Stalin had also met the chief minister hours before his father's death.

A government statement said it was "unable to allot space at Marina beach owing to several pending cases in the Madras High Court and legal complications."

Hence, the government is prepared to allott a two-acre site on Sardar Patel Road near the memorials to Rajaji and Kamaraj, it said. DMK&nbsp;moved the Madras High Court challenging the AIADMK&nbsp;decision.&nbsp;Senior counsel for DMK P Wilson and Saravanan went to acting Chief Justice of the Madras High Court Huluvadi G Ramesh's residence and sought permission to move an urgent motion.

The acting chief justice directed them to serve notice on the advocate general, saying he would hear the case at 10.30 pm at his residence.

Meanwhile, the DMK said family and relatives can pay respects to&nbsp;Karunanidhi from 8:30pm to 1am tonight.&nbsp;

The Prime Minister's Office said PM Modi will leave for Chennai in the morning and return by evening. In his condolence message, PM Modi said Karunanidhi stood for regional aspirations as well as national progress.

Congress president Rahul Gandhi will also be reaching Chennai on Wednesday along with other Congress leaders to pay homage to Karunanidhi. The Congress president condoled the demise of DMK patriarch M Karunanidhi and said he strode the stage of Tamil politics like a colossus for six decades.

"This was really a good catch. We were delighted as it was like striking 'gold' in our fishing net along with other fish varieties," the siblings said, as quoted by PTI.

"We are into fishing since the last two decades and had only heard about such a huge ghol fish. But, with this fish catch, we actually had a wonderful experience and it also got sold for a good price," they said.

Usually, a good quality fish sells for a few thousands of rupees in the market, but the Meher brothers are happy to have earned Rs 5.5 lakh with a single catch.

The fish has a&nbsp;prominent market in East Asia including Indonesia, Singapore and Malaysia. An exotic specimen, it is considered to be one of the finest and most expensive varieties of marine fish.

Bihar Chief Minister Nitish Kumar today expressed profound grief over DMK president M Karunanidhi's death. In his condolence message, Kumar said that the country has lost a big political personality who always kept democratic values at the top. His death has caused irreparable loss to the fields of politics and society," Kumar said in an official release. Recently, there have been widespread incidents of mob lynching in the country based on rumours spread through social media apps. The popular messaging app, WhatsApp, has been in the eye of storm over abuse of its platform for circulation of fake news that resulted in incitement of mob fury.

An IT ministry official, who did not wish to be named, said, WhatsApp has not committed itself on "traceability" and attribution of messages, which had been one of the key demands of the government.

Hence, the ministry's concerns have not been addressed and the potential for misuse still remains, the source said.

Last month, the government had expressed dissatisfaction over measures previously listed by WhatsApp for checking fake news that have, in several cases, triggered mob violence.

The IT ministry, in its missive, had said that WhatsApp cannot escape from its responsibility for such rampant abuse of its platform and needed to find originators of provocative messages.

The government, in its second notice to the Facebook-owned messaging service, had warned that in the absence of adequate checks, it will treat the messaging platform as 'abettor' of rumour propagation and legal consequences will follow.

WhatsApp told the government it is building a local team, including India head, as part of steps to check fake news circulation.

The mobile messaging platform also said that attributing messages on WhatsApp would undermine the private nature of WhatsApp and create the potential for serious misuse. The DMK chief was admitted to Kauvery hospital's Intensive Care Unit (ICU) and was there since then.

The nonagenarian leader was suffering from fever and infection for the past few days and was being treated round-the-clock by a team of hospitals and nursing professionals at his house prior to being admitted to the hospital.

Security has been beefed up across the state in the wake of his death.

Thousands of troops are patrolling the streets across Tamil Nadu to prevent any untoward incident. A large number of DMK supporters have gathered outside the Kauvery hospital as well as his house where Tamil Nadu Police's commando force is keeping a tight watch.

The second last draft, which was discharged on July 30, included names of 2.89 crore individuals out of 3.29 crore candidates in Assam. It forgot names of almost 40 lakh individuals.

Earlier on July 31, while hearing the case, the apex court observed that the process of filing objections by those whose names are not listed in the NRC draft should be fair.

A division bench of the top court, headed by Justice Ranjan Gogoi, also directed the Centre to prepare standard operating procedure (SOP) for claims and objections.

It directed the Assam NRC co-ordinator, Prateek Hajela, and the Central Government to submit before the court the process or modalities they will follow to file objections.

The first draft of the NRC for Assam was released on the intervening night of December 31, 2017, and January 1, which included names of 1.9 crore people out of 3.29 crore applicants.

The NRC draft for Assam features the names, addresses, and photographs of all Indian citizens, who have been residing in the northeastern state before March 25, 1971.

The list has been updated for the first time since 1951, to account for illegal migration from nearby Bangladesh.&nbsp

On Sunday, Kashmir had observed an unprecedented shutdown against any tampering with the legislation that guarantees special constitutional rights to the people of the state. The shutdown call was given by separatists to protest against petitions seeking scrapping of Article 35-A.

