The number of confirmed cases of cholera in the cyclone-hit Mozambican port city of Beira jumped from five to 138 on Friday, as government and aid agencies battled to contain the spread of disease among the tens of thousands of victims of the storm.

Cyclone Idai smashed into Beira on March 14, causing catastrophic flooding and killing more than 700 people across three countries in southeast Africa.

Many badly affected areas in Mozambique and Zimbabwe are still inaccessible by road, complicating relief efforts and exacerbating the threat of infection.

Although there have been no confirmed cholera deaths in medical centres in Mozambique yet, at least two people died outside hospitals with symptoms including dehydration and diarrhoea, the country`s environment minister Celso Correia said.

A Reuters reporter saw the body of a dead child being brought out of an emergency clinic in Beira on Wednesday. The child had suffered acute diarrhoea, which can be a symptom of cholera.

"We expected this, we were prepared for this, we`ve doctors in place," Correia told reporters.

The government said for the first time that there had been confirmed cholera cases on Wednesday.

Mozambique`s National Disaster Management Institute said the local death toll from the tropical storm had increased to 493 people, from 468 previously.
That takes the total death toll across Mozambique, Zimbabwe and Malawi to 738 people, with many more still missing.

"Stranded communities are relying on heavily polluted water. This, combined with widespread flooding and poor sanitation, creates fertile grounds for disease outbreaks, including cholera," the International Committee of the Red Cross said in a statement.

In Geneva, the World Health Organization`s Tarik Jasarevic said 900,000 doses of oral cholera vaccine were expected to arrive on Monday.

Cholera is endemic to Mozambique, which has had regular outbreaks over the past five years. About 2,000 people were infected in the last outbreak, which ended in February 2018, according to the WHO.

But the scale of the damage to Beira`s water and sanitation infrastructure, coupled with its dense population, have raised fears that another epidemic would be difficult to put down.

Mozambique will start a cholera vaccination campaign next week in areas ravaged by Cyclone Idai, the World Health Organisation (WHO) said on Thursday, after five confirmed cases were detected.

Thousands of people were trapped for more than a week in submerged villages without access to clean water after Cyclone Idai smashed into the Mozambican port city of Beira on March 14, causing catastrophic flooding and killing more than 700 people across three countries in southeast Africa.

With tens of thousands of displaced people moved to makeshift camps, relief efforts have increasingly focused on containing outbreaks of waterborne and infectious diseases.

David Wightwick, a senior member of the WHO`s response team in Beira, told reporters that seven clinics had been set up in Mozambique to treat cholera patients and that two more would be ready soon.

"We have 900,000 doses of oral cholera vaccines which are coming in on Monday, and we will start a vaccination campaign as soon as possible next week," Wightwick said.

In nearby Malawi, which was badly hit by flooding and heavy rains in the leadup to Cyclone Idai, the government said arable and livestock farming had been badly affected and that irrigation infrastructure had been damaged.

Agriculture ministry spokesman Hamilton Chimala said around 420,000 metric tonnes of maize had been lost, representing roughly 12 per cent of the country`s forecast output of 3.3 million metric tonnes in the 2018/19 farming season.

Impoverished Malawi is regularly hit by food shortages, so the damage to the country`s staple grain is a cause for concern.

Zimbabwe`s Local Government Minister July Moyo said on Wednesday the government would spend another $18 million to deal with the aftermath of the cyclone.

The relief focus has increasingly turned to preventing or containing what many believe will be inevitable outbreaks of diseases like malaria and cholera.

"We did the lab tests and can confirm that these five people tested positive for cholera," Ussein Isse, a senior Mozambican health official, told reporters. "It will spread. When you have one case, you have to expect more cases in the community."

Health workers were also battling 2,700 cases of acute watery diarrhoea - which could be a symptom of cholera - Isse said, adding the government had organised a treatment centre for cholera in Beira hospital.

The World Health Organization is dispatching 900,000 doses of oral cholera vaccine to affected areas from a global stockpile. The shipment is expected to be sent later this week.

Mozambique death toll rises after cyclone; Rescue operations still underway

A severe category 3 cyclone blew into the key mining region of Pilbara in Western Australia Sunday, forcing evacuations and a halt to port operations, as the north of the country dealt with the effects of an even more powerful storm that hit the previous day.

Cyclone Veronica weakened from a category 4 storm before its core winds hit the coast near the mining centre of Port Hedland, but officials warned the system was slow moving and would continue pounding the region with gale force winds and heavy rain for 24 to 48 hours.

The Bureau of Meteorology said Veronica's forward movement had stalled around midday Sunday before its eye made landfall, and was forecast to weaken to a category 1 storm overnight and then veer west along the coastline.

