Vice President M Venkaiah Naidu on Wednesday said, India wants to have good relations with all its neighbours but Pakistan has made terrorism a state policy.

He was interacting with the Indian community at Paraguay.

"We want to have good relations, including with all our neighbours. Former Prime Minister Atal Bihari Vajpayee said you can change friends, but you cannot change your neighbour. Keeping that in mind we are trying our best," said Vice President Naidu.

"But one of our neighbours has made terrorism a state policy. They are aiding, funding, training terrorists. Time and again, they have been persuaded, they make public commitments, but never stop funding terrorism," he added.

The Vice President dubbed terrorism as an enemy of humanity and said, "It (terrorism) has no religion. It is mad and bad. It should be eliminated from the globe. That is possible only when the entire international community comes together."

He said that India is capable of fighting with the terrorist on its own. "We do not want any kind of support to fight terror in India. We are capable. We have shown our capacity recently. When they attacked CRPF and killed 40 people, the response was given. IAF not attacked military in Pakistan, didn`t harm a single citizen and precisely hit the target," said Naidu.

The Vice President also hit out at the opposition parties for questioning the outcome of air strike and said "Now the discussion is going about casualties. It is for them to count the numbers. Yesterday, Home Minister suggested that if anyone has doubts, they can visit Pakistan and inquire Pakistan government. We don`t want war, but can`t be a silent spectator to nonsense going on for a war."

The Vice President is on a two-day visit to the Latin American Country. Venkaiah Naidu is accompanied by a high-level delegation consisting of the Minister of State for Tourism KJ Alphons, Ram Kumar Kashyap, Member of Parliament and senior officials from the Government of India.

Naidu met with the President of the Republic of Paraguay, HE Mario Abdo Benítez, the Vice President, HE Hugo Velázquez, and the President of the National Congress (Senate), HE Silvio Ovelar.

Both sides agreed that terrorism posed a grave threat to global peace and stability, stressing that there could be no justification for acts of terror on any grounds whatsoever.

Pakistan has made terrorism state policy: Vice President Venkaiah Naidu at Paraguay

The BJP parliamentary body, the party's top decision-making body, is expected to meet on Friday to take stock of its Lok Sabha election preparedness and campaign, a party leader said.

The meeting, which will be attended by Prime Minister Narendra Modi and party president Amit Shah, comes at a time when the ruling BJP and opposition parties, including the Congress, have been engaged in a heated debate over the Balakot air strike.

Both have accused each other of politicising the Indian Air Force' strike at terror camps in Pakistan with the BJP attacking the Congress over the issue of nationalism.

A BJP leader said the party top brass will discuss a range of issues as its campaign picks up pace and strategise over its agenda in the days ahead.

The Election Commission is likely to announce the election dates in the next few days.

BJP parliamentary board meeting to take place on Friday

BJP MP Shatrughan Sinha, who has been critical of Prime Minister Narendra Modi-led government in the past, kept suspense on whether he will contest on BJP ticket or not in the upcoming Lok Sabha elections.

''The time has come, you will get to see some results. Some truths will come out," said Sinha while stressing that it is better to speak up at the right time.

His statement was in response to a question on which party he would be contesting in the General elections.

He said, “Till now, the party has not suspended me and neither have I left the party. So what is the reason that I was not invited when Prime Minister Narendra Modi did his rally in Patna? That rally was very small and not that good.”

After meeting Rashtriya Janata Dal (RJD) chief Lalu Prasad's family, Sinha said, “Today I have come to Patna, not because of social reason but for family reason. Lalu-ji's wife, his sons and daughter, all are like my family and I came here to meet them. It will be good if it will not be looked as a political matter. Some days ago, I also met with Lalu-ji at RIMS hospital.”

When asked about NDA’s claims of winning 40 Lok Sabha seats in Bihar, he said, “Our party president Amit Shah’s "prachand bahumat" (huge majority) is just an expression. He said that for Madhya Pradesh, Rajasthan and Chhattisgarh. For Delhi, he claimed they (BJP) will win by a two-thirds majority but they won only 2-3 seats and Kejriwal ji got 67 seats.''

''Are they counting my seat as well in those 40 seats (Lok Sabha seats in Bihar)? As far as elections are concerned, Patna is my first, second and last choice. When he (Amit Shah) says such (prachand bahumat) things, it is meant to boost the morale of his workers,” he added.

BJP lost the elections in recently concluded assembly elections of Madhya Pradesh, Rajasthan and Chhattisgarh. Aam Aadmi Party (AAP) had registered a landslide victory in Delhi assembly elections and won 67 seats out of 70 in 2015.

