The Niger military junta that seized power last week and ousted democratically elected president Mohamed Bazoum said on Monday the toppled government had authorised France to carry out strikes at the presidency to try to free Bazoum.

The military junta, which has confined Bazoum to the presidential palace since Wednesday, has previously warned against foreign attempts to extract him, saying it would result in bloodshed and chaos.

The military's comments were made by army Colonel Amadou Abdramane, one of the coup plotters, on state television. He said that the authorisation was signed by Niger Foreign Affairs Minister Hassoumi Massoudou, acting as prime minister.

United States Secretary of State Antony Blinken extended steadfast support to Niger's ousted leader Mohamed Bazoum Washington, and gave a warning to those detaining him that "hundreds of millions of dollars of assistance" was at risk, said the State Department on Friday (July 28).

Binken, who was completing a multi-nation Pacific tour, called Bazoum for the second time in a few days to offer America's "unflagging support" after the leader was detained in a military coup, said department spokesman Matt Miller in a statement.

In another call to former Nigerien leader Mahamadou Issoufou, concern was expressed by Blinken over the ongoing detention of Bazoum and that "negotiations to ensure constitutional order in Niger were at an impasse."

He said to Issoufou that he "regretted that those detaining Bazoum were threatening years of successful co-operation and hundreds of millions of dollars of assistance" to Niamey, and asked Issoufou to continue working on behalf of Bazoum, Miller said.

Washington had already stated that it may cease security and other co-operation with Niger, where as of now 1,000 US troops are stationed.

Blinken also held talks with French Foreign Minister Catherine Colonna regarding the situation in Niger, emphasising the "urgency of efforts to restore constitutional order" in the militant-hit West African nation.

Niger Coup: President Bazoum ousted, ruling party headquarters set on fire

Armed troops had earlier blockaded the presidential palace in Niamey, the capital of one of the world's most unstable countries, according to soldiers in Niger, who claim to have ousted President Mohamed Bazoum from office. Late on Wednesday, a few hours after the president had been taken into custody, a group of troops emerged on the nation's television.

The Niger presidential palace has been blocked by soldiers of the Presidential Guard, local media reported on Wednesday (July 26).

Both AFP and Reuters news agencies claimed that their reporters on the ground saw military vehicles blocking the entrance to the presidential palace in the capital Niamey.

An official in the presidency told Reuters that staff inside the palace have been blocked from accessing their offices.

AFP reported quoting sources that Niger President Mohamed Bazoum has been detained by the Presidential Guard members, who have been given an "ultimatum" by the army.

Disgruntled members of the guard sealed off access to the president's residence and offices, and after talks broke down "refused to release the president," the source was quoted saying, adding: "The army has given them an ultimatum."

Bazoum, considered a close ally of France, was democratically elected in 2021.

Access to ministries next to the palace has also been blocked, the security sources told Reuters news agency.

On the other hand, streets in the capital Niamey appeared calm, despite the presidential palace remaining barricaded by security forces.

The movements of the military forces have triggered speculations whether the country is going to witness another coup d'état.

The landlocked West African nation has experienced four coups since independence from France in 1960 as well as numerous attempted ones.

The last coup occurred in February 2010, overthrowing then-president Mamadou Tandja. In fact, Bazoum has reportedly faced two coup attempts.

Just two days before Bazoum's inauguration, there was an attempt to overthrow him on March 31, 2021, local media reported.

Another coup attempt in Niger? President Mohamed Bazoum detained by presidential guards

A coup attempt is underway in the West African state of Niger the president is held by his guards in his palace.

President being held by Presidential guards: Niger

Thailand's foreign minister said Wednesday he met with ousted Myanmar democracy leader Aung San Suu Kyi last week and she was in good health in her first known meeting with a foreign envoy since she was detained following a 2021 coup.

Suu Kyi has been seen only once since she was held after the February 1, 2021 putsch -- in grainy state media photos from a bare courtroom in the military-built capital Naypyidaw.

"There was a meeting, she was in good health and it was a good meeting," Don Pramudwinai told reporters on the sidelines of a meeting of Southeast Asian foreign ministers in the Indonesian capital Jakarta.

