CM Kejriwal had used the iconic blue Wagon R to showcase his party&#39;s commitment to fighting VIP culture in Delhi.&nbsp;

He used the car extensively for campaigning during the 2014&nbsp;election.&nbsp;

Kejriwal continued to use the&nbsp;car even after he assumed office in 2015 to highlight Aam Aadmi&#39;s &#39;commoner&#39; approach.&nbsp;

The car was the centre of attraction during his fight against the Delhi Police in 2014 when he used it to camp and sleep in it.&nbsp;

At a day-long session of the Delhi Assembly, Kejriwal launched a broadside against the LG, BJP and the bureaucracy, alleging a nexus between them, which prompted a walk-out by the opposition.

&quot;Hum Delhi ke maalik hai (we are Delhi&#39;s masters), not the bureaucracy&quot; he asserted at one point, which was greeted with loud cheers and table thumping by the Aam Aadmi Party MLAs.

He was taking part in a discussion on a Bill introduced in the Assembly to regularise the employment of around 15,000 guest teachers (working on contractual basis) in Delhi government-run schools. The Bill was later passed by the House through a voice vote.

Registering his objection, Baijal had said that matters relating to &#39;services&#39; fall beyond the legislative competence of the Legislative Assembly of the National Capital Territory of Delhi and that the proposed legislation was not in accordance with the Constitutional scheme.

Kejriwal alleged that the files relating to the regularisation of the teachers were never shown to Deputy Chief Minister Manish Sisodia, who also holds the education portfolio, by the officials in the direction of the LG.

&quot;What state secrets do these files contain that they cannot be shown to us? I want to tell the LG that I am an elected CM of Delhi and not a terrorist. He (Sisodia) is an elected education minister, not a terrorist,&quot; Kejriwal said, drawing references from a dialogue of the 2010 Shah Rukh Khan starrer &#39;My Name is Khan&#39;.

The AAP chief&#39;s combative speech, something he is known for, comes after a long gap when he remained unusually quiet, even on social media, refraining from attacking the opposition or Prime Minister Narendra Modi.

Kejriwal also took exception to Baijal&#39;s objection that the government did not consult the Law Department before introducing the Bill.

&quot;People did not elect the law secretary, they elected us. The country is run on democracy, not bureaucracy. We are Delhi&#39;s masters. They (bureaucrats) will follow our orders,&quot; he said.

Since storming to power in 2015, the AAP and the bureaucracy have shared an uneasy relationship with frequent run-ins over matters of jurisdiction, mainly due to the capital&#39;s administrative structure where the LG enjoys primacy over the elected CM.

Sisodia affirmed that the Bill was introduced after due legal consultations and wondered why the LG was objecting to it when he had cleared the government&#39;s proposal to regularise the services of around 150 Kashmiri migrant teachers employed in the city&#39;s schools on a contractual basis since 1994.

&quot;We do not agree with the LG&#39;s assertion that the matter comes under services. It is a matter of education and his stand amounts to insulting the Constitution, the teachers and the entire education system. Education does not just mean constructing schools. Recruitments and appointments of teachers cannot be treated separately,&quot; he said.

During the debate, Leader of Opposition Vijender Gupta said the AAP government&#39;s real intention was not regularisation, but politicisation of the issue, for which it &quot;has not actually followed the laid down procedures governing a Bill.&quot;

&quot;The foundation of the Bill is flawed. One has to go by the rule of law, not rhetoric,&quot; Gupta said, when &quot;invited&quot; by Kejriwal to sort out the issues and bring amendments by sitting across the table &quot;in my chamber&quot;.

Haasan, in turn, is expected to join politics any day now.&nbsp;

The Indian Express quoted a source close to Kejriwal as saying, &ldquo;Arvind Kejriwal will be travelling to Chennai Thursday to meet Kamal Haasan. While the exact agenda of the meeting can&rsquo;t be revealed, it will be political in nature.&rdquo;&nbsp;

Kejriwal is expected to land in Chennai at 11.30 am.&nbsp;

Haasan is expected to launch his political party by the end of the month with an eye on local body elections expected in November.&nbsp;

The Express quoted an AAP source as saying: &ldquo;Haasan has made it very clear that his stance is against the communal forces operating within the country. Delhiites can avail 52 life-saving surgical services from private hospitals if government hospitals don&#39;t provide a date within one month of diagnosis, Delhi Chief Minister Arvind Kejriwal said on Saturday.&nbsp;

&quot;Health services are so expensive today that if anyone suffers from a serious ailment, the biggest worry for the family is not the health of the patient, but where the money would come from,&quot; Arvind Kejriwal said. 
 
&quot;But now there is no need to worry as the Delhi government would ensure that the patient gets the&nbsp;best treatment free of cost,&quot; the Aam Aadmi Party leader&nbsp;added.

