At least 76 per cent of the licensed gun owners have deposited their arms to the police in Mizoram ahead of the November 28 Assembly elections, a senior police officer said Tuesday.

Inspector General of Police (IGP) L H Shanliana said that 10,337 licensed gun owners had deposited their firearms in various police stations across Mizoram.

The deputy commissioners of all the districts in the state had issued orders asking all registered gun owners to deposit their firearms before the Assembly elections as per a directive issued by the Election Commission of India.

Shanliana hoped that all licensed gun owners, including farmers, would deposit their firearms before the polls though the farmers need guns to protect their jhums (cultivation) from animals at this time of the year.

"We have received excellent cooperation from the village councils in the rural areas and the local councils in the capital Aizawl city," he said.

Keeping in mind the gun owners' sentiments about their guns, he said they would be able to check and clean their firearms whenever they want to do so by visiting the respective police stations and outposts.

The IGP said that DGPs of neighbouring Assam, Tripura and Manipur have been asked to ensure that no persons or materials that could disrupt the poll process in Mizoram should be allowed to enter the state.

Superintendents of police and officers-in-charge of border districts have been put on high alert.

Close circuit television cameras were in place in the border outposts at Assam border Vairengte, Saiphai and Bairabi and Tripura border Zawlnuam Police outposts, the IGP added.

The ‘Problems Statements’ presented to the participants are in the areas of mapping, synchronised output of diverse social media, shared digital identity verification, effective number estimate, space management and allotment, effective learning and personal security.

These are based on campus scenarios which students can easily relate to. The solutions will act as seeds to address larger problems in these areas in society, said the High Commission in the statement.

Flipkart CEO Binny Bansal, who stepped down earlier today over an allegation of "severe personal misconduct," said he will continue to remain a large shareholder and board member of the now Walmart-owned firm, news agency PTI reported.

"The allegations left me stunned and I strongly deny them. The investigation, however, did bring to light lapses in judgment, particularly a lack of transparency, related to how I responded to the situation," he said.

Bansal said these have been "challenging times" for him and his family, and in light of these circumstances, he felt it was best to step away as chairman and Group CEO.

"I will continue to be a large shareholder in the company and will continue to serve as a member of the board of directors," he noted.

According to a PTI report, Kalyan Krishnamurthy will continue to be CEO of Flipkart, which will now include Myntra and Jabong, continuing to operate as separate platforms within the Flipkart business, a statement released by Flipkart said.

Krishnamurthy, currently chief executive of the Flipkart division, will report directly to the board, Walmart said.

Flipkart said the succession plan has now been accelerated as Bansal had been "contemplating a transition for some time".

Sachin Bansal, the other co-founder (not related), had left Flipkart after selling his entire 5.5 per cent stake to Walmart as part of the deal.

Ananth Narayanan will continue as CEO of Myntra and Jabong and will report to Krishnamurthy. Sameer Nigam will continue to head PhonePe -- Flipkart's payments unit -- as CEO. Both Krishnamurthy and Nigam will report directly to the board, Walmart said.

"We remain committed to investing for the long-term and are supportive of the leadership team's desire to evolve into a publicly-traded company in the future," it added.

In an internal email, Krishnamurthy sought to assuage employee concerns stating that "there will be no changes in our operating processes, or to the mission of the company as a result of this news".

"Flipkart will continue to invest heavily in the supply chain, innovation, and technology, with a focus on optimising operations, and empowering employees... For Flipkart to keep succeeding, it is crucial for our teams to thrive, and we will continue to do everything possible to ensure you are given the opportunity to do just that," he added.

Walmart on Tuesday announced that Flipkart CEO Binny Bansal has resigned over allegations of serious personal misconduct.

"While the investigation did not find evidence to corroborate the complainant's assertions against Binny, it did reveal other lapses in judgement, particularly a lack of transparency, related to how Binny responded to the situation. Because of this, we have accepted his decision to resign," Walmart said in its statement.

Walmart said the events surrounding the allegations had "risked becoming a distraction", prompting Bansal's decision to step down. He had been appointed group CEO in January last year.

In a separate statement, Flipkart said: "This has been an unfortunate and challenging situation for Binny, his family and Flipkart."

Shortly after Walmart Inc. released a statement noting that Flipkart CEO Binny Bansal has stepped down over "serious personal misconduct" charges, a source told Reuters that the allegation against Bansal was of sexual assault.

"In late July ... an allegation came to us. It was a claim of sexual assault against Binny," the source told Reuters, adding the individual concerned was a former Flipkart associate who was not with the company at the time of making the allegation.

"The investigation could not corroborate the allegation. It did, however, surface a lack of transparency on Binny’s part."

CPI state secretary Chada Venkat Reddy told reporters here that the names of candidates from Husnabad, Wyra and Bellampalli would be announced Wednesday.

