The sprawling President's Estate has been found to be breeding mosquitoes at many accumulated pools of stagnant water -- with 52 notices slapped on Rashtrapati Bhavan by the New Delhi Municipal Council.

The notices were issued to Rashtrapati Bhavan since January by NDMC after mosquito larvae were found at many places dotting the 320-acre estate.

With the capital reporting many dengue cases, the NDMC has decided to control the mosquito menace, including on the President's Estate.

"We have issued 52 notices to various complexes and residential quarters in the Presidential Estate. We had formed teams to inspect the Rashtrapati Bhavan premises, which then spotted mosquitogenic conditions," a senior NDMC official said.

The teams included members from the sanitation and horticulture units at Rashtrapati Bhavan, and the civil engineering unit under the Central Public Works Department (CPWD) and personnel of the malaria unit of the NDMC health department.

Last year, NDMC had issued over 125 notices to the President's Estate after "heavy" mosquito-breeding was found at various places on its sprawling campus. Advisories have been issued to more than 50 embassies that fall in the NDMC area to be active in controlling breeding of mosquitoes.

The NDMC official said the civic body does not have the authority to issue challan or serve notice to embassies, and would extend all support to embassies in controlling mosquito breeding.

Regarding government offices and residential colonies, the official said if after inspection, the premises are found to be positive for mosquito breeding, then notices are served.

Safdarjung hospital, prestigious Delhi Golf Club, Shivaji Stadium and Akashwani Bhawan are among the 146 buildings charged by the civic body over dengue breeding this season.

The civic body has so far issued a total of 3,337 notices this season

Among the buildings which have been issued notices by NDMC are prominent hospitals including AIIMS, Safdarjung, Lady Hardinge Medical College and LHMC hospital.

Prestigious hotels such as Ashoka and Taj Man Singh have also been issued notices after the inspection team detected mosquitogenic conditions in their premises.

"We have issued 3,337 notices and 146 challans this season over dengue breeding. During the inspection, if the premises are tested positive for mosquito breeding, they are issued notices," the official said. "But if no improvement is found in the hygiene conditions during the next inspection, the defaulters are issued challan," he added.

According to municipal reports, at least 171 cases of dengue have been reported this season in Delhi with 52 of these being recorded in the first week of August. The vector-borne disease has claimed two lives so far during this season.

A rare US postage stamp known as the "Inverted Jenny" was formally handed over on Thursday to the Pennsylvania research library that owns it six decades after it was stolen from a display case and feared lost forever.

The valuable 1918 stamp is one of a series featuring a Curtiss JN-4 biplane, nicknamed "Jenny," that were mistakenly printed upside down. The image has made the stamp one of the most recognised among stamp enthusiasts and non-collectors alike.

Officials of the American Philatelic Research Library accepted the stamp from federal law enforcement officials during a ceremony at the World Stamp Show in New York.

"This is a great day for stamp collecting," said Don Sundman, a dealer who helped expedite the stamp's handover to its rightful owner.

The famous stamp was one of four Jennys stolen in 1955 when New York arts patron Ethel McCoy put them on display at a show in Virginia. After her death, she had bequeathed their ownership to the Bellefonte, Pennsylvania research library.

Two of the other stolen Jennys were recovered in the 1970s and 1980s and returned.

Thursday's ceremony comes two days after another Inverted Jenny sold for about $1.18 million auction. But the recently recovered stamp, with a face value of 24 cents, could be worth a mere $200,000 because of its inferior condition, the library said. It was No. 76 on a sheet of the only 100 Jennys ever printed.

The stamp surfaced on April 1 in a consignment put up for sale at the auction firm Spink, the library said. It was then placed under the jurisdiction of the Federal Bureau of Investigation.

Kevin O'Neill, the man who consigned the stamp, had inherited it in his native Ireland as part of his grandfather's collection. He received $50,000 in reward money.

Library officials and other authorities said they would keep searching for the fourth stamp, which is still missing.

"We are three quarters of the way to recovery," said library president Roger Brody, who said he previously thought the chances of this Inverted Jenny's return were "slim to none."

The library, which specializes in postage-related literature, will likely display the recovered stamp at the World Stamp Show, held at New York's Javits Center through Saturday.

Alfred Orcutt, 72, a retired New York school principal and a lifelong collector, said he was grateful to catch a glimpse of the stamp before it goes back home.

Thai wildlife authorities found 40 tiger cub carcasses in a freezer in Thailand's infamous Tiger Temple on Wednesday as they removed live animals in response to international pressure over suspected trafficking and abuse.

The Buddhist temple in Kanchanaburi province west of Bangkok had become a tourist destination where visitors snapped selfies with bottle-fed cubs.

But the temple has been investigated for suspected links to wildlife trafficking and abuse. A raid that began on Monday is the latest move in a tug-of-war since 2001 to bring the tigers under state control.

Tiger parts are used in traditional Chinese medicine.

The 40 dead tiger cubs were found in a freezer in a kitchen area, said Adisorn Nuchdamrong, deputy director-general of the Department of National Parks.

"They must be of some value for the temple to keep them," he said. "But for what is beyond me."

Officials wearing protective masks displayed the bodies of the cubs to media at the temple. Also on display was the body of a Binturong, a protected species commonly known as a bearcat, which the authorities found with the cub carcasses.

Monks at the temple were not immediately available for comment.

Officials have moved 52 live tigers from the temple since Monday, Adisorn said, leaving 85 still there.

Thailand has long been a hub for the illicit trafficking of wildlife and forest products, including ivory. Exotic birds, mammals and reptiles, some of them endangered species, can often be found on sale in markets.

On Tuesday, the People for the Ethical Treatment of Animals group said the temple was "hell for animals" and called on tourists to stop visiting animal attractions at home and abroad.

Babies born prematurely may grow up to have weaker bones, according to a new study which also found that low birth weight plays a big role in developing osteoporosis.

"Our study shows that both those born prematurely with a very low birth weight and those who were born full term, but small for their gestational age, had lower bone mass than the control group, who were born full term with normal weights," said Chandima Balasuriya, a specialist in Internal Medicine and Endocrinology from the Norwegian University of Science and Technology.

Researchers found that adults who were born full term but were small for their gestational age also had lower bone mass.

These findings are important since peak bone mass is a major determinant of future osteoporosis, the researchers said.
Researchers looked at 186 adults who were 26-28 years old. They found that 52 of the participants were very low birth weight babies, with a mean birth weight of 1.2 kilogrammes, and a mean gestational age of 29 weeks.

Another 59 participants had been born to term, but were considered "small for gestational age", with a mean birth weight of just under 3 kilogrammes.

Researchers also had a control group of 77 adults who were born at term with normal weight.

For all three groups, researchers measured bone mineral content and density in the spine, neck, hip and the whole body, and looked at current height and weight, smoking, level of physical activity and a variety of other measures.

When they looked at the data from adults who were born small for their gestational age at term, they found that this group had lower bone mass than adults who were born with normal weight at term.

When researchers corrected the bone mass measurement for the heights of this group, who tended to be shorter, they found that the low bone mass was partly due to their smaller body size.

In contrast, body size alone did not account for the lower bone mass researchers found in adults who had been pre-term babies.

"Ensuring that children with low birth weights have a diet rich in calcium, vitamin D and protein, in combination with exercise that involves weight-bearing physical activities may help reduce risk of bone fractures later in life," Balasuriya said.
