Senior Congress leader and former Maharashtra Chief Minister Ashok Chavan on Sunday hoped that CM Devendra Fadnavis walks the talk on his statement of completing constitutional obligations tied to Maratha quota by November.&nbsp;

"It's the government, and not the opposition, which is politicising the quota agitation. We hope Fadnavis walks the talk," Chavan said in a statement.

Chavan also noted the Congress had repeatedly urged agitators not to resort to violence.

The Rajya Sabha today passed the Criminal Law (Amendment) Bill, 2018.

The bill includes stringent measures against rapists including the death penalty for rape of under 12 girls.

The bill was already passed in the lower House of Parliament last month, it was passed by&nbspa voice vote in the Upper House today.&nbspThe Bill replaces the Criminal Law (Amendment) Ordinance promulgated on April 21.

While replying to a debate in the Rajya Sabha, minister of state(MoS) for Home Affairs Kiren Rijiju assured the House that the concerns and issues raised by the members would be looked into by the government, even as he did not agree with the demand of several MPs to send the bill to a Select Committee for scrutiny.

"We have introduced certain changes in the Indian Penal Code, Criminal Court Procedure, Evidence Act and there are consequential effects on prevention of atrocities against children," Rijiju said.

The minister said the law is aimed at providing safety to minor girls while adding that the government brought the bill&nbspafter several incidents of rape of under-aged girls had taken place in the country.

The new law prescribes punishment for rape of a girl under 12 years with minimum jail term of 20 years which may go up to life in prison or death sentence. Gangrape of a girl under 12 years of age will invite punishment of jail term for the rest of life or death.

It also provides for speedy investigations and trial. The time limit for investigation of all cases of rape has been prescribed, which has to be mandatorily completed within two months. The deadline for the completion of trial in all rape cases will be two months. &nbsp

A six-month time limit for the disposal of appeals in rape cases has also been prescribed, the bill says, adding that there will also be "no provision" for anticipatory bail for a person accused of rape or gangrape of a girl under 16 years.

Parliament passes bill to ensure death penalty for child rapists

The Government of India has constructed community bunkers in Rajouri's Nowshera city to provide safety to locals during cross-border firing along the Line of Control (LoC).

This initiative is taken to ensure that daily life and education is not disrupted in areas surrounding the borders.

Speaking to ANI, Rajouri District Development Commissioner, Mohammad Aijaz Asad said, "Some bunkers have already been constructed and many more will be completed soon here in Rajouri. The project by the Government will be wrapped up soon. Schooling facility will be provided in the bunkers so that students' time isn't wasted and their schooling is completed on time."

Union ministers today slammed Congress leader Shashi Tharoor for his remarks that Prime Minister Narendra Modi donned "outlandish" Naga and other headgear but refused to put on a Muslim skull cap, saying it was an insult to the Northeast and reflected the opposition party's mindset towards the region.

"Dear @ShashiTharoor, this smacks of outlandish mindset, particularly a mocking affront to rich traditional culture of people of Northeast, including those of Nagaland whom you specifically choose to mention. It's this Congress mindset, which treated Northeast with disdain for 70 yrs," he said on Twitter.

Fadnavis appealed to the community to shun violence as a "handful of people" were giving a bad name to the silent marches (mook morchas) (taken out for reservation earlier) that were seen as a model form of protest.

The chief minister said that the agitation was justified only if the government was apathetic and claimed that "sincere and genuine" efforts were being made to address the community's grievances which had prevailed for years.

"Our government is addressing them sincerely. I appeal to community leaders to monitor schemes implemented in the districts and bring loopholes, if any, to the notice of the government," he said.

Fadnavis also took on his critics who have been demanding an ordinance to grant reservations to the Maratha community.

"Some are saying promulgate an ordinance and what was the need for the Backwad Class Commission. An ordinance can be promulgated and you will get the satisfaction that a decision was taken. However, it won't stand legal scrutiny," he said.

The chief minister said that legal experts, during detailed discussions, had opined that Maratha reservations would not stand in a court of law if legal and constitutional obligations were not completed.

Referring to a mega recruitment drive to fill government posts in the state, Fadnavis said that no injustice would be done to Marathas.

"The drive is yet to start. The process of how to ensure justice for Marathas while not impacting reservations for members of the SC/ST communities was being worked out," Fadnavis said.

