Delhi Deputy Chief Minister Manish Sisodia on Wednesday alleged that Lt Governor Anil Baijal has not given appointment since Friday to him and two other ministers to discuss “important government” issues. In a series of tweets, Sisodia asked Baijal where was he busy if he cannot give time to discuss public issues despite “repeated requests”.

Delhi Assembly Speaker Ram Niwas Goel on Wednesday directed three senior bureaucrats to be present during the assembly proceedings on Thursday after their departments allegedly did not supply answers to written questions of legislators.

Angry with the development, the speaker termed as "undeclared emergency" the situation where government officers are not providing answers asked by MLAs and blamed Lt Governor Anil Baijal for it.

Goel directed principal secretaries of education, revenue and power departments to appear in the House during the proceedings tomorrow, saying questions whose answers have not been provided today would be asked again on Thursday.

Goel adjourned the House proceedings for 15 minutes after some of the ruling Aam Aadmi Party legislators trooped into the Well to protest over officers not providing answers to questions on "reserved subjects", including law and order, services and land.

The Speaker has also referred the matter of around eight questions not being answered by officers to the Question and Reference Committee of the Delhi Assembly for further action.

"Not only the House, this is also a bigger insult to democracy....this (situation) is worse than emergency -- (this is) undeclared emergency," Goel said while expressing anguish over the matter.

Regional disparity is growing in the country and despite an increase in the states' share in tax revenue, the percentage of allocation for Bihar has actually gone down, Deputy Chief Minister Sushil Kumar Modi said on Wednesday in Patna.

At a symposium on "analytical framework for fiscal federalism in India", Mr Modi - who also holds the Finance portfolio - underscored that Bihar has been at the receiving end of measures like the permanent settlement during the British Raj and the policy of freight equalisation in the years following independence.

The symposium was organised by the Centre for Economic Policy and Public Finance (CEPPF) here which is managed by city-based think-tank Asian Development Research Institute (ADRI).

"The state is also burdened by a very high density of population. Yet it has been performing well for the past many years and registering a high growth rate," the senior BJP leader said, making a strong pitch for greater central assistance to the state, at a time when demand for special category status has been revived by Chief Minister Nitish Kumar.

"Regional disparity - the gap between the rich states and the poor ones - is increasing. While the states' share in tax revenue has increased over the years, from 28.5 per cent under the 11th Finance Commission to 42 per cent in the 14th, if we look at the share of Bihar in the divisible pool, it has actually dropped from 14.6 per cent to 9.66 per cent during the period," Mr Modi said.

He also said the GST, "under which both the centre and the state surrender their sovereignty with regard to tax collection, provides an ideal model of cooperative federalism and it should be taken note of by the 15th Finance Commission".

Echoing the Deputy Chief Minister's views on GST, Chief Economic Advisor to Government of India Arvind Subramanian said the new tax regime was "an important and revolutionary model of politics, administration and technology".

He also highlighted "low performance" of panchayats and municipal bodies on revenue generation front, with the remark "the closer a tier of government is to the people, the more unwilling it is to raise taxes".

"The second and third tiers of government (state governments and panchayats/municipal bodies) should strive to improve their revenue generation by ensuring a better delivery of public services," he added.

He also lauded Bihar's good economic performance and said the state should maintain a growth rate of at least 10 per cent for the next 25 years to catch up with the rest of the country.

Others who spoke on the occasion included CEPPF Director Shaibal Gupta and ADRI Director Prabhat P Ghosh.

Prime Minister Narendra Modi will hold a bilateral meeting with Chinese President Xi Jinping on Saturday on the sidelines of the SCO Summit during which they will take stock of the implementation of decisions taken at the informal summit just over a month ago in Wuhan.

Modi is expected to hold nearly half a dozen bilateral meetings with leaders of other SCO countries. However, there is no official word on whether there will be any interaction between Modi and Pakistan President Mamnoon Hussain, who is scheduled to attend the meeting in China.

The bilateral meeting with President Xi would take place on June 9, while meetings with other leaders on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit in Qingdao were being finalised, Ministry of External Affairs Spokesperson Raveesh Kumar said at a media briefing here.

