In a written reply to the Rajya Sabha, the Micro, Small and Medium Enterprises (MSME) Minister further said that in order to revive the sick Khadi Institutions, Khadi and Village Industries Commission (KVIC) implements ‘Strengthening of Infrastructure of Existing Weak Khadi Institutions and assistance for Marketing Infrastructure’ scheme.

The minister, however, said that there is no plan to reopen the closed Khadi Gramodyog centres situated amongst different panchayats of the country.&nbsp

He said various schemes have been implemented and progressive works done for the Khadi and Village Industries during the last three years.

Meanwhile, sales performance of the entire sector under Khadi and Village Industries has increased from Rs 41,894.56 crore in 2015-16 to Rs 60,451.28 crore in 2017-18, according to provisional details.&nbsp

In reply to another question, Singh stated that the new model Charkhas give good quality yarn and has enhanced the wages of Khadi artisans.

11.13 lakh jobs generated by Prime Minister’s Employment Generation Programme in last 3 years, says government

When Akhilesh Godi was depressed and contemplated suicide while questioning his sexuality, he could not bring himself to see a therapist.

Godi, raised by liberal parents in the southern Indian IT hub of Hyderabad and an engineering graduate from the elite Indian Institute of Technology (IIT), is by his own admission, privileged.

But he says that seeking help in socially conservative India - where a ban on homosexuality was reinstated in 2013 - was not an option until he had to be taken to hospital suffering from severe depression after his parents noticed he wasn't eating properly and had become much thinner.

"The tag of a 'criminal' makes it worse," said Godi. "You can't even talk about this to a psychiatrist. You don't know how they will react."

Godi is one of the 20 openly gay students and alumni of various IITs across India whose position as products of some of the country's most elite schools has made them one of the most high-profile groups challenging a colonial-era law that criminalises homosexuality.

"We got a lot of attention because of the IIT tag," says management professional Balachandran Ramiah, another member of the group, whose petition against the 157-year-old ban on gay sex was heard by India's Supreme Court this month.

The IITs enjoy an elite status similar to the US&nbsp;Ivy League universities and attract some of India's best and brightest students, who are typically scooped up by tech giants like Google, Microsoft and Apple.

Godi's group, which includes two women and a transgender woman, feels its presence in the courtroom lends a more mainstream voice to gay rights in India, which have largely been championed by activists and non-profit organizations.

"This time, most of the petitions, and particularly the IIT petitions, have actually shown that 'we exist'," says Debottam Saha, who began a PhD at IIT in New Delhi last year. "This is our story and it's high time that you hear our story".

The IIT-associated petitioners represent a pan-IIT group of around 350, largely comprising gay men, called "Pravritti" - which in Sanskrit roughly translates to "different thoughts".

"The group was made to enable people to have a safe space to share issues," Ramiah said.

Pravritti has enlisted lawyers including prominent Supreme Court advocate Menaka Guruswamy, and has raised funds internally to cover legal fees, the petitioners said.

Supreme Court judges, in their 2013 judgment, had said that the earlier decriminalisation of homosexuality by a lower court had overlooked that only a "minuscule" section of the population were homosexual.

"The words 'minuscule minority' hurt us a lot," said Godi, speaking by phone from Bengaluru. "The number of individuals that identify as LGBT within India is probably the size of a country."

On Tuesday, the Supreme Court, after hearing challenges against the homosexuality law, said it would reserve its judgment.

"SLIT YOUR THROAT"

Activists say the law at issue, commonly called Section 377, is used to harass and blackmail gay people.

Because homosexuality is seen as illegal, gay and transgender people say they also face severe discrimination when they seek jobs or housing.

Saha says he was blackmailed by a man he met through a dating service, who threatened to expose him as gay and even slit his throat. "I was so scared and petrified ... whatever money I had in my account, I just gave it to him."

Because of Section 377, Saha says he could not file a police complaint against the man.

"You really need legal protection," he said. "(Otherwise) you're not even in a position to register a complaint."

The Hindu caste system adds another layer of discrimination, and LGBT people from so-called lower castes suffer greater discrimination than others as a result, activists say.

While some within Pravritti say the group isn't diverse enough because it largely comprises upper-class gay men from the so-called higher castes, many group members say they feel their voice is important so that the less privileged may also benefit.

