India marked the 15th anniversary of the dastardly 26th November terror attacks that laid seige to India's bustling financial capital, Mumbai. The attack was carried out by 10 Pakistani terrorists who had arrived via the sea route, as India and Pakistan share a porous maritime boundary.&nbsp;

The attack is described as&nbsp;among the worst in the 21st century as it claimed more than 170 lives across different locations in Mumbai, including luxury hotels, residential colonies, hospitals,&nbsp;and railway stations etc.

Over the last 15 years, the Indian authorities have significantly ramped up the coastal security apparatus and surveillance capabilities.

WION spoke to Director General Rakesh Pal,&nbsp;Indian Coast Guard (ICG) to understand the level of preparedness and vigil being maintained.&nbsp;

Over the weekend, the Indian Coast Guards conducted a massive air-sea coordinated exercise that involved the government agencies and private entities.

Conducted off the Gulf of Kutch, in the western state of Gujarat, the 9th edition of the National Pollution Response Exercise (NATPOLREX) involved assets of the Indian Coast Guard and Air Force and those of oil refineries.

NATPOLREX was aimed at re-validating and exercising the collective strategy to combat maritime pollution:&nbsp;oil and chemical spills at sea.

<h2>Significance of Gulf of Kutch for trade of India's energy needs</h2>

The Gulf of Kutch region is crucial for India's energy security, as more than 70 per cent of India's oil imports arrive at the oil refineries here.

It is also a highly eco-sensitive region, with Gulf of Kutch marine national park's presence aimed at ensuring the conservation of marine species exclusive to Arabia Sea. An oil spill or chemical spill at such a location could quickly spread far and cause damage, given the high wind speeds and ocean current.&nbsp;

Speaking of the daily deployment of ICG assets, Director General Pal told WION that almost 55-60 ships and 12-14 aircraft undertake patrol duty, covering the vast Indian coastline that spans almost 7,500 km.

In total, the ICG operates around 160 ships and 80 aircraft, therefore, nearly one-third the fleet of ships and one-sixth the fleet of aircraft are deployed on a daily basis.

He added that the ICG also works closely and undertakes Coastal Security exercises with the State and Central government agencies, thereby improving synergy and inter-operability.&nbsp;

<h2>15 years since 26/11 attack: Indian Coastal Security apparatus at present</h2>

In terms of the Indian Coastal Security network being enhanced and modernised, Director General Pal said that multiple radars and infra-red cameras are being placed at various locations.

In terms of the presence of the Coast Guard, he added that there are 42 Coast Guard stations (for surface vessels) and almost a dozen Coast Guard Air Stations for the air assets.&nbsp;

In the next two years, he said that the Surface and Air fleet would be significantly enhanced with newer inductions and that the force is on track to having a fleet strength of 200 vessels and 100 aircraft (planes and helicopters).

Referring to the specific platforms being ordered, he said that it would include Indian-made platforms such as 9 Dornier-228 Maritime patrol aircraft, 9 Advanced Light Helicopters of Mark 3 variant, and the Airbus-Tata C-295 transporter aircraft.

As for the vessels, he said that orders were being placed for one training ship and six Offshore Patrol Vessels.

India is hosting special meeting of United Nations Security Council's counter-terrorism committee, being held on&nbsp;Friday (October 28) in Mumbai and in the national capital, New Delhi on Saturday. On the first day of the meeting, foreign ministers in attendance paid tribute to those who lost their lives in&nbsp;the 26/11 terror attacks on Mumbai.&nbsp;

Addressing the committee, the country’s External Affairs Minister (EAM), Dr S Jaishankar spoke about the significance of the venue chosen, and said, “Fourteen years ago, on 26 th November 2008, the city of Mumbai was witness to one of the most shocking terror attacks of our times.”&nbsp;&nbsp;

The EAM also spoke about how this attack “publicly challenged” the UN and its member states’ commitment to combat terrorism and that the task of bringing the masterminds and perpetrators of this attack to justice “remains unfinished”. Therefore the committee gathering at the Taj Hotel is both “special and significant”.

He added, “140 Indian nationals and 26 citizens of 23 other countries lost their lives in a period of four days. In fact, this entire city was held hostage by terrorists who had entered from across the border.”&nbsp;

Referring to the series of terrorist attacks in the financial capital over a decade ago when at least 10 terrorists launched coordinated shooting and bombing attacks in five prominent locations in Mumbai including Chhatrapati Shivaji Terminus railway station, business and residential complex Nariman House, Cama Hospital, Leopold Cafe, Oberoi-Trident Hotel, and Taj Hotel and Tower.

The EAM also lauded the collective efforts of Indian security forces, civilians and the hotel staff which he said were significant in averting the worse and paid tribute to the 18 police officers and 12 members of the Taj Hotel staff and security that lost their lives in the line of duty.&nbsp;

Mumbaikars were going about their daily lives at the aforementioned locations when this attack led to the death of several innocent bystanders on the streets of the city, he added. “It was not just an attack on Mumbai, but an attack on the international community. Nationals of specific countries were identified before being murdered,” said Jaishankar.

Thanking all the members of the UNSC and member states present, the EAM said, “Together, we should send out the message that the international community will never give up on holding terrorists accountable and delivering justice. 26/11 will never ever be forgotten.”

At the meeting, India also gave a detailed presentation on masterminds involved in the terror attacks in Mumbai, including playing an audio clip of Pakistan-based terrorist Sajid Mir.&nbsp;

Joint Secretary Pankaj Thakur played the clip in which&nbsp;one of the main perpetrators of the attack, Mir, could be heard saying anyone seen moving must be gunned down as he was trying to direct the attack at Chabad House in Mumbai, said local media reports.