Officials have said Modi and Xi are expected to take stock of the implementation of decisions taken at their informal summit in Wuhan.

Among other issues, the SCO summit is expected to focus on opportunities for cooperation among the member countries and the situation in the region, Kumar said.

Russian President Vladimir Putin is also expected to attend the summit.

Modi had last month met Putin in an informal summit in Sochi.

The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan. India and Pakistan became its members last year, and are participating as full members for the first time.

Kumar, while talking to reporters after the briefing, said China appreciated Prime Minister Modi's speech at the Shangri-La Dialogue held in Singapore last week.

This was conveyed by Chinese Foreign Minister Wang Yi to External Affairs Minister Sushma Swaraj during a meeting held on the sidelines of the BRICS Foreign Ministers Meeting in South Africa this week, he said.

This was also conveyed by China's Vice Foreign Minister Kong Xuanyou to Foreign Secretary Vijay Gokhale in a meeting held here, Kumar said.

PM Modi to meet Xi on SCO Summit sidelines in China

The Indian Meteorological Department has forecast "heavy to very heavy" rains in Maharashtra, especially in the coastal Konkan region, from June 7 to 11.

As per the forecast, there is a possibility of "very heavy" rainfall in Ratnagiri and Sindhudurg districts tomorrow and on June 8.

Also, there is a possibility of very heavy rainfall in Ratnagiri, Sindhudurg, Mumbai, Thane, Raigad and Palghar districts on June 9, while there is a similar forecast for the six districts of Konkan region including Mumbai and surrounding areas on June 10 and 11.

"As per the forecast of the met department, the state calamity relief cell has sounded a high alert at almost all the places in the state especially in the Konkan region. Directions have been given to the control rooms in Mantralaya, divisional commissioner's office, district collectors' offices, municipal corporations and tehsildar offices to work round-the-clock, it added.

People in Mumbai can dial 1916 and those outside Mumbai can dial 1077 in case of emergency.

On May 26, the medical team in its report to the ministry said samples collected from insectivorous bats in Kozhikode and Malappuram districts tested negative.

But Minister of State for Health Ashwini Kumar Choubey said today new samples of 55 fruit bats were collected two days ago and sent to National Institute of Virology (NIV) in Pune.

The test results of the fresh samples are awaited.

R R Gangakhedkar, head of Division of Epidemiology Communicable Diseases, Indian Council for Medical Research, said the previous samples were from insectivorous bats, which are not known to be Nipah carriers,&nbsp; 
and not from fruit bats.

Gangakhedkar said an NIV team has collected samples of 55 fruit bats two days ago.

The Nipah virus stays for a short duration in the body of fruit bats as their system is quite capable of fighting it. So even if a bat has been infected by virus earlier, their samples may test negative later.

"Thus, there is a need for a larger sample for testing," he explained. 
The Indian Council of Medical Research has suggested that samples of excreta of fruit bats be collected for testing.

MoS Choubey urged people not to panic as the infection has been contained.

The central medical team is examining the travel history of Mohammad Sabith, 26, the first person to die in the Moosa family that lost four members to the virus infection.

He had travelled to Saudi Arabia, where he worked as a helper and returned to India sometime back.

The central medical team in its report last month had also ruled out pigs to be the primary source of the virus.

A total of 21 samples, including from seven species of bats, two species of pigs, one bovine, and one caprine, were sent to National Institute of High-Security Animal Diseases in Bhopal and National Institute of Virology in Pune.

These included samples of bats found in the well near a house in Kerala's Perambra from where the initial death was reported.

Bats not ruled out as primary source of Nipah outbreak: Health Ministry

Apparently upset over her inability to clear the NEET examination, a girl allegedly committed suicide here, the second medical aspirant to end her life in Tamil Nadu this week.

Subasri who could only score 24 in the National Eligibility cum Entrance Test for medical courses was feeling very depressed in the past few days and hanged herself in her house here last night, police said.

Her parents broke open the door of the room and rushed her to a hospital where she died without responding to treatment this morning.

The death of Subasri comes days after 19-year old Prateebha, academically 'bright' daughter of a farmhand, allegedly ended her life in Villupuram district after failure to clear the NEET, setting off a political blame game over the test.