It said the "severe" storm was producing wind gusts of up to 200 kilometres per hour (120 mph), pushing a storm surge of up to two metres (seven feet) onto the coast.

Rainfall was expected to hit 20-40 centimetres, it said.

"Tides are likely to rise significantly above the normal high tide mark with damaging waves and very dangerous coastal inundation," the bureau said.

Major mining and energy companies took precautionary steps across the region, a hub of liquefied natural gas and iron-ore exports, with ports cleared of ships and non-essential staff evacuated, according to australianminining.com.au website.

Australia's western coast usually sees three or four cyclones per year and emergency services said residents were well prepared for this storm.

Meanwhile, Cyclone Trevor, which hit northern Australia on Saturday as a powerful category 4, weakened to a tropical storm overnight as it moved inland in the sparsely populated region.

Officials said no deaths, injuries or significant damage had been reported from the storm, but that heavy rains were continuing and flooding was still a danger.

The army and police had evacuated more than 2,000 residents from outposts in Trevor's path, many of them indigenous communities, and people began returning to their homes on Sunday, police said.

India ups its aid for cyclone-ravaged Mozambique

A "very destructive" category 4 cyclone slammed into Australia's remote northern coast on Saturday, while a second, equally powerful storm bore down on the country's west.

Cyclone Trevor, pushing a huge storm tide and packing winds of up to 250 kilometres per hou, made landfall on the sparsely populated Northern Territory coast near the Gulf of Carpentaria town of Port McArthur, national broadcaster ABC reported.

The army and police had already evacuated most residents from communities in Trevor's path, though a handful of locals remained behind, police told the ABC.

The Bureau of Meteorology (BOM) said Trevor was driving a "very dangerous storm tide" along coastal regions and that heavy rainfall was expected to cause flooding across wide areas of the Northern Territory and neighbouring Queensland.

Meanwhile, another category 4 cyclone, Veronica, was bearing down on the more heavily populated mining region of Pilbara in Western Australia state, where it was expected to make landfall late Saturday or Sunday.

Jonathan Howe of the BOM said Veronica was expected to slow down as it approached the coast near the mining centre of Port Hedland, carrying up to a metre of rain for some areas and pushing a storm surge than could reach four metres (nine feet).

"We could see widespread inundation," of the region, he said.

Twin cyclones batter Australia

Aid workers faced disarray, a clamour for help and mounting anger Friday as they headed out across central Mozambique, struggling to help tens of thousands of people battered by one of southern Africa's most powerful storms.

A week after Tropical Cyclone Idai lashed Mozambique with winds of nearly 200 kilometres (120 miles) per hour, rescue efforts rose a gear but the situation was often chaotic.

Humanitarian agencies are racing to rescue those still trapped, feed those who have been brought to safety and protect them from potential outbreaks of malaria and cholera.

"Already, some cholera cases have been reported in (the port city of) Beira along with an increasing number of malaria infections among people trapped by the flooding," said the International Federation of Red Cross in a statement.

The mayor of Diaz Simango told AFP that cases of diarrhoeal infections had already been reported.

"We are running out of time, it is at a critical point here," UN children's agency chief Henrietta Fore told AFP after she flew into the devastated port city of Beira from New York.

Hygiene and safe drinking water are absolute priorities, she warned.

"There's stagnant water, it's not draining, decomposing bodies, lack of good hygiene and sanitation," Fore said. "We are worried about cholera, about malaria, because of the stagnant water."

World Food Programme (WFP) spokesman Gerald Bourke said the aid effort was "slow to start, (but)... is now accelerating, thankfully."

WFP declared the flood crisis a level three emergency, putting it on a par with Yemen, Syria and South Sudan.

Relief agencies said the gravity of the cyclone and scale of the flooding it unleashed had been extremely shocking.

The confirmed death toll in Mozambique and neighbouring Zimbabwe topped 550 on Friday, with 293 killed in Mozambique, and 259 in Zimbabwe, according to the UN Migration agency IOM, which said more than 120 of the dead in Zimbabwe had been washed into Mozambique.

Around 1.7 million people have been affected and hundreds are still missing.

Districts west of Beira resemble an inland lake, and thousands of people are still trapped on roof tops and on tree branches.

The town of Buzi situated across the estuary southwest of Beira "has reportedly disappeared, with the water as high as the palm trees" and 40 prisoners and staff still trapped on a roof, said the International Committee of the Red (ICRC).

"This disaster is a catastrophe," Prime Minister Carlos Antonio do Rosario told reporters in Beira. The government says there are still around 15,000 people still needing to be saved.

Anger

More than 65,000 people are already in shelters in central Mozambique and other sites are being opened.

In Dondo, near Beira, food distribution finally started on Thursday at one of 20 schools transformed into emergency shelters.

"Today is the first day we receive help," said survivor Marta Antonio.

