On Thursday, his most senior civil service adviser, Cabinet Secretary Simon Case, said it would be a free vote as it was an "issue of conscience".

"That means that ministers can vote, or not, however they wish," he wrote in a letter. "The Government will therefore remain neutral on the passage of the Bill and on the matter of assisted dying."&nbsp;

Euthanasia is illegal in Britain but is already in place to varying degrees in some European countries.

Previous attempts to legalise it have been voted down but public opinion is shifting and attempts to change the law are under way in Scotland, which has a separate legal system and powers to set its own health policy.

"Parliament should now be able to consider a change in the law that would offer reassurance and relief – and most importantly, dignity and choice – to people in the last months of their lives," she said.

An assisted dying bill was last debated –&nbsp;and defeated –&nbsp;in the House of Commons in 2015.

But since then surveys have shown an increase in support for helping terminally ill people end their lives.

The debate has been given impetus recently by a campaign led by high-profile TV broadcaster Esther Rantzen, who has terminal cancer.

An American woman went missing after she was declared an unfit candidate for euthanasia which jeopardised her plan to become the first person to die in the 'suicide capsule', as per the company which has created the innovative device.

The 55-year-old woman, who was called as Person X, was travelling to Switzerland to use the 'Sarco' pod - a machine which has been designed in a way that the occupant&nbsp;on their own will push a button and lead to their own death.

However,&nbsp;the machine's inventor Dr Philip Nitschke said that her death which was planned on July 17 has now been 'aborted' after they found that she was suffering from "deteriorating mental health".

After the woman was denied the use of the 'suicide pod', she disappeared in mid-July and the company has not been able to reach out to her, said Dr Nitschke's firm Exit International.

Zurich Cantonal Police reported her disappearance on July 30 (Tuesday), reported&nbsp;MailOnline.

Speaking about the decision which denied her the use of "suicide pod", Dr Nitschke said, "Given her situation, it is clear that this is a person who should now be receiving mental health care, rather than any suicide assistance."

The 'suicide pod', which is called Sarco - short for sarcophagus, is aimed at allowing the euthanasia patient to press a button and kill themselves "within seconds", as per Exit International.

In the pod, the nitrogen gas gets filled to starve the occupant of oxygen which renders the patient unconscious before they get killed.

"It was clear from statements attributed to the woman over the past weeks that she had become seriously mentally disturbed," said Dr Nitschke.

Dr Nitschke, who has been called 'Dr Death', has started pre-screening the next person who is likely to use the device.

"Death takes place through hypoxia and hypocapnia, oxygen and carbon dioxide deprivation, respectively. There is no panic, no choking," explained Dr Nitschke.

An American woman went missing after she was declared an unfit candidate for euthanasia which jeopardised her plan to become the first person to die in the 'suicide capsule', as per the company which has created the innovative device. The 55-year-old woman, who was called as Person X, was travelling to Switzerland to use the 'Sarco' pod - a machine which has been designed in a way that the occupant on their own will push a button and lead to their own death. However, the machine's inventor Dr Philip Nitschke said that her death which was planned on July 17 has now been 'aborted' after they found that she was suffering from "deteriorating mental health". The prosecutors in Switzerland's Schaffhausen Canton said anyone caught assisting someone in using the pods can face nearly five years of imprisonment, as reported by Swiss media.

Public Prosecutor Peter Sticher hinted at "serious consequences" for Nitschke for "inducement and aiding and abetting suicide for selfish reasons".

As quoted by Swiss media, Sticher said, "There is no reliable information about the method of killing. [It is] completely unclear who has control over which mechanical process during the dying process."

The ban was imposed after Dr Nitschke said on June 10 that Sarco was about to be deployed in Switzerland "in the next few weeks."

"The machine can be towed anywhere for the death. It can be in an idyllic outdoor setting or on the premises of an assisted suicide organisation, for example," the&nbsp;advocate for assisted dying&nbsp;added.

Jen Barnes, who has a tumour on her brain that is growing and inoperable, welcomed the decision as giving people like her a choice.