Opposition parties led by DMK raised Prateebha's death in the ongoing assembly session while its leader M K Stalin urged chief ministers of other southern states and West Bengal to oppose the NEET saying it discriminated against non-Hindi speaking students.

The state government has said it continued to oppose NEET and recalled its efforts to secure an exemption for Tamil Nadu such as adopting resolutions in the assembly in this regard.

Police said Subasri who was nurturing an ambition to join MBBS scored only 907 marks out of 1200 in the Class XII exam but was hopeful of clearing the NEET as she had attended coaching classes.

But, the poor marks in the NEET shocked and saddened her and she was feeling very anguished since then, they said.

Former President and the Congress veteran Pranab Mukherjee today visited the birthplace of the RSS founding Sarsanghachalak Keshav Baliram Hedgewar ahead of his much-anticipated speech at the Sangh headquarters here.

Mukherjee was welcomed by the RSS chief Bhagwat.

According to sources, this visit to pay tributes to Hedgewar was not part of Mukherjee's scheduled itinerary and an impromptu decision was taken by the former president to do so.

At the headquarters, he will also garland the statue of the sangh founder Hedgewar.

Pranab Mukherjee visits Hedgewar birthplace ahead of RSS speech

Independent MLA Jignesh Mevani is under the radar of the Pune police in connection with the Bhima-Koregaon violence, reported news agency ANI.

Pune Joint Commissioner of Police (CP) Ravindra Kadam said Mevani, who was present at Elgaar Parishad - an event to mark the 200th year of the Battle of Bhima-Koregaon, would be called for investigation if required.

"If required, we will summon Jignesh Mevani as a part of the investigation," Kadam said at a press conference. Kadam also stated that the police received documents establishing links of one of the five people arrested to the Congress party.

In one document there are references (links with Congress), but to what extent it is right or wrong can be said after further investigation," Kadam said.

Among those arrested include Surendra Gadling, Sudhir Dhawale, Rona Wilson, Shoma Sen and Mahesh Raut.

"We were investigating their links and in this connection, we raided houses of some of them. From Rona Wilson`s house, we recovered pen drive, hard disk and some other documents which were sent to forensics. We also got to know Rona Wilson`s and Surendra Gadling`s connection with Naxals. Later we found their links with the other three people and arrested them accordingly. Surendra Gadling was presented before the court after he was arrested yesterday morning and we were given his police custody for 8 days," he added.

Kadam said that from the documents obtained from the accused, it indicates that "somehow they are indirectly connected with the violence".

The 200th anniversary of Bhima-Koregaon battle took a violent turn in January earlier this year when a youth died in clashes during an event to mark the day.

The violence left one dead and several injured, including 10 policemen.

The Centre had decided to withdraw cases against those "misled into stone pelting" as it was concerned about the future of Jammu and Kashmir's youth, Union Home Minister Rajnath Singh said today.

Singh, who arrived at the state's summer capital today, is on a two-day visit to review the security situation in Jammu and Kashmir.

"We believe that children anywhere are the same. We understand that some youth were misled into stone pelting...

"Children can make mistakes... That is why we decided to withdraw the cases against those children who were involved in stone pelting," he said.

The Union Home Ministry late last year had ordered to withdraw cases against youths involved in stone pelting.

Singh appealed to the youth not to tread the path of destruction and said the Centre and the state government had initiated several schemes to help them secure their future.

"I want to appeal to the youth that they should take the path of development... They should not go on the path of destruction," he said at a sports function at the Sher-e-Kashmir Indoor Stadium here.

"There is extreme love in the heart of Prime Minister Narendra Modi for Jammu and Kashmir.

"It is our responsibility to provide a secure future to the youth of the state and it can be done with the power of education and miracle of sports," Singh said.

Lauding the state government for carrying out works for improving the sports infrastructure, the Home Minister said funds will not be a problem for promoting sports in Jammu and Kashmir.

"Funds will be provided for promotion of water sports at Mansar and Pahalgam... Funds will be arranged for development of sports infrastructure," he said.

"With the help of the Jammu and Kashmir government, we will change the face and destiny of the state," Singh said

Singh felicitated several sportsperson from the state, including Parvez Rasool, Mehrajuddin, Rajinder Singh, Manzoor Dar and Tajjammul Islam.