Sixty-nine terrorists infiltrated into Jammu and Kashmir from across the Line of Control and International Border till June this year, Lok Sabha was informed today.

There were 133 attempts of infiltration by terrorists from across the border and LoC, out of which there were 69 net infiltrations, Union Minister of State for Home Hansraj Ahir said in written reply to a question.

A total of 123 terrorists entered Jammu and Kashmir following 406 infiltration attempts from across the border in 2017, the minister said.

"As per reports, some locals have been found supporting terrorist activities in Jammu and Kashmir. Appropriate action under law is taken against such persons. Security forces have been tackling terrorism successfully and as a result 694 terrorists have been neutralized and 368 terrorists or suspects have also been apprehended since 2014 to July, 2018," he said.

The minister said there were 308 incidents of violence in Jammu and Kashmir till July this year in which 113 terrorists were killed in 90 encounters. Altogether 49 security personnel were also killed so far this year.

In 2017, till July, there were 191 incidents of violence in which 112 terrorists were killed in 69 encounters. As many as 39 security personnel were also killed.

Ahir also said there were 73 incidents of violence during the period of suspension of operation in the month of Ramzan in comparison to 34 such incidents during the previous month.

A total of 23 terrorists, eight security personnel and three civilians were killed during the Ramzan ceasefire, while 14 terrorists, five security personnel and eight civilians were killed in the previous month.

Replying to another question, the minister said the government was aware about the use of social media by the terrorists in Jammu and Kashmir and the law enforcement agencies monitor the web and social media and take appropriate action as per the law.

With the swearing-in of Justice Indira Banerjee, the Supreme Court will for the first time in its history have three sitting women judges.

Justice Banerjee is the eighth woman judge in the Supreme Court since Independence.

She became a judge of the Calcutta High Court on February 5, 2002 and was made the chief justice of the Madras High Court on April 5, 2017. She will retire from the Supreme Court on September 23, 2022.

Before her, senior advocate Indu Malhotra was appointed as the seventh woman judge in the top court.

Justice Malhotra was the first senior woman advocate to be directly appointed as the judge of the Supreme Court.

Among the three sitting women judges, Justice R Banumathi is the senior-most and was elevated to the Supreme Court on August 13, 2014.

Rajya Sabha Chairman M Venkaiah Naidu today rebuked members for the thin attendance in the House when a crucial legislation to provide constitutional status to the National Commission for Backward Classes was passed last evening.

At the start of the day's proceedings,&nbspNaidu observed that 156 members were present when the Rajya Sabha passed the constitution amendment bill.

"We just scraped through," he lamented. Rajya Sabha has a total strength of 245. Majority of the members, that is more than half, are required to be present when an amendment to the Constitution is passed. It can be passed only when two-thirds of the members are present and vote in favour.

"Yesterday, we passed a historic bill unanimously," he said and went on to make his point.

"What is the total presence in the House? 156. What is the strength of the House? On such a constitution amendment where there is unanimity, where there is consensus, and we just scrape through," he said citing the rule on passage of a constitution amendment bill. The bill could have fallen if the numbers were a little less.

"We were exactly a little above the mark, that's all. Otherwise, you can't get it approved also," he said. He said on such matters, political parties should issue whips to their members to ensure their presence.

"On such matters, parties also through their whips (leaders) must see to it that members are cautioned, or guided or directed to be there on time and also vote in such things," he said.

Naidu said it would be a "sad commentary" on the functioning of the Rajya Sabha if someone was to take note of the attendance.

"Whenever there is an important legislation in Parliament, better be present in the House in large numbers, so that a message goes to the society," he said.

He also asked members to be punctual and assemble in the House before the start of the day's proceedings at 11:00 am.

"I have been seeing that members are coming after the Chairman comes and the House assembles," he said.

"The practice is that everybody should be there in the seat before the Chairman comes and then we must start. That will send a good message."

Observing that arriving five minutes early would not make much of a difference, he said when members come in late, they also disturb others to reach their allocated seat.

"All these things can be avoided. This will enhance the prestige and decorum of the House," he said.

Naidu also asked ministers to give advance notice of leave of absence when papers listed against their name are to be taken up.

"I will not allow any statement made by any minister on behalf of other ministers unless I get notice beforehand and then I permit it," he said.

While there has been some improvement, but still some people at the last moment approach the Table office and the Secretariat for allowing someone else to lay the papers on their behalf.

"This is not permissible. This is the last day. I am not going to allow it at all. Please take note of it," he added.

The hospital is likely to issue a bulletin on the condition of the 94-year-old leader.

Chief minister Palaniswami also held a meeting with top officials and he reviewed the situation.

Kauvery hospital had said on Monday evening that Karunanidhi's condition had "declined" and keeping his vital organs functioning remained a "challenge". It had said the next 24 hours could be crucial.

Meanwhile, hundreds of DMK cadres have collected outside the hospital in downtown Alwarpet and the crowd is swelling by the minute.

Many were seen weeping and chanting slogans hailing the leader. A woman supporter was seen fainting and being helped by others who sprinkled water on her face.

Security has been enhanced at the hospital and the Gopalapuram residence of the nonagenarian leader.

