A spokesperson from a shadow government of ousted lawmakers -- many of whom are from Suu Kyi's National League for Democracy party -- on Saturday welcomed the call for an end to violence in Myanmar as "encouraging news".

"This is what the National Unity Government has been calling for," said the NUG's minister of international cooperation known as Dr Sasa, who is currently in hiding with the rest of his fellow lawmakers.

"We eagerly await the engagement by the (ASEAN) secretary general... we look forward to firm action by ASEAN to follow up its decisions and restore our democracy and freedom for our people and for the region."&nbsp;

The lawmakers of the NUG are currently wanted for high treason by the junta.&nbsp;

"Whether it is ASEAN or the U.N., they will only speak from outside saying don’t fight but negotiate and solve the issues. But that doesn’t reflect&nbsp;Myanmar’s ground situation," said Khin Sandar from a protest group called the General Strikes Collaboration Committee.&nbsp;"We will continue the protests.

"We have plans to do so," she told Reuters by phone.

According to a statement from ASEAN chair Brunei, a consensus was reached in Jakarta on five points - ending violence, a constructive dialogue among all parties, a special ASEAN envoy to facilitate the dialogue, acceptance of aid and a visit by the envoy to&nbsp;Myanmar. Several people took to social media to criticise the deal.

"ASEAN's statement is a slap on the face of the people who have been abused, killed and terrorised by the military," said a Facebook user called Mawchi Tun. "We do not need your help with that mindset and approach."

Aaron Htwe, another Facebook user, wrote: "Who will pay the price for the over 700 innocent lives."

Phil Robertson, deputy Asia director of Human Rights Watch, said it was unfortunate that only the junta chief represented&nbsp;Myanmar&nbsp;at the meeting.

"Not only were the representatives of the&nbsp;Myanmar&nbsp;people not invited to the Jakarta meeting but they also got left out of the consensus that ASEAN is now patting itself on the back for reaching," he said in a statement.

"The lack of a clear timeline for action, and ASEAN's well known weakness in implementing the decisions and plans that it issues, are real concerns that no one should overlook."

The ASEAN gathering was the first coordinated international effort to ease the crisis in&nbsp;Myanmar, an impoverished country that neighbours China, India and Thailand and has been in turmoil since the coup. Besides the protests, deaths and arrests, a nationwide strike has crippled economic activity.

Amnesty International urged Southeast Asian nations on Friday to investigate&nbsp;Myanmar's junta leader for crimes against humanity amid reports that he will attend a regional summit on the crisis in his country this week.

The Association of Southeast Asian Nations (ASEAN) summit is to be held in Jakarta, Indonesia on Saturday. Senior General Min Aung Hlaing,&nbsp;Myanmar's junta chief who ousted the civilian government on February&nbsp;1, is likely to attend, diplomats and officials in the host nation have said.

Authorities in&nbsp;Myanmar&nbsp;have not commented on the reports.

"As a state party to the UN Convention Against Torture, Indonesia has a legal obligation to prosecute or extradite a suspected perpetrator on its territory," Amnesty said in a statement.

The meeting is the first concerted international effort to ease the crisis in&nbsp;Myanmar, where security forces have killed hundreds of pro-democracy protesters since the February coup.

It is also a test for ASEAN, which traditionally does not interfere in the internal affairs of a member state and operates by consensus.

"The&nbsp;Myanmar&nbsp;crisis trigged by the military presents ASEAN with the biggest test in its history," Emerlynne Gil, Amnesty’s Deputy Regional Director for Research, said in the statement.

"The bloc's usual commitment to non-interference is a non-starter: this is not an internal matter for&nbsp;Myanmar&nbsp;but a major human rights and humanitarian crisis which is impacting the entire region and beyond."

A grouping of 45 Southeast Asian non-governmental organisations said the invitation to Min Aung Hlaing to attend the summit "provides legitimacy...to the genocidal slaughter being committed by the military regime against its own citizens and people".

It urged ASEAN leaders to include&nbsp;Myanmar&nbsp;lawmakers ousted by the military to attend the Jakarta meeting.

"ASEAN leaders will not be able to achieve anything at this summit to solve the current crisis without consulting and negotiating with the rightful representatives of the peoples of&nbsp;Myanmar," the NGOs said in a letter published on social media.

ASEAN's members include&nbsp;Myanmar, Brunei, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.

