Speaking exclusively to WION ahead of his India visit at Davos, Ramaphosa said, "ties between India and South Africa are very historical, political and most enhancing and empowering links."

Ramaphosa will also be the chief guest at India's Republic day on Saturday.

Calling his visit a homecoming moment, he said, "I will be going to India, and it is going to be a homecoming moment for us as we go to India because we want to strengthen the ties between South Africa and India. We want to promote trade and good relation between the two countries."

Drawing parallels between Father of the nation Mahatma Gandhi and South Africa's charismatic anti-apartheid leader Nelson Mandela, Ramaphosa said, "will to go there (India) and celebrate Mahatma Gandhi's life and Nelson Mandela's life. So that it helps us to consolidate our relations and it is the glue that binds the two countries together from the historical and political point of view."

This is the second time a South African President will be the chief guest at Republic day. In 1995, the then President of South Africa Nelson Mandela was the chief guest at Republic day. PM Modi personally handed over the invite to President Cyril when he met him on the sidelines of G20 summit in Argentina in December.

The president will be accompanied by the First Lady Dr Tshepo Motsepe, and a high-level delegation including nine Ministers, senior officials of his Government and a 50-member business delegation.

The visit by the president comes in a year when India is celebrating the 150th birth anniversary of Mahatma Gandhi.

The South African President during the first day of his visit on 25th January will address the 1st IBSA (India, Brazil, South Africa) Gandhi Mandela Memorial Freedom Lecture and the India-South Africa Business Forum in the presence of Prime Minister Narendra Modi.

A roadmap on strategic partnership is expected to be signed for the next 3 years between India and South Africa during the visit.

In his last Mann ki Baat on 30th December 2018, PM Modi said "its a matter of great pride that South African President Cyril Ramaphosa would be the chief guest at republic day 2019. "

They have also been asked to issue advisories for people to take precautions. Also, there is sufficient stock of swine flu drug Oseltamivir and also there is no scarcity of N95 masks," a senior health ministry official said.

Meanwhile, the Delhi government has issued an advisory mentioning Dos and Don'ts for the people.

The advisory states that seasonal influenza (H1N1) is a self-limiting viral, airborne disease spread from person-to-person, through large droplets generated by the act of coughing and sneezing, indirect contact by touching a contaminated object or surface (fomite transmission like telephone, cell phones, computers, door handles, doorbells, pens, toys etc) and close contact, including handshaking, hugging and kissing.

The Do's and Don't mention covering nose and mouth with disposable tissue or handkerchief while coughing or sneezing, washing hands with soap and water frequently, avoiding crowding places, maintaining isolation, drinking plenty of liquid and consulting doctor.

As per the advisory, one should not touch eyes, nose or mouth with unwashed hands or hug, kiss and shake hands while greeting or spit in public places, dispose of the used napkin or tissue paper in open areas, smoke in public places.

News brief: Big stories of the day

Farmers staged a protest and raised slogans against Congress president Rahul Gandhi in his parliamentary constituency Amethi in Uttar Pradesh.

The farmers protested in Gauriganj town in Amethi district on Wednesday demanding that either their land that was given to Rajiv Gandhi Foundation should be returned or else they are provided employment.

Rahul yesterday visited Amethi for campaigning for the general elections.

One of the protesters, Sanjay Sing told ANI: "We are very upset with Rahul Gandhi. He should go back to Italy. He does not deserve to be here. Rahul has grabbed our land."

They staged the protest near Samrat Cycle factory, which was inaugurated by former prime minister Rajiv Gandhi when he was the Member of Parliament (MP) from Amethi.

In the 1980s, Jain brothers had taken over 65.57 acres of land in the industrial area of Kausar to run a company but after its failure, a land auction took place in 2014.

According to the records, UPSIDC had leased 65.57 acres of land to the company in 1986 but when the company was closed down, the Debts Recovery Tribunal got it auctioned in 2014 at Rs. 20.10 crore to recover the loan.

The land purchased in the auction was paid by the Rajiv Gandhi Charitable Trust for stamp duty of Rs. 1,50,000.

