Pakistan has always tried to reach out to India for peace, Pakistan’s former high commissioner to India Abdul Basit told WION in an exclusive conversation on Thursday, adding that it is high time that New Delhi reciprocates the gesture.

Basit spoke to WION in response to a report that Pakistan is unveiling its new National Security Policy, one of the agendas of which is to end hostility with India “for the next 100 years” and restore commercial ties.

“Pakistan has always tried to reach out to India. Let’s hope that in response to this new policy, India also understands and reaches out to Pakistan,” Basit, who was speaking after a long interval to an Indian-based channel, said.

He said that both countries need to trust each other again, adding that the desired peace won’t come to fruition until core problems are resolved.

And for that, Basit added, India and Pakistan must resolve the Kashmir issue “once and for all”.

“Mutual trust can't be built unless the fundamentals are attended,” Basit emphasised. “We have tried [in the past], it hasn’t [happened].”

“This has been the case with India and Pakistan for so many years,” Basit said, asserting, “In my view, the geo-strategic and geo-economic issues have&nbsp;to go hand-in-hand.”

He also spoke about Pakistan’s chequered history of no elected prime minister having ever completed their five-year term.

When asked if the issue of political stability can be taken care of in the new security policy, Basit said, “Civil-military relationship is improving. Since 2008, the party in power have been able to complete their terms.”

“The culture of ‘yes prime minister’ has changed,” he said, adding, “It does take time. It’s a gradual process.”

When asked if the Imran Khan-led government would be able to take the opposition on board since they weren’t consulted while formulating the new policy, Basit responded, “Let's hope that they are able to discuss in parliament and it is incorporated. The opposition has to be taken on board as without them, it's not going to work.”

Outgoing Pakistan High Commissioner to India Abdul Basit on Saturday said that the Pakistan military court would take a decision regarding alleged Indian spy Kulbhushan Jadhav, who has filed a mercy petition against his death sentence in the court.

&quot;Kulbhushan Jadhav is convicted. There is a mercy petition filed and the Army court will take a decision,&quot; Basit, who had earlier maintained silence over the issue, told ANI.

The Pakistan government had earlier accepted the request of Abdul Basit to resign from the foreign service after he was passed over for the post of foreign secretary earlier this year.

Basit was to retire in April 2018, but he opted for an early retirement and sent his resignation letter to former Pakistan prime minister Nawaz Sharif.

The India-Pakistan relations have been strained ever since a death sentence was awarded to former Indian Naval officer Jadhav. India even moved the International Court of Justice (ICJ) to seek justice for Jadhav that stayed the death sentence till its final decision.

When asked about the future of the downhill relations, the outgoing envoy said, &quot;Never give up. Keep trying; things will get better.&quot;

Jadhav was sentenced to death on April 10 this year after being accused of espionage and working for&nbsp;India&#39;s external intelligence agency, Research and Analysis Wing (R&amp;AW). He was arrested from Balochistan on March 3 last year.

Meanwhile, Sohail Mahmood, currently Pakistan&#39;s envoy to Turkey, has been named the next High Commissioner to India.

It is likely that the announcement pertaining to the appointment of Basit would be made next week, the report said. 
 
Fifty eight-year-old Basit is the senior most among the contenders for the top post.

Pakistan on Monday said it was willing to take action against terrorist forces operating out of the country provided it was given concrete evidence.

While speaking to the press in New Delhi, Pakistan&#39;s High Commissioner to India, Abdul Basit, criticised India for trying to isolate it globally on the issue of terrorism and said sustained diplomacy could improve relations between the two countries, news agency PTI reported.&nbsp;

Basit said his country was being unnecessarily being blamed for the Uri terror attacks and called for an international probe before drawing a premature conclusion. He instead maintained that his country had &quot;zero tolerance&quot; for terrorism and did not need &quot;misplaced jingoism and hypernationalism&quot; to pursue its foreign policy objectives.

&nbsp;

He reiterated Pakistan&#39;s old stand that the &quot;root cause&quot; for all problems between India and Pakistan was the issue of Jammu and Kashmir which &quot;has made us mutually antagonistic. Let its just resolution unite us in peace and prosperity.&quot;

&quot;How on earth is it possible to isolate a country on terrorism when that country itself is the worst victim of terrorism,&quot; Basit said at the Institute of Peace and Conflict Studies.

Asked about the deterioration of &nbsp;Indo-Pak relations after the killing of Hizbul Mujahideen chief Burhan Wani, Basit said &quot;We have seen time and again as to how the development in Jammu and Kashmir has affected the Indo-Pak relations. To claim that the hundreds and thousands who attended Burhan Wani&#39;s funeral were instigated by Pakistan is wrong. We need to move from symbolism to substance and from conflict management to conflict resolution. If would serve better purpose if we tone down the rhetoric and build new bridges of trust.&quot; &nbsp;Nawaz Sharif had slammed India for Burhan Wani&#39;s death at the 71st United Nations General Assembly in New York in September.

The Pakistan&#39;s high commissioner&#39;s statement comes amid increasing international pressure to take action against terrorist groups in its country. US state department deputy spokesperson Mark Toner had said last week that his country was pushing Islamabad to take action against terrorist groups and pushing for more dialogue between India and Pakistan.

Casting doubts on Islamabad&#39;s intention to fight terrorism, India&#39;s interior minister Rajnath Singh said last week that if Pakistan was serious about fighting terror, then India was ready to help them eradicate it.

"As far as Pakistan is concerned there is zero tolerance for terrorism. When Uri attack was underway, Pakistan was being blamed, when we were not knowing as to what was happening. We didn't know what was happening on ground, and we were referred to as a terrorist state," Pakistan's High Commissioner to India said. Asked about the deterioration of Indo-Pak relations after the killing of Hizbul Mujahideen chief Burhan Wani, Basit said "We have seen time and again as to how the development in Jammu and Kashmir has affected the Indo-Pak relations. To claim that the hundreds and thousands who attended Burhan Wani's funeral were instigated by Pakistan is wrong. We need to move from symbolism to substance and from conflict management to conflict resolution. If would serve better purpose if we tone down the rhetoric and build new bridges of trust." Nawaz Sharif had slammed India for Burhan Wani's death at the 71st United Nations General Assembly in New York in September. The Pakistan's high commissioner's statement comes amid increasing international pressure to take action against terrorist groups in its country. US state department deputy spokesperson Mark Toner had said last week that his country was pushing Islamabad to take action against terrorist groups and pushing for more dialogue between India and Pakistan. Casting doubts on Islamabad's intention to fight terrorism, India's interior minister Rajnath Singh said last week that if Pakistan was serious about fighting terror, then India was ready to help them eradicate it. "Pakistan has forgotten the difference between terrorists and freedom fighters. Terrorism in India is mostly sponsored from across the border...If Pakistan is serious about fighting terror then we are ready to help them eradicate terror, but their intention is not that," Singh said, referring clearly to the September 18 Uri terror attack.
