During an exclusive interview with WION's diplomatic correspondent Sidhant Sibal, Thomas emphasised the need for accelerated bilateral trade growth and diversification.

"We would like to see more growth in bilateral trade, but also a more diversified trade. I think it's still very concentrated on certain goods and services," Thomas stated.&nbsp;

The Centre for Australia-India Relations, a national platform established by the Australian Government in 2023, aims to enhance collaboration and engagement with India. It operates across various sectors, including government, industry, academia, and civil society, to foster a deeper understanding of the opportunities arising from the Australia-India relationship. The Centre was officially inaugurated in Sydney in 2024, underscoring Australia's dedication to bolstering its ties with India.

The call for an early conclusion of the trade pact comes in the wake of the Australia-India Economic Cooperation and Trade Agreement (ECTA), which took effect in December 2022. This agreement eliminated tariffs on over 85 per cent of Australia's goods exports to India by value, with this figure expected to rise to 90 per cent over the next five years. Full interview:

WION: What is this centre all about? How does it further the relationship between the two countries?

Tim Thomas: The centre is a very bold and exciting addition to the architecture of the Australia, India relationship. Its fundamental reason for being is to support the transformation of the economic relationship between Australia and India, built on mutual understanding and deep&nbsp;People-to-People ties. It is a unique investment amongst India's economic partners, for the Australian Government to uplift the relationship between Australia and India.&nbsp;

WION: So, its primary focus is investment and, of course, the people-to-people relationship?

Tim Thomas: I would say so, I would describe the economic relationship as well as the bilateral trade to investment. I would say there's great opportunities for more joint ventures and innovative collaboration between Australian and Indian companies. And I would say at the top of the pyramid is knowledge partnerships, that is what we would like to see because that will underpin the long-term nature of relations.

WION: How do you see the relationship between the two countries, we have seen high-level engagements between the leadership of the two countries and we have seen strong people to be to connect as well. So how would you characterise this relationship?

Tim Thomas: I would say it is very strong at the government-to-government level, I think we've had incredible levels of ministerial engagement across all of our key portfolios. Of course, our Prime Ministers enjoy a fantastic relationship. We have a very, I would say, intimate strategic relationship, including foreign ministers and defence ministers get together on a regular basis. But I would say that is going very well. I would say the Indian diaspora and Australia play a key part of the people-to-people relationship, this great trusted familiarity in the relationship. What I would like to see more of is that relationships are transferred into more industry outcomes and more growth in economic relationships.&nbsp;

WION: What kinds of practical outcomes your centre is looking at in terms of furthering India's relationship?

Tim Thomas: So, if I break them into about four areas, if I may, the economic relationship. So bilateral trade today is growing at the back of the interim free trade agreement, but it should be much higher. So, we would like to see more growth in bilateral trade, but also a more diversified trade. I think it's still very concentrated on certain goods and services. I would say the other areas, of course, on the public understanding, what is the community's understanding of India to Australia and the Australian community's understanding of what's happening in India. So that's a second area where I think there's great opportunity for improvement. I think we can harness more of the networks and the expertise of our Indian diaspora, particularly what I call the successful leading lights of the diaspora. We want to see greater growth in the relationship. And fourth is a fantastic opportunity to expand our connections culturally with our creative industries and sports.

WION: Essentially, in the relationship, what do you foresee, in like the next one year and expectation from the new government

Tim Thomas: I think there has to be greater investment from key sectors and when I say key sectors, in fact, the Australian Government is doing an updated economic engagement effort through what is known as the future roadmap of economic engagement between Australia - India, that will prioritise some key sectors in tourism, in premium foods and wine, but I would say also in critical minerals, in energy transition, in renewables, advanced manufacturing and agriculture. So, I would like to see more two-way investments in the next year. I would say that has to start with building relationships, and building familiarity with each other's markets in those areas.&nbsp;

I would say the other area is, of course, we would love to see a comprehensive economic cooperation agreement concluded in the next, within the next 12 months. If that is possible, because we think that will facilitate greater investment led economic engagement and expand our relationship in critical minerals and in education.&nbsp;

Exclusive: Australian body urges swift trade pact with India, boost in two-way investment

Two more Australian universities have stopped accepting students from certain Indian states amid a rise in fraudulent visa applications.

Last week the Federation University in Victoria and the Western Sydney University in New South Wales wrote letters to education agents instructing&nbsp;them to not recruit students from Punjab, Haryana, Uttar Pradesh, Uttrakhand and Jammu &amp; Kashmir, reported The Sydney Morning Herald.

The Federation Univeristy's letter to the agency read, "The university has observed a significant increase in the proportion of visa applications being refused from some Indian regions by the Department of Home Affairs."

It further warned that the issue currently seems to be short-term but might become an emerging trend.&nbsp;

The&nbsp;news came as Indian Prime Minister Narendra Modi was on a&nbsp;visit to the country and spoke of more Australian and Indian students studying and living together in each other's countries. He added how the two countries inked a migration and collaboration agreement to boost student, graduate and commercial exchanges.&nbsp;

Similarly, last month, several Australian universities, including Victoria University, Edith Cowan University and Southern Cross University, also imposed a ban on Indian students from certain states in response to the increased fraudulent applications seeking to work in the country.&nbsp;

Western Sydney University in its statement said that a large number of Indian students who commenced studying in the 2022 intake have not remained enrolled, which resulted in a high attrition rate. It designated Punjab, Gujarat and Haryana to be the ones with the highest risk of attrition.&nbsp;

The university added that the ban would be in place for at least two months - May and June 2023.&nbsp;

It also mentioned that additional measures to address the issue of non-genuine students enrolling from these regions would include changes to application screenings, stricter admission and an increase in commencement fees.&nbsp;

According to a study by the Department of Affairs, one in every four Indian applications is declared as "fraudulent" or "non-genuine."

