Cambodia is mulling to take legal action against troublemaker YouTubers who allegedly torture and harass monkeys at a major heritage site to draw viewers online and earn cash.

A crowd of YouTubers is often seen at the Angkor UNESCO World Heritage Site, filming the wild animals but sometimes going a step forward and deliberately tormenting them to generate views.

Now, APSARA, or the Authority for the Protection of the Site and Management of the Region of Angkor has decided to put a break to the illicit activities by tightening the legal noose.

"They're making the content to earn money by having views on YouTube, so this is a very big issue for us," Long Kosal, a spokesperson for APSARA, said in an interview with the Associated Press.

"The monkey should be living in the wild, where they are supposed to be living, but the monkey nowadays is being treated like a domestic pet," Long Kosal said.

The Associated Press in its report cited several disturbing examples of such YouTubers torturing monkeys and animals in order to fetch more views.

In one example, a man held a baby animal by its neck as it struggled and squirmed and repeatedly doused it with water.

OnlyFans&nbsp;pays more than one million creators $300 million every month via the banking sector, Stokely added.&nbsp;

If it is going to keep hosting explicit material, she suggested,&nbsp;OnlyFans&nbsp;might need to "introduce the option to pay via cryptocurrencies", a strategy that is being pursued by a growing number of pornography distributors.&nbsp;

The company had faced questions from employees internally a few weeks ago, in terms of how it regulates political content in its biggest market - India.

Reuters reported that Facebook India Head Ajit Mohan had defended the company's policies and Das' role in an internal community post.

The "article does not reflect the person I know or the extraordinarily complex issues we face every day that benefits from Ankhi and the Public Policy team's expertise," Mohan had written, as reported by Reuters.

Das had been central to Facebook's influence in the country since she joined the company in 2011, and was considered one of India's most influential corporate lobbying executives.

"Ankhi was one of our earliest employees in India and played an instrumental role in the growth of the company and its services," Facebook said in a statement which announced Das's departure.

According to the Wall Street Journal report, Facebook had failed to flag content coming from the ruling Bharatiya Janta Party and its affiliates that were "flagged internally''.

Content spied by artificial intelligence software or reported by users is now reviewed by an internal system that Facebook has been ramping up.

An independent body to be constituted in the coming year will act as a "higher court" of sorts, considering appeals of content removal decisions made by the social network, Zuckerberg said.

The composition of the appeals body along with how to keep it independent while remaining in line with Facebook principles and policies was to be determined in the coming year.

Facebook also planned next year to begin releasing content removal summaries quarterly in a tempo on par with earnings reports, according to executives.

"We have made progress getting hate, bullying and terrorism off our network," Zuckerberg said. "It's about finding the right balance between giving people a voice and keeping people safe."

Challenges faced by the California-based social network include the fact that people naturally tend to engage with more sensational content that, while perhaps at the edge of violating Facebook policies, are unhealthy for civilized discourse, according to Zuckerberg.

"We see this in cable news and tabloids too," Zuckerberg said."A lot of our work is to insure that borderline content that comes close to violating our content gets less attention not more."

Bullying represents a tougher challenge to AI systems, because it tends to be personal and subjective. For example, someone might playfully mock a friend in a post that could also be interpreted to be mean.

Detecting bullying or hate can also require understanding of the gamut of languages used at Facebook, along with cultural contexts.

"We are getting better at proactively identifying violating content before anyone reports it, specifically for hate speech and violence and graphic content," Facebook said in the new transparency report.

"But, there are still areas where we have more work to do." Facebook said that since its last transparency report, the amount of hate speech detected proactively, before anyone reported it, has more than doubled.

A government toll-free number for reporting child sexual assault cases has been deactivated temporarily after it appeared in pornographic content search, and calls seeking sexual services were received, a senior official working in the department said.

The National Commission for Protection of Child Rights (NCPCR) officer said an alternative number has been launched, even as the commission tries to put the deactivated number back into operation.

The helpline number operated under the Prevention of Children from Sexual Offenses (POCSO) Act has been de-funct since September.&nbsp;"It started receiving lewd calls every day following which we suspended it temporarily," the officer said.

He said that based on conversations with the callers, it was found that they dialled the helpline after finding the number when they searched for pornographic content online.

"The helpline number appeared in their searches as it got tagged along with words like 'sex'. They saw 'sex' and the number and thought they could use it for getting sexual services," the officer said.

An alternative number has been made available in addition to the Childline number of 1098 to report such cases, he said.

NCPCR member Yashwant Jain said a police complaint has been lodged and the apex child rights body has been in touch with state-owned telecom service provider MTNL to find a solution.

"The problem is that the number has been widely advertised and replacing it with another will create confusion. That is the reason we are trying to bring the same number back into operation and not discard it," Mr Jain said.

The helpline was started in 2016 as part of the "e-box" initiative of the Women and Child Development Ministry to enable filing of complaints of sexual offences against children. The e-box is hosted on the NCPCR's website and allows people to file a complaint online or call a toll-free number.

However, in the last two years, the portal has received just 104 complaints out of which 54 have been addressed, he said.