However, later the land auction process was termed invalid by the UPSIDC following which a Gauriganj SDM Court ordered the return of the land of the Samrat Cycle Factory to UPSIDC.

Since then the land is on papers with UPSIDC but is still occupied by the Rajiv Gandhi Charitable Trust.

Earlier, Union Minister Smriti Irani had also accused Rahul of grabbing the land of farmers through the foundation.

The Congress scion has, however, always pitched for farmers` welfare and even promised to waive their loan in his election speeches.

He does not deserve to be here. Rahul has grabbed our land." They staged the protest near Samrat Cycle factory, which was inaugurated by former prime minister Rajiv Gandhi when he was the Member of Parliament (MP) from Amethi.

Janata Dal (United) vice-president Prashant Kishor on Thursday said it will be a fight between the BJP and the 'mahagathbandhan' (grand alliance) in the upcoming Lok Sabha elections as the Congress is still not strong opposition.

In an exclusive interview with ANI, Kishor, who is also an election strategist, said: "The fight is between the BJP and the 'mahagathbandhan' as the Congress is still not strong opposition."

Kishor, who had worked as an election strategist for both Prime Minister Narendra Modi in 2014 and Nitish Kumar in 2015, joined the JD(U) in September last year. He was made JD(U) national vice-president after a month of joining the party.

On being asked to respond on allegations on him being recommended by BJP president Amit Shah to become JD (U) vice president, Kishor said that media has distorted Nitish Kumar's statement."

In an interview by a channel, Nitish Kumar was asked that why Prashant Kishor has been given such a big post and named JD(U) vice president then Kumar clarified that it is not monarchy and not only us but the president of our alliance partner (BJP) Amit Shah has called up and said to induct me to the party. It is because Nitish Kumar and I thought we need approval from the BJP, who is our alliance partner. Nitish Kumar has said it was not just JD(U)`s decision but also approval from our alliance to include me to his party," Kishor said.

This clarification came after a few media reports started doing rounds that Amit Shah dialled Bihar Chief Minister and JD (U) supremo Nitish Kumar twice as the recommendation to appoint Prashant Kishor as JD(U) vice president.

"Nitish Kumar has said that I have been working with his party for a long time and we share good terms and it`s not only him but Amit Shah has also called to induct me in JD(U)," Kishor told ANI.

"It clearly shows that both BJP and JD(U) have an understanding between each other and whatever decision we take we take in unison," he added.

Talking about the upcoming polls, Kishor stated that he has been tasked with the job of connecting the party with the youth ahead of the Lok Sabha elections.

"I have been assigned the task of attracting young talent, from all social segments to politics which was becoming inaccessible and I am doing that," Kishor told ANI.

The Indian Space Research Organisation (ISRO) is gearing up for its inaugural launch of 2019. The PSLV C-44 rocket will carry two satellites into orbit - one of them is a satellite for India's Defence Research and Development Organisation(DRDO). The co-passenger will be a student-built satellite - Kalamsat V2.

Kalamsat V2 is named after India's former president and aerospace scientist APJ Abdul Kalam. It is the first satellite built by Indian students to be launched by ISRO. A satellite launch usually costs somewhere between Rs 1-2 crore, however, Kalamsat V2 launch will be free.

The satellite has been built by Chennai-based students team "Spacekidz India" and costs Rs 12 lakh. Most members of the 14-member team are aged between 19 and 22, the lead scientist is 19-year-old Rifath Shaarook. An earlier satellite made by Spacekidz India, which is in its eighth year, was launched by NASA.

"It is an experiment, we are experimenting with different satellites, once this is done I hope this becomes a backup communication during disasters or taking remote-sensing images," Shaarook said.

"The future is bright," he added gleefully.

The small 1.2 kg experimental satellite looks like a cube with a life mission of two months. The research and development for the satellite was done in quick two months and the fabrication took just six days.

Srimathy Kesan, mission director, said: "For the last six months I have been waiting for such a moment because anyone can pay money and get into a rocket but every Indian should do something for the country and I got into space research because the Moon is the ultimate destination."

