Badly bruised by dissident attacks, the beleaguered Aam Aadmi Party is offering an olive branch to party rebels to mend relations and strengthen its position in the national capital.

The party has reached out to rebel MLAs Pankaj Puskhar and Devinder Sehrawat, a senior AAP leader said on the condition of anonymity.

&quot;Yes, there is a positive development,&quot; Sehrawat said, confirming that there was a thaw in the hostility between the Bijwasan MLA and the party leadership. He, however, did not elaborate on the moves.

Sources close to Pushkar, who represents Timarpur, said his equation with AAP had improved and he had started attending the party and government events in his constituency.

&quot;We are basically fighting the same force, the BJP. So it makes more sense to cooperate,&quot; Pushkar told.

Informal talks are being held with several dissidents, who are being persuaded not to take up positions against the party, the senior AAP leader said.

Talks were on with sacked ministers Sandeep Kumar and Asim Ahmed Khan who, AAP sources said, had turned &quot;neutral&quot; in comparison to their earlier hostile stands on party matters.

The sources said the efforts were bearing fruit, with Sehrawat and Pushkar backing motions mooted by the government.

In a special session of the Delhi Legislative Assembly in October, Pushkar came out in support of safeguarding the house panels of the Assembly when the Lt Governor sought to withdraw the powers of department-related standing committees.

Sehrawat, an ex-colonel, had been at odds with the leadership ever since it removed founder-members Yogendra Yadav and Prashant Bhushan from top party committees.

Known to be close to Yadav and Bhushan, Sehrawat was suspended last year when he accused some party leaders of &quot;exploiting women&quot; in Punjab, a charge put down by the party.

Khan was sacked by Kejriwal as the Environment Minister in October 2015 over bribery charges while Kumar was suspended after the surfacing of an alleged sex tape.

It was after a series of defeats in March and April that efforts at mending relations began, the sources said.

AAP was battered in the Punjab and Goa assembly polls, and later in the Rajouri Garden by-poll and MCD election.

After the electoral defeats, the party has been taking several steps to regain lost strength on the home turf. Among other moves, Delhi unit convener Dilip Pandey, who was at the helm of affairs during the elections, was replaced by Labour Minister Gopal Rai.

AAP also strengthened its frontal outfits such as its women&#39;s wing.

There was trouble brewing on another front, too. Sacked Delhi minister Kapil Mishra launched an all-out assault against Chief Minister Arvind Kejriwal with bribery charges, which though denied by the party, severely dented its image.

There were even whispers in the party that Mishra and his associates could engineer a coup&nbsp;against the leadership.

To top it, Office of Profit proceedings were on against 20 out of the 66 AAP MLAs.

It was against this backdrop that the party decided it had to build bridges with those who were turning away from it. Informally, leaders started holding talks with the rebels.

In such a scenario, every MLA counts,&nbsp;a source said.

Sources close to Sehrawat said a senior party leader approached him when Mishra&#39;s attack on the AAP was at its peak, requesting him not to say anything that would further harm the outfit.
But the party top brass was unlikely to extend an olive branch to Mishra.

Kejriwal&#39;s former protege, who went on a hunger strike against the party leadership in May, had crossed the line, another AAP leader said.

&quot;He made personal attacks against Chief Minister Kejriwal and even his family members. The attacks were below the belt and unacceptable,&quot; the leader said.

It&#39;s&nbsp;clear that Kejriwal is corrupt... Either he should resign, or I will drag him by his collar to Tihar jail,&nbsp;Mishra told reporters after he called off his hunger strike.

The rapprochement exercise only seems to be confined to Delhi. The party is yet to reach out to its two rebel MPs in Punjab---Dharamvira Gandhi and H S Khalsa.

Gandhi, one of the two suspended MPs from Punjab, termed the reconciliation effort a &quot;trick&quot;, and said he had not been approached by the party in the last two and half years.&nbsp;

Watch: Delhi CM Arvind Kejriwal's Wagon R stolen

&quot;I am an elected chief minister, not a terrorist,&quot; Arvind Kejriwal said today while dramatically hitting out at Lt Governor Anil Baijal for &quot;opposing&quot; a Bill to regularise guest teachers in Delhi.

