BRICS Summit 2023: Will PM Modi and Xi Jinping hold bilateral meeting?

BRICS summit 2023: India’s Modi to depart for Johannesburg on Tuesday, expected to visit Greece

India's prime minister Narendra Modi will depart for the 15th BRICS summit tomorrow morning. The meet in south Africa's Johannesburg will seek to widen the blocs influence and push for a shift in global geopolitics. The question is: will there be a bilateral with the Chinese premier XI Jinping? The India-China border stand-off has impacted bilateral ties, with minimal diplomatic engagement between the two countries over the last three years. All eyes will be on that one-on-one.

PM Modi to leave for BRICS summit, bilateral with Xi Jinping expected

All eyes this week are on Johannesburg. As BRICS Summit is finally kicking off. Leaders are all set to visit the host nation. But what this year's BRICS Summit holds for India?

What's at stake for India at the BRICS Summit in South Africa?

The BRICS Summit 2023 will take place in Johannesburg next week. The conference will be attended by several other foreign leaders, including Chinese President Xi Jinping and Indian Prime Minister Narendra Modi. Putin will virtually be present at the conference.

BRICS Summit 2023: World leaders to discuss BRICS expansion

Amid extended border tensions between the two countries, Beijing on Saturday hinted that President Xi Jinping may hold a bilateral meeting with Indian Prime Minister Narendra Modi when they attend the BRICS leaders’ summit in Johannesburg, South Africa, Bloomberg reported.

China’s ambassador to South Africa Chen Xiaodong hinted about the meeting during a briefing with the reporters in Pretoria.

“I am confident that as two nations, two countries, we will have direct talks, direct meetings," said Chen, adding, “I cannot say there is tension between us, but as neighbouring countries we have many common interests at the same time we have some problems."

While Xi will be in the African nation from August 21 to 24, PM Modi will reach Johannesburg in the afternoon of August 22. Currently, there is no official confirmation of a scheduled bilateral meeting but since the two leaders will be at the same venue, a possible meeting can't be ruled out.

If the meeting goes ahead, which remains a big 'if', it will be the first instance since May 2020 when the border standoff between the two nations reached its peak. The last time the two leaders had a brief encounter was at dinner in Bali, Indonesia, during the G20 Summit in November 2022.

The insistence of the Chinese side to meet PM Modi could also be ascertained from the fact that Beijing seemingly took a soft line during the latest round of border talks.

Notably, during the Major General level talks held on Saturday (August 19), both sides discussed ensuring that no new posts are constructed in close proximity to the Line of Actual Control (LAC) in eastern Ladakh. The two sides agreed on identifying specific limits for patrolling as well.

Often, such border talks have yielded no significant results with China opting for a stubborn stance, but Saturday's discussions were one of the few occasions when Beijing implied at mending the border situation.

One of the burning issues in the lead-up to the summit has been the expansion of the grouping. China, looking to utilise the forum as a way to boost its geopolitical might against the US has been the primary force, batting for the expansion.

1) Developing a partnership towards an equitable just transition.

2) Transforming education and skills development for the future.

3) Unlocking opportunities through the African Continental Free Trade Area.

4) Strengthening post-pandemic socio-economic recovery and the attainment of the 2030 Agenda on Sustainable Development.

5) Strengthening multilateralism, including working towards real reform of global governance institutions and strengthening the meaningful participation of women in peace processes

Who will attend?

Indian Prime Minister Narendra Modi, President Xi Jinping of China, Brazil's President Luiz Lula da Silva and South African President Cyril Ramaphosa are expected to attend the summit.

However, Russian President Vladimir Putin will not attend the summit in person, according to Ramaphosa. According to reports, the arrest warrant issued by the International Criminal Court against Putin for alleged war crimes in Ukraine is the reason for Putin's absence. Since South Africa is an ICC signatory, it is compelled to arrest Putin if he lands on South African soil.

While adding members remains the priority, the members are first expected to flesh out the admission criteria for the new joiners. Since the grouping was formulated to bring together emerging economies that seemed set to dominate the world economy by 2050, it remains to be seen if the requirements are tweaked to allow new countries, experts said.