"But they don't give it to everyone, they only give it to those who are in the rooms. But those outside receive nothing," she said.

Victims who were not housed in the centres were frustrated.

They complained that they had been forgotten and for those lining up for something to eat, the food was insufficient.

"I have four children, and they're only going to eat bread? Give me a bag of aid," demanded one man, who did not give his name.

In Beira's Samora Machel Secondary School, where President Filipe Nyusi was educated, more than 1,000 people found shelter, where many slept on the floor of an indoor basketball court.

"Everything is difficult here. I'm fighting for my children to have something to eat," said Celeste Dambo, who said that by lunchtime she had not yet eaten anything since the previous night.

On Wednesday, crowds of people looted a warehouse, taking away sacks of rice marked "China Aid."

"People have suffered for weeks here, and they are understandably worried. This is a very difficult situation, on a massive scale, the response is building, you’re going to have hiccups, (but) a lot more people are weighing in," said Bourke.

The United Nations has launched an appeal for assistance.

'Cholera and malaria'

Meantime the main morgue in Beira is teeming with bodies and burials are impossible because the city cemeteries are flooded, said the ICRC.

"The mortuary at the city’s main hospital is full and there are dozens of bodies that need to be removed and cared for in a dignified way," said ICRC in a statement.

"The humanitarian needs will tragically only deepen in the coming weeks," it added.

The mayor of Beira Daviz Simango has been helping clean up the city, driving excavator. "We are starting from zero, we have started the work," he told AFP adding "our people have suffered a lot".

Meanwhile, the ICRC has set up a dedicated website where missing people can be registered.

Anger More than 65,000 people are already in shelters in central Mozambique and other sites are being opened. On Wednesday, crowds of people looted a warehouse, taking away sacks of rice marked "China Aid." "People have suffered for weeks here, and they are understandably worried. This is a very difficult situation, on a massive scale, the response is building, you’re going to have hiccups, (but) a lot more people are weighing in," said Bourke. The United Nations has launched an appeal for assistance. 'Cholera and malaria' Meantime the main morgue in Beira is teeming with bodies and burials are impossible because the city cemeteries are flooded, said the ICRC.

Aid workers scramble to get relief supplies to Mozambique cyclone victims

The death toll in Mozambique after a cyclone tore through southern Africa and triggered devastating floods has jumped to 417, Land and Environment Minister Celso Correia said on Saturday, adding that the situation remained critical.

Cyclone Idai lashed the Mozambican port city of Beira with winds of up to 170 km per hour (105 miles per hour) last week, then moved inland to Zimbabwe and Malawi, flattening buildings and putting the lives of millions at risk.

"The situation is getting better, still critical, but it's getting better," Correia said, adding that it was becoming easier to work on the ground.

"But unfortunately the number of dead is increasing, we have now 417 people who have lost their lives."

The storm's rains caused the Buzi and Pungwe rivers to burst their banks.

United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said on Saturday that the Buzi and Zambezi rivers were at risk of breaking their banks again.

"We're going to have to wait until the flood waters recede until we know the full expanse of the toll on the people of Mozambique," OCHA coordinator Sebastian Rhodes Stampa said.

The storm has also killed 259 in Zimbabwe, and the number was expected to rise, relief agencies said. In Malawi, 56 people died in heavy rains before the onset of Idai.

The International Federation of the Red Cross and Red Crescent Societies (IFRC) said on Friday that cases of cholera have been reported in Beira, a port city of 500,000 people.

Both Correia and Rhodes Stampa said that cholera and other water-borne diseases were not yet a problem, though floodwaters were dirty and the risk of disease spreading was high.

Cholera is spread by faeces in sewage contaminating water or food, and outbreaks can develop quickly in a humanitarian crisis where sanitation systems are disrupted. It can kill within hours if left untreated.

Mozambique cyclone death toll jumps to more than 400

Cyclone Idai is one of the worst disasters to hit southern Africa in living memory, according to the United Nations.

The UN also confirmed that at least 360 people have lost their lives due to the calamity.

"What we want to do is underscore the sheer level of this crisis. This may be one of the worst national disasters to hit southern Africa in living memory and we will need to do quite a lot," Xinhua quoted Farhan Haq, the deputy spokesman for the UN Secretary-General, as saying.

"Our humanitarian colleagues report that the UN's humanitarian chief, Mark Lowcock, allocated US $20 million from the UN's Central Emergency Response Fund to complement the efforts of the governments of Mozambique, Zimbabwe and Malawi to provide assistance to communities affected," he added.

"Lowcock noted that the allocation would be insufficient to respond to the expected rise in the level of need, and urged donors to contribute to the response," the spokesman said.

In Malawi, nearly 1 million people have been affected while 56 deaths and 577 injuries have been recorded so far.