Kalamsat V2 will be the first to use PS4 as an orbital platform with Microsat-R as an imaging satellite.

The launch will take place on Thursday night from the Satish Dhawan Space Centre in Sriharikota off the Bay of Bengal in Andhra Pradesh's Nellore district. The four-stage PSLV with alternating solid and liquid stages has so far launched 53 Indian and 269 satellites of international customers.

In its last mission, on November 29th last year, ISRO had successfully injected India's earth observation satellite HysIS onboard PSLV C43 into its designated orbit.

Piyush Goyal is likely to present the interim Budget on February 1 as he was Wednesday given the additional charge of finance ministry as Arun Jaitley is in the US for medical treatment, sources said.

Jaitley has undergone surgery at a hospital in New York on Tuesday and has been advised at least two weeks rest by the doctors, sources said. Jaitley, who had travelled to the US on January 13, has undergone tests for soft tissue cancer this week.

Ahead of the interim budget scheduled to be presented on February 1, Railways Minister Piyush Goyal has been given additional charge of Finance and Corporate Affairs ministries.

An official release from the Rashtrapati Bhavan Wednesday said the President, as advised by Prime Minister Narendra Modi, directed that during the period of Jaitley's indisposition, the portfolios of the Minister of Finance and the Minister of Corporate Affairs, held by him, be temporarily assigned to Goyal, in addition to his existing portfolios.

Goyal is likely to present the interim Budget, according to sources.

The budget comes ahead of the general elections and the government is expected to make some key announcements, including relief package for farmers, poor and sops for middle-class.

Jaitley has been designated as a minister without portfolio during the period of his indisposition or till such time when he is able to resume his work as the Minister of Finance and the Minister of Corporate Affairs.

Rajya Sabha Member Goyal also holds the coal portfolio.

This for the second time that Goyal has been given the additional charge of the Finance Ministry.

In May last year, Goyal was given the additional charge of the ministry after Jaitley underwent a kidney transplant surgery.

Later after a gap of four months, Jaitley resumed the office of the Finance Minister.

Jaitley had also undergone a bariatric surgery soon after the BJP government came to power at the Centre in 2014. The surgery, to treat weight gain that he suffered because of a long-standing diabetic condition, was first performed at Max Hospital, but he then had to be shifted to AIIMS because of complications.

The ruling BJP has recently appointed Jaitley as in-charge of publicity for the upcoming Lok Sabha elections. Jaitley, a senior member of the ruling party, has presented five budgets of the current regime.

Manipur Chief Minister N Biren Singh has called a meeting of all political parties in the state on January 29 to discuss the Citizenship Amendment Bill even as protests against the Bill continue in the state.

The chief minister’s media advisor, Irengbam Arun Thursday said the CM has called the meeting at his official residence here on January 29 morning to discuss the Bill.

The BJP is heading a coalition government in the state with the National People’s Party, Naga People’s Front and the Lok Janshakti Party. Meanwhile, protests against the Citizenship Amendment Bill (CAB) are continuing in the state with people taking out processions and holding sit-ins in various districts demanding that the Bill be withdrawn.

Manipur People’s Party (MPP), many students’ organisations and civil society players in the state are against the CAB. MPP president O Jugindro had earlier said his party would oppose the Bill tooth and nail. He said the Bill, if passed in the Rajya Sabha, would reduce the population of indigenous people of the northeastern states, including Manipur, to “microscopic minority”.

Six students’ organisation of the state along with the women organisation ‘Meira Paibi’ have also announced that they would launch an agitation against CAB at New Delhi when the Bill would be introduced in the Rajya Sabha. The chief minister has earlier said the Bill will have no effect on the state.
The Manipur Cabinet in its January 10 meeting chaired by the chief minister had urged the Centre to exempt the state from the jurisdiction of the Citizenship (Amendment) Bill.