Amid much chatter, the BRICS Summit, comprising top leaders from Brazil, Russia, India, China and South Africa, is scheduled to begin next week and the entire globe has its eyes on the developments that take place on the platform. Responsible for nearly 40 per cent and 26 per cent of the global population and economy respectively, the forum members will gather from August 22-24 in the city of Johannesburg. Here are some key facts about the summit: When and where is the summit? As mentioned earlier, the 15th edition of the summit is scheduled to be held in the city of Johannesburg in South Africa from August 22 to 24. The summit will be hosted at the Sandton Convention Centre (SCC) in Johannesburg, Gauteng. After the COVID-19 pandemic broke out, this will be the first in-person BRICS summit, which makes the gathering all the more crucial. Who is the president? South Africa took over the rotating presidency of the grouping from China on 1 January 2023. Consequently, the African nation announced the theme of the summit as "BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism". Notably, South Africa participated for the first time in BRICS during the third summit held in Sanya, China in April 2011. Prior to South Africa's participation, the forum was named BRIC, coined by Jim O’Neil of Goldman Sachs in 2001. What are the priorities? As the president, South Africa has listed a wide array of priorities for the summit, which include: 1) Developing a partnership towards an equitable just transition. 2) Transforming education and skills development for the future. 3) Unlocking opportunities through the African Continental Free Trade Area. 4) Strengthening post-pandemic socio-economic recovery and the attainment of the 2030 Agenda on Sustainable Development. 5) Strengthening multilateralism, including working towards real reform of global governance institutions and strengthening the meaningful participation of women in peace processes Who will attend? Indian Prime Minister Narendra Modi, President Xi Jinping of China, Brazil's President Luiz Lula da Silva and South African President Cyril Ramaphosa are expected to attend the summit. However, Russian President Vladimir Putin will not attend the summit in person, according to Ramaphosa. According to reports, the arrest warrant issued by the International Criminal Court against Putin for alleged war crimes in Ukraine is the reason for Putin's absence. The mega summit will take place in Johannesburg from August 22 to 24, and a total of 67 countries have been invited to attend.

Speaking to our diplomatic correspondent Sidhant Sibal exclusively ahead of the summit, High Commissioner Ndebele affirmed, "The Summit will also provide an opportunity to amplify the voices of our friends in Africa and the global South with the BRICS-Africa outreach and BRICS-plus dialogues." He stressed that the summit's priorities align with the shared challenges and opportunities faced by South Africa, other BRICS members, and the global south.

President Cyril Ramaphosa will host this year's BRICS Summit, which encompasses the Business Forum and the BRICS leaders retreat on August 22, followed by the main Summit on August 23. The event will conclude with the BRICS-Africa outreach and BRICS-plus dialogues on August 24.

High Commissioner Ndebele emphasised the pivotal role of aligning the work plans and calendars of South Africa, as the chair of BRICS, and India, the G20 host. "With India currently holding the G20 presidency and pushing for a more inclusive world order, it is an opportune time to induct the African Union (AU) as a permanent member of the G20," he stated. He expressed South Africa's full support for India's G20 Presidency's proposal for the African Union's full membership during the upcoming New Delhi Summit.

Here is the full interview

WION: Could you highlight the significance of the BRICS summit for South Africa, and how does it reflect the country's priorities and objectives on the international stage?

Joel Sibusiso Ndebele: South Africa chairs BRICS for the third time in 2023 under the theme: 'BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism.' This theme reflects a vision of BRICS providing global leadership in addressing the needs and concerns of the majority of the world, namely beneficial economic growth, sustainable development and inclusion of the global South in multilateral systems. The theme informs the chair's five priorities for 2023.

1) Developing a partnership towards an equitable just transition: Climate change forces significant transformational changes to our economies, particularly the energy sector. This should not stand in the way of improving the lives of our people.

2) Transforming education and skill development for the future.

3) Unlocking opportunities through the African Continental Free Trade Area.

4) Strengthening post-pandemic socio-economic recovery and the attainment of the 2030 agenda on sustainable development.

5) Strengthening multilateralism, including working toward real reform of global governance institutions, and strengthening the meaningful participation of women in peace processes. South Africa's priorities reflect our principled position that we advance in partnership with others. Our priorities respond to challenges and opportunities that are shared by South Africa, BRICS members and the global South.