The "grand alliance" comprises the Congress, TDP, CPI and Telangana Jana Samiti (TJS).

Expressing dissatisfaction over Congress "unilaterally" announcing that CPI would get three seats, the Left party had earlier said it would field candidates from five assembly segments. The party had also named the five seats.

Chada Venkat Reddy Tuesday said his party is seeking a constituency in Nalgonda district, in addition to the three.

A CPI statement later alleged that Congress has delayed seat sharing with protracted consultations.

The delay would only hurt the "grand alliance", it said.

It wanted the Congress to complete seat sharing soon.

The statement said Chada Venkat Reddy would contest the elections and that Palla Venkat Reddy would function as in charge secretary.

Chada Venkat Reddy is most likely to contest from Husnabad.

The Mizo National Front (MNF), which has been under fire from other political parties for allegedly being close to the BJP, Tuesday said it did not have any electoral alliance with the saffron party and would never go for one as the ideologies of the two parties were "completely different".

There was also no chance of a post-poll alliance between the MNF and the Bharatiya Janata Party (BJP) or a coalition in the event of a hung Assembly, MNF senior vice-president Tawnluia said during a meeting in Khawzawl town on the Mizoram-Myanmar border.

"The MNF is for protecting Christianity, but will never condone Hindutva," he said.

Tawnluia added that the Congress had formed a coalition with the BJP to be in power in the Chakma Autonomous District Council (CADC) since May last and the Zoram

People's Movement's (ZPM) chief ministerial candidate, Lalduhoma, had formed an alliance with the saffron party earlier.

The Congress had to publicly announce that it was no longer an ally of the BJP in the autonomous council for the ethnic Chakma people that exercised legislative, executive and judicial powers over the allotted departments in its territory spread over 1,500 sq. Km.

The election to the 20-member CADC on April 20 had thrown up a fractured mandate with the MNF getting eight seats, the Congress six and the BJP five. The polling for one seat was stayed by the Gauhati High Court.

The traditional national rivals -- the BJP and the Congress -- later formed a coalition to stake claim to form the executive committee of the tribal council. The coalition, however, faced a setback after some Congress members withdrew support to the BJP-led CADC.

The MNF has been accused of being close to the saffron party as it is a constituent of the BJP-led North East Democratic Alliance (NEDA). Other political parties, especially the ruling Congress, has alleged that the MNF has a covert understanding with the BJP.

Both the BJP and the MNF are contesting all the 40 seats in the November 28 Mizoram Assembly polls, the results of which will be announced on December 11.

Hitting back at Rahul Gandhi, Finance Minister Arun Jaitley Tuesday said the Congress President's failed politics is compelling him to resort to 'falsehood' and 'petty hair-splitting' to make the sensitive Rafale purchase defence deal controversial.

Jaitley also said that it was the Congress-led UPA which delayed the purchase of the Rafale aircraft which was necessary to improve the combat ability of Indian Air Force.

He was responding to allegations made by Gandhi that Prime Minister Narendra Modi has admitted to "theft" in the Rafale deal before the Supreme Court and to changes in the contract without asking the Air Force.

In a series of tweets, Jaitley said that 'falsehood' cannot be a substitute for "failed politics" of Gandhi.

"UPA delayed the Rafale purchase, much required for improving the combat ability of Indian Air force. Is Rahul Gandhi's failed politics compelling him to render India's sensitive defence requirements controversial?" Jaitley questioned.

The Centre on Monday disclosed to the Supreme Court the pricing details for the 36 Rafale jets that were negotiated on "better terms" and said it "completely followed" the Defence Procurement Procedure laid out in 2013 and secured the Cabinet Committee on Security (CCS) approval before the deal that has whipped up a political storm was inked with France.

Jaitley, in a tweet, said, "Falsehood is not a substitute for Rahul Gandhi's failed politics. Realising that the Modi government bought the Rafale at a price cheaper than what UPA was negotiating the disrupters are now reporting to petty hair-splitting".

Earlier in the day, Gandhi in a tweet said "Modiji has admitted to his theft in the Supreme Court. In the affidavit, he admitted to changes in the contract without asking the Air Force and put Rs 30,000 crore in Ambani's pocket.

Rafale deal: Crucial hearing in Supreme Court on Wednesday

Congress chief Rahul Gandhi asked Tuesday why Prime Minister Narendra Modi was silent on charges of corruption against Chhattisgarh Chief Minister Raman Singh and his family.

Addressing a rally in Kharsia Assembly constituency in Raigarh district in the poll-bound state, Gandhi claimed the Prime Minister did not speak about corruption anymore.

"In civil supply scam of Rs 36,000 crore, names of Raman Singh and his wife surfaced. Rs 5,000 chit fund scam took place under the protection of the Raman Singh government," he alleged.

