Former Congress leader Sajjan Kumar is likely to surrender before a court here on December 31 to serve the life imprisonment awarded to him by the Delhi High Court in a 1984 anti-Sikh riots case.

"We will comply with the high court's judgment," his counsel Anil Kumar Sharma told PTI.

The counsel said Kumar's appeal in the Supreme Court challenging the high court verdict is not likely to be taken up for hearing before December 31.

The 73-year-old former Congress leader was sentenced to life for the "remainder of his natural life" by the Delhi High Court on December 17 in a 1984 anti-Sikh riots case.

The case relates to killing of five Sikhs in Raj Nagar part-I area in Palam Colony in South West Delhi on November 1-2, 1984 and burning down of a Gurudwara in Raj Nagar part II. Riots had broken out after the assassination of then prime minister Indira Gandhi on October 31, 1984 by her two Sikh bodyguards.

The high court had on December 21 rejected Kumar's plea seeking extension till January 30 to surrender.

The former Congress leader had sought more time to surrender, saying he had to settle the family affairs related to his children and property and also needs time to file appeal in the Supreme Court against the high court verdict.

Sharma said they have removed the objections in their appeal filed in the apex court but since the court was on vacation till January 1, it was not likely to be taken up for hearing by December 31 and also the chances of mentioning for urgent listing of the appeal was not there.

The Supreme Court will open on January 2 after the winter break.

"We have removed the objections and the appeal in the apex court has been numbered. Presently, there are no benches in the Supreme Court. Even if we mention the matter for urgent hearing, the registrar will decide whether it will be heard by the bench. No time is left now," Kumar's counsel said.

He said they are yet to engage a senior counsel who would represent Kumar before the apex court.

The former Congress leader had on December 22 approached the Supreme Court challenging the high court's judgment.

Senior advocate H S Phoolka, who is representing the riots victims, had earlier said that they had already filed a caveat in the apex court to pre-empt any ex-parte hearing in favour of Kumar.

The high court had set aside the trial court's 2010 verdict which had acquitted Kumar in the case. The six accused, including Kumar who was a Member of Parliament at that time, were sent to be tried in 2010.

The high court had also upheld the conviction and varying sentences awarded by the trial court to the other five -- former Congress councillor Balwan Khokhar, retired naval officer Captain Bhagmal, Girdhari Lal and former MLAs Mahender Yadav and Kishan Khokhar.

All six, including Kumar, were directed by the high court to surrender by December 31, and not leave Delhi in the meantime.

Google Doodle on Wednesday paid tribute to social worker and activist Murlidhar Devidas Amte, affectionately known as Baba Amte (father Amte) on his 104th birthday anniversary.

The slideshow honours the life and legacy of Amte, who dedicated his life to serving those in need, especially those afflicted with leprosy.

Amte was born into a wealthy family in Maharashtra in 1914. According to the Google blog post, "Exposed early on to a life of privilege, he would hunt wild animals, play sports, and drive luxurious cars. He went on to study law and was running his own successful firm by his 20s. Despite his upbringing, however, Amte was aware of India's class inequalities throughout his childhood."

Amte's life was changed forever when he encountered a man suffering from leprosy. The sight of the man's decaying body filled him with overwhelming fear.

"A strong believer in national unity, Amte launched the first Knit India March in 1985. At age 72, he walked from Kanyakumari to Kashmir, a distance of more than 3,000 miles with the simple purpose to inspire unity in India," the post added. He was awarded the prestigious Padma Shri Award in 1971, the 1988 United Nations Prize in the Field of Human Rights, and the 1999 Gandhi Peace Prize.

The development comes just a week after Pakistan released Hamid Nehal Ansari who was in a Pakistani jail for 6 years. He went to Pakistan on fake IDs from Afghanistan to meet a girl who he fell in love on Facebook.

The repatriation has highlighted the issue of Indian and Pakistani prisoners languishing in each other's jails.

India and Pakistan exchange list of civilian prisoners and fishermen of each country lodged in the jails of the other on 1 January and 1 July of every year according to India-Pakistan ‘Agreement on Consular Access’ signed on 21 May 2008. According to the lists exchanged on 1 July 2018, there were 108 Pakistan fishermen and 249 Pakistan civilian prisoners in India’s custody.

Pakistan had acknowledged the custody of 418 fishermen and 53 civilian prisoners who are Indian or believed-to-be Indian in their jails. In addition, there is the issue of 83 missing Indian defence personnel, whose custody has not been acknowledged by Pakistan so far.

The External Affairs Minister, in October 2017, suggested to the High Commissioner of Pakistan that the two sides could work together to resolve humanitarian issues related to elderly, women and mentally unsound prisoners in each other’s custody and consider their early release and repatriation.