The government has tied-up&nbsp;with 48 private hospitals collectively in Delhi, Gurugram, Noida and Faridabad. If any of the 24 Delhi Government hospitals refer a patient to a private hospital, they can avail treatment there and the fee will be paid by the government. No upper limit has been set for these treatments.

The 52 surgeries that the government has shortlisted include bypass, kidney, prostate, and thyroid. The proof of income&nbsp;is not required while residential proof is, as evidence of being a resident of Delhi.

A patient can also choose a&nbsp;private hospital if and when the need arises.&nbsp;

The government has allotted one-fourth of its budget to education and 14-18 per cent to the health sector.&nbsp;

&quot;Within a month we will launch a scheme to provide free treatment at private hospitals to victims of road accidents, acid attacks and people who suffer burn injuries,&quot; said health minister Satyendra Jain.

The accident scheme will be open to all, not just people from Delhi. The only condition will be that the accident should have taken place in Delhi.

This announcement comes as the third &quot;one-of-its-kind&quot; initiative taken by the Delhi Government under the health scheme that aims at improving health-related facilities. The other two were the provision of free medicines in all Government hospitals and free medical tests provided at private diagnostic centres.

Kapil Mishra alleges AAP received money through 'hawala network'

Even as India&#39;s Election Commission Tuesday dismissed the claims made by the&nbsp;Aam Aadmi Party (AAP) about the rigging of Electronic Voting Machines in elections,&nbsp;Delhi chief minister Arvind Kejriwal dared the poll body to provide EVM machines to the AAP.

The AAP chief claimed an EVM could be &quot;tampered with&quot; in &quot;90 seconds&quot;.

&quot;The ECI can give us its machines, we will show how to hack it in 90 seconds by merely changing its motherboard,&quot; Kejriwal told reporters outside the Assembly.

Sources in the Election Commission said the machine used by the AAP in the Delhi Assembly today to demonstrate rigging was the prototype Electronic Voting Machine (EVM) and not on Election Commission of India Electronic Voting Machine (EVM).&nbsp;

Deputy Chief Minister Manish Sisodia said the AAP will participate in the &#39;EVM Hackathon&#39; to be oraganised by the poll panel later this month and will prove how an EVM can be tampered with.

Sisodia also challenged the Election Commission to allow at least three AAP workers in place of those who service EVMs at store rooms and said they will &quot;completely hack&quot; all machines.

At the special Delhi Assembly session convened by chief minister Arvind Kejriwal,&nbsp;AAP MLA Saurabh Bhardwaj&nbsp;gave a live demo on how EVMs can be rigged.

Ahead of the special day-long session, Kejriwal had said he will disclose the truth about a big conspiracy going on in the country.

Saurabh Bhardwaj&nbsp;started by explaining how different parts of an EVM work and then conducted a mock poll on a voting machine he had carried to the assembly.&nbsp;

He also clarified that the test is being conducted on a machine &quot;similar&quot; to an EVM and not an original EVM.

He said parties use a secret code to sway votes.&nbsp;

Bhardwaj said every constituency has a different secret code which is entered into the EVM around 10 am. All the votes cast after this will go to the selected candidate.

He demonstrated how, despite giving two votes each to various parties, the final count showed that the votes of some parties had been transferred to one party. 
 
&quot;All it takes to rig an EVM is to change the motherboard. All it takes is 90 seconds. It&#39;s outrageous,&quot; Bhardwaj said.

&quot;I read the Election Commission&#39;s site. I read many answers given by them. And we all saw on TV that how in Bhind, in front of journalists, DM, and candidates, any button which was pressed was showing only BJP&#39;s ticket. Thankfully the VVPAT was connected with it.&quot;

Bahujan Samaj Party chief Mayawati had also claimed EVM tampering was the reason for the BJP&#39;s resounding victory in the recently held Uttar Pradesh assembly elections.&nbsp;

The Election Commission has said that EVMs are tamper-proof. The poll body has called a meeting of all parties on Friday at its Delhi headquarters to address various parties&#39; complaints about voting machines.

Sacked Delhi water minister Kapil Mishra spoke against his party on the EVM tampering issue, accusing Kejriwal of adopting this tactic to shift the people&#39;s attention from the corruption charges levelled against him. Leader of Opposition Vijender Gupta, who was marshalled out of the Delhi Assembly today, said, &quot;Why is he demonstrating inside the building. He should have done in the public domain. He is just finding excuses to shift focus away from corruption charges. He should have demonstrated this in front of the election commission.&quot;

Vijender Gupta was expelled from the Assembly after he moved an adjournment motion on the AAP corruption issue which was disallowed by the Speaker.