At a day-long session of the Delhi Assembly, Kejriwal launched a broadside against the LG, BJP and the bureaucracy, alleging a nexus between them, which prompted a walk-out by the opposition.

&quot;Hum Delhi ke maalik hai (we are Delhi&#39;s masters), not the bureaucracy&quot; he asserted at one point, which was greeted with loud cheers and table thumping by the Aam Aadmi Party MLAs.

He was taking part in a discussion on a Bill introduced in the Assembly to regularise the employment of around 15,000 guest teachers (working on contractual basis) in Delhi government-run schools. The Bill was later passed by the House through a voice vote.

Registering his objection, Baijal had said that matters relating to &#39;services&#39; fall beyond the legislative competence of the Legislative Assembly of the National Capital Territory of Delhi and that the proposed legislation was not in accordance with the Constitutional scheme.

Kejriwal alleged that the files relating to the regularisation of the teachers were never shown to Deputy Chief Minister Manish Sisodia, who also holds the education portfolio, by the officials in the direction of the LG.

&quot;What state secrets do these files contain that they cannot be shown to us? I want to tell the LG that I am an elected CM of Delhi and not a terrorist. He (Sisodia) is an elected education minister, not a terrorist,&quot; Kejriwal said, drawing references from a dialogue of the 2010 Shah Rukh Khan starrer &#39;My Name is Khan&#39;.

The AAP chief&#39;s combative speech, something he is known for, comes after a long gap when he remained unusually quiet, even on social media, refraining from attacking the opposition or Prime Minister Narendra Modi.

Kejriwal also took exception to Baijal&#39;s objection that the government did not consult the Law Department before introducing the Bill.

&quot;People did not elect the law secretary, they elected us. The country is run on democracy, not bureaucracy. We are Delhi&#39;s masters. They (bureaucrats) will follow our orders,&quot; he said.

Since storming to power in 2015, the AAP and the bureaucracy have shared an uneasy relationship with frequent run-ins over matters of jurisdiction, mainly due to the capital&#39;s administrative structure where the LG enjoys primacy over the elected CM.

Sisodia affirmed that the Bill was introduced after due legal consultations and wondered why the LG was objecting to it when he had cleared the government&#39;s proposal to regularise the services of around 150 Kashmiri migrant teachers employed in the city&#39;s schools on a contractual basis since 1994.

&quot;We do not agree with the LG&#39;s assertion that the matter comes under services. It is a matter of education and his stand amounts to insulting the Constitution, the teachers and the entire education system. Education does not just mean constructing schools. Recruitments and appointments of teachers cannot be treated separately,&quot; he said.

During the debate, Leader of Opposition Vijender Gupta said the AAP government&#39;s real intention was not regularisation, but politicisation of the issue, for which it &quot;has not actually followed the laid down procedures governing a Bill.&quot;

&quot;The foundation of the Bill is flawed. One has to go by the rule of law, not rhetoric,&quot; Gupta said, when &quot;invited&quot; by Kejriwal to sort out the issues and bring amendments by sitting across the table &quot;in my chamber&quot;.
Reacting to Gupta&#39;s objection, Kejriwal said that through his offer of an instant dialogue, he wanted to expose the &quot;hollowness&quot; of the opposition.&quot;If you have the guts, then confront us openly. Do not take cover behind officials and fire at us,&quot; Kejriwal said.

Gupta hit back saying Kejriwal may be a good politician, but not a &quot;capable administrator&quot;. A few guest teachers were present at the visitors&#39; gallery of the House during the debate.

Alliance? Arvind Kejriwal to meet Kamal Haasan today

Delhiites can avail 52 life-saving surgical services from private hospitals if government hospitals don&#39;t provide a date within one month of diagnosis, Delhi Chief Minister Arvind Kejriwal said on Saturday.&nbsp;

&quot;Health services are so expensive today that if anyone suffers from a serious ailment, the biggest worry for the family is not the health of the patient, but where the money would come from,&quot; Arvind Kejriwal said.