WION: How does South Africa view the expansion of the grouping? More and more countries want to join the grouping.

Joel Sibusiso Ndebele: The significant interest in joining BRICS is a clear sign that BRICS has remained true to its values of championing the global south, strengthening multilateralism, and driving reform as well as boosting global economic growth and stability. South Africa welcomes the discussion on BRICS membership expansion and will, in our capacity as chair, take this forward in close cooperation and full consultation with our BRICS partners.

WION: South Africa has been inviting a few countries to BRICS's proceedings like FMs or NSAs meet. What has been the key focus, and which countries will be invited to the summit?

Joel Sibusiso Ndebele: South Africa initiated the BRICS outreach/plus during its chairship in 2013 by inviting African countries to the summit as a clear message that BRICS aims to act in concert with the global south. In this regard, all BRICS members subsequently hosted an outreach dialogue on the margins of their respective Summits until 2019. China restarted the practice during their chairship in 2022 extending it for the first time to foreign ministers' meetings. This mechanism is an effort to further promote dialogue with like-minded countries and to enhance the inclusiveness of the BRICS strategic partnership. This year we hosted the National Security Advisors meeting, inviting all 15 countries that were invited to the foreign ministers' meeting in June 2023. These meetings typically exchange views on issues such as strengthening multilateralism and global governance and responding to new threats and challenges to national security. In inviting these countries is to acknowledge that the dynamics around various aspects of the globe have material and adverse bearings at a global, regional, and national level. South Africa has again invited the Friends of BRICS to the impending Summit as a vehicle for building global support to promote sustainable development in the spirit of South-South cooperation. In line with our theme, we have invited 67 leaders from Africa and the global south in addition to dignitaries and decision-makers in the regional and international organisations.

WION: How has South Africa been preparing to host the BRICS summit this month?

Joel Sibusiso Ndebele: Since assuming our chairship in January 2023, many meetings across all three pillars of cooperation, namely, Political and security, economic and financial; and Social and people-to-people cooperation have taken place such as the BRICS Civil Forum, BRICS Ministers of Communication, the BRICS Youth Forum, the BRICS Urbanisation, BRICS Ministers of Health, and BRICS Ministers of Science and Innovation. All these activities build up to the 15th BRICS summit which will provide an opportunity for BRICS leaders to reflect on all the elements of BRICS cooperation. The Summit will also provide an opportunity to amplify the voices of our friends in Africa and the global south with the BRICS-Africa outreach and BRICS-plus dialogues. President Ramaphosa has confirmed South Africa's readiness to host the summit which will kick off with the business forum, followed by the BRICS leaders retreat. The summit will take place on August 23 whereafter the BRICS-Africa outreach and BRICS-plus dialogues will be held on August 24.

WION: How does South Africa see India's G20 presidency?

Joel Sibusiso Ndebele: I wish to congratulate the Government of India for chairing a very successful G20 Presidency thus far. We look forward to President Ramaphosa’s participation at the summit next month. India has certainly set the bar high. We are taking many lessons and we will take these forward as South Africa will be taking over G20's presidency after Brazil for the first time in 2025. With South Africa chairing BRICS and India, the G20, there is an opportunity to align our respective work plans and calendars in the interests of the global South such as reform of the world’s systems, such as the UN multilateral system as well securing a voice for all in the global financial architecture. With India currently holding the G20 presidency and pushing for a more inclusive world order, it is an opportune time to induct the African Union (AU) as a permanent member of the G20.

With seven years left to meet the Sustainable Development Goals of the United Nations, development must be at the centre of this agenda, Indian Presidency’s focus on Accelerating Progress on Sustainable Development Goals (SDGs) is therefore of critical importance. The G20 2023 Action Plan on accelerating progress on the SDGs will have a significant impact on Africa’s development which addresses issues that are critical for Africa’s development.

WION: India has mooted the idea of AU being a permanent member of the group, how do you see this idea, and do you support it?

