Harris County Precinct 2 Commissioner Adrian Garcia, in a statement, said,&nbsp;that his office has been assured that the situation is “under control” and that all employees have been accounted for, and urged residents to avoid the area.&nbsp;

The person who died was a "third-party transport vehicle driver" and an employee was suffered minor injuries, the company said.

The refinery is located near the south Shanghai seafront and a wetland park.&nbsp;The company said it was conducting environmental monitoring of the nearby area.

The leak came from the 31,500-bpd alkylation unit 3, which uses hydrofluoric acid to convert refining by-products into octane-boosting components added to gasoline, officials said.

The incident happened about 7:35 pm and involved an acetic acid leak at the LyondellBasell facility in the La Porte Complex, company spokesperson Chevalier Gray said in a statement.

The United Steelworkers union, which represents refinery workers, has sought to end the industry's use of extremely toxic HF because of the risks to workers and nearby residents of exposure.

Lyondell said the leak had been stopped and clean-up was in progress. Air monitoring indicated no levels of concern for the community and appropriate regulatory agencies were notified, LyondellBasell also said.

Harris County Fire Marshal Laurie Christensen said at a news conference&nbsp; night that one person was life-flighted to a hospital and one was sent by ambulance.

Five others were treated at the scene and dozens were being monitored for symptoms that could include difficulty breathing and swallowing and irritants or burns to the skin.

The company said it was working closely with responders to confirm all employees were accounted for.

''Sometimes the terminology in these situations when there's a leak, you think of something pouring out. A leak could also be something exploded off the top and the chemical came out. So once we get into the investigation, we'll be able to specifically detail that out,''&nbsp;Christensen said.

Harris County Judge Lina Hidalgo issued a statement on Twitter saying that she was ''heartbroken."

"Heartbroken to hear of the two fatalities at the LyondellBasell facility in La Porte," Hidalgo said in a tweet.

Gray said: ''Our county and other first responder agencies are working to support the other workers impacted and to verify that air monitoring demonstrated no levels of concern for the community.''

German chemicals giant BASF on Monday said an explosion at its headquarters in western Germany left several people injured and one dead.&nbsp;

The company said it had notified the relevant authorities after an explosion at BASF Ludwigshafen around 11:30 am local time triggered several fires.&nbsp;

BASF said in a statement that the blast was caused by work on a pipeline resulting in a large fire and huge plumes of smoke rising from the site.&nbsp;

Emergency services from the entire region rushed to the site to prevent the fire spreading to other parts of the plant, the city authorities said in a statement.&nbsp;Fire engines and a fireboat had been deployed to the scene.&nbsp;

The company advised residents in Ludwigshafen and nearby Mannheim to remain inside and close all doors and windows.&nbsp;Local authorities have also ordered nurseries and schools to keep children indoors.

Some residents had complained of respiratory irritations on the company&#39;s twitter account. Am emergency hotline has also been set up along with an information tent.&nbsp;

The factory&#39;s steam crackers, that are used for chemical procedures to produce lighter hydrocarbons, had also been shut down for safety reasons following the incident, a BASF spokeswoman said.

Ludwigshafen is located around 80 kilometres (50 miles) southwest of Frankfurt. The Landeshafen Nord site where the explosion took place is a harbour used for the transportation of combustible fluids and liquefied gases. The goods are unloaded from ships into the production plants via a system of pipelines.&nbsp;
