<p>Facing flak from some farmers' leaders for meeting Karnataka chief minister H D Kumaraswamy over the Cauvery issue, actor-turned-politician Kamal Haasan on Wednesday defended his initiative saying there was no restriction to work for a noble cause, news agency PTI reported.</p>

<p>Speaking to reporters after meeting leaders of some farmers' associations here, the founder of Makkal Needhi Maiyam (MNM) urged farmers of Karnataka and Tamil Nadu to talk it out to keep "other politicians" at bay.</p>

<p>"People are raising questions on my importance. I would say there is no restriction to work for a noble cause. To which political outfit did freedom fighter Mahatma Gandhi belong? He used to be at the forefront to fight any issue," Haasan was quoted as saying.</p>

<p>On Monday, Haasan had met Kumaraswamy in Bengaluru and discussed the Cauvery issue and pitched for talks to resolve the issue, saying courts were never a solution to the problem of sharing of the inter-state river.</p>

<p>Some farmers' leaders yesterday criticised Hassan for advocating talks, saying why he should now pitch for dialogue with Karnataka when the Cauvery Management Authority has been set up after decades-long legal battle.</p>

<p>However, a group of representatives of some farmers organisations which met Hassan today welcomed his initiative.</p>

<p>They presented him a sword and a pick-axe as a token of appreciation of his efforts on the issue, they said.</p>

Kamal Haasan defends meet with Karnataka CM over Cauvery issue

<p>Acting on the Supreme Court's direction, the Centre today constituted a Cauvery Water Management Authority (CMA) to address the dispute over sharing of river water among Tamil Nadu, Karnataka, Kerala and Puducherry.</p>

<p>On February 16, the apex court had directed the government to form the CMA within six weeks in a verdict that marginally increased Karnataka's share of Cauvery water, reduced the allocation for Tamil Nadu and sought to settle the protracted water dispute between the two southern states.</p>

<p>In a gazette notification, the Ministry of Water Resources said it has framed a scheme constituting the CMA and the Cauvery Water Regulation Committee to give effect to the decision of the Cauvery Water Disputes Tribunal as modified by the Supreme Court order.</p>

<p>The authority would comprise a chairman, eight members besides a secretary. Out of eight members, two each will be full-time and part-time members, while the rest four would be part-time members from states.</p>

<p>The chairman of the authority should either be a "senior and eminent engineer? with an experience of water resource management and handling of inter-state water dispute or an IAS officer with an experience in water resources management and handling the inter-state dispute.&nbsp</p>

<p>He will have the tenure of five years or until he reaches the age of 65, whichever is earlier.&nbsp</p>

<p>An emotive issue in all the states concerned and Puducherry, the demand to constitute the authority was one of the reasons behind disruption of the Budget Session by the members of the AIADMK who demanded the constitution of the board.</p>

<p>The apex court, in its verdict delivered on February 16, had asked the Centre to frame the Cauvery management scheme, including creation of the Cauvery Management Board.</p>

<p>The scheme would deal with the issue of water share of the four states in different circumstances like normal and deficient water years in the Cauvery river basin.</p>

<p>It had raised the 270 tmcft share of Cauvery water for Karnataka by 14.75 tmcft and reduced Tamil Nadu's share, while compensating it by allowing extraction of 10 tmcft groundwater from the river basin, saying the issue of drinking water has to be placed on a "higher pedestal".&nbsp</p>

<p>The authority will exercise power and discharge such duty for "sufficient and expedient for securing compliance and implementation" of the Supreme Court order in relation to "storage, apportionment, regulation and control of Cauvery waters".</p>

<p>"If the authority finds that any government of the party states, namely Tamil Nadu, Kerala, Karnataka and Union territory of Puducherry do not cooperate in implementing the decision or direction of the tribunal, it can seek the help of the central government for implementation of the award...," the notification said.</p>

<p>Further, if any delay or shortfall is caused in release of water on account of default of any party state, the authority will take appropriate action.</p>