Myanmar's military has shown no sign of wanting to talk to members of the government it ousted, accusing some of them of treason, which is punishable by death.

The foreign minister of China,&nbsp;Myanmar's giant neighbour and which many protesters say supports the junta, said he hoped the summit would pave the way for a "soft landing".

China is not a member of ASEAN, but is included in an ASEAN Plus Three grouping, along with Japan and South Korea. It was not immediately clear whether China will be attending Saturday's meeting in Jakarta.

"China will maintain close communication with ASEAN, and continue to handle any work related to&nbsp;Myanmar&nbsp;in its own way," said China's State Councillor Wang Yi, who is also foreign minister.

Ahead of regional summit on Myanmar, Amnesty urges probe of junta chief

Ambassador Kyaw Zwar Minn was locked out of the embassy in UK by Myanmar's junta earlier this month. In an exclusive online interview to WION, he shares the prognosis for the crisis created by the military coup in February.

He said the country will see a civil war and total destruction if negotiations are not held. Pointing out that China is arming both the military and ethnic armed groups, he said Beijing should ask the junta to stop the violence and killing its own people.

The ambassador also expressed support for the newly formed national unity government, saying it should be allowed at the ASEAN summit on the Myanmar crisis on April 24, which is to be attended by the military junta's chief.

WION: As we speak, the brutal crackdown against the coup continues. You were unceremoniously ousted from the embassy.&nbsp;&nbsp;What is your current status in the UK?

Kyaw Zwar Minn:&nbsp;UK government allows me to stay here for 31 days (starting&nbsp;8th April) with P&amp;Is&nbsp;(Privileges and immunities). During the 31 days, I need to keep my stuff and prepare for leaving.

WION: Along with the UK, you are also the ambassador to Ireland, Sweden and Denmark. What is currently your diplomatic status in those countries?

Kyaw Zwar Minn:&nbsp;I am sure that the military regime already sent official letters to these countries for eliminating my ambassador status.Till now, I don't see any announcements about me from these foreign ministries. I wish I&nbsp;could be still recognised as ambassador.&nbsp;

WION: You have said that your friends and relatives at home have been forced into hiding fearing reprisals from the military regime. When did you speak to them last, and could you share with us how they are now?

Kyaw Zwar Minn:&nbsp;I don't want to talk about this.The less I talk, the more safe they are.&nbsp;

WION: Since the February 1 coup, more than 3,100 people -- the bulk of them anti-coup protesters and activists -- have been detained. Over 700 people have been killed. How do you plan to continue raising your voice?

Kyaw Zwar Minn:&nbsp;&nbsp;I believe that we have only one peaceful resolution, that is at the negotiation table. As I am a diplomat and an ambassador, I would like to see a peaceful resolution. Kyaw Zwar Minn:&nbsp;The military regime has been receiving so many sanctions since 1962. They also have a lot of "strongly condemned" messages from the [United Nations] Security Council. They have learnt many many lessons.I don't think&nbsp;sanction is enough but I believe it is one of the tools for pressurising the regime.

WION: The Myanmar military says that the elections were fraudulent and hence it detained the political leadership. In your view, what is the real reason for the actions of the junta?

Kyaw Zwar Minn:&nbsp;Well, they would like to purge Daw ASSK from the future of Myanmar political' stage. They have so many reasons and propaganda: 'because she married a British citizen, she is close with Western&nbsp;countries, she is a&nbsp;puppet of UK and USA etc.'

WION: How do you view China's role in the Myanmar crisis, as we have seen many Chinese factories being targeted by angry protesters?

Kyaw Zwar Minn:&nbsp;China has a vital role for Myanmar History.&nbsp;We had fought three wars with the Chinese in our Kings' era. Our country was affected by Chinese Culture Revolution. Chinese troops supported the Myanmar Communist Party.&nbsp; When China's transition from a planned economy to a market economy began at the end of 1978, the Chinese stopped supporting Myanmar communist party. After that, military regime has good relationship with&nbsp;Chinese again.

Chinese used&nbsp;&nbsp;so many vetoes for Myanmar at Security Council and at the same time is selling arms to Myanmar Army as well as to ethnic armed groups, and investing in multi-billion dollar projects including Kyauk&nbsp;Phyu sea port and gas&nbsp;pipeline from&nbsp;Myanmar to Yunnan&nbsp;province. People of Myanmar understand the Chinese and regime are very close and that's why they attacked Chinese infrastructure.&nbsp;

The Myanmar issue is very important for Chinese as well. They need to convince the regime to stop violence and stop killing their own&nbsp;people. Otherwise they will face a lose -lose situation in Myanmar.

