Doval-Wang Yi Holds Special Representatives Talks After a Gap of Five Years

New Delhi, India
National Security Adviser Ajit Doval will likely visit China soon for special representative talks, according to sources. NSA Doval's likely visit to China comes after New Delhi and Beijing reached an agreement regarding patrolling arrangements along the Line of Actual Control (LAC) in the India-China border areas.
The border standoff between India and China began in eastern Ladakh along the LAC in 2020 and was sparked by Chinese military actions. It led to prolonged tensions between the two nations, significantly straining their relations. Earlier in 2020, the Special Representatives of India and China on the Boundary Question, Ajit Doval and Wang Yi, State Councillor and Minister of Foreign Affairs of China, held a telephonic conversation, according to the Ministry of External Affairs (MEA).
The two special representatives had a "frank and in-depth exchange of views" on the recent developments in the Western Sector of the India-China border areas. The 22nd meeting of the Special Representatives of India and China was held in New Delhi on December 21, 2019. The Indian side was led by NSA Ajit Doval while Wang Yi led the Chinese delegation, according to the Ministry of External Affairs (MEA).
On December 3, External Affairs Minister S Jaishankar said that India remains "committed to engaging with China through bilateral discussions to arrive at a fair, resonable and mutually acceptable framework for a boundary settlement."
He said that in his recent meeting with Chinese Foreign Minister Wang Yi, an understanding was reached that the special representatives and the foreign secretary-level mechanisms will be convening soon. Briefing the Lok Sabha on India-China ties as well as disengagement at the Line of Actual Control (LAC), Jaishankar said that bilateral ties between the two countries have been "abnormal" since 2020 when "peace and tranquillity in the border areas were disturbed as a result of Chinese actions."
"Recent developments that reflect our continuous diplomatic engagement since then have set our ties in the direction of some improvement," he said. In his speech in Lok Sabha, he shared with members the expectation regarding the direction of ties with China in the near future. "Our relationship had progressed in many domains but was obviously negatively affected by recent events. We are clear that the maintenance of peace and tranquility in border areas is a prerequisite for the development of our ties."
"In the coming days, we will be discussing both de-escalation as well as effective management of our activities in the border areas," Jaishankar said.
The external affairs minister said that "the conclusion of the disengagement phase now allows us to consider other aspects of our bilateral engagement in a calibrated manner, keeping our national security interests first and foremost."
Jaishankar said, "The immediate priority was to ensure disengagement from friction points so that there would be no further untoward incidents or clashes."
"This has been fully achieved. The next priority will be to consider de-escalation, which would address the massing of troops along the LAC with associated accompaniments." He also recalled the 2020 face-offs between Indian and Chinese forces along the Line of Actual Control (LAC) in eastern Ladakh. Earlier in November, Defence Minister Rajnath Singh met his counterpart Admiral Dong Jun in Laos, where he emphasised that India-China need to move from disengagement to de-escalation to further build trust and confidence.
This was the first meeting of defence ministers following the recent disengagement agreements and the meeting of Prime Minister Narendra Modi and Chinese President Xi Jinping on the sidelines of the BRICS Summit in Russia's Kazan.

The India-China SR or Special Representative talks, led by National Security Advisor Ajit Doval & Chinese Foreign Minister Wang Yi, are expected to take place later this month, likely in the third week of December. The talks could happen in Delhi, with Chinese FM Wang Yi expected to travel to the Indian capital.

The resumptions of SR-level talks are part of the outcomes of the Kazan meeting between PM Modi, & Chinese President Xi Jinping on the sidelines of the BRICS summit.

The Special Representative (SR) level talks between India and China on resolving the boundary question were established in 2003 during Indian Prime Minister Atal Bihari Vajpayee's visit to China. These talks are aimed at finding a solution to the boundary dispute between the two nations.

