Two senior Boeing Co&nbsp;BA.N&nbsp;executives who oversaw the development of the 737 MAX defended the company's decisions on a key cockpit system later tied to two fatal crashes, according to testimony before congressional investigators seen by Reuters.

Michael Teal, then 737 MAX chief product engineer, and Keith Leverkuhn, who was vice president and general manager of the 737 MAX program, were questioned separately by investigators for the U.S. House Transportation and Infrastructure Committee in May.

“I don’t consider the development of the airplane to be a failure,” Leverkuhn told investigators for the House panel that is to release a final report next week on its investigation into the development of the plane, grounded since March 2019 after two crashes killed 346 people.

Leverkuhn defended the decision to tie a new safety system on the MAX, called MCAS, to a single sensor that has been implicated in both fatal crashes. Boeing has since agreed to use data from two separate sensors when the plane returns to service, which could come as early as this year.

“I think based upon our understanding and our assumptions of flight crew actions, that it wasn’t a mistake,” Leverkuhn said.

Later in his testimony, Leverkuhn added, “Clearly what was in error was our assumptions regarding the human machine interaction. Because the process relied on the industry standard of pilot reaction to a particular failure. And what was clear post accidents was that assumption was incorrect.”

Congressional investigators also questioned testimony that Boeing had never conducted an internal financial analysis to determine the impact of whether the Federal Aviation Administration would require more expensive simulator training.

Teal said that if the 737 MAX design warranted simulator training, Boeing would have created it, while acknowledging that customers may have been disappointed.

“Would airlines have been pleased with that, of course hey would not have,” he said, noting that Boeing had signaled all along that simulator training would not be necessary.

Last year, Boeing confirmed it had agreed to pay Southwest Airlines Co a $1 million per MAX rebate if the training were required.

In January, Boeing reversed course and said it would recommend simulator training for all pilots before the MAX returns to service.

Teal, now the 777X chief project engineer, said the planemaker has since revised some pilot assumptions in the aftermath of the 737 MAX crashes. “It’s a learning that we are now putting forth on the new aircraft,” he said.

Boeing did not immediately respond to a request for comment. The Wall Street Journal, which reported on the transcripts earlier, said Leverkuhn retired earlier this year as he had long planned, citing a Boeing spokesman.

After a preflight briefing over several hours, the crew will board a 737 MAX 7 outfitted with special test equipment at Boeing Field near Seattle, one of the people said. The crew will run methodically scripted mid-air scenarios such as steep-banking turns, progressing to more extreme manoeuvres on a route primarily over Washington state. The flight plan could include touch-and-go landings at the eastern Washington airport in Moses Lake, and a path over the Pacific Ocean coastline, adjusting the course as needed for weather conditions and other factors, one of the people said. Pilots will also intentionally trigger the reprogrammed stall-prevention software known as MCAS faulted in both crashes, and will likely perform a full aerodynamic stall, the people said. The tests are meant to ensure that new protections Boeing added to the MCAS flight control system are robust enough to prevent the scenario pilots encountered in both crash flights when they were unable to counteract the system and grappled with several factors like "stick shaker" column vibrations and other warnings, one of the people said. Boeing and the FAA declined to comment. Boeing has wrestled for months with painstaking software system upgrades, wiring changes, documentation, and dress rehearsals. That includes hundreds of hours inside a 737 MAX flight simulator at Boeing's Longacres facility in Renton, Washington, and hundreds of hours in the air on the same 737 MAX 7 test airplane without FAA officials on board. At least one of those practice flights included the same testing parameters expected on Monday, one of the people said. After the flights, FAA officials in Washington and the Seattle-area will analyze reams of digital and paperwork flight test data to assess the jetliners' airworthiness. Likely weeks later, after the data is analyzed and training protocols are firmed up, FAA Administrator Steve Dickson, a former F-15 fighter pilot who has promised that the 737 MAX will not be approved until he has personally signed off on it, will board the same plane to make his assessments, two of the people said. A majority of the conversations released show that the company's workers were worried about the 737 MAX rolling off of their factory floors, claiming that the variant of the decades-old 737 was "designed by clowns who in turn are supervised by monkeys."

The conversations were released as part of documents handed over to the Congressional transportation committee investigating the design and regulatory certification of the aircraft, which since March 13, 2019, has been grounded worldwide.

The 737 MAX was grounded globally after two air accidents killing all 346 souls on board, in five months. The aircraft will remain grounded until investigations are completed.

US Representative Peter DeFazio, an Oregon Democrat who chairs the Congressional committee. Said that “these newly-released emails are incredibly damning.”

“They paint a deeply disturbing picture of the lengths Boeing was willing to go to evade scrutiny from regulators, flight crews, and the flying public, even as its employees were sounding alarms internally,” DeFazio said in a statement online.

Among the many messages disclosed by the company, one transcript showed an employee asking a colleague whether the other 'would put their family on a MAX simulator trained aircraft', to which they said that 'they wouldn't'.

The reigns of the Boeing Company on Monday will be taken over by board-member David Calhoun, after the former CEO – Gregory Smith was ousted last month.

These conversations released by the company in a bid to be more 'transparent' have greatly added to the pressure that Calhoun is about to receive, in addition to the pressure of having to overhaul the entire company's work culture.

The news that no&nbsp;employees&nbsp;will be laid off when the&nbsp;production&nbsp;lines stops in January was welcomed by Jon Holden, President of the trade union representing factory floor workers.