WION: Despite the crackdown, the protests show no sign of ebbing. What have sources from the ground back home told you? What is the mood in Myanmar?

Kyaw Zwar Minn:&nbsp;Most of the protesters have no arms. Some created handmade weapons. Even they don't have enough weapons. As you mentioned, there is no sign of ebbing. I always pay my respect for their bravery and salute the&nbsp;people who died&nbsp;&nbsp;for democracy.

WION: Now that the junta chief Min Aung Hlaing is set to attend the ASEAN summit&nbsp;on April 24, do you think the regional grouping can play a role in bringing about a solution to the crisis? Also, do you agree that the newly formed National Unity Government (NUG) should be allowed to attend the summit talks as it had demanded?

Kyaw Zwar Minn:&nbsp;First of all, I would like to say I support NUG.&nbsp;NUG deserves to attend the summit and to be recognised as a legitimate government by a whole world.

Myanmar unity government says it must be part of any ASEAN bid to end crisis 

Malaysia decided on Wednesday to postpone planned deportations to Myanmar until after a proposed emergency regional summit to discuss the crisis there brought on by a military coup, sources familiar with the matter said.&nbsp;

Right groups raised concerns over the safety of deportees when Malaysia sent back 1,086 Myanmar nationals on Myanmar navy ships last month, just weeks after the military had seized power in a February&nbsp;1 coup.&nbsp;

Detained in Malaysia for immigration offences, they were deported despite a court order halting the plan. Rights groups had told the court that children and asylum-seekers fleeing persecution in Myanmar were among those being deported.&nbsp;

Three Malaysian sources familiar with the matter said the decision to delay a plan to deport a second batch until after a proposed meeting of the Association of Southeast Asian Nations (ASEAN) to discuss the Myanmar crisis was taken at a cabinet meeting on Wednesday.&nbsp;

The sources requested anonymity as they were not&nbsp;authorised&nbsp;to speak to media.&nbsp;

Myanmar this month had offered to send three more navy ships to pick up its people detained in Malaysia, one of the sources said.&nbsp;

Malaysia's foreign ministry directed queries to the home affairs ministry and immigration department, neither of which responded to requests for comment.&nbsp;

Indonesia last week called on Brunei, the current chair of ASEAN, to convene an urgent meeting to discuss the situation in Myanmar, amid a violent crackdown on anti-coup protesters. Malaysia backed Indonesia's call, but it is unclear whether, or when, that meeting would be held.&nbsp;

"A special ASEAN foreign ministers meeting will be convened via video conference tomorrow and where we will listen to the representative of the Myanmar military authorities," Vivian Balakrishnan said in parliament on Monday.&nbsp;

He also called on the Myanmar military authorities to desist from the use of lethal force, "and to take immediate steps to de-escalate the situation to prevent further bloodshed, violence and deaths."&nbsp;

On Monday, protesters in Myanmar marched in defiance of a crackdown by security forces that killed at least 18 people the previous day.&nbsp;

He also urged all parties in Myanmar to engage in discussions to find long-term political solutions, including a way to return to the path of democratic transition.&nbsp;

"We believe this can only begin if President Win Myint, State Counsellor and Foreign Minister Aung San Suu Kyi, and the other political detainees are immediately released," he told parliament.&nbsp;

A Myanmar court has filed two more charges against Suu Kyi, according to a lawyer acting for her.&nbsp;

Last week, Indonesian Foreign Minister Retno Marsudi met Myanmar’s military-appointed foreign minister, Wunna Maung Lwin, and Thai counterpart, Don Pramudwinai, for talks in Bangkok.&nbsp;

The first-ever ASEAN-India Hackathon was held from February 1st to 4th and saw the participation of 330 students and 110 mentors from 10 ASEAN countries and India.&nbsp;

Coming together online as 55 teams, they came up with innovative solutions to 11 problems as part of the hackathon which was announced by PM Modi at the 16th ASEAN India summit in Bangkok in November of 2019.&nbsp;

The hackathon was organized jointly by the Ministry of external affairs and India's education ministry.