&quot;But now there is no need to worry as the Delhi government would ensure that the patient gets the&nbsp;best treatment free of cost,&quot; the Aam Aadmi Party leader&nbsp;added.

The government has tied-up&nbsp;with 48 private hospitals collectively in Delhi, Gurugram, Noida and Faridabad. If any of the 24 Delhi Government hospitals refer a patient to a private hospital, they can avail treatment there and the fee will be paid by the government. No upper limit has been set for these treatments.

The 52 surgeries that the government has shortlisted include bypass, kidney, prostate, and thyroid. The proof of income&nbsp;is not required while residential proof is, as evidence of being a resident of Delhi.

A patient can also choose a&nbsp;private hospital if and when the need arises.&nbsp;

The government has allotted one-fourth of its budget to education and 14-18 per cent to the health sector.&nbsp;

&quot;Within a month we will launch a scheme to provide free treatment at private hospitals to victims of road accidents, acid attacks and people who suffer burn injuries,&quot; said health minister Satyendra Jain.

The accident scheme will be open to all, not just people from Delhi. The only condition will be that the accident should have taken place in Delhi.

This announcement comes as the third &quot;one-of-its-kind&quot; initiative taken by the Delhi Government under the health scheme that aims at improving health-related facilities. The other two were the provision of free medicines in all Government hospitals and free medical tests provided at private diagnostic centres.

Private hospitals an option if govt hospitals too busy: Delhi chief minister

Sacked Aam Aadmi Party (AAP) minister Kapil Mishra, whose vociferous campaign against the Delhi chief minister continues in full steam, entered its third round today as he levelled a new set of charges against Arvind Kejriwal.

Mishra dropped another bomb&nbsp;on friend-turned-foe Kejriwal claiming that the party received money through &#39;hawala network&#39;.

Mishra showed a powerpoint presentation in a press conference as &#39;evidence&#39;&nbsp;to back his claim that the party received funds from shell companies.

&quot;Arvind Kejriwal is keeping quiet despite me providing clinching evidence of his corrupt practices. I have also presented evidence on the Hawala case last Sunday. It&nbsp;(has) been one week, but no one from the AAP has come up with any clarification. It is evident from this presentation how AAP forged letterheads to shell companies. Even the letter heads were fake,&quot; he said.

Mishra also challenged Kejriwal to inform the Income Tax Department that the donation amount received by AAP was from Mukesh Kumar.

&quot;I will prove two things. Aam Aadmi Party gets fund from Hawala operators...They are avoiding my questions. The video which was tweeted by Kejriwal on Twitter on Thursday was fake. The Letterhead of companies, who gave donation to Aam Aadmi Party are forged. I challenge Arvind Kejriwal to tell Income Tax Department that the donation was received from Mukesh Kumar. Mukesh Kumar&#39;s company is a bank defaulter. How can he donate Rs 2 crore to Aam Aadmi Party?&quot; he added.

Rubbishing the claims made by Mukesh Kumar of having donated Rs&nbsp;2 crore to AAP, Mishra said it was all plotted by Kejriwal to conceal the identity of Hem Prakash Sharma, who is director in several companies.

&quot;Mukesh Kumar`s company is also VAT defaulter. Instead of paying VAT to Delhi government, the company donated money to the party. Delhi government had issued notice to SKN associates, which later donated money to Aam Aadmi Party,&quot; he added.

&quot;Why doesn`t the Chief Minister give an answer? Kejriwal will have to leave the country the day party leaders` foreign trips come to light,&quot; he continued in a strained vein.

Meanwhile, Delhi health minister Satyendra Jain has filed a defamation case against Mishra and MLA Manjinder Sirsa.Mishra accused Kejriwal of corruption, claiming that he witnessed Jain handing over Rs 2 crore to the Chief Minister.

On Thursday, an east Delhi resident had claimed that he owned the four companies that had donated Rs 50 lakh each to the party in April 2014.&nbsp;

Kapil Mishra alleges AAP received money through 'hawala network'

Even as India&#39;s Election Commission Tuesday dismissed the claims made by the&nbsp;Aam Aadmi Party (AAP) about the rigging of Electronic Voting Machines in elections,&nbsp;Delhi chief minister Arvind Kejriwal dared the poll body to provide EVM machines to the AAP.