"I had such a great support system. I'm this privileged gay man who grew up in Delhi, who has liberal friends, and who works in an LGBT-friendly company," says Pravritti petitioner Udai Bhardwaj, who graduated from IIT at Kharagpur last year and recently came off medication after battling depression. "If I don't do this, then who will?"

Terrorists waiting near LoC to enter Indian territory: Intel reports

The Government on Tuesday denied a recent report in a leading newspaper in regard to military training of youths and blamed the latter of sensationalising the whole matter by twisting facts.

The report said that the Government Military Training Plan will mobilise disciplined 10 lakh force of youth.

"Attention is drawn to the report in a leading newspaper of 17th July 2018 claiming Government Military Training Plan to mobilize disciplined 10 lakh force of youth. This is an unfortunate and deliberate attempt to create a wrong impression as if Government is working for military training of 10 lakh youths annually," said the Ministry of Youth Affairs and Sports.

The Government strongly denied the sensational misrepresentation made in the report.

"The fact is that a meeting was held in PMO to revamp the National Cadet Corps (NCC) and National Service Scheme (NSS). Ministry of Youth Affairs, Ministry of Human Resource Development and NCC through the Ministry of Defense participated in the discussion," the press note read.

The discussion was mainly focused on taking measures for strengthening NCC and NSS and how youth could be empowered through these institutions.

NSS has been playing a very active role in the service of the nation particularly in the Government's Program such as Swatchh Bharat Mission.

Currently, there are 13.5 lakh cadets in NCC in the age group of 12 to 26 years with pan India presence in about 703 out of 716 districts. It was noted that there are a large number of educational institutions in the country including those 8600 on the waitlist in which NCC is yet to be extended. There is also an existing shortage in the NCC manpower across the categories ranging from 5 per cent to 36 per cent.

Ministry of Youth Affairs, Ministry of Human Resource Development and NCC through the Ministry of Defense participated in the discussion," the press note read. The discussion was mainly focused on taking measures for strengthening NCC and NSS and how youth could be empowered through these institutions. NSS has been playing a very active role in the service of the nation particularly in the Government's Program such as Swatchh Bharat Mission. Currently, there are 13.5 lakh cadets in NCC in the age group of 12 to 26 years with pan India presence in about 703 out of 716 districts. It was noted that there are a large number of educational institutions in the country including those 8600 on the waitlist in which NCC is yet to be extended. There is also an existing shortage in the NCC manpower across the categories ranging from 5 per cent to 36 per cent. An all-party meeting chaired by Prime Minister Narendra Modi last night for smoothing functioning of the Monsoon session received a "positive" outcome, according to Union Minister Ananth Kumar.

However, the Opposition parties, led by Congress, will hopefully eye to target the in-power Bharatiya Janata Party (BJP) over various amendments.

The government has listed a substantive legislative business for the session. This includes 48 items including 46 Bills and two financial matters. On priority, are The Muslim Women (Protection of Rights on Marriage) Bill or the anti-instant triple talaq bill and The Constitution (123rd Amendment) Bill, that gives Constitutional status to the National Commission for Backward Classes.

The National Medical Commission Bill, The Motor Vehicles (Amendment) Bill, The Prevention of Corruption (Amendment) Bill, The Consumer Protection Bill, The Dam Safety Bill and Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill are also on Centre's agenda.

Besides this, there are six bills replacing ordinances promulgated in the inter-session period are also high on government's agenda. These include The Fugitive Economic Offenders Ordinance, The Criminal Law (Amendment) Ordinance, The Commercial Courts, Commercial Division and Commercial Appellate Division of High Courts (Amendment) Ordinance, The Homoeopathy Central Council (Amendment) Ordinance, The National Sports University Ordinance, and The Insolvency and Bankruptcy Code (Amendment) Ordinance.

In the meeting last night, while the opposition brought up issues that it wants to highlight in the session, the government assured that it is willing to discuss all of them.

Prime Minister Modi said the government gives huge importance to the issues raised by all political parties. He also urged the political parties to collectively strive for a constructive atmosphere in the monsoon session for national good.