The themes of the hackathon were 'Blue Economy' and 'Education', which was lauded by EAM Dr S Jaishankar.&nbsp;

He said, "Weaving together of two priority areas of cooperation into problem statements provides added relevance to this Hackathon. India has identified cooperation in the maritime domain as a priority under the ASEAN-India Strategic Partnership."&nbsp;

On Education, Jaishankar said, it is "a central element of our Strategic Partnership with ASEAN recognizing the role it plays in effectively and constructively channelizing the energy of our youth."

The Hackathon is Key to the larger ASEAN-India strategic partnership and forms part of other youth-centric initiatives like Special Courses for Young ASEAN Diplomats, Exchange Programmes for Young Farmers', Media Exchange Programmes, Programmes for Young Parliamentarians.

Both countries will discuss projects in water resource management in Vietnam’s Mekong Delta region, digital connectivity, PhD fellowships, and heritage conservation. They are already engaging under Mekong–Ganga Cooperation, which is a two-decade-old mechanism involving India and five ASEAN countries including Vietnam. They will explore new opportunities in renewable energy cooperation.

This is the ninth such virtual summit of PM Modi. So far, he has had virtual summits with Australia, EU, Sri Lanka, Denmark, Italy, Luxembourg, Uzbekistan, and Bangladesh counterparts.

India on Monday handed over the first of 12 High-Speed Guard Boat to Vietnam under the $100 million Defence Line of Credit extended by New Delhi to Hanoi.

The handing over happened at the virtual summit, between Indian Prime Minister Narendra Modi and Vietnam's PM Nguyễn Xuân Phúc during which both sides also launched manufacturing of High-speed Guard Boats and keel laying of 7 such boats which will be manufactured in Vietnam.

While listing out the outcomes on defense at the summit, secretary east, Riva Ganguly Das said, "Both sides agreed to further intensify their defense industry collaboration building on the Indian defense credit lines extended to Viet Nam. An Implementing Arrangement on Defence Industry Cooperation was also signed to this effect."

Key focus areas were also on development projects and culture. India handed over seven development projects built with Indian ‘Grant-in-Aid’ Assistance of US$ 1.5 million for the local community in Vietnam's southeast Ninh Thuan province. Additionally, New Delhi has increased the number of Quick Impact Projects to 10, from the current 5 starting FY 2021-2022.

On the cultural front, India will be part of the conservation of 3 historical sites in the ASEAN country--F-block of Temple at My Son, Dong Duong Buddhist Monastery in Quang Nam province, and Nhan Cham Tower in Phu Yen province. India's Archaeological Survey team is already working on the restoration of Cham temples in Central Vietnam where recently a 9th century AD monolithic Shiva Linga was discovered. Both sides also announced the launch of a bilateral project for preparing an Encyclopedia on India - Vietnam Civilizational and Cultural Relations

But perhaps, an outcome that Beijing will keenly note is the mention of UNCLOS in the India Vietnam Joint statement --Joint Vision for Peace, Prosperity, and People.&nbsp;

The vision document said, "leaders reaffirmed the importance of maintaining peace, stability, security, and freedom of navigation and overflight in the South China Sea" while "pursuing the peaceful resolution of disputes in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS), without resorting to threat or use of force."

India hands over Vietnam first high-speed boat under $100 million defense credit line

India's&nbsp;Prime Minister Narendra Modi and Vietnam's PM Nguyen Xuan Phuc will hold a virtual summit on Monday, December 21, Vietnam's Foreign Ministry’s Spokesperson Le Thi Thu Hang has announced.

The India Vietnam virtual summit will be the ninth virtual summit of the Indian PM. He has had virtual summits with Australia, EU, Sri Lanka, Denmark, Italy, Luxembourg, Uzbekistan, and Bangladesh so far. Indian and Chinese Defence minister on Thursday shared the platform at the ASEAN Defence Ministers Plus (ADMM) meeting during which the Indian side raised the issue of "threats to rules-based order" and "actions..(that) complicate the situation".

Addressing the meet virtually, Indian defence minister Rajnath Singh said, "threats to the rules-based order, maritime security, cyber-related crimes and terrorism, just to name a few, remain the challenges that we need to address as a forum."

An ASEAN Platform, ADMM-Plus has eight Dialogue Partners Australia, China, India, Japan, New Zealand, South Korea, Russia and the United States. Since 2017 the ADMM-Plus has been meeting annually.

Without directly referring to China, he said, "As we enhance mutual trust and confidence, exercising self-restraint in the conduct of activities and avoiding actions that may further complicate the situation, will go a long way in bringing sustained peace to the region."