The coup that overthrew Suu Kyi ended Myanmar's brief democratic experiment and plunged the Southeast Asian nation into a bloody turmoil.

The Nobel laureate, 78, was later hit with a raft of charges and jailed by a junta court for a total of 33 years in trials that rights groups slammed as a sham.

Don confirmed that he met with Suu Kyi on Sunday and that she had called for renewed talks to end the crisis.

"She encouraged dialogue," Don said.

The meeting was private and lasted "over one hour", a spokesperson from Thailand's Ministry of Foreign Affairs told AFP.

The Philippines' foreign minister said Don briefed ASEAN ministers on his meeting with Suu Kyi but reiterated any independent effort to restart the peace process should be in line with a five-point ASEAN plan agreed two years ago with Myanmar's junta.

"We feel any initiative should be consistent with the five-point consensus. He (Don) just reported on that," Enrique Manalo told reporters.

Divided ASEAN

The junta has rebuffed repeated requests by foreign diplomats to meet Suu Kyi and her lawyers were barred from speaking to the media for much of her trial.

She was transferred from house arrest in Naypyidaw to solitary confinement in prison in June last year.

Manalo said it was "good to hear" that Suu Kyi was in good health because "she used to attend our meetings".

The two-day Association of Southeast Asian Nations meeting has been dominated by the crisis, which has left the bloc divided about how and whether it should re-engage with Myanmar's junta rulers.

They have been barred from ASEAN's high-level meetings but Thailand hosted the junta's foreign minister last month for controversial "informal talks" that further split the bloc.

ASEAN chair Indonesia and Malaysia did not attend but Cambodia sent a foreign ministry official.

Don said he was advocating for "engagement with the authority in Naypyidaw" to bring an end to the crisis.

"Obviously, we are trying to find a way to settle Myanmar. After two years, there's a development and that should be... positive," he said.

Indonesian Foreign Minister Retno Marsudi told her counterparts on Wednesday "only a political solution will lead to a durable peace" in Myanmar.

Ministers were still hammering out a joint position on Myanmar on the second day of talks but a joint communique was expected by the end of the day, a Southeast Asian diplomat told AFP.

One-day visit

Don "visited here just for a day trip and met with the commander in chief" Min Aung Hlaing, a senior Myanmar military official told AFP on condition of anonymity.

"I didn't know about any meeting with Daw Aung San Suu Kyi," he said, using a Burmese honorific and without detailing when Don had visited Myanmar.

The military has cited alleged widespread voter fraud during elections in November 2020 as a reason for its coup, which sparked huge protests and a bloody crackdown.

Those polls were won resoundingly by Suu Kyi's National League for Democracy.

International observers said at the time the polls were largely free and fair.

The NLD was devastated by the coup, with many senior members jailed or sent into hiding.

Myanmar has been in turmoil since, with the junta razing villages and conducting mass extrajudicial killings and air strikes on civilians, according to rights groups.

More than one million people have been displaced by fighting between the junta and opponents of the coup, according to the United Nations.

One-day visit Don "visited here just for a day trip and met with the commander in chief" Min Aung Hlaing, a senior Myanmar military official told AFP on condition of anonymity. WATCH WION LIVE HERE:

Russian President Vladimir Putin met the Wagner mercenary group’s chief Yevgeny Prigozhin five days after the failed coup attempt, the Kremlin said on Monday.

Briefing the reporters, Kremlin spokesman Dmitry Peskov said that the meeting took place on June 29, in which 35 people were invited, including unit commanders. He further said that the meeting lasted three hours.

Putin “gave his assessment of the events of June 24,” Peskov said, referring to the date of the Wagner Group’s failed uprising. He added that Putin also "listened to accounts given by (Wagner) commanders".

The Wagner commanders told Putin they were his soldiers and would continue to fight for him.

The development comes following speculations that Prigozhin wasn't exiled to Belarus at all as part of the peace deal brokered by Belarusian President Alexander Lukashenko.

On Thursday, Lukashenko told reporters that it was unclear if the Wagner fighters would come to Belarus after he previously offered them a desert military base.