Meanwhile, Lok Sabha Speaker Sumitra Mahajan and Rajya Sabha Chairman M Venkaiah Naidu also chaired two separate all-party meeting to ensure smooth functioning of both the Houses. BJP Parliamentary Party's executive also met for a strategy meet in the Library Building of Parliament.

With reference to Congress President Rahul Gandhi`s recent comment on Muslims, Owaisi said an inappropriate message was being sent out to the community.

"The most unfortunate thing that has come out of the recent controversy of Muslims not being part of this party or that party, regarding statements of Congress chief and Prime Minister, is what message you are sending to the Muslims? That usage of the word `Muslim` will lead to polarisation, that it`s a dirty word?" he asked.

Rahul has been facing flak from the Opposition for saying that `Congress is a Muslim party`, which Urdu daily Inquilab claimed, he made at a meeting with Muslim intellectuals and activists on July 11.&nbsp

RSS, AIMIM 'two sides of the same coin', says Congress

Over 1,000 people lost their lives in May and June due to natural calamities like thunderstorm and floods in the country, Union Minister Kiren Rijiju said today.

Mr Rijiju said in the Rajya Sabha that among the total casualty of 1,006 people, 252 people were killed in Uttar Pradesh, where 360 others were also injured due to thunderstorms, floods and lightning.

Altogether 97 people were killed in Odisha due to natural calamities, 74 people each died in West Bengal and Bihar, 73 died in Andhra Pradesh, 71 each in Karnataka and Kerala, 51 died in Jharkhand, 45 in Rajasthan and 44 in Assam.

He said that in the US Congress, seven bills relating to the H-1B visa programme had been introduced by individual Congressmen and senators, but none of these bills had been passed. He said that on the executive side, on April 18, 2017, President Donald Trump issued an Executive Order titled ‘Buy American and Hire American’, which required different arms of the US administration to suggest reforms to the H-1B visa programme.

“This process is still underway. The US administration has also taken some steps towards stricter enforcement and prevention of abuse of the work visa programmes,” he said. Responding to another question on whether the government was aware that there were a large number of Indian green card applicants and whether the US government was putting restrictions on issuing of green cards to foreign nationals, Singh said green cards given to Indians nationals in FY 2016 was 64,687.

According to the information released by the US Citizenship and Immigration Services (USCIS), as of May 2018, there are a total of 306,601 pending green card applications filed by Indian nationals under the employment-based preference category, Singh said. Information on green card applicants for other categories, including dependent family members of the primary beneficiaries of employment-based preference Category, was not available in public domain, he said.

Singh also asserted that no comprehensive changes had been made by the US administration recently to the framework for the issuance of green cards to foreign nationals. Meanwhile, calling the incident unfortunate, Noida MLA Pankaj Singh on Wednesday said that illegal construction should stop with immediate effect, and demanded strict action against those responsible.

Speaking to ANI, Singh said that officers who overlooked the construction of the two illegal buildings, in a village under Bisrakh police station limits, Noida, should be held responsible.

"It's unfortunate. Illegal construction should be stopped and strict action should be taken against those responsible. Officers who overlooked everything should be held responsible and strict action should be taken against them too," he said.

Several people are feared still trapped under the debris. So far three bodies have been recovered from the spot. Of the three, two have been identified.

Four NDRF teams are present at the stop. The search and rescue operations are underway.

Meanwhile, State's Deputy Chief Minister Keshav Prasad Maurya assured the residents that the government will make all efforts to rescue the victims.

Greater Noida building collapse: Four people arrested, DM set up magisterial inquiry

The Goa government on Wednesday banned the import of fish from neighbouring states for the next 15 days.&nbsp

Goa Chief Minister Manohar Parrikar on Wednesday issued a ban across the state as a measure of abundant caution and took to Twitter to inform that no fish will be imported till July end.

"In the interest of the people of Goa, have issued directions to ban the import of fish in Goa for next 15 days. Fishing activity in Goa will resume in the month of August, hence plenty of fresh fish will be available to Goans", Parrikar tweeted.&nbsp

The chief minister also assured the residents that there will be no issue of fish shortage in the coming days due to the ban.

His response came to a question on whether the ministry had made efforts to bring back the priceless Indian antiquities, including the Kohinoor diamond, taken away by the country's colonial masters and invaders.

"The government is continuing to explore ways and means for obtaining a satisfactory resolution of the matter," the minister said.
