Uttar Pradesh for close to two decades alternatively, till 2017.&nbsp;

A comparison to this is Narendra Modi, who was CM for about 12 years in Gujarat. See the difference in developmental levels between Gujarat and UP/ Bihar.&nbsp;

Highest investments in pre-1991

Let me also underline one more salient point. During the pre-1991 era, the amount of investments in terms of public sector in UP and Bihar were overwhelming, and other states had miniscule share in comparison.

Also, in that era, location of public sector investments as per the then Industrial Policy and, due to their political might, many private investments were also happening in these two states. Further, Bihar before 2000 was a combined Bihar in which the amount of natural endowments like mineral wealth, etc. are incomparable.&nbsp;

Poor state governance

Still, due to poor governance, these two states could not harness the assets and their poor population remains poor and have to leave the state in search of employment. Will any politician from these two states answer for this?

I underline that what happened in Gujarat is unpardonable, and those behind this should be prosecuted as per law.

Hate against migrants not new, but there is more to it than meets the eye

At least 21 more Asiatic lions, an endangered species, have tested positive for a highly contagious virus that has been blamed for recent lion deaths.

Tests on samples of 27 Asiatic lions living at the Gir sanctuary in Gujarat showed 21 of them were positive for the Canine Distemper Virus (CDV), the Indian Council of Medical Research (ICMR) said in a note.&nbsp;

This follows earlier tests that revealed at least five of 23 lion deaths at Gir over the past three weeks were due to the virus.

"This indicates active disease transmission among the Gir lions," the ICMR said.

Roughly 600 Asiatic lions live in the 850-square-mile expanse of the Gir sanctuary in western Gujarat. India's Supreme Court in 2013 had ordered some of the lions to be moved out of the sanctuary after wildlife experts for years advocated for such a move - called 'translocation' - to protect the lions against calamities like disease outbreaks.

The ICMR called on the government last week to take immediate steps to place the lions in two or three different sanctuaries to save them from extinction.

"Since CDV is transmitted by airborne route as well as infected body secretions, healthy lions from Gir Forest may be shifted to an alternate suitable location," the agency said in its latest press release.

But the Gujarat government has refused to part with any of the lions, saying they would not be safe anywhere but inside the state.

D.T. Vasavada, the chief conservator of forests at Gir, said on Wednesday he had not received the ICMR press release, and there was no plan to move any lions. "We are monitoring the health of the lions," he said, adding that vaccinations were ongoing.

A spokesman at the Gujarat chief minister's office referred queries to the state forest minister, who did not answer calls seeking comment on Wednesday.

"At one level it is too late to try and separate the healthy and uninfected lions," Ravi Chellam, a wildlife expert and member of a government panel formed move some of the lions. "Given that CDV is airborne, it is very likely that the entire population would have been exposed but not infected."

A government-appointed committee of experts has been working on determining the cause of the deaths, Vasavada said.

More Asiatic lions test positive for deadly virus; Gujarat govt refuses to shift them

The Gujarat State Human Rights Commission (GSHRC) issued notices Wednesday to the state chief secretary and the director general of police seeking reports on the attacks and exodus of Hindi-speaking migrant workers.

The reports have to be submitted within 20 days, GSHRC chairperson Justice (retired) Abhilasha Kumari told reporters in Gandhinagar.

The notices have been issued to Chief Secretary J N Singh and DGP Shivanand Jha, seeking reports from them on steps taken to ensure the safety of migrant labourers under attack in the state, she said.

"They have been asked to clarify what steps are being taken to maintain peace (following attacks on migrants) in the state and for the safety of people who are being attacked," she added.

Since the alleged rape of a 14-month-old girl in Sabarkantha district, around 100 km from here, on September 28, and the arrest of a labourer hailing from Bihar for the crime, six districts, most of them in north Gujarat, have seen sporadic incidents of violence against Hindi-speaking people.

Ravindra Sahu, a labourer hailing from Bihar and working in a local ceramic factory, was arrested the same day for the toddler's rape.

The migrants from Uttar Pradesh, Bihar and Madhya Pradesh fled in thousands after attacks.

Minister of State for Home Pradipsinh Jadeja said Tuesday that 533 people were so far arrested in this connection across the affected districts after 61 cases were filed.

Congress president Rahul Gandhi had earlier brought up the exodus of the Hindi-speaking migrants, saying youths from Rajasthan, Madhya Pradesh and Uttar Pradesh are being attacked and forced to leave.

However, Chief Minister Vijay Rupani Tuesday asked whether Gandhi will take action against his party's "own members who incited violence against the migrants in Gujarat".

The BJP has been blaming Congress MLA Alpesh Thakor and his outfit Gujarat Kshatriya-Thakor Sena for the outbreak of violence.

After the alleged rape of the 14-month-old girl, who belonged to his community, Thakor had blamed in public a "non-Gujarati" for the crime.

The exodus of Hindi-speaking migrants from Gujarat after attacks on them in several parts of the state showed no signs of abating on Tuesday.

Police had intensified patrolling in areas near industrial estates and places where migrant workers stay in a bid to instill confidence among people.

Shyam Singh Thakur, president of the Uttar Bhartiya Vikas Parishad, an outfit of north Indians in Gujarat, said Tuesday that more than 60,000 Hindi-speaking migrant labourers have fled the state so far.

He claimed that people who had decided earlier to leave the state continue to board buses and trains.

