California is set to sue US President Donald Trump's administration over its policy that threatens the visas of foreign students whose courses move online due to coronavirus.

"The Trump Administration's unlawful policy... threatens to exacerbate the spread of COVID-19 and exile hundreds of thousands of college students studying in the United States," said a statement announcing the suit.

The lawsuit to be filed by the state's attorney general comes as Trump pushes for the country's education facilities to reopen even as virus infections continue to spike, particularly in the south and west.

On Monday, US Immigration and Customs Enforcement (ICE) said foreign students enrolled in fully online programmes for the fall semester would not be allowed to enter the country.

The measure was seen as a move by the White House to put pressure on educational institutions that are adopting a cautious approach to reopening amid the global COVID-19 pandemic.

Movie theaters can reopen in California as early as Friday if they receive approval from local officials, limit attendance and impose other safeguards to prevent the spread of the novel coronavirus, the state`s health department said on Monday.

Theaters closed their doors around the world in mid-March to help curb the coronavirus pandemic.

To welcome back guests, cinemas must cap attendance at 25% of normal capacity, or a maximum of 100 people, whichever is lower, according to California Department of Public Health guidelines.

Among other precautions, ticket holders must be told to stay six feet apart and to wear masks except when eating or drinking.

Hollywood movie studios are hoping enough theaters will be open to hold a late-summer blockbuster season. AT&T Inc`s Warner Bros currently plans to release director Christopher Nolan`s thriller "Tenet" on July 17, and Walt Disney Co aims to debut the action epic "Mulan" on July 24.

In California, theaters must receive approval for their reopening plans from county health officials, who should consider the rate of coronavirus infection, local preparedness to handle new cases and other metrics, the state guidelines said.

The most important region to the film industry is Los Angeles County, the biggest movie market in the United States. Officials there reported an uptick in new infections over the weekend.

The National Association of Theatre Owners has said it expects 90% of theaters worldwide to be open by mid-July.
Cinemark Holdings Inc plans to open five theaters in Texas on June 19 to test new safety procedures. Cineworld Group Plc, owner of Regal Cinemas in the United States, said it believes all of its theaters will reopen in July.

AMC Entertainment Holdings Inc, the world`s largest theater chain, has said its theaters will remain shuttered through June.

California will allow film, television and music production to resume from June 12 if conditions permit after months of lockdown due to the coronavirus pandemic, the governor's office said Friday.

Film and television productions in the Golden State have been shuttered since mid-March.

The reopening will be subject to approval by local health officers, the California Public Health Office said.

"To reduce the risk of COVID-19 transmission, productions, cast, crew and other industry workers should abide by safety protocols agreed by labor and management, which may be further enhanced by county public health officers," it said.

However, it is not clear if major Hollywood studios will be able to resume operations from next week because Los Angeles County is one of the main coronavirus epicenters in California, recording about half the infections and deaths in the state.

To date, more than 125,000 cases and 4,500 deaths have been confirmed in California.

Thousands were stranded on a cruise ship off the California coast Wednesday over fears of the new coronavirus after passengers and crew members on board developed symptoms.

Officials delayed the return of the Grand Princess to San Francisco on Wednesday night from Hawaii in order to carry out testing on board for those potentially infected.

A 71-year-old man who had been aboard the same vessel during its previous voyage to Mexico died after contracting the COVID-19 illness, becoming the first fatal case in California, the operator Princess Cruises and California Governor Gavin Newsom said.

The ship's return from its current voyage was being delayed to allow "ample timing" for testing of "a number of passengers and crew members that have developed symptoms," Newsom told a press conference.

"So we're holding that ship, which (has) thousands of passengers as well, off the coast, and we'll be conducting those tests," he added.

Eleven passengers and 10 crew members were potentially infected with the virus, Newsom said.

Around 62 passengers who remained on board from the earlier Mexico voyage were restricted to their rooms for testing, the Princess Cruises company said in a statement to AFP.

It was not specified if they were among those displaying symptoms.

"In an abundance of caution, these guests and other potential close crew contacts have been asked to remain in their staterooms until screened by our onboard medical team," it said.

The ship held about 2,500 passengers, plus crew, said Newsom. According to the company's website, the vessel is manned by 1,150 crew.

The Grand Princess belongs to Princess Cruises, the same company which operated the coronavirus-stricken ship held off Japan last month on which more than 700 people on board tested positive.

At least six people who were hospitalized after being taken off the Diamond Princess have died.

The latest confirmed case of coronavirus in the United States, diagnosed in a California woman, is of “unknown origin” and was found in a patient who had not traveled overseas or had contact with any known travelers, local health officials said on Friday.

The woman, identified only as an adult with chronic health conditions, was referred by her physician for testing after she developed difficulty breathing, said Dr. Sara Cody, Chief Health Officer for Santa Clara County.

Santa Clara is home to the Silicon Valley tech hub in Northern California.

“This is the third case identified in our county. But it’s different from the other two cases in an important way ...Our third case did not recently travel overseas or have any known contact with a recent traveler or infected person,” Cody told an afternoon news conference.

It is also the second case of a patient who contracted the virus from an unknown origin. On Wednesday, health authorities announced a woman in Solano County, California, about 90 miles (145 km) to the north, was the nation’s first case of community transmission.

It means the virus is now spreading within at least two separate locations in California.

Cody said that the discovery of a second patient suffering from coronavirus from unknown origins marked a new chapter for public health officials where quarantines and travel restrictions were no longer enough to contain the virus.

“We will continue to trace close contacts of our cases to try to limit the spread of the virus. But now we need to add other public health tools to the mix,” Cody said.

The number of confirmed U.S. cases of the respiratory disease is still relatively small at roughly 60, most of them repatriated American passengers from the Diamond Princess cruise ship docked in Japan, but there are growing fears that the country is on the cusp of wider outbreak.

National Transport Safety Board (NTSB) has started an investigation regarding the crash.

As the investigation unravels new aspects of crash keep pouring in. Pilot Ara Zobayan was flying the helicopter. He held a commercial helicopter license and was a certified flight instructor, according to Federal Aviation Administration records cited by the New York Times.

In his last transmission to the air traffic control, he said that he was climbing to avoid a cloud layer.

And after that communication, the pilot didn't respond to the air traffic control, according to the National Transport Safety Board.

The crash took place into a hillside in Calabasas, Califonia. The impact of the crash broke the chopper into pieces, debris created due to the crash stretched from about 500 to 600 feet.

The NTSB board member, Jennifer Homendy told the reporters that the last radar contact was around 9:45 AM. She said that the accident scene was 'pretty devastating'.

"There is (an) impact area on one of the hills and a piece of the tail is down the hill, on the left side of the hill," Homendy said. "The fuselage is over on the other side of that hill, and then the main rotor is about 100 yards beyond that," she added.

According to Jennifer Homendy, the pilot took off from JohnWayne Airport, in Orage County and was flying under regular visual flight rules (VFR), but around Burbank, the pilot requested for special visual flight rules (SVFR) due to low visibility. The helicopter circled for 12 minutes until the air traffic control approved the request. The SVFR allows the pilot to fly amid bad weather conditions.

Homendy continued that the pilot requested flight following, which is radar assistance for a flight that helps the pilot avoid traffic, But air traffic control said the helicopter was too low to provide flight following assistance.

The investigation is still on, and Sikorsky, the helicopter manufacturer, tweeted its condolences.