Since the Kazan talks, India-China ties have seen a thaw after a gap of 4 and 1/2 years. Ties between the 2 Asian neighbours saw a steep fall after the Galwan incident of 2020. The Kazan meeting at the leadership level coincided with disengagement in Eastern Ladakh.

The Canadian government said on Friday (Nov 22) that it has not stated, nor is it aware of evidence linking Indian Prime Minister Narendra Modi, Indian Foreign Minister S Jaishankar, or India's National Security Adviser (NSA) Ajit Doval to the serious criminal activity within Canada.

“On October 14th, because of a significant and ongoing threat to public safety, the RCMP and officials took the extraordinary step of making public accusations of serious criminal activity in Canada perpetrated by agents of the Government of India," the Canadian government said in a statement. Click here to read the Canadian government's statement However, it pointed out that it was not aware of the aforementioned evidence linking Indian leaders to criminal activity within Canada. "Any suggestion to the contrary is both speculative and inaccurate,” the statement added. Why this clarification by Ottawa? A few days back, a report by Canadian newspaper The Globe and Mail claimed that Indian Prime Minister Modi was aware of the alleged plot to kill Khalistani terrorist Hardeep Singh Nijjar. The Globe and Mail had cited inputs from a national security official. The report also claimed that Indian Foreign Minister Jaishankar and NSA Doval were in the loop of the plot. Hardeep Singh Nijjar was killed by unidentified men on June 18 last year. His killing triggered diplomatic tensions between Canada and India, with Ottawa saying it suspects India's involvement in the killing and New Delhi calling the allegations "absurd." Ties between India and Canada nosedived last month after Canada linked Indian High Commissioner Sanjay Verma and some other diplomats to the murder. The Canadian government had said the Indian diplomats were expelled from the country. Meanwhile, New Delhi expelled Canadian Charge d'Affaires Stewart Wheeler and five other diplomats following Ottawa's allegations in connection to the case. India rejects Canadian media report on Nijjar's killing The Indian foreign ministry rejected the claims made by The Globe and Mail in its report about Hardeep Singh Nijjar. "We do not normally comment on media reports. However, such ludicrous statements made to a newspaper purportedly by a Canadian government source should be dismissed with the contempt they deserve. Smear campaigns like this only further damage our already strained ties," the foreign ministry said in a statement on Wednesday.

BRICS, originally a grouping of four, then five nations (Brazil, Russia, India, China, and South Africa) has been receiving higher attention in the ongoing discourse on international relations since its decision last year to include five new members (UAE, Ethiopia, Egypt, Iran, and Saudi Arabia). Its growing popularity is evident from the fact that 34 other nations desire to join the 10-member BRICS. Among its mechanisms, the annual meeting of the national security advisers plays a key role. The latest meeting in this series was held in St Petersburg, Russia, on September 11-12, 2024. National Security Adviser (NSA) Ajit Doval represented India at this meeting. His participation in the discussions as well as his meetings on the sidelines have been noticed widely. They deserve a careful assessment.

BRICS in progress

BRICS-10 has been carrying forward the task of BRICS-5 by attempting to strengthen the framework of its strategic partnership under the three pillars of cooperation – politics and security, economy and finance, cultural and people-to-people exchanges. In the June 10 meeting in Nizhny Novgorod, Russia, the foreign ministers of BRICS-10 reaffirmed their “commitment to the BRICS spirit, featuring mutual respect and understanding, equality, solidarity, openness, inclusiveness, and consensus.” The latest meeting of the NSAs continued this approach, focusing on deepening cooperation in the domain of national security.

Reports indicate that NSA Doval, in his formal intervention, touched on three significant themes. First, he spoke about modern security challenges, including ICT-related issues as well as terrorism, while emphasising the imperative need to tackle them through greater cooperation within the grouping. It is worth recalling that BRICS governments have been deeply concerned about the “exponential spread and proliferation of disinformation and misinformation,” as the joint statement of foreign ministers put it in June.