"The state of Jammu and Kashmir has great talent and many more such sports persons can come out of the state if the conditions are right," he said.

Several roads leading to the stadium were sealed by security forces, leading to massive traffic jams in the south area here, officials said.

As of now, there is no time frame to register marriages in India. However, a Law Commission report has recommended that the time limit to register marriages should be restricted to 30 days after which a penalty of Rs 5 per day could be imposed.

"NRI marriages have to be registered&nbsp;within 48 hours, else the passport and visas would not be issued," Gandhi said, adding that the WCD Ministry is in the process of issuing orders to the registrars that details of such marriages should be provided to it so that a central database can be maintained.

The ministry had earlier constituted an Integrated Nodal Agency (INA) with representatives from the ministries of External Affairs, Home Affairs and Law and Justice to look into matrimonial disputes involving Non-resident Indians (NRI).&nbsp;

According to the recommendation of the National Commission for Women (NCW) and the decisions taken in the INA, look-out circulars are issued as per criteria defined by the MHA, for keeping a watch on arrival or departure of NRI husbands and preventing them from leaving India, Gandhi said.

"The ministry has recently issued six look-out circulars in such cases and in five cases, passports were revoked by the Ministry of External Affairs," she said, listing various achievements of her ministry in the last four years.&nbsp;

She said that a change in the statute by the Law Ministry allowing authorities to hold the properties of NRI offenders in escrow in case they abscond abandoning their spouse is awaited before the databases can be finalised.&nbsp;

Escrow is a legal concept in which a financial instrument or an asset is held by a third party on behalf of two other parties that are in the process of completing a transaction.

"That is where we are held up and hopefully it will be sorted out at a meeting on&nbsp;June 11&nbsp;and once that is done, we can create 'Lakshman rekha' of safety for women who marry people who come from abroad," she said.

She also talked about the provisions in the new taxi policy guidelines for an improved women's safety policy which were issued in 2017 by the Ministry of Transport and Highways.

"The measures include mandatory GPS panic devices in all taxis, disabling of child-lock system, prominent display of driver's identification with photo and registration number of the vehicle and sharing of seat to be subject to the willingness of female passengers," she said.

Prime Minister Narendra Modi today said the government is taking several steps to promote young entrepreneurs in the country, adding that startups are no longer confined to big cities.

Smaller towns and villages too are emerging as vibrant startup centres, the Prime Minister said while interacting with young entrepreneurs from across the country, including cities like Dehradun, Guwahati and Raipur.&nbsp;

He also said that along with Make in India, Design in India too is important for startups.&nbsp;

"Adequate capital, courage and connecting with people are required for excelling in the startup sector," he said.&nbsp;

Modi added that there was a time when startups meant only digital and technology innovation but now things are changing and we are seeing startups in various other fields, including agriculture.&nbsp;

"We have started an Agriculture Grand Challenge. We invite more youngsters to ideate on how to transform our agriculture sector," he added.

The government has launched the Startup India Action Plan to promote budding entrepreneurs in the country. The plan is aimed at giving incentives such as tax holiday, inspector raj-free regime and capital gains tax exemption, Modi said.

"Our startups are growth engines. Today's big companies were startups at some point. I urge the people of India to keep innovating," he added.

He also said that the youth in India is now creating jobs and the government is committed to harnessing the demographic dividend.&nbsp;

Commenting on the issue of fund availability for startups, Modi said the government has created a Rs 10,000 crore Fund of Funds.&nbsp;

He also said startups can sell their products to the government and it has eased public procurement norms for them.

The plan is aimed at giving incentives such as tax holiday, inspector raj-free regime and capital gains tax exemption, Modi said. "Our startups are growth engines. Today's big companies were startups at some point. I urge the people of India to keep innovating," he added. He also said that the youth in India is now creating jobs and the government is committed to harnessing the demographic dividend. Commenting on the issue of fund availability for startups, Modi said the government has created a Rs 10,000 crore Fund of Funds. He also said startups can sell their products to the government and it has eased public procurement norms for them. India has distinguished itself in the global startup ecosystem, the Prime Minister added.