Calling on the Maratha community to "trust" his government, he said that the government was taking effective steps to implement provisions under the Annabhau Sathe Finance Corporation and Rajashri Shahu Maharaj Scholarship schemes for the community.

He said that the Tata Institute of Social Sciences (TISS) had been entrusted with the task of surveying and submitting a report in connection with reservations for the Dhangar community in the state.

The TISS report would be submitted by the end of this month, he said.

Appealing people to be calm and shun violence, Fadnavis said that "disturbances of this sort would affect the sizable investment that Maharashtra was attracting."

He also appealed to the youth to not commit suicide (several instances of which have occurred during the Maratha stir that started afresh in the last week of July) as it pained him "to the core".

"I appeal to the youth to not commit suicide. Please come forward and discuss (your issues) with the government. If there is a lacuna, then share it with the government and all efforts will be made to rectify it," he said.

Asking parties to set aside politicking, he requested them to unite in order to "fulfil the aspirations of the youth".

"About 42 to 47 per cent investment in the country is coming to Maharashtra and this is generating employment on a large scale. The EPFO (Employees Provident Fund Organisation) report for last year stated that Maharashtra was the biggest generator of jobs, at 8 lakh, in a single year," he said.

Citing the violence in Chakan industrial belt near Pune last week, the Maharashtra CM asked whether investors would turn up if such incidents continued.

He informed that industrial corridors were being planned in places like Jalna and Aurangabad and violence in the name of caste and religion among others would ruin the image of a progressive state like Maharashtra.

People, whose names have not been mentioned in Assam's National Register of Citizens (NRC) draft, will not be "jailed or deported", said Prateek Hajela, State Coordinator of NRC on Sunday.

Nearly 40 lakh people have been left out from the draft which was released on July 30. The draft incorporated names of 2.89 crore people out of 3.29 crore applicants.

Ever since the draft was released, the Opposition has been at loggerheads with the Bharatiya Janata Party (BJP)-led Centre and questioning as to where these 40 lakh people would go.

Clearing the air on the matter, Hajela told ANI, "Among the 40 lakh people, whose names are not in the list, can again apply for the same through claim form (Claims and Objections), which we will take between August 30 and September 28. After that we will call these people one by one for inquiry so that they can keep their side in front of the committee. Later on, we will take a final decision on this before final NRC is published. Similarly, people can submit objections forms between the same dates".

"After we will publish the final NRC list post the completion of Claims and Objections, people will still have the right to appeal in the Foreigners Tribunal if they are not satisfied with the result of the process. 64 Foreign Tribunals are currently working here. They have already declared few people as foreigners in the past," he added.

The NRC coordinator further said that no legal action would be taken against people whose name are not in the list.

"People must be wondering what we should do now. Currently, no legal action can be taken against these people. Nobody can take away their rights from them. The Supreme Court has clearly stated this in its order," he added.

Congress leader Shashi Tharoor on Monday stirred a controversy on Monday when he sharply criticised Prime Minister Narendra Modi for his "dislike" towards the Muslim community.

"The Prime Minister dislikes one particular community and discriminates against them in spite of his party`s slogan Sabka Saath Sabka Vikas", said Tharoor while observing that Prime Minister was averse to don a Muslim cap or attire.&nbsp

Congress member of Parliament from Thiruvananthapuram constituency added that his comment was an observation and there was no need to get outraged about it.

Tharoor told the media, "There is no reason for an outrage over my comment as it was just an observation. The Prime Minister has been to several places where he was made to wear different hats and apparels, but he never wore something belonging to the Muslim community".

Tharoor further said that the Prime Minister speaks about "Sabka Saath Sabka Vikas" whereas just the opposite was happening.&nbsp

"The Prime Minister should be for all the citizens of the country, he cannot be selective. Yet, he is doing that, what does that speak about him?"

The Congress leader said that it was just an observation from his side which he raised and he would be waiting for an answer.

This comes just weeks after the leader sparked another controversy by his `Hindu Pakistan` comment when he said, "If they (BJP) win a repeat in the Lok Sabha, our democratic Constitution as we understand it, will not survive, as they will have all the elements they need to tear apart the Constitution of India and write a new one. That new one will be the one which will enshrine principles of Hindu Rashtra, that will remove equality for minorities, that`ll create a Hindu Pakistan."