The state cabinet in the same meeting also decided to urge the Centre and authorities concerned to give assent to the Manipur Peoples’ (Protection) Bill, 2018 passed by the state assembly. The Manipur Peoples’ (Protection) Bill, 2018 defines Manipuris and non-Manipuris and seeks to protect the interests and identity of the indigenous people.

The Citizenship Amendment Bill was passed by the Lok Sabha on January 8. The Bill seeks to grant Indian citizenship to non-Muslims who fled religious persecution from Bangladesh, Pakistan and Afghanistan and entered India before December 31, 2014.

The Supreme Court of India on Thursday said that it will resume the hearing on Vedanta's plea regarding Sterlite copper plant at Tuticorin in Tamil Nadu on January 29, ANI reported.

According to media reports, the Apex Court on Thursday ordered the Tamil Nadu government to immediately provide power supply to the Sterlite plant in Tuticorin.

The top court had earlier this month refused to stay the green tribunal’s order of setting aside the state government’s decision to close Vedanta’s Sterlite copper plant at Tuticorin.

On 15 December, the NGT had set aside the Tamil Nadu government order for closure of mining company Vedanta Ltd’s Sterlite copper plant at Tuticorin saying it was “non-sustainable" and “unjustified".

The Tamil Nadu government had, on 28 May, ordered the state pollution control board to seal and “permanently" close the mining group’s copper plant following violent protests over pollution concerns.

At least 13 people were killed and several injured on 22 May last year when police opened fire on a large crowd of people protesting against environment pollution being allegedly caused by the plant.

After Chief Justice of India Ranjan Gogoi, Justice AK Sikri has now recused himself from hearing lawyer Prashant Bhushan's plea challenging the government's appointment of M Nageswara Rao as interim CBI chief.

While Bhushan's NGO Common Cause stated categorically in its petition that Rao's appointment was not made on the basis of recommendations of the high-powered selection committee - comprising the prime minister, the leader of the single largest opposition party, and the Chief Justice of India - the plea went on to say that it in fact "appears that the committee was completely bypassed and had no role in the appointment of Nageswara Rao, thereby rendering the appointment illegal as it is in violation of the procedure for appointment of Director, CBI laid down in the DSPE (Delhi Special Police Establishment) Act".

When the matter was posted for hearing before CJI Gogoi's court, it was sent to court number 2, i.e. Justice Sikri's court, since CJI Gogoi is part of the selection panel that has to choose a new CBI chief.

Justice Sikri, however, also refused to hear the plea, and recused himself.

"The matter raises very interesting and important questions but for some reason I can't take up the matter. I can only say I wish I could have taken up this matter. Thanks for having faith in me but please understand my position," Justice Sikri said.

The reason Justice Sikri recused himself was because a few days ago CJI Gogoi had deputed Justice Sikri to the panel that had decided the fate of former CBI chief Alok Verma. Justice Sikri had agreed to Verma's ouster, causing a stir in legal circles.

Next came news reports that the government had nominated Justice Sikri to a plum post in London after his retirement. The resulting furore and speculation in the media of a possible quid pro quo led to Justice Sikri turning down the government offer.

After Justice Sikri's recusal from the case, court no 3 will now hear the matter.

Many suggest CJI Gogoi's decision to send the matter to court 2 seemed to have turned things around because it was a futile attempt, partially knowing Justice Sikri's recusal after he refused to take up the government's London offer.

Chief Justice Gogoi meanwhile is still to assign a bench to hear the Common Cause plea, which has also asked the court to issue an appropriate writ on the appointment of a CBI director. The plea has asked the court for direction that ensures transparency in the process of shortlisting, selection, and appointment of the CBI director.

Citing “doubts and controversy” surrounding EVM machines, Samajwadi Party supremo Akhilesh Yadav has requested the Election Commission to conduct the next polls through ballot papers.

“The SP has asked the EC to conduct next elections through ballot papers. There are doubts and controversy related to EVMs that have raised question mark on the entire democratic exercise of polls,” Akhilesh said in a statement issued here Wednesday.