<p>The authority will also supervise operation of reservoirs and with regulation of water releases therefrom with the assistance of regulation committee, the notification said.</p>

<p>The authority will also look at regulated release of water by Karnataka, at the inter-state contact point presently identified as Billigundulu gauge and discharge station, located on the common border of Karnataka and Tamil Nadu.</p>

<p>The notification further said that the authority at the beginning of the water year (June 1 each year) would determine the total residual storage in the specified reservoirs.&nbsp</p>

<p>"As, it is not possible to know the amount of season-wise river flows which will be available during a season, it will be assumed that the inflows will be according to 50 per cent dependable year (yield 740 TMC)," it said.</p>

<p>The share of each state will be determined on the basis of the flows so assumed together with the available carry-over storage in the reservoirs.&nbsp</p>

<p>"The withdrawals will be allowed during the first time interval of ten days of the season on the basis of the share worked out for each party state, limited to the water requirements during the same period indicated by each party state by placing an indent of water demand with Cauvery Water Regulation Committee," it added.</p>

<p>The authority has also been tasked to advise the states to take suitable measures to improve water use efficiency, by way of promoting micro-irrigation (drip and sprinkler), change in cropping pattern, improved agronomic practices, system deficiency correction and command area development.</p>

<p>It has to also prepare an annual report covering the activities of the authority for the preceding year.&nbsp</p>

<p>The Centre will initially contribute a sum of Rs 2 crore for the functioning of the authority.</p>

<p>Also, the Cauvery Water Regulation Committee has to meet once in 10 days during the months of June and October when the south-west and north-east monsoon set in and again after the monsoon has set in.</p>

<p>Reacting to actor-politician Rajinikanth's comments on the release of Cauvery water by Karnataka to Tamil Nadu, JD(S) leader H D Kumaraswamy called him to visit the state and see the situation for himself, after which he would change his stand.</p>

Kumaraswamy attacks Rajinikanth over comments on Cauvery issue

<p>Ruling AIADMK today said it would hold state-wide public meetings on the Cauvery issue between April 25 and 29 to urge the Centre to implement the Supreme Court verdict to ensure water for irrigation in the Delta districts.</p>

<p>The "massive" public meetings would be held in Cauvery Delta districts of Tamil Nadu and top leaders, including Chief Minister K Palaniswami and Deputy Chief Minister O Panneerselvam will address them.</p>

<p>The move to further mount pressure over the Centre by the ruling AIADMK comes following a "Cauvery Rights Retrieval Rally" held by arch rival DMK and its friendly parties between April 7 and 12 covering the same Cauvery delta region.</p>

<p>Panneerselvam and Palaniswami, party coordinator and co-coordinator respectively, in a party release here appealed to AIADMK functionaries, workers and the general public to take part in the mega rallies.</p>

<p>The AIADMK, which staged a state-wide fast on April 3, seeking constitution of the Cauvery Management Board (CMB) and to condemn the Centre on the issue said "the massive public meetings will be held to urge the Centre to implement the Supreme Court verdict."</p>

<p>It said implementation of the verdict was imperative to release water for irrigation to delta districts from the Mettur reservoir on June 12.</p>

<p>On April 3, ending the day long fast, Chief Minister Palaniswami had said, "We will fight, get justice and win."</p>

<p>The hunger strike by '15 lakh' party cadres was reflective of the aspirations of the people and farmers on the issue, he had said.</p>

<p>Facing a high pitch campaign and relentless attack from DMK and other opposition parties on the Cauvery issue for its alleged inaction, AIADMK said Palaniswami will address a grand public rally on April 28 at Tiruvarur in the heart of the Cauvery delta region.</p>

<p>On the same day, Lok Sabha Deputy Speaker and party's propaganda secretary M Thambidurai will address a rally at Karur.</p>

<p>Deputy Chief Minister and party coordinator O Panneerselvam will address a similar meeting on April 25 at Nagapattinam district.</p>