"I think it was the right decision&nbsp;Boeing&nbsp;made, to maintain our workforce during this temporary&nbsp;production&nbsp;stoppage. The reality is that it's important to maintain our workforce so that when the grounding is lifted, we're able to ramp up&nbsp;production, build a safe aircraft, meet the needs of the customers with the&nbsp;737MAX&nbsp;going forward," Holden said on Wednesday (December 18).

For workers on the&nbsp;737MAX&nbsp;production&nbsp;line at the Boeing&nbsp;Renton plant, the news came as a relief just before the Christmas holiday, but aviation analyst Scott Hamilton says the announcement of no lay-offs came with a caveat.

"Well, there's obviously still uncertainty because what&nbsp;Boeing&nbsp;said was they aren't going to furlough, quote, "at this time", unquote. So how long does that mean?" said Hamilton, adding "Obviously,&nbsp;Boeing&nbsp;maintaining the employee payroll at this point, before the holiday, is a real relief and committing to pay the bonuses that were earned, is a real relief to the&nbsp;employees&nbsp;but what does the end of "at this time" look like? We just don't know."

For the many small aerospace component manufacturers who supply parts for the&nbsp;737MAX, the immediate future is less certain. Its been reported that&nbsp;Boeing&nbsp;has not contacted them as&nbsp;yet, with details of the&nbsp;production&nbsp;stoppage.

Thousands of other jobs are dependent upon&nbsp;Boeing&nbsp;737MAX&nbsp;contracts, as Scott Hamilton describes, "You have a supply chain outside Boeing&nbsp;that is going to be affected. We're still trying to understand what that effect is going to be. There haven't been any public announcement by&nbsp;Boeing. There have been some stories reported that they're going to try to keep some&nbsp;suppliers whole, if you will, or at least sustainable. Other&nbsp;suppliers, we just don't know."

And it won't just be manufacturing that might be affected if the&nbsp;production&nbsp;shutdown lasts very long, or if jobs in the component sector are furloughed. The local economy is heavily reliant upon wages paid by&nbsp;Boeing&nbsp;and its parts'&nbsp;suppliers.

For now&nbsp;Boeing's <a href="https://www.wionews.com/opinions/boeings-crisis-management-all-wrong-heres-what-a-company-needs-to-do-to-restore-the-publics-trust-205702">workers</a> are still clocking in at the Renton plant, but their union representative says the nine months since the&nbsp;737MAX&nbsp;was grounded has been hard on them.

"Our members care deeply about the work they perform, and they perform it in a fashion to build a safe aircraft. They are proud of the work they do. They are proud of the aircraft that they build, and it certainly has caused a lot of anxiety over these last several months," said Holden.

As&nbsp;<a href="https://www.wionews.com/business-economy/sales-of-grounded-boeing-737-max-gather-pace-at-dubai-airshow-263161">737MAX</a>'s await re-certification and delivery to the airlines that ordered them, Scott Hamilton believes that the impact of the&nbsp;production&nbsp;shutdown could be felt much more widely than just in the Seattle region if it goes on beyond a few weeks.

"I think you're looking at two to three months, would be my forecast. If it goes on to six months, boy, you're going to see&nbsp;employees&nbsp;furloughed without pay. You're going to see a ripple effect down through the supply chain. You're going to see a ripple effect through the US economy."

For now these multi-million dollar aircraft stand idle, mothballed in a parking lot while their fate is being decided by aviation regulators in the United States and around the world.

But when it became clear that re-certification and the lifting of the grounding order could still be months away, Boeing announced they would stop production sometime in January, with 12,000 workers employed producing the aircraft being re-deployed to other Boeing manufacturing plants. The news that no employees will be laid off when the production lines stops in January was welcomed by Jon Holden, President of the trade union representing factory floor workers. "I think it was the right decision Boeing made, to maintain our workforce during this temporary production stoppage. The reality is that it's important to maintain our workforce so that when the grounding is lifted, we're able to ramp up production, build a safe aircraft, meet the needs of the customers with the 737MAX going forward," Holden said on Wednesday (December 18). For workers on the 737MAX production line at the Boeing Renton plant, the news came as a relief just before the Christmas holiday, but aviation analyst Scott Hamilton says the announcement of no lay-offs came with a caveat. "Well, there's obviously still uncertainty because what Boeing said was they aren't going to furlough, quote, "at this time", unquote. So how long does that mean?" said Hamilton, adding "Obviously, Boeing maintaining the employee payroll at this point, before the holiday, is a real relief and committing to pay the bonuses that were earned, is a real relief to the employees but what does the end of "at this time" look like? And it won't just be manufacturing that might be affected if the production shutdown lasts very long, or if jobs in the component sector are furloughed. The local economy is heavily reliant upon wages paid by Boeing and its parts' suppliers. For now Boeing's workers are still clocking in at the Renton plant, but their union representative says the nine months since the 737MAX was grounded has been hard on them. "Our members care deeply about the work they perform, and they perform it in a fashion to build a safe aircraft. They are proud of the work they do. They are proud of the aircraft that they build, and it certainly has caused a lot of anxiety over these last several months," said Holden. As 737MAX's await re-certification and delivery to the airlines that ordered them, Scott Hamilton believes that the impact of the production shutdown could be felt much more widely than just in the Seattle region if it goes on beyond a few weeks. "I think you're looking at two to three months, would be my forecast. If it goes on to six months, boy, you're going to see employees furloughed without pay. You're going to see a ripple effect down through the supply chain. You're going to see a ripple effect through the US economy." For now these multi-million dollar aircraft stand idle, mothballed in a parking lot while their fate is being decided by aviation regulators in the United States and around the world.