Second, Doval highlighted the need for strengthening multilateralism at a time when existing global mechanisms have demonstrated their inadequacy in tackling modern threats. Indeed, BRICS has been committed to promoting a more agile, effective, and efficient multilateral system. Its vision is gaining popularity as more nations press for their inclusion into the grouping.

Third, the Indian NSA pointed to the strengths of BRICS that remain crucial. He stated: “The BRICS spirit of mutual respect and understanding solidarity, equality, openness, inclusiveness, and consensus remains our guiding light” to address major challenges.

On September 12, NSAs were received by Russian President Vladimir Putin, except for the NSA of Saudi Arabia. (Ambivalence still prevails over Saudi participation in BRICS deliberations.) The Russian president expressed his satisfaction over the NSAs’ lively and productive discussions “on the most relevant aspects of the global situation and global and regional stability concerns.” He termed the NSAs’ meeting “a crucial step” in preparing for the summit and BRICS Plus/Outreach that are scheduled to take place in Kazan, Russia, on October 22-24. Putin indicated that “the swift and seamless integration” of the new member countries into all BRICS mechanisms and devising the framework for a new category of “partner states” figure among the Russian presidency’s priorities. “We will also consider several potential candidates for this status,” he added.

On the sidelines

What happened outside the formal programme of NSAs’ meeting was of considerable significance. Doval was given an opportunity to pay an exclusive bilateral call on President Putin. Its significance was projected through a short video covering the first few minutes of this meeting that underlined the special relationship between India and Russia. The Indian official briefed the Russian leader, on the direction of Prime Minister Narendra Modi, about the latter’s recent discussions with the President of Ukraine in Kyiv. This was a further amplification of India’s continuing helpful role in creating the basis for a peaceful dialogue about the Ukraine conflict. It also reflected India’s strong desire to keep stressing to both parties that a solution needs to be found through dialogue and diplomacy, and not by continuing the war. Some commentators speculated that the NSA carried ‘India’s peace plan’ to Moscow.

It was, however, another matter that, as armed hostilities continued, Ukraine was reportedly seeking NATO approval to strike targets deep into Russia through long-range Western weapons. This produced a sharp warning from President Putin. He indicated that Russia would be “at war” with the US and its allies if they lifted restrictions on Ukraine in this regard. As a result, Russia would take “appropriate measures,” he said. Clearly, the issues of war and peace in Ukraine are in evolution. Indian diplomacy is not only monitoring the relevant developments closely but is also engaged in moulding them to the extent it can.

Another important meeting Doval had was with Wang Yi, a member of the Communist Party of China (CPC) political bureau and director of the office of the Central Foreign Affairs Commission, on September 12. Following a review of recent developments relating to “the remaining issues” concerning the Line of Actual Control (LAC), they agreed to “redouble their efforts” to secure complete disengagement in the remaining areas. This came just as External Affairs Minister S Jaishankar stated, while on a visit to Germany, that 75 per cent of the “disengagement problems” with China have been sorted out, but he added that the “bigger issue” has been the increasing militarisation of the border. The next day, a Chinese foreign ministry spokesperson stated at the media briefing that the two militaries realised disengagement in four areas, including the Galwan Valley, and added that the situation along the border was stable.

Immediate prospects

With PM Modi set to travel to Moscow again to participate in the BRICS summit in October and the likelihood of his meetings with President Putin and President Xi Jinping, the chances of further consolidation and strengthening of this grouping have improved.

Moreover, depending on what transpires behind the scenes in the next five weeks, there appears a serious possibility of a breakthrough in the India-China negotiations on the border issues as well. Watch this space.

While initially, no reaction came from the Indian government to Garcetti's statement, the phone call to Sullivan is being regarded as a response by the experts. Throughout the Russia-Ukraine war, India has refrained from joining the Western bloc which is predominantly anti-Putin in its stance. Instead, New Delhi has preferred to keep ties intact with Moscow, its traditional ally, while batting for a peaceful resolution to the war. (With inputs from agencies)