Violence against migrants: Gujarat State Human Rights Commission issues notice to DGP, chief secy

Gujarat Chief Minister Vijay Rupani Monday appealed to people not to engage in violence, even as a north Indian outfit claimed over 20,000 Hindi-speaking migrants fled the state in the last one week after a spate of attacks following a rape incident.

Rupani claimed that no untoward incident had taken place during the last 48 hours, while state Home Minister Pradeepsinh Jadeja said additional forces have been deployed in industrial areas for the security of migrants.

Since the alleged rape of a 14-month-old girl in Sabarkantha district on September 28, six districts, most of them in north Gujarat, have seen sporadic incidents of violence against Hindi-speaking people, police had said.

The government said more than 400 people have been arrested in connection with the violence which started after a migrant worker from Bihar was nabbed in the rape case.

The exodus

Uttar Bharatiya Vikas Parishad president Mahesh Singh Kushwah claimed that over 20,000 people belonging to Uttar Pradesh, Madhya Pradesh and Bihar had already fled Gujarat due to the prevailing situation.

"Over 20,000 migrants from these states have fled due to fear as Hindi-speaking people are being attacked in different parts of the state. All non-Gujaratis should not be seen as culprits for the misdeeds of one person," he said.

Rupani said the situation has been brought under control by police.

"We are committed to maintaining law and order, and people can call police in case of trouble. We will provide them security," Rupani said in Rajkot.

Minister of State for Home Jadeja, at a press conference Monday in Gandhinagar, said the Centre had been apprised of the steps taken by the Gujarat government to bring the situation under control. He said 431 people have been arrested and 56 FIRs registered in connection with the attacks on Hindi- speaking people.

Political blame-game

Without naming opposition Congress, Jadeja said efforts were underway to find out whether "it is a conspiracy by those who are out of power in Gujarat since the last 22 years".

"The attack on migrant workers is highly condemnable. The chief minister has instructed us to take all necessary steps to stop the attacks.&nbsp;

"I also appeal people not to be misled by those who are inciting people for their political gains," Jadeja said.

While police have arrested several members of the Thakor Sena in connection with the attacks and also mentioned the outfit's name in some of the FIRs, its president and Congress MLA Alpesh Thakor alleged that youth from the community were being falsely implicated.

Senior Congress leader Ahmed Patel on Monday defended party MLA Alpesh Thakor after members of an outfit which he leads were arrested in connection with the attacks on Hindi-speaking migrants in Gujarat and alleged that the BJP government was trying to politicise the issue.

"Alpesh Thakor has clearly denied his role in these attacks on migrant workers," said Patel.

Meanwhile, a political dimension to the attacks was also injected with a leader of the JD(U), which is headed by Nitish Kumar, dashing off a two-page open letter to Congress president Rahul Gandhi, blaming his party for the violence against Biharis.

"You appointed your Gujarat MLA Alpesh Thakor as one of the national secretaries in-charge of Bihar and his outfit Gujarat Kshatriya Thakor Sena is driving out migrant Biharis," Neeraj Kumar, JD(U) MLC and spokesman, alleged.

Uttar Pradesh Chief Minister Yogi Adityanath said the Gujarat chief minister told him that his government has ensured the safety of all and that are all welcome.

Rupani also informed there had not been any incident since the past three days and he has also appealed to people against paying any heed to rumours, Adityanath told reporters in Lucknow.

Adityanath said Gujarat is a peace-loving state and a model of development and that those do not want development spread rumours.

"Some North Indians living there had called me and I have told them also not to pay heed to the rumours.," he said.

50% migrant workers not reporting to work&nbsp;

Meanwhile, the Gujarat Chamber of Commerce and Industry (GCCI) has urged Chief Minister Vijay Rupani to step in to restore peace in the state. GCCI president Jaimin Vasa claimed that 50 per cent of migrant labourers had stopped coming to work at factories in many industrial estates in Gujarat.

According to G K Patel, president of Dediasan industrial estate in Mehsana, around 1,000 migrant workers have gone back to their native states.

"There are around 400 factories in this estate. These factories employ around 2,000 migrant workers. Out of these, some 1,000 have left work and have gone back to their native places" claimed Patel.

Attacks on outsiders: Gujarat factories say 50% migrant staff not reporting to work

Speaking on the issue of the alleged attacks on people hailing from Uttar Pradesh and Bihar in Gujarat, Uttar Pradesh Chief Minister Yogi Adityanath said that he was informed by Gujarat Chief Minister Vijay Rupani that no such incident has taken place in three past three days and that people are spreading rumours in this regard.

He told ANI, "Gujarat Chief Minister has clearly told me that no such incident has taken place in last three days. People who are envious of development in Gujarat are spreading such rumours. Effective steps have been taken by the Gujarat government."

Non-Gujaratis, especially those hailing from Uttar Pradesh and Bihar were allegedly attacked recently after a native of Bihar was arrested for allegedly raping a 14-month-old girl in Sabarkantha district recently.

Meanwhile, Rupani appealed to people to maintain peace in the state and said, "The situation is under control in Gujarat. I appeal to people to maintain peace and brotherhood. The culprit of the rape case was arrested within 24 hours. We will ensure severe punishment for the culprit."

Speaking on the matter, Deputy Superintendent of Police of Vadodara, Haresh Mewada said, "Labourers from Uttar Pradesh and Bihar working in Param Industries and one another company were attacked after a message got viral, which said 'because of migrant workers, state people do not get work.