<p>State Ministers, including Food Minister R Kamaraj, Local Administration Minister S P Velumani, Fisheries Minister D Jayakumar will take part in the rallies, the AIADMK said.</p>

<p>The AIADMK rallies also come against the backdrop of the DMK-led opposition parties' proposed human chain demonstrations in all 32 districts of Tamil Nadu on April 23 to urge the Centre to immediately set up the CMB.&nbsp</p>

Ruling AIADMK today said it would hold state-wide public meetings on the Cauvery issue between April 25 and 29 to urge the Centre to implement the Supreme Court verdict to ensure water for irrigation in the Delta districts. The "massive" public meetings would be held in Cauvery Delta districts of Tamil Nadu and top leaders, including Chief Minister K Palaniswami and Deputy Chief Minister O Panneerselvam will address them. The move to further mount pressure over the Centre by the ruling AIADMK comes following a "Cauvery Rights Retrieval Rally" held by arch rival DMK and its friendly parties between April 7 and 12 covering the same Cauvery delta region. Panneerselvam and Palaniswami, party coordinator and co-coordinator respectively, in a party release here appealed to AIADMK functionaries, workers and the general public to take part in the mega rallies. The AIADMK, which staged a state-wide fast on April 3, seeking constitution of the Cauvery Management Board (CMB) and to condemn the Centre on the issue said "the massive public meetings will be held to urge the Centre to implement the Supreme Court verdict." It said implementation of the verdict was imperative to release water for irrigation to delta districts from the Mettur reservoir on June 12. On April 3, ending the day long fast, Chief Minister Palaniswami had said, "We will fight, get justice and win." The hunger strike by '15 lakh' party cadres was reflective of the aspirations of the people and farmers on the issue, he had said. Facing a high pitch campaign and relentless attack from DMK and other opposition parties on the Cauvery issue for its alleged inaction, AIADMK said Palaniswami will address a grand public rally on April 28 at Tiruvarur in the heart of the Cauvery delta region. On the same day, Lok Sabha Deputy Speaker and party's propaganda secretary M Thambidurai will address a rally at Karur. Deputy Chief Minister and party coordinator O Panneerselvam will address a similar meeting on April 25 at Nagapattinam district. State Ministers, including Food Minister R Kamaraj, Local Administration Minister S P Velumani, Fisheries Minister D Jayakumar will take part in the rallies, the AIADMK said. The AIADMK rallies also come against the backdrop of the DMK-led opposition parties' proposed human chain demonstrations in all 32 districts of Tamil Nadu on April 23 to urge the Centre to immediately set up the CMB.

<p>As Prime Minister Narendra Modi reached Chennai, actor Kamal Haasan released a video on Twitter where he sought justice for Tamil Nadu on the Cauvery issue.</p>

<p>"People of Tamil Nadu are fighting for justice. Justice has been given but it is not being executed. People have started to believe that this delay is due to Karnataka elections, and your interest in it. I want this belief to be dispelled for people are more important than elections," Haasan said in his video.</p>

<p>"With your previous experiment with Narmada Water Authority, you could easily deliver the justice that Tamil Nadu is asking," Haasan said. "Please do justice with Tamil Nadu and Karnataka," he added in nearly 2-minute-long video.</p>

Kamal Haasan's public rally in Tiruchy today to focus on Cauvery issue

<p>The Supreme Court today agreed to hear a contempt plea of the Tamil Nadu government against the Centre for not constituting the Cauvery Management Board (CMB).</p>

<p>A bench comprising Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud posted the matter for April 9.</p>

<p>"We understand Tamil Nadu's difficulty of not getting water. We will resolve the issue. List the matter for April 9," the bench said.</p>

<p>Tamil Nadu had sought contempt action against the Centre for "failure" to frame the scheme for the constitution of the Cauvery Management Board and the Cauvery Water Regulation Committee within six weeks, as directed by the apex court on February 16.</p>