As concerns over Karunanidhi's condition mounted, a general alert was sounded across the state. Security was stepped at major installations.&nbsp;

With opposition parties raising serious concern over the alleged sexual exploitation of girls at a children's shelter home in Uttar Pradesh, Home Minister Rajnath Singh on Tuesday termed the incident shameful and declared that no culprit would escape action.

Singh also told the Lok Sabha that two senior officials of the state government were probing the matter.

Opposition members, including those from the SP and the RJD, raised the issue and referred to a similar incident at Muzaffarpur in Bihar.

"No culprit will escape action",&nbspSingh said, adding that the state government has taken quick action in the case. He described such incidents as unfortunate, sad and shameful.

On the action taken, he said the district administrative officer has been suspended and the manager of the shelter home as well as her husband have been arrested.

Additional Chief Secretary and a Director General level officer are probing the case,&nbspSingh said.

The Home Minister also said that he would ask the ministries concerned to send out advisories to states to ensure that such incidents do not occur in the future.

Soon after the Home Minister's response, members of the SP, RJD, Congress and TMC staged a walk out from the House.

Amid the protests and heated exchanges between the Treasury and the Opposition benches, Speaker Sumitra Mahajan said everyone is concerned about these incidents which are not good. She urged everyone not to play politics with it.

She suggested that all members should also keep a tab in their constituencies so that such incidents do not happen.

Twenty-four girls were rescued from a shelter home in Deoria in Uttar Pradesh after allegation of sexual exploitation of the inmates came to light a few days ago. As many as 18 inmates are reportedly missing.

No culprit would escape action, says Rajnath Singh on shelter home case

The Supreme Court on Tuesday came down heavily on the alleged rapes of minor girls in a Muzaffarpur shelter home run by a Non-Governmental Organisation (NGO) and raised question over their funding.

The Apex Court asked, "Who is giving money to the shelter home in the state? Why the credentials of institution running shelter home not checked before it was provided funds, " as quoted by PTI.&nbsp;

The apex court further expressed concern over incidents of rape in the country and said that women are being raped "left, right and centre."&nbsp;

A bench comprising Justices M B Lokur, Deepak Gupta and K M Joseph pulled up the Bihar government for funding the NGO.

The bench referred to National Crime Records Bureau (NCRB) data and said that every six hours, a woman is raped in India.&nbsp;The court referred the NCRB data and said 38,947 women were raped in India in 2016.&nbsp;

"What is to be done? Girls and women are getting raped left, right and centre," the bench said, as quoted by PTI.&nbsp;

The lawyer also said that one of the girls, who was allegedly raped at the shelter home in Muzaffarpur, was still "missing".&nbsp;

To this, the Bihar government told the apex court that nine cases of sexual abuse have been lodged involving these 15 institutions run by various NGOs.

Also, the Supreme Court also asked the print, electronic and social media not to publish or display photos of victims of sexual abuse in any case.

The apex court further said that minor victims of sexual abuse should not be interviewed as it will have serious mental impact and ordered that child sex abuse victims be interviewed only by members of NCPCR and SCPCRs in presence of counsellors.&nbsp;

The top court also told Centre to apprise it on steps proposed to prevent sexual abuse of minors in shelter homes across country.

Fake notes with face value of over Rs 13.8 crore were seized in the country post-demonetisation and the highest seizure of over Rs 5.94 crore was reported from Gujarat, the Lok Sabha was informed today.

In response to a question, Minister of State for Home Affairs, Hansraj Gangaram Ahir said as per the data available with the National Crime Records Bureau (NCRB), Fake Indian Currency Notes (FICN) of face value Rs 13.87 crore were seized in states bordering Nepal, Pakistan and Bangladesh from November 09, 2016 till June 30 this year after notes ban.

According to the data provided by the minister, fake currency notes with face value of Rs 5.94 crore were seized from Gujarat, the highest in the country, followed by Rs 2.19 crore in Uttar Pradesh, Rs 2 crore in West Bengal, Rs 1 crore in Mizoram and Rs 1 crore in Mizoram among others.

"Intelligence and security agencies of the Centre and states keep a close watch on the elements involved in the circulation of fake currency in the country and take action on any reported violation of law," the minister said.

Citing steps taken by the government to curb their smuggling and circulation, he said the production or smuggling or circulation of fake currency, coin or any other material was made a terrorist act under the Unlawful Activities (Prevention) Act, 1967.

He said FICN Coordination Group (FCORD) was formed by the MHA to share intelligence/information among the different security agencies of the state/Centre to counter the problem of circulation of fake currency notes in the country.&nbsp 
"A Terror Funding and Fake Currency Cell (TFFC) has also been constituted in the NIA to investigate terror funding and fake currency cases," he said.

The minister said the steps include strengthening security at international borders by using new surveillance technology, deploying additional manpower for round the clock surveillance, establishing observations posts along the international border, erection of border fencing and intensive patrolling.

A Memorandum of Understanding (MoU) was signed between India and Bangladesh to prevent and counter smuggling and circulation of fake currency notes, he added.
