<p>The Ministry of Civil Aviation today released the first draft of the passengers’ charter. Minister of State for Civil Aviation, Jayant Sinha, proposed a new move which would bring relief to air passengers.&nbsp;</p>

<p>According to the proposal, there will be no cancellation charges if the tickets are cancelled 96 hours before the flight departure.</p>

<p>In case of flight cancellation, an alternative flight must be provided in case the passenger is informed about the flight cancellation less than two weeks and up to 24 hours before the scheduled departure. The passenger may also choose to get a full refund of the air ticket.</p>

<p>In case of flight delays, a full refund of the ticket fare must be offered to the customer if the delay is communicated more than 24 hours before the scheduled time and the flight is delayed for more than four hours.&nbsp;</p>

<p>The proposal will be open for public consultation for a month after which the final drafting will be done and the final word on the proposal will be communicated.</p>

<p>The ministry is also set to roll out world's largest digital experience at Indian airports provided by DigiYatra. Touted to deliver the next-generation passenger experience, DigiYatra aims to bring down the cost of air tickets by helping various airlines to cut costs on luggage and boarding.</p>

<p>"We are witnessing a turbulent political atmosphere which poses a threat to the democratic principles enshrined in our constitution and the secular fabric of our nation," Couto says in his letter.</p>

<p>"It is our hallowed practice to pray for our country and its political leaders all the time but all the more so when we approach the general elections. As we look forward towards 2019 when we will have new government let us begin a prayer campaign for our country from May 13," he adds.&nbsp;</p>

<p>The letter has been sent to all of Delhi's churches along with a prayer. The letter says the prayer should be read out at Sunday mass.&nbsp;</p>

<p>Arunachal Pradesh on Monday found a place on the aviation map of the country as the state's first commercial flight with Chief Minister Pema Khandu among 25 passengers on board, landed at Pasighat Advance Landing Ground in East Siang district.</p>

<p>Days after voter-verifiable paper audit trail (VVPAT) machines were found from a house in Vijaypur district of Karnataka, Bharatiya Janata Party (BJP) state chief BS Yeddyurappa has written a letter to the Chief Election Commissioner (CEC) alleging "grave irregularities" in the recently concluded Karnataka assembly elections.</p>

<p>In the letter, Yeddyurappa wrote, "I am of a firm belief that Election Commission has taken a serious note of VVPAT machines found abandoned in a shed near Managuli village in Vijayapur district. It indicates grave irregularities in the conduct of assembly polls in Karnataka."</p>

<p>Yeddyurappa also stated that prior to the Karnataka polls, the BJP had raised the same concern about the reoccurring issue but the officials paid no heed.</p>

<p>"This is not the first time that irregularities in the conduct of elections were brought to the notice of Election Commission and officials holding elections at ground level. Prior to polling, we brought many such irregularities to notice of concerned officials, but in vain," added Yeddyurappa.</p>

<p>On Friday, eight VVPAT's without batteries were seized from a labourer's house in Vijaypura, a week after elections were conducted in the state.</p>

<p>Yeddyurappa, who was sworn in as Chief Minister on April 17, stepped down two days later before the floor test as he did not have the numbers.</p>

<p>A Dalit man was tied and beaten to death with a stick in Shapar industrial area&nbsp;on Sunday in Gujarat's Rajkot on orders of factory owner&nbsp;after suspicion of theft.&nbsp;</p>

<p>As per reports, his wife was also thrashed and tortured by the men and is now in a critical state. The man, identified as Mukesh Vaniya, succumbed to his injuries at Rajkot Civil Hospital.</p>

<p>Five people have been detained in relation to the incident and an FIR has been lodged in the case under section 302 of the Indian Penal Code.</p>

<p>The complaint was filed by the wife of the deceased, Jaya, said the report. It further said that the factory workers stopped beating up her husband only after she rushed to the spot with some of her relatives.</p>

<p>Sharing a video of the incident, Gujarat's Congress Committee president Amit Chavda said that the name of the man beaten to death was Mukesh Vaniya, and that he used to collect garbage from the factory where he was beaten up mercilessly.</p>

<p>Dalit leader Jignesh Mewani said it was "worse than the Una attack" which happened in 2016 where four Dalits were thrashed by cow vigilantes while they were skinning a cow that had been electrocuted.</p>

<p>Prime Minister Narendra Modi reached Sochi, Russia, on Monday afternoon to meet Russian President Vladimir Putin in the first-ever informal summit. According to reports, the summit may be held at Putin's private villa where the President had previously hosted German Chancellor Angela Merkel.&nbsp;</p>

<p>Floods in Tripura have been mounting following the heavy rains leading to many villagers seeking shelter at relief camps.</p>

<p>More than 600 families have evacuated villages to set up camps in relief shelters on Sunday after floods affected areas around Agartala. Two villagers also lost their lives and two others were&nbsp;severly injured during landslides.&nbsp;</p>

<p>"The affected people along the river banks have been shifted to 16 flood relief camps in which 670 families are living. This may increase as rescue operations are underway by National Disaster Relief Force, Tripura State Rifles, and Civil Defense. The administration has arranged for ample food supply and drinking water," he added.</p>

<p>According to reports, more than five thousand people, along with their belongings and domestic animals have taken refuge in temporary camps in various schools and government establishments in and around the capital Agartala.</p>

<p>Tripura Minister Ratan Lal Nath along with the authorities of the administration visited some flood-affected areas to meet the victims. "Due to a sudden downpour in the hilly areas, the Balda Khal, Chandrapur and adjoining areas are flooded as the water level in rivers have increased, due to which, the water is unable to pass to Bangladesh," he said</p>

<p>"In the meantime, several families had to be evacuated and the administration had already reached before I came here. Officials have looked into people's problems and local people have also rendered help. Arrangements for boats have been made though we were not ready for this situation which is a natural hazard and the administration stood by the people," he added.</p>

<p>Heavy downpour was reported in the states hilly areas over the past 24 hours triggering flood in the downstream areas, including the capital town and its adjacent areas.</p>

<p>As a mark of solidarity, Resident doctors of Mumbai's Sion Hospital are scheduled to go on a one-day strike today after two resident doctors at JJ Hospital were allegedly thrashed by a patient's family on May 19.</p>

<p>Earlier, doctors at the JJ Hospital held a strike on Saturday after two resident doctors were thrashed by relatives of a patient who died there.</p>

<p>The incident took place when the patient who was being treated for a gall bladder ailment died on Saturday. The family members of the patient alleged that it was due to negligence on the doctors' part.</p>

<p>CCTV footage of the incident went viral on social media showing patient's relatives ransacking a ward of the hospital.</p>

<p>Four members of the patient's family were arrested by the police for the alleged assault. One person is absconding.</p>

<p>"Both doctors and one policeman sustained minor injuries. We have registered a case. Four people have been arrested, one person is absconding," a police official said.</p>

<p>All four have been sent to the judicial custody by a local court.&nbsp</p>

<p>The firing from the Pakistani side has come amid the government's&nbsp;suspension of operations against militants in Jammu and Kashmir during the month of Ramzan.</p>

<p>The Union Ministry's order which will continue until June 16 has asked the&nbsp;security forces not to conduct operations during the month of Ramzan in J&K.</p>