At least 202 people are confirmed dead in Mozambique, according to the government. Furthermore, more than 2,50,000 children alone have been affected in the country due to the cyclone. Around 82,700 people, meanwhile, are estimated to be displaced.

"In Zimbabwe, at least 102 deaths and over 200 injuries have been reported, and more than 200 people are reportedly still missing," Haq said, adding that relief had reached the affected areas.

The death toll is expected to rise as rescue operations are underway across the states.

Meanwhile, Mozambique`s President Filipe Nyusi, on Wednesday, declared three days of national mourning after days of torrential rain and flooding left a trail of destruction across southeast Africa.

The cyclone made landfall in the country last week, with wind speeds touching 200 kilometres.

Cyclone Idai one of Africa's worst disasters: United Nations

About 15,000 people still need to be rescued from floods after central Mozambique was pounded by a cyclone last week, Land and Environmental Minister Celso Correia said Thursday.

"Yesterday we had counted 15,000 people that still need rescue today -- 15,000 people who are in bad shape. They are alive, we are communicating with them, delivering food, but we need to rescue them and take them out," he told reporters.

He said around 3,000 people have been rescued so far since Tropical Cyclone Idai struck the flood-prone impoverished southern African country.

"The bad news is that we have lost already 217 lives," he said.

"There's still a lot of people on the ground in need of rescue. We are working with 120 specialists and a lot of teams to keep on rescuing."

"Our priority now is to make sure we take food, shelter and medicine to the people that are isolated in small islands or in big islands and villages.

"We are working 24 hours to make sure we are taking the food and medicine to those people to make sure we avoid live losses because of sickness," the minister said at Beira airport, which has become the humanitarian relief coordination hub.

Mozambique: Major humanitarian crisis after cyclone hits Southern Africa

In the aftermath of Cyclone Idai, the worst tropical cyclone to impact Africa that caused massive damage in several South East African nations -- ozambique, Zimbabwe, South Africa, Malawi, Madagascar -- India became the first country to respond to the disaster-hit nations by providing assistance.

The three ships operating in the Southern Indian Ocean were immediately diverted to Port Beira in Mozambique to provide Humanitarian Assistance and Disaster Relief (HADR).

India rushed its ships --INS Sujata, INS Sarathi and INS Shardul--in response to the request received from Mozambique government.

The category four cyclone stuck on March 15 and caused massive damage in central and northern provinces Mozambique while causing large scale devastation in the city of Beira.

According to an Indian Navy Release, "The disembarkation of HADR stores including food, medicines and clothing to the Mozambique Defence authorities has been completed. Arrangements are in progress to disembark potable water."

INS Sujata along with INS Sarathi arrived at Port Beira morning of March 18 while INS Shardul arrived on March 19.

The Ministry of External Affairs in a release said, "In this hour of tragedy, Government of India stands ready to extend support to the affected people."

How Indian ships helping the country

Indian Naval Ships are providing relief material in the form of food, clothes and medicine to the affected people. The Indian ships already had three medical practitioners and five nurses to provide immediate medical help and a medical camp has been set up.

Helicopters on board INS Shardul are operating from the local airport for rescue along with boats. Landing Craft Assault and Gemini rubberised craft with divers are being used to provide assistance for evacuation of marooned personnel.

The Defence Minister of Mozambique visited the Indian ships to oversee the relief efforts.

Reports of about 5000 personnel marooned at Buzi near Beira and those who required immediate evacuation are coming.

In 2016, after a drought in Mozambique, India had provided $10 million for the purchase of wheat and a donation of 100 tons of essential medicines and Transport vehicles for the country's Health and Interior ministry.

This is not the first time India has rushed its ships and provided support to regional countries. In past India provided help to countries like Sri Lanka in the aftermath of flooding in the country.

Death toll in Mozambique Cyclone could surpass 1,000: President Filipe Nyusi

At least 31 people have been killed and dozens are missing as tropical cyclone Idai hit eastern parts of Zimbabwe after lashing neighbouring Mozambique, the government said on Saturday.

Most of the deaths were in Chimanimani town, Zimbabwe's information ministry announced on Twitter.

Two of the victims were students who died after a landslide sent a boulder crashing into their dormitory, collapsing the wall of the dining room and trapping 50 of them, the country's Department of Civil Protection (DCP) said in a statement.

The boarding school has been shut and the army, which is leading rescue operations, is moving in to take the nearly 200 students to safety.

"So far a total of 71 people are reported missing," said the DCP.

Others who had fled their homes were stranded on top of a mountain waiting to be rescued, including workers from a diamond mine, as strong winds and poor visibility hampered helicopter flights, the government said.