<p>Tamil Nadu, in its contempt plea, said the Centre was bound to give effect to the judgement by framing a scheme so that the authorities of - Cauvery Management Board and Cauvery Water Regulation Committee - were put in place within six weeks.</p>

<p>It said the authorities needed to be in place so that the decisions of the tribunal as modified by the apex court were implemented in accordance with the time schedule prescribed therein.</p>

<p>The Centre, meanwhile, in its petition had said that since there were divergent views between Tamil Nadu and Karnataka on the constitution of the CMB, the apex court should clarify whether "it is open to the central government to frame the scheme under 6A at variance with the recommendations contained in the report of the Cauvery Water Dispute Tribunal (CWDT) regarding the Cauvery Management Board".</p>

<p>Karnataka has opposed the constitution of the CMB and sought some alternative mechanism to implement the verdict.</p>

<p>The Union government also said that considering the overall sensitivity of the issues involved, the apex court may also clarify whether it had any flexibility in modifying the composition of the CMB to "a mixture of administrative and technical body" and "not purely a technical body" as recommended by the CWDT for effective conduct of the business of the board.</p>

<p>The apex court had on February 16 raised the 270 tmcft share of Cauvery water for Karnataka by 14.75 tmcft and reduced Tamil Nadu's share, while compensating it by allowing extraction of 10 tmcft groundwater from the river basin, saying "the issue of drinking water has to be placed on a higher pedestal".</p>

<p>With the apex court's verdict, Tamil Nadu, Karnataka, Kerala and the Union Territory of Puducherry would be annually entitled to 404.25 tmcft, 284.75 tmcft, 30 tmcft and 7 tmcft of Cauvery water, respectively out of the total of 740 tmcft of water.</p>

<p>It had granted six weeks time to the Centre to formulate a scheme to ensure compliance of its 465-page judgement on the decades-old Cauvery dispute, and made it clear that it will no longer be extending time on the matter.</p>

<p>The Supreme Court had also ruled that its verdict on the Cauvery water allocation will continue for the next 15 years.</p>


Karnataka has opposed the constitution of the CMB and sought some alternative mechanism to implement the verdict.

The Supreme Court today agreed to hear a contempt plea of the Tamil Nadu government against the Centre for not constituting the Cauvery Management Board (CMB). A bench comprising Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud posted the matter for April 9. "We understand Tamil Nadu's difficulty of not getting water. We will resolve the issue. List the matter for April 9," the bench said. Tamil Nadu had sought contempt action against the Centre for "failure" to frame the scheme for the constitution of the Cauvery Management Board and the Cauvery Water Regulation Committee within six weeks, as directed by the apex court on February 16. Tamil Nadu, in its contempt plea, said the Centre was bound to give effect to the judgement by framing a scheme so that the authorities of - Cauvery Management Board and Cauvery Water Regulation Committee - were put in place within six weeks. It said the authorities needed to be in place so that the decisions of the tribunal as modified by the apex court were implemented in accordance with the time schedule prescribed therein. The Centre, meanwhile, in its petition had said that since there were divergent views between Tamil Nadu and Karnataka on the constitution of the CMB, the apex court should clarify whether "it is open to the central government to frame the scheme under 6A at variance with the recommendations contained in the report of the Cauvery Water Dispute Tribunal (CWDT) regarding the Cauvery Management Board". Karnataka has opposed the constitution of the CMB and sought some alternative mechanism to implement the verdict. The Union government also said that considering the overall sensitivity of the issues involved, the apex court may also clarify whether it had any flexibility in modifying the composition of the CMB to "a mixture of administrative and technical body" and "not purely a technical body" as recommended by the CWDT for effective conduct of the business of the board. The apex court had on February 16 raised the 270 tmcft share of Cauvery water for Karnataka by 14.75 tmcft and reduced Tamil Nadu's share, while compensating it by allowing extraction of 10 tmcft groundwater from the river basin, saying "the issue of drinking water has to be placed on a higher pedestal". With the apex court's verdict, Tamil Nadu, Karnataka, Kerala and the Union Territory of Puducherry would be annually entitled to 404.25 tmcft, 284.75 tmcft, 30 tmcft and 7 tmcft of Cauvery water, respectively out of the total of 740 tmcft of water. It had granted six weeks time to the Centre to formulate a scheme to ensure compliance of its 465-page judgement on the decades-old Cauvery dispute, and made it clear that it will no longer be extending time on the matter. The Supreme Court had also ruled that its verdict on the Cauvery water allocation will continue for the next 15 years.