The AAP chief claimed an EVM could be &quot;tampered with&quot; in &quot;90 seconds&quot;.

&quot;The ECI can give us its machines, we will show how to hack it in 90 seconds by merely changing its motherboard,&quot; Kejriwal told reporters outside the Assembly.

Sources in the Election Commission said the machine used by the AAP in the Delhi Assembly today to demonstrate rigging was the prototype Electronic Voting Machine (EVM) and not on Election Commission of India Electronic Voting Machine (EVM).&nbsp;

Deputy Chief Minister Manish Sisodia said the AAP will participate in the &#39;EVM Hackathon&#39; to be oraganised by the poll panel later this month and will prove how an EVM can be tampered with.

Sisodia also challenged the Election Commission to allow at least three AAP workers in place of those who service EVMs at store rooms and said they will &quot;completely hack&quot; all machines.

At the special Delhi Assembly session convened by chief minister Arvind Kejriwal,&nbsp;AAP MLA Saurabh Bhardwaj&nbsp;gave a live demo on how EVMs can be rigged.

Ahead of the special day-long session, Kejriwal had said he will disclose the truth about a big conspiracy going on in the country.

Saurabh Bhardwaj&nbsp;started by explaining how different parts of an EVM work and then conducted a mock poll on a voting machine he had carried to the assembly.&nbsp;

He also clarified that the test is being conducted on a machine &quot;similar&quot; to an EVM and not an original EVM.

He said parties use a secret code to sway votes.&nbsp;

Bhardwaj said every constituency has a different secret code which is entered into the EVM around 10 am. All the votes cast after this will go to the selected candidate.

He demonstrated how, despite giving two votes each to various parties, the final count showed that the votes of some parties had been transferred to one party.

&quot;All it takes to rig an EVM is to change the motherboard. All it takes is 90 seconds. It&#39;s outrageous,&quot; Bhardwaj said.

&quot;I read the Election Commission&#39;s site. I read many answers given by them. And we all saw on TV that how in Bhind, in front of journalists, DM, and candidates, any button which was pressed was showing only BJP&#39;s ticket. Thankfully the VVPAT was connected with it.&quot;

Bahujan Samaj Party chief Mayawati had also claimed EVM tampering was the reason for the BJP&#39;s resounding victory in the recently held Uttar Pradesh assembly elections.&nbsp;

The Election Commission has said that EVMs are tamper-proof. The poll body has called a meeting of all parties on Friday at its Delhi headquarters to address various parties&#39; complaints about voting machines.

Sacked Delhi water minister Kapil Mishra spoke against his party on the EVM tampering issue, accusing Kejriwal of adopting this tactic to shift the people&#39;s attention from the corruption charges levelled against him. (<a href="http://http://www.wionews.com/south-asia/sacked-aap-minister-kapil-mishra-takes-on-guru-kejriwal-says-will-file-fir-against-him-15375">Also Read:&nbsp;Sacked AAP minister Kapil Mishra takes on &#39;guru&#39; Kejriwal, says will file FIR against him</a>)

&quot;When MCD poll results were announced I had said that we did not lose because of EVM machines. This is just a tactic to shift people&#39;s focus,&quot; Mishra said.

At a session in the Delhi Assembly, the AAP demonstrated how EVMs can be manipulated