He pointed out, "Amid the current regional environment with visible strains, we appreciate the central role of ASEAN-led forums, including ADMM Plus in promoting dialogue and engagement towards a pluralistic, cooperative security order in Asia."

The joint statement after the signing of the mega pact had a special Ministers’ Declaration on India's participation in the pact. It said, 'Any time prior to its accession to the Agreement, India may participate in RCEP meetings as an observer" and in "economic cooperation activities undertaken by the RCEP Signatory States" under the RCEP Agreement, "on terms and conditions to be jointly decided upon by the RCEP Signatory States."

The summary of the agreement leaves a special exception for India to join the pact later. Chapter 20 of the pact says, "This Agreement is open for accession by India, as an original negotiating State, from the date of its entry into force". The pact is the biggest economic pact which accounts for 30% of global GDP and 30% of the global population.

Vietnam, the chair of Asean for this year said that the grouping saw India as an important country and called for strengthening of ties and cooperation in Pharma, connectivity.

Speaking exclusively with our Diplomatic Correspondent Sidhant Sibal, Vietnam's envoy to India, Pham Sanh Chau over aggressiveness by certain countries, said, "We call for all countries to abide by international law, to try to abide by the principle of peaceful negotiation of dispute".

Vietnam &amp; India, both dealt with an aggressive China in 2020. He also confirmed that India and Vietnam will hold a virtual summit in December.

WION: As the chair of ASEAN, what will be the key focus of the Asean Summit and related meetings?&nbsp;

Ambassador Pham Sanh Chau: I believe the most important priority for Asean host is to collectively with other Asean countries, trying to address with other Asean countries the most effective way to deal with pandemic Covid. That's why, when we prepare for the summit, we did not expect that Covid would have happened. The theme of this year is cohesive and responsive. Thereby, we have come up with number of solutions in order to address the pandemic and one of the most successful outcome of the chairmanship of Vietnam is that we are able to organise medical supplies stock. Second priority is to maintain regional integration of Asean, we are building communities. 3rd is we continued to work with our partners outside the region in order to implement the plans.&nbsp;

 
WION: How do you see India role vis-a-vis Asean, and the ties with Vietnam? If you can provide details on the upcoming virtual summit as well.&nbsp;

Ambassador Pham Sanh Chau: When you talk about dialogue partner of Asean, we should not forget or ignore the importance of role played by India. India and Asean established dialogue partner relations in 1992. Recently we have upgraded bilateral relations to comprehensive partner. We are having India-Asean summit. Concerning the virtual summit between Vietnam and India, normally we have summit every 2 years. This time, because of the pandemic we have to organise it virtually. Two sides are preparing for it. You know for Vietnam, India is one of the most important partners because it is comprehensive strategic partner of Vietnam. It has wide range of issues to be discussed and talk on this occasion. Recently we finished joint commission meeting of the 2 foreign ministers of the 2 countries who have identified the pillars of the strategic partnership. At PM levels, they will review, basic 2 pillars are defence and security, and trade and economic partnership.

 
WION: How has been Covid cooperation between both countries?

Ambassador Pham Sanh Chau: Certainly we will discuss the common efforts, in order to address effectively the pandemic. We also, discuss cooperation in pharma area. Both sides have exchanged experience and efforts in order to put Covid under control. Vietnam will compliment India for effort it has put to control the pandemic. We also share with India, what we done to make our country, Covid free.&nbsp;

 
WION: How do you see India-Asean ties, cooperation between India and the grouping?

Ambassador Pham Sanh Chau: India is a very important country, it is going to be global partner for ASEAN and as a global player India will assume responsibility in many many fields. So we need to strengthen further cooperation that has been in existence between Asean and India, also between India and Vietnam. If you talk about specific sectors, number of things can be done--we can improve Mekong-Ganga cooperation, review the FTA, talk about people to people connectivity and deepening our economic and trade connectivity, which is very important. Two PMs have set the target of USD15 billion per year.

 
WION: Amidst the pandemic, one country has been aggressive with both India and Vietnam..your reaction to it..

Ambassador Pham Sanh Chau: In the world of growing uncertainty we believe that respect for international law is the most important thing. We call for all countries to abide by international law, to try to abide by the principle of peaceful negotiation of dispute and try to exercise self-restraint to make sure peace and security are in the interest of all the countries in the region.