The storm damaged many houses and washed away bridges in the eastern Manicaland province which borders Mozambique. Thousands of people have been affected by power cuts and flooding, a lawmaker told AFP.

Earlier Saturday, Joshua Sacco, an MP in Chimanimani district, told AFP that more than 100 people were missing. Around 100 houses had been swept away in Ngangu township in Chimanimani town, he said.

Strong winds ripped roofs off prison cells in the southern city of Masvingo, according to state broadcaster ZBC.

The opposition Movement for Democratic Change called for immediate help for the storm-hit east, warning that a "serious humanitarian crisis" was unfolding.

"We need state intervention on a massive scale to avoid biblical disaster," MDC spokesman Jacob Mafume wrote on Twitter.

President Emmerson Mnangagwa, who is currently on a visit to Abu Dhabi, has declared a state of disaster in the affected areas.

"My thoughts & prayers are with all those affected by Cyclone Idai. Rescue operations are underway & we are grateful for the bravery of the men & women of the Zimbabwean armed forces who, along with our local & international partners, are participating in the urgent rescue efforts," he tweeted.

'Dire situation' -

Tropical cyclone Idai battered central Mozambique on Friday killing at least 21 people there and cutting off more than half a million residents of the port city Beira.

Even before the cyclone made landfall on Friday, heavy rains earlier in the week had already claimed 66 lives and forced 17,000 people from their homes in Mozambique, local officials said.

They also affected neighbouring Malawi, where 56 people died.

As the cyclone hit, Mozambique's President Filipe Nyusi appealed for emergency assistance for the victims before leaving for eSwatini.

"We have compatriots suffering without hope and we have to restore hope," he said on Friday as he set off on a three-day state visit to the kingdom previously known as Swaziland.

But in a statement Saturday his office said he was cutting short the eSwatini trip and would travel to the affected central regions on Sunday.

As the cyclone approached, the Red Cross sent out more than 200 volunteers to areas most likely to be affected.

"The situation is dire but we don't know the exact particulars," said Jamie LeSueur, the Red Cross's roving emergency operations manager for Africa.

The crisis requires a swift response with "the full force of the humanitarian community behind the government of Mozambique," he told AFP.

South Africa rations electricity

Beira's international airport was closed after the cyclone damaged the air traffic control tower, the navigation systems and the runways.

The storm also affected power supplies to neighbouring South Africa which imports electricity from Mozambique to supplement its own production.

South Africa's power utility company Eskom on Saturday introduced electricity rationing.

Cyclone Idai kills at least 31 as it hits eastern Zimbabwe

A powerful late-winter blizzard dubbed a "bomb cyclone" by meteorologists moved east on Thursday, hurling hurricane-force winds, tornadoes after dumping heavy snow on Colorado and the plains states and killing a state trooper.

Though the storm was expected to carry less snowfall as it moves into the Midwest and the Great Lakes region, the National Weather Service and local officials warned of high winds and possible flash flooding from heavy rains.

Iowa Governor Kim Reynolds issued a disaster proclamation in response to reports of flooding.

A day earlier, the blizzard prompted the cancellation of more than 1,300 flights at Denver International Airport, closed government offices, schools and businesses and was blamed for the death of a state trooper.

Meteorologists referred to the storm as a “bomb cyclone,” a winter hurricane that forms when the barometric pressure drops 24 millibars in 24 hours.

A state of emergency was still in effect in Colorado as cities and towns dug out from the storm, during which strong, 70-mile-per-hour (113-km-per-hour) wind gusts pushed tractor trailers sidewise and left up to 2 feet (0.61 m) of snow in some areas.

The Colorado State Patrol said one of its troopers, 52-year-old Corporal Daniel Groves, was killed northeast of Denver when a car veered out of control and struck him as he was helping the victims of another car accident.

Tornado watches were issued in parts of Arkansas, Mississippi, Missouri and Tennessee on Thursday. Tornado warnings were also issued in parts of Illinois, Kentucky, Ohio and Indiana.

An AccuWeather meteorologist said on Thursday on Twitter that at least one tornado had formed near Evansville, Indiana.

The storm also caused flash flooding across the Plains and Midwest states, the NWS reported. Residents in Norfolk, Nebraska, were issued evacuation orders on Wednesday after the Spencer Dam at the Niobrara River was reported to have failed, according to the Lincoln Journal Star newspaper.