Even as India's Election Commission Tuesday dismissed the claims made by the Aam Aadmi Party (AAP) about the rigging of Electronic Voting Machines in elections, Delhi chief minister Arvind Kejriwal dared the poll body to provide EVM machines to the AAP. The AAP chief claimed an EVM could be "tampered with" in "90 seconds". "The ECI can give us its machines, we will show how to hack it in 90 seconds by merely changing its motherboard," Kejriwal told reporters outside the Assembly. Sources in the Election Commission said the machine used by the AAP in the Delhi Assembly today to demonstrate rigging was the prototype Electronic Voting Machine (EVM) and not on Election Commission of India Electronic Voting Machine (EVM). Deputy Chief Minister Manish Sisodia said the AAP will participate in the 'EVM Hackathon' to be oraganised by the poll panel later this month and will prove how an EVM can be tampered with. Sisodia also challenged the Election Commission to allow at least three AAP workers in place of those who service EVMs at store rooms and said they will "completely hack" all machines. At the special Delhi Assembly session convened by chief minister Arvind Kejriwal, AAP MLA Saurabh Bhardwaj gave a live demo on how EVMs can be rigged. Ahead of the special day-long session, Kejriwal had said he will disclose the truth about a big conspiracy going on in the country. Saurabh Bhardwaj started by explaining how different parts of an EVM work and then conducted a mock poll on a voting machine he had carried to the assembly. He also clarified that the test is being conducted on a machine "similar" to an EVM and not an original EVM. He said parties use a secret code to sway votes. Bhardwaj said every constituency has a different secret code which is entered into the EVM around 10 am. All the votes cast after this will go to the selected candidate. He demonstrated how, despite giving two votes each to various parties, the final count showed that the votes of some parties had been transferred to one party. "All it takes to rig an EVM is to change the motherboard. All it takes is 90 seconds. It's outrageous," Bhardwaj said. "I read the Election Commission's site. I read many answers given by them. And we all saw on TV that how in Bhind, in front of journalists, DM, and candidates, any button which was pressed was showing only BJP's ticket. Thankfully the VVPAT was connected with it." Bahujan Samaj Party chief Mayawati had also claimed EVM tampering was the reason for the BJP's resounding victory in the recently held Uttar Pradesh assembly elections. The Election Commission has said that EVMs are tamper-proof. The poll body has called a meeting of all parties on Friday at its Delhi headquarters to address various parties' complaints about voting machines. Sacked Delhi water minister Kapil Mishra spoke against his party on the EVM tampering issue, accusing Kejriwal of adopting this tactic to shift the people's attention from the corruption charges levelled against him. (Also Read: Sacked AAP minister Kapil Mishra takes on 'guru' Kejriwal, says will file FIR against him) "When MCD poll results were announced I had said that we did not lose because of EVM machines. This is just a tactic to shift people's focus," Mishra said. "First, tell me the reason we lost? Is it because of the EVMs or the water. Till now he doesn't know the reason. Just because he is unable to win elections, he is going against democracy and the whole electoral process," he added. EVM can be tampered within 90 seconds: Kejriwal's challenge to Election Commission

The foreign visits of Delhi&#39;s ruling Aam Aadmi Party&#39;s (AAP)&nbsp;ministers and bureaucrats are now under the glare of the Comptroller and Auditor General&#39;s (CAG) office, which has started an audit of the expenditure on these trips.

The central auditing body has sent a missive to the Delhi finance, general administrative and urban development departments, seeking details of the foreign trips of babus and ministers. The auditing body also asked the &quot;purpose of the visit&quot; and &quot;cost to the government exchequer&quot;. It has also sought explanations on how the trip was fruitful in terms of the &quot;development&quot; and &quot;governance&quot; in the city.

Sources in the Delhi secretariat told DNA: &quot;The letter was marked to the principal secretary and secretaries of these departments.&quot; The auditing body has sought information regarding the Lieutenant Governor&#39;s approval regarding the foreign trips made by bureaucrats and ministers.

In the last 18 months, AAP ministers have made 10 foreign trips, with deputy chief minister Manish Sisodia alone making six foreign trips &mdash; one in every three months. Sisodia has incurred an expenditure of over Rs 30.73 lakh ($3.07 million) for three foreign trips.

Sources said that Sisodia had travelled to Athens, Finland and Sao Paulo. The Delhi deputy chief minister went to Sao Paulo from August 11 to August 15 in 2015, to attend a one-day conference, but spent two days in Rio de Janeiro before the conference and had taken a two-day break after the conference to visit the Igiazu falls and Argentina.