On parties asking details of air strike conducted by Indian Air Force over a terror group in Pakistan, he said, ''I have not asked for proofs. People in the government should talk in one voice. Who started this? Party president Amit Shah started this, without any evidence and truth, he gave the count of 250 casualties. I have heard Union Agricultural Minister Radha Mohan Singh saying 400 casualties. Uttar Pradesh Chief Minister Yogi Adityanath said 450 casualties.''

''If you want to show credibility in the statements then it is your duty to show results, keeping in mind the national interest,'' he added.

On Congress president Rahul Gandhi’s allegation that Modi himself is involved in ''missing documents'' related to Rafale deal, Sinha said, ''Tali captain ko toh gali captain ko (If Captain takes applaud then he should take abuses). It is very shameful to say at a crucial moment that the documents are missing and that too from the Defence Ministry. Who will believe this? I cannot say anything since the matter is in the Supreme Court.''

Lok Sabha polls: Shatrughan Sinha leaves suspense on whether he will contest for BJP

France will push to designate Jaish-e-Mohammed chief Masood Azhar as a global terrorist with its newly-acquired presidency of the United Nations Security Council (UNSC) amidst mounting pressure on the Pakistan Prime Minister Imran Khan government to act against terror outfits breeding in his country.

Speaking exclusively to ANI, Ambassador of France to India Alexandre Ziegler said France, like India, has been affected badly by terrorism in the recent past, adding that not designating Masood "just doesn`t make sense."

"Yes, we will push for the designation of Masood Azhar as a global terrorist at the United Nations. We have been actually pushing for that for the past two years because there is no meaning in a situation where the leader of a group that has been designated as a terrorist group should not be designated by United Nations. It (not designating Masood as a global terrorist) just doesn’t make sense," he said.

In 2017, France, supported by the United States and the United Kingdom, had moved a proposal at the UN Sanctions Committee 1267 to get Azhar declared as a "global terrorist", but it was reportedly blocked by China.

Earlier this week, sources had said Pakistan Foreign Minister Shah Mehmood Qureshi's recent comments on Azhar confirmed that the Pakistan government is in touch with the Jaish chief, thereby strengthening India`s case to put him in the UN Sanctions list.

Meanwhile, Ziegler, while reacting on the pre-emptive airstrikes conducted by the Indian Air Force in Pakistan's Balakot on February 26, said France recognises the legitimacy of India to assure its security against cross-border terror.

He also welcomed the release of IAF pilot Wing Commander Abhinandan Varthaman, who was captured by Pakistani troops when his MiG 21 was downed after he shot down an F-16 that transgressed into the Indian airspace on February 27.

"Of course we recognise the legitimacy of India to assure its security against cross border terror. We also welcome the release of Wing Commander Abhinandan. Easing tension was also a relief. It was a gesture of restraining and responsibility by both the governments," he said.

Ziegler also acknowledged that the UNSC should recognise the "new balance of power", in response to a question on France backing India`s prospects of becoming a permanent member of the UNSC.

"We are not living in 1945 anymore; we are living in a world where some countries have taken leadership and the new balance of power should be recognised by the security council," he said.

Carrying Chief Minister Arvind Kejriwal's letter addressed to Delhi people on full statehood demand, one thousand teams of Aam Aadmi Party will launch the Lok Sabha campaign of the party across the city on Sunday.

In his letter to Delhiites, the AAP supremo has charged the Congress and BJP of betraying people on full statehood. He has urged them to vote for the AAP in Lok Sabha polls so that full statehood could be achieved.

"AAP's 1000 teams will take out morning processions and evening marches to tell people how their rights are being denied due to lack of full statehood," said Delhi AAP convener Gopal Rai.

Kejriwal's letter addressed to the people attached with a list of benefits of full statehood to Delhi will be distributed during the campaign, said Rai.

"Despite being the national capital, why is Delhi not clean? Why are Delhi's women not safe? Even after securing 90% marks, why are students unable to get admission in Delhi colleges? Why is the youth unemployed? Why are many colonies still unauthorised? Why are thriving markets being sealed?," Kejriwal asks people in his letter.

"There is only one reason - Delhi is not a full state," he replies in the letter.

"Before starting any work, the Delhi government has to take prior approval from the central government. And the central government creates barriers and hurdles in our work," he charges.

Many agencies dealing with everyday problems of the citizen like MCD, Delhi Police are under the direct control of the central government. The citizen of Delhi have no say in these matters, he claims in his letter.