“Technology is being misused for political purposes and there is no doubt regarding this. Technological literate society should also raise their voice against misuses of EVMs. Use of ballot papers in elections strengthens relations between the state and common man. The trust is the basis of democracy and it is necessary for the country”, he said.

He said in past elections too, a number of complaints related to faulty EVMs had come. People used to stand in queues for a long time for their turn to vote due to this. “Is it technical or failure of election management or conspiracy to devoid people from their voting rights?” he questioned.

On the claims of a self-styled cyber expert from London that EVMs could be tampered with, Akhilesh said, “There should be an unbiased probe into it. This is a serious matter and an attempt to grab power with money.”

During a press conference in London on Monday, Syed Shuja had claimed that the EVMs can be hacked, and the 2014 Lok Sabha elections were rigged.

The Delhi Police has registered a case based on a complaint filed by the Election Commission regarding Shuza’s allegations. In its complaint, the poll panel had asked police to investigate the matter “promptly” for violation of certain IPC sections dealing with spreading rumour to “create fear” in the minds of people.

Aam Aadmi Party (AAP) MLA Amanatullah Khan on Wednesday said that AAP will extend support to the Congress if the next Prime Minister will be from the Rahul Gandhi-led party.

“Somebody told me outside that people are saying they will vote for the Congress because the next prime minister will be from that party. We are saying that if this happens, then we will also extend support to their Prime Minister (Abhi bahar mujhse koi keh raha tha ki log keh rahe hain ki Congress ko vote isliye denge kyunki Pradhanmantri unka banega, hum ye keh rahe hain ki agar Pradhanmantri unka hi bana toh hum bhi usey support kar denge),” Khan said at an event in Delhi..

His statement comes after leaders from both AAP and Congress said that they are currently in no mood to contest the upcoming Lok Sabha elections together.

"Our party will contest Lok Sabha elections in Delhi, Punjab and Haryana alone. For Congress, their arrogance is bigger than national interest, it is visible from recent statements of Punjab Chief Minister (Captain Amarinder Singh) and Sheila Dikshit ji," AAP leader Gopal Rai told ANI last week.

Earlier this week, Punjab Chief Minister Captain Amarinder Singh also said, “Till now there is no question of Congress allying with the AAP as the party does not have its presence in Punjab.”

The Enforcement Directorate Thursday conducted multiple searches across various states in connection with its money laundering probe into the Rs 1,500 crore Gomti riverfront development project in Uttar Pradesh's capital Lucknow, official sources said.

They said the raids were being carried out in various premises of the accused and their associates in Uttar Pradesh (Lucknow and Noida), Delhi, Haryana and Rajasthan, by a team of the Enforcement Directorate (ED) officials assisted by local police.

The teams are looking for documents and evidence, they said.

The central probe agency had filed a criminal case under the Prevention of Money Laundering Act (PMLA) in this instance in March last year. The ED case was filed after taking cognisance of a CBI FIR.

The CBI had taken over the investigation after the present Yogi Adityanath-led BJP government in Uttar Pradesh ordered an inquiry into the beautification project of the Gomti riverfront.

The project was carried out by the previous Samajwadi Party (SP) dispensation.

The Uttar Pradesh government had asked for an investigation into irregularities committed with a "criminal intent" in the implementation of the Gomti River Channelisation Project and the Gomti River Front Development by the state's Department of Irrigation.

The CBI had filed an FIR against then chief engineers Gulesh Chandra, S N Sharma, Qazim Ali, then superintendent engineers Mangal Yadav, Akhil Raman, Kamaleshwar Singh, Roop Singh Yadav and executive engineer Surendra Yadav.

Gulesh Chandra, Mangal Yadav, Akhil Raman and Roop Singh Yadav have retired.

The state government had constituted a committee under retired Allahabad High Court judge Alok Kumar Singh, which had indicated prima facie irregularities in the project in its report dated May 16, 2017.

The Uttar Pradesh Police had registered a case on June 19 on the basis of this report.

The state government subsequently sought a CBI probe into the matter in July 2017.

The Centre referred the matter to the CBI on November 24, 2017 on the basis of which the agency took over the investigation in the matter.