<p>In what appears to be a bid to shift the political onus on DMK on the Cauvery issue, senior AIADMK leader M Thambidurai on Sunday said his party would consider moving a no-trust motion in Parliament against the NDA government if Congress supported it.</p>

<p>"Stalin says AIADMK should bring a no-trust motion (on Cauvery issue). We are ready to bring it," he told reporters at the airport.</p>

<p>In the same breath, the Lok Sabha Deputy Speaker said Congress support was needed to facilitate such an initiative.</p>

<p>"Let Sonia Gandhi and Rahul Gandhi issue a statement (indicating support), they (DMK) are in alliance with them (Congress)... Only if they (Congress) support, we will get the (requisite) numbers," he said.</p>

<p>Seeking to make his party's position clear,Thambidruai, a senior AIADMK leader from Western Tamil Nadu, said such a no-trust move would, however, be only for the Cauvery issue.</p>

<p>"Only on the Cauvery issue... Not for any other general issue. To urge constitution of the Cauvery Management Board, and since the Centre has failed to do that, we will consider that if other parties like Congress support it."</p>

<p>Thambidurai's assertion comes against the backdrop of Congress ruled Karnataka going to the polls next month, where Cauvery is an emotive issue like in Tamil Nadu.</p>

<p>Days ago, Stalin had demanded that the ruling AIADMK support the no-trust move of the TDP to mount pressure on the Centre to set up the Cauvery Management Board.</p>

<p>DMK, the principal opposition party in Tamil Nadu, has been relentless in its attack on the ruling AIADMK over Cauvery.</p>

<p>The Stalin-led party said it would hold continuous protests like the one today at Valluvar Kottam here, till the CMB was constituted.</p>

<p>With the support of its ally the Congress, and friendly parties, including CPI, CPI(M), DMK has also announced a state-wide shutdown on April 5.</p>

<p>Farmers organisations and a traders body have given a bandh call on April 3 over the Cauvery issue and on the same day ruling AIADMK will hold hunger strike across Tamil Nadu.</p>

<p>Barring Chief Minister K Palaniswami and Deputy Chief Minister O Panneerselvam, all other party leaders would participate, the AIADMK had said.&nbsp;</p>

<p>The AIADMK party members,&nbsp;on the other hand, have decided to observe fast across the state on April 3 with an aim to urge the government to form the management board.</p>

<p>The police have arrested two men. &quot;One man is a BJP member and another a CPI worker,&quot; the police said.</p>

<p>According to the police, the act of vandalism occurred at around 9.15 pm in Tirupattur in Vellore district.&nbsp;</p>

<p>The two men&nbsp;involved in the act were allegedly drunk. The statue was reportedly in front a government building.</p>

<p>&quot;They are friends and were drunk. The two men damaged the glasses and the nose of the statue. They were arrested immediately,&quot; says police official.</p>

<p>Earlier, BJP national secretary H Raja threatened to take down statues of &#39;Periyar&#39; EV Ramasamy soon, like the Lenin statue that was vandalised and razed in Tripura after the BJP&#39;s poll victory in the state. Raja&#39;s threat has sparked angry reactions from Tamil Nadu&#39;s political class.</p>

<p>He said their project for interlinking rivers would help in resolving the water issues in Tamil Nadu.&nbsp;</p>