"His (Singh's) son Abhishek Singh was named in Panama papers scandal, but no action was taken in any of these cases," the Congress chief alleged.

"Prime minister Modi used to speak about corruption in his speeches earlier, but why he does not speak about the corruption of Raman Singh and his family? Why Raman Singh too is silent over corruption," he asked.

The ruling BJP has denied the allegations of corruption against the chief minister and his family.

Gandhi campaigned for Congress candidate and incumbent MLA from Kharsia, Umesh Patel, Tuesday.

Patel's father Nandkumar Patel, then state Congress chief, was killed in a Naxal attack in Jhiram valley in Bastar's Darbha area on May 25, 2013.

Remembering Nandkumar Patel, Gandhi accused Modi of insulting the martyrdom of Congress leaders who died in the Naxal attack.

He was apparently referring to the prime minister's recent speech in Bastar where he had accused Congress leaders of supporting urban Naxals.

The Congress chief reiterated his allegation that the Modi government took away the Rafale fighter jets contract from the state-run Hindustan Aeronautics Limited (HAL) and gave it to industrialist Anil Ambani.

"Modi ji handed over Rs 30,000 crore to Anil Ambani which was your money," Gandhi claimed.

Both the government as well as Ambani have denied the allegations of grant of undue favour to Ambani's firm in the Rafale deal.

The Congress president promised loan waiver to farmers in the state.

"After the Congress government is formed in the state, we will waive the loans of farmers within ten days," he said.

Gandhi said farmers would get a bonus on paddy procurement, and the bonus pending for two years, which the BJP government had promised but not paid, would be disbursed.

On Monday, polling was held in eighteen constituencies of Naxal-affected districts of Chhattisgarh. Remaining 72 seats will go to polls on November 20.

The Supreme Court-appointed EPCA on Monday warned that if the air quality in Delhi continues to deteriorate then it would impose a complete ban on the use of non-CNG private as well as commercial vehicles.

Environment Protection Control Authority (EPCA) Chairman Bhure Lal, in a letter to chief secretary of Delhi, Haryana and Uttar Pradesh said the vehicle sticker has not been implemented and without this it is not possible to distinguish between diesel and other fuelled vehicles.

"In the scenario that the weather remains adverse and that the current situation of air quality remains in 'very poor' or 'severe category' then there is no option but to direct for a complete stop on the use of private and commercial vehicles other than those plying on CNG so that pollution can be contained," Lal said in the letter.

"However, CNG vehicles have stickers and also it is understood that all public transport vehicles are fuelled by CNG. In this situation, these vehicles will be available for movement," he said.

This is the second time Lal has raised the issue of pollution by vehicles.
On October 31, he had proposed banning all private vehicles but this time he went ahead and proposed ban on all non-CNG private and commercial vehicles.

The comments came amid deteriorating air quality in the national capital which is battling alarming levels of pollution due to local emissions land regional factors.

Presently, Delhi's air quality is oscillating between very poor and severe category.

Addressing a rally in Baloda Bazar ahead of the second phase of polling in Chhattisgarh on November 20, Gandhi said as per Modi, development of the country began only after 2014, when he became the prime minister.

"He (Modi) doesn't even know that the country is run by the people and not by a single man. He insults you by making such comments," the Congress president said.

Demonetisation and implementation of the Goods and Services Tax (GST) was aimed to break the back of small and medium businesses, Gandhi said. Congress will encourage youth to do business and get loan facility from banks, he added.

The Congress is not against big industrialists, but if government gives them benefit, small and medium business should not be neglected, he said.

"Nirav Modi, Mehul Choksi, Vijay Mallya fled the country with thousands of crores of rupees belonging to the people of India. PM Modi does nothing to bring them back to the country and doesn't utter a word on the issue," he said.

He claimed the CBI director was removed from his post at 1am to stop a probe into the Rafale deal. "If there is an investigation, only two names will come up: Narendra Modi and Anil Ambani. Modi is scared of a probe," he said.

Gandhi claimed Anil Ambani was chosen over HAL for the Rafale deal despite HAL having 70 years experience in manufacturing fighter aircraft.

"Anil Ambani didn't have the experience. He may not have made even a paper aeroplane," he said.

Gandhi said there is an undercurrent in favour of the Congress in the 18 constituencies of Chhattisgarh which went to polls Monday.

Results from Chhattisgarh, Madhya Pradesh, Rajasthan and other poll-bound states will go in favour of the Congress, he said.

Chhattisgarh is rich in resources, the Congress president said, adding the "dream of the state was broken due to the misrule" of the BJP government.

Promising a "people's government" in Chhattisgarh if voted to power, he said people want a government which listens to their "Mann ki Baat".

"Instead of working for a few industrialists, Congress will work for development of agriculture, education and health in the state," Gandhi said.