According to the US State Department, Mir who was a senior member of Lashkar-e-Taiba was the operations manager for the attacks and played a lead role in the planning, preparation and execution. Earlier this year, he was also sentenced to 15 years in prison for a terror-financing case by an anti-terrorism court in Pakistan.&nbsp;

However, India’s bid to designate LeT terrorist Sajid Mir as a global terrorist at the UNSC was blocked by China, in September.&nbsp;

The horrific events that had unfolded in several ICUs and ERs on that fateful day, even if five per cent of it is true, conjured up tightness in our&nbsp;chests: the palpability of it could be sensed from the other side of the camera. We so wish Advani had left the theatrics out of this biographical series and invested more in the thriller aspect of it.&nbsp;

She’s a battered but not broken doctor, who serves as the Director of Social Welfare, Chitra. Despite a character with no real layers—her forte—Sen Sharma puts on a good show, like any fabulous actor would. <a href="https://www.wionews.com/entertainment/hope-more-people-from-jammu-kashmir-find-a-way-to-bollywood-mohit-raina-226434">Mohit Raina</a> does pretty boy well, but here, he’s set out to act. And you can tell. As a ball of restless energy, Dr. Kaushik Oberoi’s anxiety is contagious and his calm exterior, matter-of-factly demeanour makes him the right fit for this high-octane drama-thriller. We were sold.&nbsp;

The biggest letdown from the baton of ‘Mumbai Diaries: 26/11’ was its parallel characters. From dated shock reactions to overtly stiff terror acts, this bunch was far from being perfect for an issue as sensitive as this.

 
Nikhil Advani had cherrypicked an interesting subtext to explore from the plethora of literature that is already available on 26/11 terror attacks of Mumbai. But, he and his writers, miserably failed to&nbsp;chalk out rounded characters, leave their Bollywood-ness out of the equation&nbsp;and the end result is a series that drags&nbsp;on for far too long, with little meat to fall back on.

'Mumbai Diaries 26/11' review: The horror of being a medic in terror-torn Mumbai, shown tepidly

Officials believe the extradition of Tahawwur Rana will throw some light on the activities of Pakistan's ISI.

Rana was recently arrested in the US for his alleged involvement in Mumbai's 26/11 attacks that killed more than 150 people, and injured over 300&nbsp;people.

The Pakistan-origin Canadian businessman was rearrested in Los Angeles on June 10, based on an extradition request by India, which had declared him a fugitive.

Special public prosecutor Ujjwal Nikam has claimed that Rana&nbsp;has been charged with larger criminal conspiracy for carrying out terror activities in India.

"Pakistani-American terrorist David Coleman Headley, during his deposition before a court here via video link, had accepted that Rana knew the entire criminal conspiracy of 26/11 Mumbai attacks," Nikam said.

"Headley had also admitted that Rana used to finance him," he added.

The 59-year-old suspect was released from jail on compassionate ground after he told a US court that he has tested positive for COVID-19. However, he was rearrested in Los Angeles 10 days back on India's request.

Rana has been accused of conspiring with his childhood friend Headley and others from pakistan, to provide assistance to LeT and&nbsp;Harakat ul-Jihad-e-Islami.

“As you make this important transition and cross a significant landmark in the journey of your life, the courage of [nanny] Sandra [Samuel] and prayers of the people of India will continue to bless you for a long, healthy and successful life,” Modi said as he congratulated Holtzberg for his Bar Mitzvah yesterday.&nbsp;

Bar Mitzvah is a significant ceremony performed for Jewish boys when they turn 13 and some Israeli scholars relate it with upnayana or the thread ceremony. Holtzberg turned 13 according to the Gregorian calendar on November 28.

PM Modi also said that the terrorists failed to subdue their "vibrant diversity" and their "spirit" to move forward. "Today, India and Israel stand together even more determined against terrorism and hatred", PM Modi wrote.

The prime minister also remembered his visit to Israel in 2017 when he met Holtzberg and hoped that his wish of returning to Mumbai as the director of Chabad House comes true.&nbsp;

"I hope I will be able to visit Mumbai, and when I get older, live there. I will be the director of our Chabad House...I love you and your people in India," Holtzberg told PM Modi in 2017 during the later's visit.

Modi responded to Holtzberg by saying that he and his family members can come to India anytime they wish to and they will be issued long-time visas too.

Recently, India marked the 11th anniversary of the Mumbai attacks that were carried out on November 26, which killed at least 166 people and injured over 300.&nbsp;

However, Jasiben Bambhania, whose husband was killed by terrorists, is still waiting for her due even after a decade.&nbsp;

The Lashkar-e-Toiba terrorists who took a sea route&nbsp;to enter India hijacked a boat of Indian fishermen and killed its crew members. Ramesh Nagji, the husband of Jasiben, was one of the fishermen, who lost his life in the incident.&nbsp;

Bhambania said that her family is dealing with the financial crisis and still she is not given appropriate compensation by the Centre or state government. She said that after the tragedy, then Gujarat chief minister and incumbent PM Narendra Modi offered him assistance of Rs 50,000, but since, then their family has been completely 'neglected'.&nbsp;

Bhambania added that after her husband's death, the family came under a lot of financial stress which forced her son to quit his studies and do menial jobs to support the family.

In October, Bhambania appealed to the Gujarat High Court, following which the government was asked to pay her a compensation of Rs 5 lakh. However, she did not receive the compensation as the government has still not issued a death certificate to her.&nbsp;

As per rules, if a person remains missing for seven years, the government issues a death certificate.&nbsp;

Out of the five fishermen families, three families are yet to receive compensation.