It was proposed to revive the mechanism of Joint Judicial Committee and that a team of Indian medical experts could be allowed to visit the mentally unsound prisoners with a view to facilitating their nationality verification and subsequent repatriation. Pakistan responded positively on 7 March 2018.

India has already shared the details of the medical experts' team and the reconstituted Joint Judicial Committee with Pakistan with the request to organise their visit. Pakistan has not responded so far.

The rescue operation continued on Wednesday to extract 15 miners trapped inside a mine for around two weeks in Meghalaya, in northeast India.

The miners have been trapped since December 13 inside an illegal mine that has been flooded in Meghalaya amid dwindling hopes of finding them alive.

"Two teams of NDRF (National Disaster Response Force) are running this operation. The operation is going on," NDRF spokesperson Anil Shekhawat told EFE.

Shekhawat dismissed local media reports that the rescue work had been suspended in the mine, located in the East Jaintia Hills district.

"Not suspended. Technically we are considering things and assessing the situation on the ground, and after doing all assessment, the operation is still going on (and will continue) until the final confirmation comes from the administration," said the spokesperson.

Rescue teams have to first clear the water in the area before proceeding with the operation in the vertical mine shaft.

Shaft mining, which includes digging vertical tunnels into the ground, were outlawed in 2014 by the National Green Tribunal in Meghalaya.

"The situation is very, very difficult, so (chances of) survival is also very, very, low depending on the situation because all the area is flooded," said Shekhawat.

The cold wave sweeping Kashmir intensified Wednesday as the mercury stayed several degrees below the freezing point, resulting in frozen water bodies and water supply lines in several residential areas.

Leh town in Ladakh region recorded the lowest temperature this winter as mercury plummeted to minus 17.1C last night, a Met department official said. The nearby Kargil recorded a low of minus 14.4C, he said.

Srinagar the summer capital of Jammu and Kashmir which recorded the coldest night in 11 years on Monday at minus 6.8C, experienced a similar minimum temperature last night at minus 6.7C, the official said. He said Qazigund the gateway town to the Valley in south Kashmir recorded a low of minus 5.9C, while the nearby Kokernag town registered a low of minus 5.4C last night.

Kupwara in north Kashmir recorded a low of minus 6.4C. The night temperature in Pahalgam, which serves as one of the base camps for the annual Amarnath Yatra in south Kashmir, settled at minus 7.9C, the official said. The ski-resort of Gulmarg in north Kashmir was the coldest place in the Valley at minus 9.4C.

The cold wave has resulted in the freezing of some water bodies, including the fringes of the famous Dal Lake in Srinagar, and residential water supply pipes in Srinagar and other towns of the Valley.

Kashmir is currently under the grip of ‘Chillai-Kalan’ the 40-day harshest period of winter when the chances of snowfall are maximum and the temperature drops considerably.

‘Chillai-Kalan’ ends on January 31, but the cold wave continues even after that. It is followed by a 20-day-long ‘Chillai-Khurd’ (small cold) and a 10-day-long ‘Chillai-Bachha’ (baby cold).

The winter this season has been largely dry, although there was a spell of snowfall in the Valley in early November.

The prolonged dry spell has resulted in an increase in common ailments like cough, cold and other respiratory problems, especially among children and elderly people.

The weatherman has predicted rain or snowfall at isolated places in the Valley and Ladakh region on Wednesday.

After a video went viral on social media in which Karnataka Chief Minister H D Kumaraswamy is heard apparently instructing the police to "mercilessly" kill the assailants of Janata Dal (Secular) leader Prakash, the 59-year-old leader on Wednesday asserted that it is a human tendency to react like that in distress situations.

Reiterating that he is an emotional person, Kumaraswamy told reporters here: "That is not a big issue. That is a human tendency. In that kind of situation, any human being will react like that. I have clarified it already."

On December 24, Kumaraswamy landed himself in a controversy after he was caught on camera telling someone on the phone, saying, "He (Prakash) was a good man. I do not know why they killed him. Shoot them (killers) mercilessly, no problem."

As his remarks drew flak from the BJP, RTI activists have filed a complaint about Kumaraswamy`s remark in the Human Rights Commision.

Later clarifying that he was emotional at that point of time, Kumaraswamy said: "It (kill assailants mercilessly) was not my order. I was emotional at that moment. They (killers) are the reason for two murders and they were in jail. They came out on bail two days ago and killed another person. This is how they are misusing bail," said the Karnataka Chief Minister.

Prakash, a leader of the ruling party, was murdered by unidentified assailants while he was travelling in his car in Maddur on Monday.

Meanwhile, Narasimhamurthy, an RTI activist told ANI: "The Chief Minister told police officials to shoot the culprits. In our country, there is law and Constitution. The procedure of law should be followed. The Chief Minister cannot give such statements.'