Joel Sibusiso Ndebele: South Africa strongly believe that admission of the AU in the G20 will be the right step towards the development of a just, fair, more inclusive and representative global governance architecture. President Cyril Ramaphosa advocated for the AU’s membership of the G20 during the Bali summit’s working session on food and energy security in 2022. As the G20 is a key multilateral platform for global economic and financial cooperation, discussions at the G20’s annual Leaders’ Summit have far-reaching implications for Africa. It is therefore important for Africa to be adequately represented in the G20. We are therefore pleased to confirm South Africa’s support for the Indian G20 Presidency’s proposal for the AU to be accorded full membership of the G20 at the New Delhi Summit.

WION: As the South African high commissioner to Delhi, how do you perceive the current state of bilateral relations between South Africa and India?

Joel Sibusiso Ndebele: This year South Africa and India celebrate 30 years of formal diplomatic ties. South Africa and India enjoy a strategic partnership and bilateral relations that are anchored by a deep and shared history of friendship and solidarity. We will never forget India’s support for the fight for freedom and democracy in South Africa. Our partnership with India has grown from being a partner in the struggle for freedom to a partnership that embraces the best of both of our societies. Bilateral relations with India are structured via a Joint Ministerial Commission (JMC) and Foreign Office Consultations (FOC) which are held at a senior officials’ level. India hosted the FOC in 2022 and we are to host the next JMC. In today’s highly polarised and fragmented world, South Africa and India continue the struggle for equitable and inclusive development, as well as greater voice and representation in global institutions. The economic relations between South Africa and India have grown exponentially since 1993. Today, South Africa is India's second-largest trading partner in Sub-Saharan Africa and India is South Africa’s second-largest trading partner in Asia after China. The potential for tourism, both leisure and business, cannot be underestimated. Currently, India is South Africa’s largest source market in Asia for tourism and the 6th largest in the world. In the last year, post Covid, the Indian market has grown by 200%.

WION: As a representative of South Africa in India, how do you assess the potential for increased trade and investment between the two countries?

Joel Sibusiso Ndebele: South Africa and India have a well-developed bilateral investment relationship. There is considerable progress in cooperation in the defence, education, and agriculture sectors, among others. Both countries have reiterated the need for further deepening bilateral cooperation in trade and investment, food security, defence, pharmaceuticals, digital financial inclusion, skill development, insurance, health, and people-to-people contacts. Our cooperation is as wide as it much as it has depth.

The two countries recognise a huge potential for increased trade and investment cooperation and desire a mutually beneficial relationship. The South African High Commission is inundated with a considerable number of Indian companies which are interested in setting up their operations in South Africa. According to the latest estimates, there are over 130 Indian companies in South Africa, employing approximately 18 000 South Africans. South Africa’s largest investment into India is through Naspers / Prosus Ventures in Indian start-ups. Moreover, given South Africa’s expertise in the areas of defence equipment, agriculture and agro-processed goods, capital and mining equipment and financial services, there is considerable room for expansion in trade and investment between our two countries.

WION: What is the state of bilateral defence relations?

Joel Sibusiso Ndebele: In terms of defence cooperation, India and South Africa officially commenced in 1996 with the signing of an MoU on "Cooperation in the field of Defence Equipment", this was subsequently replaced by a MoU titled "Defence Cooperation" in 2000. The last Joint Defence Committee (JDC) was held in 2017, post Covid, no JDC has taken place with one scheduled for late 2023.

Various Indian Navy ships have made port calls to South Africa with the latest vessel the INS Trishul docking in Durban from 7 to 10 June 2023. The IBSAMAR exercise between India, Brazil and South Africa has proven to be very valuable for the three countries in the maritime domain. The South African Army participated in the multinational field training exercise for African nations conducted by the Indian Army in Pune in March 2019. Chief of the SA Air Force visited the Indian Armed Forces in 2021 and the Chief of the Army visited his Indian counterparts in 2022. Various military officers from South Africa have and currently are undergoing training in India. Two Indian officers are attending staff courses in South Africa. The South African military industry is making small gains in the field of exporting military equipment. South African and Indian soldiers work side by side in many peacekeeping operations in various mission areas. The relationship bond between the Indian Armed Forces and the SANDF is cordial and friendly and growing at a steady pace.