“As for Prigozhin, he's in St Petersburg. He is not on the territory of Belarus," he said.

Responding to Lukashenko's remarks, the Kremlin said it was "not following" Prigozhin's movements.

"No, we do not follow his movements, we have neither the ability nor the desire to do so," Kremlin spokesman Dmitry Peskov told reporters on Thursday.

The failed coup attempt

On June 24, Prigozhin announced a coup against the Kremlin after growing discontent with the top Russian defence officials.

The mercenary groups took control of Rostov-on-Don—one of Russia’s largest cities—but did not proceed further saying that they want to avoid “shedding Russian blood” and agreed to live in exile in Belarus.

Vladimir Putin met Wagner chief Yevgeny Prigozhin five days after failed coup attempt: Kremlin

Wagner’s chief Yevgeny Prigozhin called of his march on Moscow hours after receiving threats from Russian intelligence services that they would harm the families of the mercenary group leaders, British intelligence sources told the Telegraph newspaper.

On June 24, Prigozhin ordered his troops to halt to Moscow after taking control of Rostov-on-Don—one of Russia’s largest cities— to avoid “shedding Russian blood” and agreed to live in exile in Belarus.

The attempted coup was part of months-long discontent brewing between the top brass of Russian defence ministry and Prigozhin.

Though Prigozhin claimed that he wanted to avoid bloodshed, the UK security officials point to a deeper plot undertaken by the Kremlin to deter one of the biggest challenges to President Vladimir Putin’s decades-long rule.

The British newspaper further reported, quoting unnamed officials, that the mercenary had only 8,000 fighters rather than the 25,000 claimed and faced likely defeat in any attempt to take the Russian capital.

It is being said that Putin will now try to subsume the mercenary fighters into the Russian military and take out its former leaders.

On Saturday, the Kremlin said that Prigozhin would be exiled to Belarus in exchange for a pardon from charges of treason.

Vladimir Putin hasn’t been seen in public

More than 24 hours have passed since Belarus President Alexander Lukashenko brokered a deal with Prigozhin to end his revolt and Putin hasn’t been seen in public, Bloomberg reported.

Belarus's state-run Belta news service reported that Putin thanked Lukashenko in a phone call late Saturday for conducting the negotiations and reaching the deal.

But the 70-year-old hasn't commented on the deal. The Kremlin said the president guaranteed to let the Wagner leader travel to Belarus and to drop criminal mutiny charges against him and fighters involved in the rebellion.

"Putin had to make concessions and actually surrender, and instead of defeating Prigozhin, he had to negotiate with him and give security guarantees, demonstrating in public his vulnerability," said Kirill Rogov, a former Russian government advisor who now heads Re:Russia, a Vienna-based think tank, reported Bloomberg.

Russia has been lifting emergency restrictions to try to quickly restore a sense of normality. According to US media reports, the American intelligence officials were anticipating that Prigozhin would try to lead an insurrection to Kremlin.

Though it is not clear when the United States first learned of the plot, the intelligence officials conducted briefings on Wednesday with administration and defence officials.

Though the US was aware of it, the officials felt that if they said anything, Putin could accuse them of orchestrating a coup. And they clearly had little interest in helping Putin avoid a major, embarrassing fracturing of his support, The New York Times reported.

Russian officials’ threat to harm families made Wagner’s Prigozhin call off mutiny: Report

Yevgeny Prigozhin, the mercenary group Wagner's chief, on Friday, accused Moscow's military leadership of ordering strikes on his camps and killing a "huge" number of forces.

"We were ready to make concessions to the defence ministry, surrender our weapons," Prigozhin said in an audio message released by his spokespeople.

"Today, seeing that we have not been broken, they conducted missile strikes at our rear camps," he added.

The Russian defence ministry has denied Prigozhin's claims of strikes on camps of Wagner forces. As per a report by CNN, Russia’s domestic intelligence service has now opened a criminal case against him.

There was no need for Russia to invade Ukraine

Wagner chief also blamed defence minister Sergei Shoigu for starting the war in Ukraine in February last year.

Prigozhin has often accused Shoigu and some other officials during the course of the war, but the latest allegation is significant, as it questions Russia's justifications for invading Ukraine.