On Sunday, Kapil Mishra had alleged that Kejriwal took two crore rupees from health minister Satyendra Jain against whom the CBI is probing a case of money laundering.&nbsp; 
 
The Central Bureau of Investigation (CBI) said today that Mishra has given three complaints relating to bribery and irregularities against functionaries of the Delhi government.

AAP leader Sanjay Singh held a press conference on Monday refuting those allegations against Kejriwal.

The foreign visits of Delhi&#39;s ruling Aam Aadmi Party&#39;s (AAP)&nbsp;ministers and bureaucrats are now under the glare of the Comptroller and Auditor General&#39;s (CAG) office, which has started an audit of the expenditure on these trips.

The central auditing body has sent a missive to the Delhi finance, general administrative and urban development departments, seeking details of the foreign trips of babus and ministers. The auditing body also asked the &quot;purpose of the visit&quot; and &quot;cost to the government exchequer&quot;. It has also sought explanations on how the trip was fruitful in terms of the &quot;development&quot; and &quot;governance&quot; in the city.

Sources in the Delhi secretariat told DNA: &quot;The letter was marked to the principal secretary and secretaries of these departments.&quot; The auditing body has sought information regarding the Lieutenant Governor&#39;s approval regarding the foreign trips made by bureaucrats and ministers.

In the last 18 months, AAP ministers have made 10 foreign trips, with deputy chief minister Manish Sisodia alone making six foreign trips &mdash; one in every three months. Sisodia has incurred an expenditure of over Rs 30.73 lakh ($3.07 million) for three foreign trips.

Sources said that Sisodia had travelled to Athens, Finland and Sao Paulo. The Delhi deputy chief minister went to Sao Paulo from August 11 to August 15 in 2015, to attend a one-day conference, but spent two days in Rio de Janeiro before the conference and had taken a two-day break after the conference to visit the Igiazu falls and Argentina.

Sources said the issue of foreign trips came under public scrutiny last year after when the first dengue death was reported in the capital. That time, Sisodia was out of the country. He was in Finland from September 11 to September 17 in 2016, when Delhi witnessed the worst crisis of dengue and chikungunya cases.

Sisodia also went to Berlin to attend the German Habitat Forum, but extended his trip to visit Amsterdam and Paris as well.

Similarly, health minister Satyendra Jain made the maximum trips in a year &ndash; three -- incurring an expenditure of Rs 18 lakh ($1.8 million). Jain also accompanied Chief Minister Arvind Kejriwal to Rome for two days for the canonization of Mother Teresa from September 3 to September 5, 2016, at a cost of Rs 13.5 lakh ($1.35 million).

In October 2015, a 10-member delegation of AAP, including ministers Gopal Rai and Jain, visited Sweden. The vice-chairman of Delhi Dialogue Commission, Ashish Khetan, also went to Manchester in United Kingdom in March, 2016, with Jain.

Earlier, former Lieutenant-Governor Najeeb Jung had directed the state government&#39;s General Administration Department to furnish details about foreign visits by ministers, their personal staff and other officials to carry out an inquiry.

The inquiry was conducted after Jung called back Sisodia from Finland. In fact, most of the Delhi cabinet was out of town at a time when the capital was reeling from dengue and chikungunya.

The Delhi High Court today quashed the appointment of 21 members of the capital&#39;s ruling Aam Aadmi Party (AAP) as parliament secretaries. A bench of Chief Justice G Rohini and justice Sangita Dhingra Sehgal passed the court order today cancelling the appointment. 
 
The Delhi government&#39;s counsel conceded that the Delhi Members of Legislative Assembly (Removal of Disqualification Amendment) Bill - 2015, was passed without the approval of the lieutenant governor. An August 4 verdict by the high court had declared that the lieutenant governor was the administrative head of the national capital region.

The court, on 13 July, had deferred the hearing of a public interest litigation (PIL) filed by Rashtriya Mukti Morcha, a non-governmental organisation. The PIL filed in May 2015, challenged Kejriwal&#39;s decision saying it was &#39;unconstitutional, illegal and without jurisdiction&#39;. There were arguments that the legislators would use government transport and use office space. 
 
In June, President Mukherjee had refused to sign a bill that allowed the AAP MLA&#39;s to hold a second office of profit. AAP had defended their decision saying that the new positions did not amount to creating an office of profit. The Delhi government had tried to amend the Delhi Members of Legislative Assembly (Removal of the Disqualification) Act, 1997, to save the appointments from being disqualified for holding two offices of profit simultaneously.

Speaking to the media, Jain said the Aam Aadmi Party (AAP) Government is positively considering the GST bill as it will increase the state&#39;s earning. It would be pertinent to mention that GST bill is being viewed as the &#39;biggest tax reform&#39;.&nbsp;