Sources said the issue of foreign trips came under public scrutiny last year after when the first dengue death was reported in the capital. That time, Sisodia was out of the country. He was in Finland from September 11 to September 17 in 2016, when Delhi witnessed the worst crisis of dengue and chikungunya cases.

Sisodia also went to Berlin to attend the German Habitat Forum, but extended his trip to visit Amsterdam and Paris as well.

Similarly, health minister Satyendra Jain made the maximum trips in a year &ndash; three -- incurring an expenditure of Rs 18 lakh ($1.8 million). Jain also accompanied Chief Minister Arvind Kejriwal to Rome for two days for the canonization of Mother Teresa from September 3 to September 5, 2016, at a cost of Rs 13.5 lakh ($1.35 million).

In October 2015, a 10-member delegation of AAP, including ministers Gopal Rai and Jain, visited Sweden. The vice-chairman of Delhi Dialogue Commission, Ashish Khetan, also went to Manchester in United Kingdom in March, 2016, with Jain.

Earlier, former Lieutenant-Governor Najeeb Jung had directed the state government&#39;s General Administration Department to furnish details about foreign visits by ministers, their personal staff and other officials to carry out an inquiry.

The inquiry was conducted after Jung called back Sisodia from Finland. In fact, most of the Delhi cabinet was out of town at a time when the capital was reeling from dengue and chikungunya.

India's top audit authority questions foreign visits of Aam Aadmi Party ministers

The Delhi High Court today quashed the appointment of 21 members of the capital&#39;s ruling Aam Aadmi Party (AAP) as parliament secretaries. A bench of Chief Justice G Rohini and justice Sangita Dhingra Sehgal passed the court order today cancelling the appointment.

The Delhi government&#39;s counsel conceded that the Delhi Members of Legislative Assembly (Removal of Disqualification Amendment) Bill - 2015, was passed without the approval of the lieutenant governor. An August 4 verdict by the high court had declared that the lieutenant governor was the administrative head of the national capital region.

Delhi chief minister Arvind Kejriwal had made the appointment of 21 AAP members of legislative assembly (MLAs) as parliamentary secretaries to assist its ministers in the national capital, in March last year.

The court, on 13 July, had deferred the hearing of a public interest litigation (PIL) filed by Rashtriya Mukti Morcha, a non-governmental organisation. The PIL filed in May 2015, challenged Kejriwal&#39;s decision saying it was &#39;unconstitutional, illegal and without jurisdiction&#39;. There were arguments that the legislators would use government transport and use office space.

In June, President Mukherjee had refused to sign a bill that allowed the AAP MLA&#39;s to hold a second office of profit. AAP had defended their decision saying that the new positions did not amount to creating an office of profit. The Delhi government had tried to amend the Delhi Members of Legislative Assembly (Removal of the Disqualification) Act, 1997, to save the appointments from being disqualified for holding two offices of profit simultaneously.

Delhi chief minister Arvind Kejriwal washed dishes today at Golden Temple in north India&#39;s Punjab state as a mark of &#39;repentance&#39; after his party received flak for depicting the image of the reverred Sikh shrine with the party symbol, a broom, in their election manifesto.

The Aam Aadmi Party (AAP), or the common man party, created controversy when they superimposed a broom&#39;s image on the cover of their youth manifesto for 2017 local elections alongside a picture of Sri Harmandir Sahib, also known as Golden Temple.

AAP spokesperson Ashish Khetan added fuel to the fire when he compared the party manifesto to the Guru Granth Sahib, the prime Sikh religious scripture.

Party chief Arvind Kejriwal offered voluntary service at the holy shrine to make up for the mistake.

&quot;We made some mistakes while drafting our youth manifesto due to our ignorance. I have come here to apologise for them. We offered sewa (voluntary service offered by devotees in Gurudwaras) which gave us immense pleasure. Then we prayed before God,&quot; he said in Amritsar city.

In its youth manifesto, AAP promised to free the region of corruption and end the widespread drug menace in Punjab.

A three-way political contest is shaping up between the AAP, the ruling Akali Dal-Bharatiya Janata Party alliance, which has ruled Punjab since 2007, and opposition Congress party.