In a video posted on social media on Friday (June 23), the Wagner chief can be heard saying that Russia did not face any imminent security threat to justify the full-scale invasion of Ukraine.

In a half-hour video released by his press service, Prigozhin said, "The Armed Forces of Ukraine were not going to attack Russia with the NATO bloc. The Russian Defence Ministry is deceiving the public and the president."

"On 24 February [2022] there was nothing extraordinary happening there. Now the Ministry of Defence is trying to deceive the public, deceive the president and tell a story that there was some crazy aggression by Ukraine, that - together with the whole NATO bloc - Ukraine was planning to attack us," he said.

"The war was needed... so that Shoigu could become a Marshal, so that he could get a second Hero Star… the war wasn't for demilitarising or de-nazifying Ukraine. It was needed for an extra star," he further added.

"Why did the special military operation begin? ... the war was needed for the self-promotion of a bunch of ba***rds," he added, further blaming Russian military leadership for "poorly planning" the invasion and "embarrassing" because of the setbacks on the battlefield.

He said, "Shoigu killed thousands of the most combat-ready Russian soldiers in the first days of the war. The mentally ill sc**bags decided 'It's okay, we'll throw in a few thousand more Russian men as cannon fodder. They'll die under artillery fire, but we'll get what we want'."

"That's why it has become a protracted war," he said.

Prigozhin said that the war was also needed to enrich the ruling elite who were not satisfied with the commercial potential of part of Ukraine's Donbas region that Moscow seized control of in 2014 via a proxy separatist force.

He said, "The task was to divide material assets (in Ukraine). There was massive theft in the Donbas, but they wanted more."

Russia 'retreating' from Ukraine attacks

Wagner's chief also said that Moscow's forces are retreating in Ukraine's east and south following Kyiv's counteroffensive - remarks that are basically contradicting recent assessments by Russian President Vladimir Putin that Ukraine was suffering "catastrophic" losses.

"On the ground now ... the Russian army is retreating on the Zaporizhzhia and Kherson fronts. The Armed Forces of Ukraine are pushing back the Russian army," Prigozhin said on social media.

Last year, just a few days after launching the invasion, Russia claimed that it annexed the southern Zaporizhzhia and Kherson regions.

"We are washing ourselves in blood. No one is bringing reserves. What they tell us is the deepest deception," Prigozhin added, referring to the Russian military and political leadership.

Wagner chief accuses Russian military of bombing his forces, vows revenge

One of the closest aides of former Brazilian President Jair Bolsonaro is found to have harboured plans for a military coup in the country to prevent the transition of power following the October presidential elections last year.

Lieutenant Colonel Mauro Cid has been accused by Brazilian police of having explored the use of military force to interfere with the democratic handover of power. He is already in police custody over allegations that he faked the COVID-19 vaccination card for the former president.

Coup allegations against Bolsonaro’s closest aide

The reports of one of Bolsonaro’s aides exploring the possibility of resorting to military means to prevent the smooth transition of power first emerged in the news magazine Veja. Now, Supreme Court Justice Alexandre de Moraes has unsealed the police report to support these damning claims.

According to the police report, Cid looked into “the possibility of using the armed forces, on an exceptional basis, to ensure the independent and harmonious functioning of the Powers of the Union, through determination of the President of the Republic."

He has also been accused of gathering "documents with the aim of obtaining 'legal and judicial' support for the execution of a coup d'état."

However, it was still unknown whether the highly objectionable content found on Cid’s phone ever reached Bolsonaro.

Evidence mounts against Bolsonaro

Brazilian President Lula da Silva has openly accused Bolsonaro on several occasions of involvement in coup attempts. In response, Bolsonaro and his legal team have consistently maintained his innocence. However, Bolsonaro himself is currently under investigation for various matters, including his potential role in instigating the attack that occurred on January 8.

The recent discovery of material on Cid's phone has added to the mounting evidence suggesting that members of Bolsonaro's inner circle were actively exploring ways to prevent Lula from assuming office and diminish the powers of Brazil's top federal courts.

