United States President Joe Biden called on the leaders of Qatar and Egypt on Monday (April 29) to "exert all efforts" to secure the release of hostages who have been held captive by Hamas in the Gaza Strip so that the ceasefire deal is achieved, stated the White House.

United States President Joe Biden called on the leaders of Qatar and Egypt on Monday (April 29) to "exert all efforts" to secure the release of hostages who have been held captive by Hamas in the Gaza Strip so that the ceasefire deal is achieved, stated the White House. For months, Cairo, Doha and Washington have been carrying out mediation to achieve a truce in the Palestinian territory which has been war-ravaged since Hamas launched an attack on Israel on October 7. On Monday (April 29), the representatives from Hamas, Qatar and Egypt met in Cairo after the proposal for a second truce in Gaza was given to Hamas along with a fresh release of hostages. Biden appealed to the leaders "to exert all efforts to secure the release of hostages held by Hamas as this is now the only obstacle to an immediate ceasefire and relief for the people of Gaza," stated the White House. Egypt's presidency stated that al-Sisi also discussed the dangers of a military escalation in Rafah with President Biden. The call focused on the plan of exchanging Israeli hostages with Palestinian prisoners. "President al-Sisi stressed the necessity of full and adequate access to humanitarian aid, reviewing the intensive Egyptian efforts in this regard," said the Egyptian presidency, in a statement. "The two presidents also stressed the necessity of working to prevent the expansion of the conflict and reaffirmed the importance of the two-state solution as the means to achieve security, peace, and stability in the region," it added. Qatar's Amiri Diwan said that Biden and the Qatari Emir spoke about the developments in the situation in Gaza and the efforts being made by the two nations to finalise a permanent ceasefire agreement in Gaza. Speaking at a World Economic Forum meeting in Saudi Arabia, Blinken said: “Hamas has before it a proposal that is extraordinarily generous on the part of Israel." “They have to decide and they have to decide quickly … I’m hopeful that they will make the right decision and we can have a fundamental change in the dynamic," he added. The Hamas delegation has departed from Cairo and will come back with a written response to the proposal, stated Egypt's state-affiliated Al Qahera TV. (With inputs from agencies)

Israel-Hamas War: Team from mediator Egypt in Israel for Gaza truce talks

Israel reportedly warned Egypt that this was the "last chance" for a hostage deal with Hamas before it attacked Rafah, Axios reported. On Friday (Apr 27), talks between Israeli officials and the Egyptian delegation to discuss Israel's upcoming offensive in Rafah and efforts to reach a hostage deal with Hamas came to an end.

According to Channel 12 news, Israel said that it would not let Hamas delay the IDF strike on Rafah by dragging the hostage deal negotiation. “This is the last chance before we go into Rafah,” the official said. How does Egypt fit in the picture? Egypt and Qatar are prime negotiators aiming to broker a ceasefire deal between Israel and Hamas. Egypt is concerned that if Israel finally invades Rafah, a threat it has repeatedly made, tens of thousands of Palestinians would enter Egypt, perhaps resulting in a border breach that jeopardises Egyptian security. The southern Gaza city of Rafah is where over one million displaced Palestinians are reported to be living after Israel attacked Gaza. Earlier this week, Gen. Herzi Halevi, Chief of Staff of the Israel Defense Forces (IDF), and Ronen Bar, Director of the Shin Bet security agency, visited Cairo. According to media sources, during their visit, Egypt provided new proposals for negotiating a hostage settlement between Israel and Hamas. On Friday, an Egyptian delegation visited Israel to conclude the hostage deal talks. Also read: It could take over 14 years to clear debris in war-ravaged Gaza A senior Israeli official told Hebrew media that negotiations were "very good, focused, held in good spirits, and progressed in all parameters." The official stated that Egyptians understood that time is of importance in the Rafah operation and wanted to put pressure on Hamas to reach an agreement for the release of hostages. “This is part of what the negotiations are going to focus on now. The number of days of the ceasefire will be linked to the number of hostages who will be released. If Hamas does want a humanitarian deal, Israel will not be the obstacle.” an Israeli official told Axios on Friday.

Israel war: Egyptian delegation in Israel to reignite Gaza truce talks

Israel is now laying plans to move into Rafah and evacuate the Palestinian civilians before the invasion, amid continuous warnings that it may lead to a humanitarian catastrophe, as confirmed by a senior Israeli defence official on Wednesday (April 24).