Congress president Rahul Gandhi on Tuesday launched a diatribe against Prime Minister Narendra Modi, accusing him of "misleading" people on India's development. Addressing a rally in Baloda Bazar ahead of the second phase of polling in Chhattisgarh on November 20, Gandhi said as per Modi, development of the country began only after 2014, when he became the prime minister.

Modi doesn't know country run by people, not by one man: Rahul Gandhi

The Supreme Court Tuesday fixed December 4 for final arguments in the petitions filed by Congress chief Rahul Gandhi and his mother Sonia Gandhi challenging the Delhi High Court's order related to a case of re-opening of their 2011-12 tax assessments.

The high court had refused to give them relief in the case, giving the opportunity to the Income Tax (I-T) Department to scrutinise their records.

The Supreme Court did not issue any notice on their petitions as the I-T department was represented by its counsel.

The department had filed a caveat in the apex court that it should be heard if any appeal is filed against the high court order.

A caveat is a legal procedure by which an application is filed by any party to the litigation to pre-empt an ex-parte order.

After a brief hearing, a bench comprising justices A K Sikri and S A Abdul Nazeer said, "Since the respondent (I-T department) has put in an appearance, we are not issuing a formal notice. However, we are fixing the matter for final arguments on December 4."

The appeals were filed by Rahul, Sonia and veteran Congress leader Oscar Fernandes. They have challenged the September 10 verdict of the high court.

The income tax matter against the Congress leaders is linked to the National Herald case in which they are also facing a criminal case.

Senior advocates P Chidambaram, Kapil Sibal and Arvind Datar appeared for the Congress leaders.

When Chidambaram tried to make a submission by narrating the backgrounds leading to the income tax case, the bench said, "We are not concerned with the background but the question here is about the notice (issued by the I-T department) of the reassessment of income tax. The issue is whether the notice is valid or not".

At the outset, the bench was of the view that the Gandhis can raise the issue before the assessing officer.

However, Chidambaram said the question is about the income tax notice to them and it has to be determined whether it is correct or not.

Solicitor General Tushar Mehta, appearing for the I-T department, said the premise raised by the Gandhis and Fernandes is wrong. But, the bench said the issues raised in the petitions requires consideration. During the hearing, the bench also said there are two options.

"We will issue notice but we will say that assessing officer will proceed with the assessment. However, the final decision will not be given effect to and be placed before this court.

"The second option is we will hear the matter after two weeks and you all can assist us. The high court judgment is lengthy", the bench said.

On September 10, the Gandhis had failed to get any relief from the Delhi High Court which dismissed their challenge on reopening of their tax assessments for 2011-12.

Denial of any relief by the high court had paved the way for the I-T department to scrutinise the Congress leaders records for the assessment year.

"...The assessees' rights to urge them are reserved in the income tax proceedings," the high court had said, while "dismissing" the three separate petitions filed by Gandhis and Fernandes, which were decided through a common order.

The income tax probe against the Congress leaders has arisen from the investigation into the private criminal complaint filed by BJP leader Subramanian Swamy before a trial court in connection with the National Herald case, in which the trio is out on bail.

Sonia and Rahul were granted bail in the case by the trial court on December 19, 2015.

A tax evasion petition (TEP) was also addressed to the finance minister by Swamy.

In the complaint before the trial court, Sonia, Rahul and others have been accused of conspiring to cheat and misappropriate funds by paying just Rs 50 lakh, through which Young Indian (YI), a not-for-profit organisation, had obtained the right to recover Rs 90.25 crore that the Associated Journals Ltd (AJL) owed to the Congress party.

It was alleged that YI, which was incorporated in November 2010 with a capital of Rs 50 lakh, had acquired almost all shareholdings of the AJL, which was running the National Herald newspaper.

In this process, YI had also acquired AJL's debt of Rs 90 crore.

The tax department had said the shares Rahul has in YI would lead him to have an income of Rs 154 crore and not about Rs 68 lakh, as was assessed earlier.

It has already issued a demand notice for Rs 249.15 crore to YI for the assessment year 2011-12.

The department's move followed its probe on a complaint alleging that the Gandhis had misappropriated AJL's assets while transferring their shares to the newly formed YI.

The high court had noted in its order that the premise of the reassessment notices was that the non-disclosure of the taxing event-- allotment of shares of YI-- deprived the assessing officer of the opportunity to look into the records.

It had said that in Rahul's case, the non-disclosure of share acquisition constituted tangible material justifying reassessment.

In case of Sonia and Oscar, the bench said returns filed by them were processed under Section 143(1) of the Income Tax Act, which pertains to 'Notice or intimation', and are not treated as "assessments".

He added that the party will work to defeat the saffron party in states where it will be in a direct fight with the Congress.