Last week, the department told a federal parliamentary investigation that the rejection rate for Indian applicants is 24.3 per cent, the&nbsp;highest since 2012.

As per reports, this year, Australia is set to&nbsp;enrol the most number of Indian students ever, exceeding its previous high of 75,000.

This comes at a time when India-Australia relations are upbeat and being intensified. Under the landmark India-Australia Economic Cooperation and Trade Agreement (ECTA) that came into force in December last year, Australia is to facilitate market access and mobility for more Indian professionals.

A student visa is seen as a shortcut to finding work and, perhaps even a work visa, especially for low-skilled jobs. This, in turn, has raised fears that many of the applicants are not genuine students but job-seekers who want to game the system for easy entry into Australia.&nbsp;

The concerns flagged by the authorities over the massive flow of applications seeking to undercut the country’s immigration laws have pushed the universities to take pre-emptive action by way of bans and restrictions. Otherwise, they could be courting trouble, especially from the Department of Home Affairs.&nbsp;

The ECTA agreement was followed by a visit of Prime Minister Anthony Albanese to India in March&nbsp;when he announced that Australia would recognise Indian degrees.&nbsp;

The month before Albanese’s visit saw an unprecedented surge in applications from India for vocational education in Australia. The Home Affairs Department felt that the bulk of these applications might be fraudulent and, therefore, rejected 94 per cent of them.&nbsp;

Australia’s international education market is estimated to be worth about $40 billion annually. Many universities earn more from overseas students than those at home. Applications from South Asian countries began swelling since the previous administration in January 2022 scrapped&nbsp;the 20-hour weekly limit on student work. The Albanese government plans to bring back the work limit from July but feels that the integrity of Australia’s immigration should not be vitiated by letting in a tide of bogus applicants.

Indian Prime Minister Narendra Modi and Australian Prime Minister Scott Morrison met each other virtually three times in the last month; the QUAD meet, summit and the signing of the trade pact.&nbsp;

The High commissioner explained, "Our geography places us squarely in the middle of the world’s strategic centre of gravity. And as the international system becomes more multi-polar, the region’s resilience will be tested".

This comes even as an ever-aggressive China has been a worry for both countries.&nbsp;

Without mentioning China's name, he said, "there is a panda in the room" pointing to the border tensions India has been facing and the trade coercion that Australia faces which has also been the driving force behind Indo-Australia defence ties.&nbsp;

It will provide duty-free access in its market for over 6,000 broad sectors of India, including textiles, leather, furniture, jewellery and machinery.

The India-Australia Economic Cooperation and Trade Agreement (IndAus ECTA) was inked by Commerce and Industry Minister Piyush Goyal and Australian Minister for Trade, Tourism and Investment Dan Tehan in a virtual ceremony.

The deal with India removes tariffs on more than 85 per cent of Australian goods exports to India, worth A$12.6 billion, rising to almost 91 per cent over 10 years.

Goyal said the agreement would help in taking bilateral trade from $27.5 billion at present to $45-50 billion in the next five years.

"Our relationship rests on the pillars of trust and reliability aptly reflected in our deepening geo-strategic engagement through the QUAD and the supply chain resilience initiative."

"Post study work visas will provide extended options for working in Australia to eligible Indian graduates, post graduates and STEM (science, technology, engineering and mathematics) specialists," he said.

“These are never all or nothing deals as far as we're concerned, we see all of these as the next step and the next step and the next step,” said Tehan.

Morrison said “I have very strong hope, no matter who fills our chairs going forward, we’ll be able to … build on this ground-breaking agreement.”&nbsp;

Christopher Ward, the lawyer representing the 73-year-old man, said his client was challenging the ban on several grounds of constitutionality, "proportionality and reasonableness".&nbsp;

Justice Stephen Burley ordered that a further hearing date would be set in the next 24 to 48 hours.

Australia&nbsp;has no widespread community transmission of COVID-19&nbsp;but has seen several outbreaks emerge from hotel quarantine facilities, causing disruptive city lockdowns.

There are estimated to be around 9,000 Australian citizens in India, including high-profile cricketers playing the now-suspended Indian Premier League.

Morrison on Tuesday refused to amend the ban but insisted it was "highly unlikely" the punishment would ever be meted out.&nbsp;

The ban is currently scheduled to run until May 15.

Monash University constitutional law professor Luke Beck predicted it would be difficult for the challenge to succeed, and even a temporary injunction is unlikely.

"The Australian constitution doesn't set out very many rights that individuals have," he told AFP, adding that there is no explicit right to return home.

The challenge may be trying to convince the court that the measures are disproportionate to the threat, but "judges tend to side with the government's public health expert", he said.

"It's quite unlikely that this challenge will succeed."

Australia will be supporting India's manned mission to space-Gaganyaan by providing a temporary ground station facility in Cocos Islands.&nbsp;Cocos (Keeling) Islands is part of Australia's external territory in the Indian Ocean.

In response to a question by WION,&nbsp;the Australian Space Agency spokesperson said that it is "leading cross-government coordination on ISRO’s request to place temporary ground station tracking facilities in the Cocos (Keeling) Islands to support the Gaganyaan missions".&nbsp;

Adding, "This includes facilitating advice to ISRO from a number of Commonwealth agencies which will need to grant approvals for the project to go ahead."

The Memorandum of Understanding between the Australian Government and Indian govt was signed by Head of the Australian Space Agency, Enrico Palermo and Chair of ISRO and Head of the Indian Department of Space, Dr. K Sivan on 17th February.&nbsp;