The advisory asked all inhabitants of the Islands and tourists to take precautionary measures and plan accordingly in the wake rough sea conditions caused by the cyclonic storm. It further informed that passenger vessel between Swaraj Deep(Havelock)and Shaheed Deep(Neil) may be affected. “The sea condition will be rough to very rough over Andaman Sea along and off south Myanmar and Thailand coast from 4th January evening. It is very likely to become very rough to high over Andaman Sea on 5th and over Andaman Sea and adjoining areas of east-central and the southeast Bay of Bengal on 6th and 7th,” adds the advisory. This apart, the fishermen have been advised not to venture into Andaman Sea during January 4th-7th and into adjoining southeast and the east-central Bay of Bengal during January 6-7th. Odisha and Andaman administration have been put on alert due to the incoming cyclone. Odisha’s Special Relief Commissioner issued an alert to seven coastal districts to monitor the situation closely. The seven coastal districts put on alert are - Balasore, Bhadrak, Jagatsinghpur, Kendrapara, Puri, Ganjam and Khordha.

Andhra Pradesh Chief Minister Nara Chandrababu Naidu on Tuesday said a total of 5602 farmers have been affected, 37 houses damaged so far due to the cyclonic storm 'Phethai.'

Addressing the media here, Naidu said, "17 Mandals are affected in East Godavari district, in which 5602 farmers are affected, 37 houses are damaged, 28 partially damaged, and 2179 hectares of paddy fields and 30 hectares of horticulture have been damaged."

However, Naidu said electricity supply has been restored in 14 mandals, while 187 rehabilitation camps have been set up.

"32,000 people have been provided food. Mobile connectivity has been restored. East Godavari and Krishna administration brought the situation under control within hours," he added.

Talking about the preparedness of the state administration, Naidu said hourly bulletins were issued to create awareness, assisted by the Andhra Pradesh Weather Forecasting and Early Warning Research Centre (AWARE), with the help of the Indian Space Research Organisation (ISRO).

Elaborating upon the measures that the state took in order to minimise the damage of the cyclone, the chief minister asserted that the teams were prepared for any eventuality and mock drill too was held.

"On December 7, we identified it and, assessed that it will turn into a cyclone. However, Pethai played hide and seek, and its intensity weakened too. The mangrove forests in the region also reduced the effect. We had prepared teams to face any eventuality and also conducted mock drills," said Naidu.

Lauding the efforts of the officials and workers who were involved in restoration and clearance work the chief minister added, "Our collectors and district level departments worked very hard and efficiently. At Kakinada, they worked within minutes and within half an hour of landfall, everything was cleared. We managed power failures, used generators within minutes of power failure. We established multipurpose cyclone shelters. Midday meal system was used for providing food to the victims."

Naidu, who conducted an aerial survey of the areas affected by the cyclone in East Godavari district earlier today, also informed that as many as 51 IAS officers have worked in the rescue-restoration operations.

As per Naidu, a cyclone plays on the psyche of people and in order to counter that, a lot of manpower was provided including the deployment of National Disaster Response Force, State Disaster Response Force, and other such agencies.

"During Hudhud cyclone, we had prepared a blue book, it was used during Titli cyclone. The blue book of Titli was fully used this time," he said.Cyclone Phethai hit Katrenikona town of Andhra Pradesh's East Godavari district on December 17.

Cyclone Phethai: 5602 farmers affected, 37 houses damaged

Rajya Sabha could not function for fifth consecutive day of Winter Session as the House was adjourned after heated exchanges between the BJP and Congress members on Rafale deal while the AIADMK and DMK protested over Cauvery issue.

As the House met Tuesday morning, Chairman M Venkaiah Naidu informed the members that various notices on urgent matters, ranging from cyclones affecting lives in some states to price rise to agriculture crisis, have been admitted for discussion.

Naidu, who had adjourned the proceedings for the entire day on Monday amid uproar over Rafale, Cauvery and other issues, appealed to the members to let the House run its business.

The Chairman said that he was going through a privilege notice given by the Opposition.

However, soon after the papers were laid by the ministers, members from the two major political parties of Tamil Nadu — AIADMK and DMK —trooped into the Well of the House, carrying placards and shouting slogans against the construction of a dam on Cauvery river.

Some members from Andhra Pradesh were also seen displaying placards demanding special status for the state.

Amid sloganeering, Leader of Opposition Ghulam Nabi Azad said the privilege motion against the government on the Rafale jet deal should be accepted as the matter is agitating the minds of the people.

Azad alleged the government has misled Parliament and the Supreme Court on the issue, triggering vociferous protests from the treasury benches.

The senior Congress leader said the government has no right to continue in office and "should go".

Naidu, however, said that the Chair should be allowed to take a view on the Privilege notice.

The Congress had given the notice demanding an explanation from the government on why it provided the Supreme Court "wrong" information on the purchase of Rafale fighter jet from a French company.

Countering Azad, Minister of State for Parliamentary Affairs Vijay Goel said the government was ready to discuss all issues, including Rafale.

He demanded that the Congress apologise in the wake of the apex court's refusal to order a SIT probe in Rafale deal and Sajjan Kumar's conviction by the Delhi High Court in a 1984 anti-Sikh riots case.