Israel is now laying plans to move into Rafah and evacuate the Palestinian civilians before the invasion, amid continuous warnings that it may lead to a humanitarian catastrophe, as confirmed by a senior Israeli defence official on Wednesday (April 24). Prime Minister Benjamin Netanyahu-led Israeli government spokesperson said that Israel was "moving ahead" with the plans of a ground operation, without specifying any time period. According to an official of Israel's Defence Ministry, they have purchased 40,000 tents, each of which has a capacity for 10 to 12 people to house the Palestinians, once they are displaced from Rafah in advance of an assault. As reported by Reuters, an Israeli government official said that the war cabinet of Netanyahu planned to meet in the next two weeks for authorising civilian evacuations, which is likely to take a month. Also Read: Satellite photos show extent of damage in Iran during alleged Israeli attack Rafah, which is near the Egyptian border, is home to more than a million Palestinians who have travelled from the rest of Gaza amid the Israeli offensive. Why does Israel want to invade Rafah? Israel, which launched an attack on Hamas after its towns were infiltrated by the Islamist group in the October 7 attacks, claims that Rafah is hosting four Hamas combat battalions which are filled with thousands of retreating fighters, and that they need to be eradicated for victory. "Hamas was hit hard in the northern sector. It was also hit hard in the centre of the Strip. And soon it will be hit hard in Rafah, too," said Brigadier-General Itzik Cohen, commander of Israel's 162nd Division operating in Gaza, while speaking to Kan public TV. What is the take of the US on Israel's latest plans? The United States, which is the closest ally of Israel, has appealed to the country to keep the plans for an assault on hold and has stated that Israel is capable of combatting Hamas fighters in other ways. "We could not support a Rafah ground operation without an appropriate, credible, executable humanitarian plan precisely because of the complications for delivery of assistance," said David Satterfield, US special envoy for Middle East humanitarian, while speaking to the reporters on Tuesday (April 23). Watch: Israel-Hamas War: US to begin Gaza aid pier construction 'very soon' "We continue discussions with Israel on what we believe are alternate ways of addressing a challenge which we recognise, which is Hamas military present in Rafah," he added, What are Egypt's concerns over the Rafah invasion? Egypt's State Information Service said that it will not permit Gazans to be pushed beyond the border towards its territory. Egypt also warned Israel to reconsider the Rafah offensive as it "would lead to massive human massacres, losses (and) widespread destruction", stated State Information Service said. In the wake of Israel's plans, Egypt's top intelligence chief held talks with top Israeli intelligence and military officials along with other key officials in Cairo on Wednesday (April 24) to discuss a possible operation by Israel Defense Forces in Rafah, said three senior Israeli officials. Egyptian officials have also hinted that such an operation will rupture the relations with Israel and can also harm the peace agreement between the two nations. (With inputs from agencies)

Egypt secures expanded $8 billion deal with the IMF

To address its severe economic challenges, Egypt has inked an expansive $8 billion loan agreement with the International Monetary Fund (IMF).

The deal marks a more than doubling of the existing rescue program, following extensive efforts, including a substantial devaluation and a noteworthy interest-rate hike, reflecting Egypt's efforts to tackle its worst foreign-currency crunch in decades.

The $3 billion, 46-month Extended Fund Facility that was first negotiated with the IMF in December 2022 is being expanded by this agreement.

This program faced delays as Egypt temporarily reverted to a tightly managed exchange rate system and encountered challenges in divesting state assets and bolstering private sector roles.

The latest deal is a vital step towards Egypt's economic recovery, addressing the fallout from the war in Ukraine and subsequent investor pull-out, which exposed the nation's financial vulnerabilities.

To complement the IMF deal, Egypt is also seeking an additional loan from the IMF's Resilience and Sustainability Facility, designed to promote climate transition financing.

Prime Minister Mostafa Madbouly revealed the anticipated amount for this separate loan as $1.2 billion.

A Reuters report cited Ivana Vladkova Hollar, the IMF's Egypt mission chief, who emphasised the sustainable move towards a unified market-determined exchange rate, stating, "under this framework, you would observe not just devaluations, but you would observe two-way movements in the exchange rate as it moves in response to economic conditions."

The IMF highlighted policy discussions centred on commitments to a flexible exchange rate, fiscal consolidation, and reforms to eliminate privileges for state-owned enterprises.

Egypt's economic policies, including major projects like a new capital city east of Cairo, have been a focal point under President Abdel Fattah al-Sisi.

These projects, aimed at job creation and economic growth, have faced scrutiny amid Egypt's surging debt burden.

The recent deal, less than two weeks after Egypt's agreement with the Emirati sovereign wealth fund ADQ, adds momentum to the nation's economic recovery efforts.

While the devaluation may lead to short-term inflation concerns, Egypt's officials, including President Abdel-Fattah El-Sisi, believe that these reforms will attract foreign investors and ultimately bring an end to the country's worst economic crisis in decades.