 
WION: India has been focusing on connectivity with Asean. Any update on it?&nbsp;

Ambassador Pham Sanh Chau: In order to bring 2 sides closer together, in order to materialise Act East Policy of India, infrastructure and connectivity has been very important. Recently, Vietnam has been able to establish direct air link between the 2 countries, it adds to physical connectivity. Ambassador Pham Sanh Chau: I think, this concept has been tabled by Asean as a grouping, and one of the key factors which is very similar to the Indo Pacific vision of India, number 1, every country should respect international law, UN charter, UNCLOS, number 2 in any evolving security situation ASEAN centrality should be observed and respected and number 3, anything happens, we need to return to peaceful settlement of all disputes via dialogue and consultations.

India and Asean established dialogue partner relations in 1992. Recently we have upgraded bilateral relations to comprehensive partner. We are having India-Asean summit. Concerning the virtual summit between Vietnam and India, normally we have summit every 2 years. This time, because of the pandemic we have to organise it virtually. Two sides are preparing for it. You know for Vietnam, India is one of the most important partners because it is comprehensive strategic partner of Vietnam. It has wide range of issues to be discussed and talk on this occasion. Recently we finished joint commission meeting of the 2 foreign ministers of the 2 countries who have identified the pillars of the strategic partnership. At PM levels, they will review, basic 2 pillars are defence and security, and trade and economic partnership. WION: How has been Covid cooperation between both countries? Ambassador Pham Sanh Chau: Certainly we will discuss the common efforts, in order to address effectively the pandemic. We also, discuss cooperation in pharma area. Vietnam on Wednesday accused China of violating its sovereignty by conducting military drills in a disputed part of the South China Sea and said Beijing's actions were "complicating" negotiations on establishing a code of conduct in the region.

China this week began six days of exercises in waters near the Paracel Islands, where Vietnam has competing claims, according to the Maritime Safety Administration of Hainan, an island off China's southern coast. It was the second set of drills in the area by Beijing in two months.

"China's repeated military exercises in (the Paracel Islands) violate Vietnam's sovereignty, complicating negotiations for a Code of Conduct of Parties in the South China Sea between China and ASEAN," foreign ministry spokeswoman Le Thi Thu Hang said in a statement.

Speaking in Laos before talks with peers from the 10 Southeast Asian (ASEAN) countries, Wang Yi said the outbreak was "controllable and curable" despite the global panic it has seeded.

"China is not only protecting its own people but also the rest of the world," he told the summit in Vientiane, referencing a recent sharp drop in new cases of the virus inside China, where it has killed more than 2,100 people.

The hastily-convened summit with ASEAN neighbours comes as a region dependent on the flow of Chinese goods and tourists faces a steep bill following restrictions on movement from China.

A similar meeting was held in 2003 following the outbreak of SARS.

Originating in the central Chinese city of Wuhan, the new coronavirus -- known as COVID-19 -- has infected more than 74,000 people inside China.

The government has locked down tens of millions of people in several virus-hit cities, extended Lunar New Year holidays and pulled flights in a scramble to contain the virus.

Still the health scare has cascaded across Southeast Asia, with cases recorded in the Philippines, Singapore, Thailand and Vietnam.

The Philippines, Singapore and Vietnam have restricted flights from mainland China and suspended visa-free arrivals as health screening ramps up at entry points.

Thailand, which has imposed no such restrictions, reported a 90 per cent slump in arrivals from the mainland this month, a gut punch to an already beleaguered tourist sector which makes up nearly a fifth of the economy.

Thailand anticipates a loss of more than $8 billion by year's end from the tourist tail-off.

'Temporary' impact

But China's Wang said the drop-off would be "temporary".

"The outbreak may have taken a toll on cooperation between China and ASEAN but such impacts can be overcome and made-up for ... the long-term trajectory will remain intact," he said during a press conference after the meeting.

"Fear is more threatening than the virus, and confidence is more precious than gold," he added.

China sees ASEAN as its backyard and has ramped up economic, diplomatic and cultural influence over recent years with billions of dollars of investment, tourist outflows and a bigger presence at regional summits.

There are fears prolonged disruption from the virus could slow work on the massive China-backed "Belt and Road" infrastructure schemes which criss-cross ASEAN.

But Wang laughed off concerns Thursday, telling AFP there "won't be any negative impacts" on various projects dotting the region.

"In contrast, it will strengthen our collaboration and unity, and push forward the Belt and Road initiative together," he told AFP.