As slogan shouting by the AIADMK and DMK members continued in the Well of the House, Naidu adjourned the House till 2 PM.

When the House resumed in the afternoon again, Naidu proposed to discuss calling the attention of the Minister of Home Affairs on the situation arising due to the devastation caused by cyclones Gaja and Titli in some states and the action taken by the government in this regard.

However, senior Congress leader Anand Sharma raised a point of order saying that Minister of State for Parliamentary Affairs had referred to Rahul Gandhi and it is against the rule to demand his apology because he is a member of other House.

Soon after, the ruling party member again started raising slogans and demanded an apology from Gandhi while some of the AIADMK and DMK members trooped into the well to protest over Cauvery issue.

Naidu said that there is no point of order in the matter and asked the member to discuss the serious issues mainly related to farmers which are a problem not only in Tamil Naidu but across the country.

Cyclone 'Phethai' to hit Andhra Pradesh

The Centre has assured that it would release the assistance for damage inflicted by cyclone 'Titli' and subsequent flood and landslides in 17 districts of the state, chief minister Naveen Patnaik said Saturday.

The assurance was given by Union Home Minister Rajnath Singh when Patnaik spoke to him over the phone Saturday.

"The Union Home Minister has assured Chief Minister to release the assistance immediately," a release issued by the Chief Minister's Office said.

On December 13, Patnaik, in a letter to Singh, had demanded the immediate release of central assistance for the devastation caused by the cyclone to Odisha.

Patnaik said "Titli", which lashed Odisha in October 2018 and caused the subsequent flood and landslides, had severely affected a vast population of about 60.31 lakh in 128 blocks spread over 17 districts.

The state government had earlier submitted a memorandum to the Centre seeking the assistance of Rs 2,023.13 crore against total requirement of Rs 2,779.32 crore for relief and restoration work.

Patnaik had also written a letter to the prime minister on October 18 requesting for release of an interim assistance of Rs 1,000 crore pending the final decision of the High-Level Committee headed by Rajnath Singh on the memorandum which was initially submitted by the state government in October.

Meanwhile, the inter-ministerial central team has already made an on-the-spot assessment of the damage during the first week of November 2018.

The state urgently required assistance from National Disaster Response Fund (NDRF) as an amount of Rs 1,689.13 crore was released for relief and restoration work exhausting the entire amount available in State Disaster Response Fund (SDRF).

'Titli' cyclone assistance to Odisha soon: Naveen Patnaik

Last month, Gaja cyclone battered Tamil Nadu leaving behind a trail of death and destruction. At least 63 people are believed to have died due to the cyclone, which damaged over 33.41 lakh houses. Over 2.5 lakh people were evacuated by the administration.

For relief and rehabilitation, the state government has sought an assistance of Rs 15,000 crore from the Centre, which has approved release of Rs 353.70 crore.

According to an analysis by the Down To Earth, 14 depressions have already formed over the Bay of Bengal and the Arabian Sea this year, thereby breaking "a 26-year-old record for the most depressions in a single year". Gaja cyclone is the third to hit the Indian mainland this year.

As compared to the western coast, India's eastern coast is more prone to cyclones. For instance, between 1891 and 2000, over 308 cyclones hit the eastern coast, whereas the western coast braved 48.The Inter-Governmental Panel on Climate Change's (IPCC) recent 'Special Report on Global Warming of 1.5 degree Celsius' has warned that the North Indian Ocean over the Arabian Sea will witness an increase in the frequency of extremely severe cyclonic storms owing to anthropogenic warming.

Climate scientists warn that storms are expected to have higher wind speed with more rainfall because warmer oceans/waters feed water vapour to the cyclones.

But, increasing cyclonic activity is just one part of the impact of climate change on Tamil Nadu, which has the second longest coastline in the country —- 15 percent of the total Indian coastline is spread across it's 13 coastal districts. There are 591 fishing villages along the state's coastline.

A research study, 'Climate change projections for Tamil Nadu, India: deriving high-resolution climate data by a downscaling approach using PRECIS', by the Centre for Climate Change & Adaptation Research at Anna University, Chennai, has forecasted an average temperature increase of 3.1 degree C by the end of the century along with an overall decline of 4 percent in annual rainfall in the state [as compared to baseline of 1970-2000].

According to A Ramachandran, a climate scientist who is part of the study, interior parts of Tamil Nadu will have reduced rainfall whereas coastal districts will face an increase in rains with Kanyakumari district being the most vulnerable.

An evaluation of the India Meteorological Department's data between 1970 and 2000 reveals a rise in temperature in the state and a decline in its annual mean rainfall.