In January, a draft presidential decree, aimed at manipulating the election results, was uncovered by the police at the residence of former Justice Minister Anderson Torres.

Now, the significant piece of evidence found on Cid's phone amounts to a potential roadmap for obstructing Lula's inauguration on January 1. The document argues that the judiciary and media had engaged in unconstitutional actions to favour Lula during the election, justifying the need for a “correction” and outside intervention.

Watch: Supporters of Brazil's Bolsonaro storm Presidential palace × In January, a draft presidential decree, aimed at manipulating the election results, was uncovered by the police at the residence of former Justice Minister Anderson Torres. More than 30 people accused of a coup plot have been arrested in Kyrgyzstan, the national security service said Tuesday.

The impoverished Central Asian country with ties to Russia and China has seen three presidents resign over political crises fuelled by corruption, nepotism and disputed votes since gaining independence from the Soviet Union in 1991.

The GKNB state security agency said it dismantled the preparations of a group of people planning to organise riots "in order to seize power by force", adding that more than 30 people were arrested on Monday.

The arrests come just days after a visit to Kyrgyzstan by European Council President Charles Michel, during which President Sadyr Japarov pledged his "readiness to work hand in hand with the European Union".

While this mountainous country has long enjoyed a relatively free press and political pluralism in a region where expression remains restricted, NGOs are denouncing an increase in pressure against the media and civil society.

Former Fijian Prime Minister Frank Bainimarama has been charged with abuse of authority, according to the government prosecutor. Bainimarama governed the Pacific island nation for 16 years before narrowly losing an election in December.

Bainimarama has been charged with abuse of authority, and Sitiveni Qiliho, the police commissioner, has been suspended, according to a statement from Fiji's director of public prosecutions, Christopher Pryde.

The charges stem from an allegation made by the University of South Pacific in 2019 that the two had halted "an active police investigation" into the actions of former university employees.

Bainimarama made his resignation official on Wednesday (March 8), after a three-year suspension from the Fijian parliament.

In a statement on the Facebook page of his FijiFirst party, Bainimarama claimed that he had submitted his resignation "with immediate effect," but that he had no intention of leaving politics.

The 68-year-old had taken office in a bloodless coup in 2006 and was the prime minister till a fiercely contested general election in December of last year.

Following a speech in which the opposition leader criticised both the president and his successor, Sitiveni Rabuka, the parliament suspended Bainimarama until 2026.

The constitution, according to Bainimarama, was "being stripped away almost on a daily basis" by Rabuka's new administration, which he charged Katonivere of neglecting to defend.

Bainimarama called his three-year ban for violating parliamentary process "unwarranted and most definitely unreasonable" in a statement on Wednesday.

"However, the decision has been made by parliament through (a) vote and I have complied with the decision," he added.

The resignation of Bainimarama, who will continue to lead FijiFirst, ensures that his opposition party will always be able to have 26 seats in the 55-seat legislature.

"This is to ensure that we keep the three-uneven-legged stool in check," he added, referring to Rabuka's coalition government.

A FijiFirst politician will take over his parliamentary seat, and Bainimarama said that the party will designate one of his former ministers, Inia Seruiratu, as the next opposition leader at the next meeting.

He continued by saying he will continue to play an active role in national politics.

Brazilian police on Tuesday carried out raids against a number of businesses that had supported President Jair Bolsonaro's re-election after a media article said they had discussed the merits of a coup d'état if the far-right candidate lost the election in October, as reported by Reuters.

Justice of the Supreme Court Alexandre de Moraes, who was appointed head of Brazil's top electoral court last week, directed federal police to execute eight search warrants in five states. The targets were not named by the police.

Under the condition of anonymity, two people with knowledge of the situation claimed the targets of the raids included Meyer Joseph Nigri, chairman of the homebuilder Tecnisa SA, and Jose Isaac Peres, chief executive officer of shopping mall operator Multiplan Empreendimentos Imobiliarios SA.

One of Bolsonaro's most notable supporters and billionaire Luciano Hang, the founder of the department store chain Havan, claimed he was a target of the operation. He attributed this to news reports that misrepresented his comments made in a group chat.