WATCH WION LIVE HERE ×

Exclusive: South African HC says BRICS meet to amplify global south voices; backs proposal for AU's G20 entry

As the BRICS summit in Johannesburg looms on the horizon, Roman Babushkin, the Russian Deputy Chief of Mission in Delhi, has advocated trading in national currencies withing the grouping.

Speaking at a recent BRICS meeting hosted by India Foundation, Babushkin stated, "The BRICS members have been taking consistent steps to switch to settlements in national currencies for quite some time now and working out new payment mechanisms."

This move, he suggested, would not only align with the shifting global dynamics but also foster greater financial autonomy within the group.

The meeting was chaired by President of India Foundation (IF) Dr Ram Madhav.

Babushkin took the opportunity to revisit a previous proposal made by Brazilian President Lula de Silva, who floated the idea of a single currency for BRICS.

Babushkin acknowledged the pertinence of this concept in the present context. He also referred to an idea put forward by Russian President Vladimir Putin during the previous year's summit which revolved around the creation of an international reserve currency based on a composite currency basket representing the BRICS economies.

Russian President Vladimir Putin will not be attending the upcoming BRICS summit which is to be hosted in Johannesburg next month, the South African presidency said on Wednesday (July 19). Putin potential arrest row: South Africa to go ahead with 'in-person' BRICS summit

South African President Cyril Ramaphosa confirmed that the BRICS summit will be held in person. It is unclear whether Russian President Vladimir Putin will attend the summit or not. The International Criminal Court has issued an arrest warrant against Putin for unlawfully deporting Ukrainian children in violation of international conventions.

South Africa to hold in-person BRICS summit, uncertainty over Putin's attendance

BRICS expansion is taking place at a fast pace. Several nations are knocking on the door of the BRICS. 19 nations have expressed their interest to join the bloc. Bangladesh is also standing in a queue to gain the membership. The nation hopes to join BRICS in August this year.

Why does Bangladesh want to join BRICS? What does it stand to gain by joining the bloc?

BRICS Foreign Ministers' meeting was held in Cape Town. This was a run-off to the BRICS summit, which is to be hosted by South Africa this year. At this meeting, India's EAM Dr S. Jaishankar strongly called out on terrorism. With that, he took a dig at Pakistan and China. What exactly happened? Molly Gambhir reports.

India’s EAM Jaishankar calls BRICS summit 'established feature of global landscape'

South Africa will soon host the heads of state of BRICS nations, a summit which, as per reports, Russian President Vladimir Putin might attend. Overshadowing everything else is one question: Will Putin be arrested?

Here's all you need to know.

BRICS summit

BRICS is a five-nation geopolitical bloc that consists of regional economies: Brazil, Russia, India, China and South Africa.

From August 22-24, the bloc will gather for its 15th summit in South Africa's Johannesburg.

Warrant for Vladimir Putin's arrest

Russian President Vladimir Putin is currently facing an international arrest warrant.

The warrant has been issued by the International Criminal Court (ICC) for the Russian president's role in the alleged forced deportation of Ukrainian kids. Reports claim that amid the ongoing Russia-Ukraine war, Moscow has "stolen" thousands of Ukrainian children and has subjected them to "Russification".

According to Kyiv, more than 16,000 Ukrainian children have been deported to Russia since the start of Moscow's offensive in February 2022. The war-torn nation has alleged that many of these children have reportedly been placed in institutions and foster homes.

Russia has vehemently denied these allegations. Additionally, given that Russia is not a member of the ICC, the country has dismissed the validity of the arrest warrant and called it "void".

How does South Africa figure in this?

Unlike Russia, South Africa is a signatory of the ICC and, in theory, it would be duty-bound to arrest Putin if the leader steps foot on the nation's ground. Additionally, as a nation with strong trade and economic relations with the United States and Europe, South Africa would be expected to arrest him if he sets foot in the country.

However, the International Criminal Court does not have any authority to make any country enforce an arrest warrant.

Immunities and other privileges

The South African foreign ministry recently announced that as per its "standard" practice, it is granting immunity to BRICS meeting participants.

What is diplomatic immunity?