Ramachandran and the team's study have projected an increase of 1.0 degree C, 2.2 degree C and 3.1 degree C in maximum temperature and an increase in minimum temperature of 1.1 degree C, 2.4 degree C and 3.5 degree C for the periods 2020s (2005-2035), 2050s (2035-2065) and 2080s (2065-2095) in Tamil Nadu.

The researchers have also analysed and projected rainfall trends in the state, with an overall decrease in rainfall of about 2-7 per cent, 1-4 per cent and 4-9 per cent in the same periods.

But, significant exceptions have been noticed over some pockets of western hilly and high rainfall areas in the state where it is expected to increase. "There are also indications of increasing heavy rainfall events during the northeast monsoon season and a slight decrease during the southwest monsoon season," reads the research paper published in the Journal of Theoretical and Applied Climatology.

Authors of the study warn that "future projections clearly indicate an increased probability of extreme temperature spells that would be expected to be very detrimental for public health… Decrease in rainfall over the Tamil Nadu state … may cause severe damage to the agriculture sector with respect to crop productions, water insecurities, species extinctions, etc."

Apart from rising temperature and declining rainfall, scientists are also warning of sea-level rise along the state's coastline, which will directly impact coastal communities and the fishers, and turn coastal lands saline. As per some estimates, over 1.2 million hectare coastal land in India has already turned saline.

Tide gauge reading from four Indian ports shows a sea-level rise of 4.8 cm between 1993 and 2012. The Anna University study has projected sea-level rise between 4.51 cm and 4.94 cm along the Tamil Nadu's coastline by 2025.

Brace up for rise in cyclonic storms, high temperatures on the Tamil Nadu coast

The toll in cyclone Gaja has touched 45, Tamil Nadu Chief Minister K. Palaniswami said Sunday and appealed to all political parties to join in the relief efforts while protests erupted in some districts over alleged failure to provide assistance to the affected people.

Palainiswami said 1.7 lakh trees had been uprooted, 735 cattle died, 1.17 lakh houses damaged and 88,102-hectare agricultural land affected in six districts due to the cyclone that crossed the Vedaranyam coast, near Nagapattinam, over 300 km from Chennai, early Friday.

Relief and rehabilitation efforts continued in the districts affected by the cyclone while the worst-hit Vedaranyam town Sunday saw more people seeking refuge in the 60 cyclone relief centres, leading to a shortage of relief materials in some places.

A report from Pudukottai said people in Kotthamangalam village affected by the cyclone went on a rampage, protesting alleged failure of officials to provide them relief and set ablaze five government vehicles and clashed with police.

A Deputy Superintendent of Police was injured as the crowd clashed with the police after heated exchange while blocking road traffic protesting the officials' 'indifference', police said.

Sixty people were arrested in connection with the violence, they said.

In Thanjavur, traffic was blocked by residents to protest the alleged failure to provide any relief to those affected by 'Gaja', which caused destruction in the districts of Cuddalore, Nagapattinam, Ramanathapuram, Thanjavur, Pudukottai and Tiruvarur districts in Tamil Nadu and Karaikal in neighbouring Puducherry.

Deputy Chief Minister O Panneerselvam, who visited Nagapattinam, said relief works in affected districts were going on a war footing and normalcy would be restored soon.

Denying reports that officials were not visiting the affected areas, he said false messages were being spread.

Speaking to reporters in Salem, Palaniswami said the state government was collecting details about areas which have been badly affected by the cyclone and ministers were deployed to monitor the relief operations.

"In villages, lots of trees and standing crops have been damaged, affecting the livelihood of farmers. The extent of damage is being evaluated. Till now, 45 people have lost their lives due to the cyclone," he said.

The state government has announced a solatium of Rs 10 lakh each to the families of those killed in the cyclone-related incidents.

People with severe injuries would be provided Rs one lakh each while those whose with minor wounds would get Rs 25,000 as compensation.

Nearly 2.50 lakh people were provided with accommodation in 483 relief camps. Besides, 1,014 mobile medical vans have been set up and so far one lakh people in affected areas have benefited from it, the chief minister said.

Noting that 39,938 electric poles and 347 transformers were damaged in the affected districts, he said 12,532 men of the state electricity board have been dispatched to take up the repair work.

Urging all political leaders and people to extend a helping hand in this time of need, the Chief Minister said, "There should not be any differences like the opposition, ruling party in taking up relief operations. I appeal to everyone to help the affected people."

Asked whether Prime Minister Narendra Modi would visit Tamil Nadu, he said the state government has informed the Centre about the damage caused by the cyclone.

Modi had already spoken to Palaniswami and assured all help to the state.

On whether the government would seek the Army's assistance, Palaniswami said, "As of now officials and ministers have been directed to visit the affected places. If required we will seek assistance from the Centre."

"Currently, were are facing challenges in removing uprooted trees and replacing the damaged electricity poles," he said.