Jammu and Kashmir to get committee to review security of protected persons

Amid tense situation in Jammu and Kashmir, the Supreme Court is all set to hear a batch of petitions on Monday, which challenge the validity of Article 35-A of the Constitution that grants special privileges to the residents of the state.

The State government had on Friday moved an application before the top court and sought to defer the hearing of the case, citing upcoming panchayat and urban local body elections.

Earlier in May, the top court had deferred the hearing of the case, saying that the government-appointed interlocutor, Dineshwar Sharma, is making efforts to find a solution in such a situation, passing an interim order could prove futile.

The Union government decided not to file a counter affidavit in order to leave the Supreme Court free to decide on what is essentially an interpretation of the law and the Constitution.

Article 35-A was incorporated into the Constitution by a presidential order in 1954, stating, all those living in Jammu and Kashmir at that time and also those who lived in the state for 10 years anytime since, would be considered as its permanent residents.

These residents have been issued a certificate, which entitles them to special benefits in employment etc, and the biggest advantage being- only the permanent residents have the right to own and buy property in the state.

A non-governmental organisation, We the Citizens, filed a petitioned in the apex Court in 2014 to abolish the law on the grounds that it was "unconstitutional".

There are apprehensions, amongst sections of Kashmiris, that if the law is repealed or diluted, outsiders would be settled in Jammu and Kashmir.

The matter of 35-A has united Kashmiri separatists and mainstream politicians.

The government and the top court, on the other hand, are treading rather cautiously in dealing with the sensitive issue.&nbsp

Prabhu said in Lok Sabha that aviation has become a fast-growing sector in the country with the addition of new passengers everyday, which may lead to procurement of thousands of aircraft in coming years.&nbsp

With the aim to encouraging the aviation industry, two task force have been constituted -- one to explore the possibility of manufacturing aircraft and the other on manufacturing of unmanned aerial vehicles (Drones) in India, he said during the Question Hour.

Replying on a question on some countries trying to "dump" their products in India, the minister said the government has been conscious to any such situation and takes immediate action whenever necessary like adopting anti-dumping policy to protect the domestic industry. He cited the example of steel industry where the government took an initiative to protect the domestic sector against the import of the metal from China.&nbsp

Referring to the shortage of skill workers in the country, Prabhu said to meet the skill requirement, the government has formulated the national policy on skill development and entrepreneurship in 2015 with the objective to meet the challenge of skilling at scale with speed and standard.&nbsp

"In addition to laying down the objectives and expected outcomes, the effort is also to identify the various institutional frameworks which act as a vehicle to reach expected outcomes," he said.

"Twenty-four girls were recused yesterday from the shelter home at station road in the name of Ma Vindhyawasini Mahila Prakishan evam Samaj Sewa Sansthan, which has 42 inmates. Eighteen inmates are still missing. We have sealed it," Superintendent of Police Rohan P Kanay said.

The activities at the shelter home came to the fore after a girl managed to flee and informed police about the plight of the inmates.

Muzaffarpur case: Nitish Kumar directs DMs to inspect shelter homes

A temple priest was arrested for allegedly threatening to plant a bomb at St Thomas College here where President Ram Nath Kovind is scheduled to attend a function tomorrow, police said Monday.

At around 1 am last night, the man, who was in an inebriated state, called up the police control room in Kerala and threatened to plant a bomb at the college where the president would inaugurate the centenary celebrations Tuesday, they added.

Thrissur District Police chief Yatish Chandra said the accused, Jayaraman, was picked up after his mobile phone was tracked down. During interrogation, he admitted to having made the call in an inebriated state. He is a priest at the Chirakal Bhagavathy temple here. A case was registered against him for criminal intimidation, the police said.

"After CBI inspection last year, it was established that Deoria shelter home centre was running illegally without norms. A direction was issued to shift the inmates and shut it. But this order was not followed," Joshi stated.

Joshi continued, "On August 1, an FIR was lodged to shut the shelter home immediately as illegal acts were being carried out. The number of children enrolled at the centre as per records are not present. One child was rescued yesterday, who has filed a complaint. An investigation is underway."

In a similar incident, the police in Bihar's Muzaffarpur rescued&nbsp;44 girls from a shelter home last month.