Diplomatic immunity is a principle of international law. Traditionally, diplomats representing their country abroad enjoy immunity, which protects them against prosecution in the receiving state for the entire period in which they hold their diplomatic post.

Similar cases with international warrants and diplomatic immunity

- In 1998, former Chilean dictator General Augusto Pinochet, who at the time had an Interpol Red Notice against him was arrested at a London hospital on a request from Spain. Pinochet presided over a 17-year reign of terror and allegedly ordered foreign assassinations. The warrant alleged that between 1973 and 1983 he committed atrocities against Spanish citizens.

- The former president of Yugoslavia, Boron Milosevic, had arrest warrants issued against him for crimes committed in Kosovo. The warrants were issued by the International Criminal Tribunal for the former Yugoslavia (ICTY) in May 1999. In 2000, he was ousted from power and soon after, Serbia’s new Prime Minister opposition leader Zoran Djindjić authorised Milošević’s transfer to The Hague. In June 2001, he was transferred into the custody of the UN Detention Unit in The Hague.

- As per Politico, in 2015 the then Sudanese President Omar al-Bashir was allowed to leave South Africa after he visited Pretoria for an African Union Summit. The leader had two pending ICC warrants against him — for alleged genocide and war crimes in Darfur.

While Putin's attendance at the BRICS summit is not confirmed yet, if he does decide to attend, one of these three scenarios might play out.

As per South African Foreign Minister Naledi Pandor, invitations have been issued to all heads of state from the five BRICS nations for the August 22-24 summit in Johannesburg.

The Kremlin is yet to confirm if the Russian president, who has for a large part avoided international travel since the start of the Ukraine war, will attend the summit in person.

However, as per Russian state newswire Ria Novosti, on Tuesday (May 30th), Kremlin spokesperson Dmitry Peskov said that the country would "take part in this summit at the proper level".

Explained: Will Putin be arrested? Here's what happens to the ICC arrest warrant

The foreign ministers of Brazil, Russia, India, China and South Africa (BRICS) gathered Thursday in South Africa’s Cape Town for a two-day summit, with agendas of a common trade currency and expansion of the bloc on the table. However, the discussions were soon overshadowed by one burning question: Will South Africa host Russian President Vladimir Putin in August for the summit of BRICS heads of state slated to be held in Johannesburg?

Looking at legal options: South Africa

South Africa's Foreign Minister Naledi Pandor was quoted by Reuters as saying that her country was exploring legal options if Putin, declared a war criminal by the International Criminal Court and subjected to an arrest warrant, can travel to South Africa to attend the BRICS summit.

"Our government is currently looking at what the legal options are with respect to this matter," she told reporters, adding that an invitation has been issued to all BRICS heads of state.

The statement comes days after several media reports indicated that South Africa will issue blanket diplomatic immunity to all participants of the BRICS summit, paving the way for the Russian strongman to visit Johannesburg without any complications.

West’s hegemony challenged

Pandor, speaking on behalf of BRICS, emphasised the alliance's ambition to provide global leadership in a world marked by competition, geopolitical tensions, inequality, and declining global security. She highlighted the need for reforming global decision-making structures, including the United Nations Security Council, as the concentration of economic power leaves many nations vulnerable.

India’s Minister of External Affairs S Jaishankar echoed this sentiment, emphasising that traditional approaches are insufficient for addressing new challenges. He said, “Old ways cannot address new situations. We are a symbol of change. We must act."

Russian Foreign Minister Sergei Lavrov accused Western powers of using sanctions as a tool of colonialism and unfair suppression in the global power struggle. He criticised the practice, highlighting its impact on countries like his own.

The leaders of BRICS have expressed openness to admitting new members, including oil-producing countries, and this expansion may be discussed during the ministers' gathering in Cape Town.

'We must act': India's Jaishankar calls for change in world order at BRICS foreign ministers' summit

A leading opposition party in South Africa said on Tuesday (May 30) that it has approached a court to force the national government to arrest Russian President Vladimir Putin if he attends the upcoming BRICS Summit in the country. Putin has an arrest warrant against him issued by the International Criminal Court (ICC). South African government is currently facing a diplomatic dilemma. The BRICS meeting is scheduled for August.