"An irresponsible article without context put me in this situation," Hang wrote on Twitter. "I never spoke of a coup ... I have always defended democracy and freedom of expression."

The businessmen belonged to a WhatsApp group that talked about potential electoral fraud and the advantages of a coup d'état if Bolsonaro lost the forthcoming election, according to an article published last week by the Brazilian news outlet Metropoles.

The incumbent has questioned the validity of Brazil's electronic voting system, raising concerns that he would contest the election results. He is currently trailing the leftist former president Luiz Inacio Lula da Silva in polls.

The sources claim that further businessmen Afranio Barreira Filho, Ivan Wrobel, Jose Koury, Marco Aurelio Raymundo, and Luiz Andre Tissot were the targets of the police raids on Tuesday.

Myanmar's junta chief on Friday called for face-to-face peace talks with the country's established ethnic rebel groups, as the military struggles to crush newer anti-junta militias that have sprung up to fight the coup.

Myanmar has about 20 ethnic rebel armies -- many of which control swathes of remote border territory -- that have fought each other and the military for decades over the drug trade, natural resources and autonomy.

Some have condemned the ouster of Aung San Suu Kyi’s government and offered shelter and weapons training to "People's Defence Forces" (PDF) that have sprung up since the putsch and which analysts say have surprised the military with their effectiveness.

He released a long-awaited report Tuesday detailing where the junta is getting its weapons from, highlighting that two permanent members of the Security Council itself, who hold veto power over its decisions, remain among the main suppliers.

"Despite the evidence of the military junta's atrocity crimes being committed with impunity since launching a coup last year, UN Security Council members Russia and China continue to provide the Myanmar military junta with numerous fighter jets, armoured vehicles, and in the case of Russia, the promise of further arms," Andrews said in a statement.

In his report, he maintained that the arms transfers by the three countries had "occurred with the full knowledge that they would be used to attack civilians, in probable violation of international law."

Since the February 1, 2021 coup, at least 12,000 people have been detained, including the de facto head of the civilian government, Aung San Suu Kyi, while more than 440,000 people have been forcibly displaced.

Andrews reiterated in his report that "there is strong evidence the junta has committed war crimes and crimes against humanity," including murder, sexual violence and torture.

"The situation of human rights in Myanmar is dire and deteriorating," it said.

The report provides an overview of countries that have authorised the transfer of weapons to Myanmar since 2018, when the military's attacks on the Rohingya ethnic minority were widely documented and after a UN fact-finding mission had urged an arms embargo.

The UN General Assembly adopted a resolution last June calling for countries to prevent the flow of arms to Myanmar, but Andrews said that it had failed to have "any discernible impact on the crisis and the capacity of the junta to launch attacks on civilians."

He pointed out that while none of the Security Council members had voted against that resolution, the council had also not even considered voting to make the text binding for member states.

"It is imperative that member states and the Security Council act urgently to stop weapons sales to the military junta. Human lives, and Security Council credibility, are on the line," he said.

The report acknowledges that China and Russia might very well use their veto power to block any such text, but stressed that this "should not deter other members from placing a resolution before the Council for consideration, debate and a vote."

Dozens of other homes were set on fire in the Mandalay region, southern Shan state, Tanintharyi region, Bago region and Kayin state.

A 35-year old man from Magway's Gangaw township spoke on the condition of anonymity. He said, "When I returned home (from fleeing the military raid), the house was gone. It had been turned to ashes. I lost around 50 million kyats ($28,100) and all of my food supplies are gone. I am living in a small shed nearby and for meals I must eat food donated for refugees.”

He further revealed that the military has carried out arson attacks in Hnan Khar village at least five times. This has left many residents homeless.

In a report by VOA News, she said, “We were hiding in the woods (when the soldiers came). The house was burned down around 1 am and I discovered that it was gone the next morning."

“I am grieving over our losses, but I don’t want to be lost in despair. I try to encourage myself and others to remain active. We heard homes in other villages were burned down, so we knew this could happen to us one day.”

Since the February 1 coup, the country has been rocked by nationwide protests. According to local monitoring groups, more than 1,100 people have been killed by security forces since the beginning of the coup.