"There's only one solution to these problems - just like every other state, Delhi should also get full statehood. All agencies serving the city should come under the Delhi government. "

The letter also promises that once Delhi becomes a full state, the dreams and aspirations of the citizen of Delhi will be fulfilled.

"Women will be safe and secure as law and order will improve. Our youth will get jobs. Students securing 60% and above will also get admission in Delhi colleges. Sealing will come to an end. Each citizen will have their own house in Delhi. Delhi will become clean and beautiful. Delhi will grow and develop at a faster pace," the letter said.

Both the BJP and Congress promised that Delhi will become a full state. Before becoming Prime Minister, Modi had also promised to give full statehood to Delhi, it says.

"Last time, you voted to elect the Prime Minister of the country. But this time, vote for full statehood of Delhi. Destiny and God give us only one chance. This time let's make it count. This time vote for Aam Aadmi Party so that Delhi gets a full statehood," Kejriwal signed off his letter.

West Bengal Chief Minister Mamata Banerjee will kick off the TMC's campaign for the Lok Sabha polls on International Women's Day on March 8, a party leader said Wednesday.

Banerjee is scheduled to participate in a rally convened by the party's women's wing from Shraddhananda Park to Esplanade area here on Friday to celebrate the International Women's Day.

"Although election dates are yet to be announced, our campaign for the Lok Sabha elections will begin on March 8. During the 2014 Lok Sabha polls and 2016 Assembly polls also, Mamata di had started her poll campaign on Women's Day," a senior leader of the TMC's women's wing said.

The purpose of this rally is to create a "new India, United India and strong India", the posters of the rally read.

Several rallies and marches will be held in various parts of the state to celebrate the day and kick off the poll campaign in the state, TMC sources said.

Banerjee, who has been the prime mover of an anti- Bharatiya Janata Party (BJP) front, had organised a mega Opposition rally here on January 19, during which she had given a call to oust the Modi government.

The TMC, which is vying to play a major role in the formation of the next government at the Centre, has vowed to win all the 42 Lok Sabha seats in the state.

The party had won 34 seats in the 2014 general election.

However, the BJP state leadership mocked TMC's decision to kick start its poll campaign on International Women's day.

"It's an irony that TMC is kick-starting its poll campaign from March 8 when Bengal under TMC regime in last seven years has seen a steep rise in atrocities against women," BJP state president Dilip Ghosh.

Meanwhile, BJP's women wing, too, has scheduled several rallies in the state to mark the occasion.

The Election Commission will soon announce its schedule for the high-voltage Lok Sabha elections, which is likely to be spread over 7-8 phases in April-May, sources said on Thursday.

Sources said the poll panel is in final stages of completing its logistical preparations to hold elections for the 17th Lok Sabha and a detailed polling schedule could be announced as early this weekend or by early next week.

The term of the present Lok Sabha ends on June 3.

The announcement of dates for the elections, in which Prime Minister Narendra Modi will make his bid to return to power amid hectic parleys by several political parties to put a united fight against the ruling BJP, would be followed by a meeting of election observers next week for the first and second phase of polling.

A senior Election Commission functionary said the poll panel is now prepared to announce the dates "any day" and it could happen over the weekend or at most by Tuesday.

Notification for the first phase could be issued by the end of March for voting sometime in early April, sources suggested.

There is a strong possibility that the EC may go by the precedent and hold assembly elections in Andhra Pradesh, Odisha, Sikkim and Arunachal Pradesh along with the Lok Sabha polls.

Since the Jammu and Kashmir Assembly has been dissolved, the EC is bound to hold fresh polls there as well within a six-month period, which will end in May.

While there is a view that the Jammu and Kashmir assembly elections can be held along with the Lok Sabha polls, but a lot depends on the complex security situation in the state given the heightened tension along the India-Pakistan border.

While the Centre and the state administration, being managed by the Centre-appointed governor, are against holding the two elections together, all political parties there favoured simultaneous polls during a meeting with the Election Commission earlier this week.

The J-K assembly's six-year term was to end on March 16, 2021, but it got dissolved after a ruling coalition between the PDP and the BJP fell apart.

The other state assemblies and Lok Sabha have five-year terms.

While the term of the Sikkim Assembly ends on May 27, 2019, the terms of Andhra Pradesh, Odisha and Arunachal Pradesh assemblies end on June 18, June 11 and June 1 respectively.

The Commission has held several review meetings across the country in last few weeks to gear up its machinery.

The required electronic voting machines and paper trail machines are in place to be deployed in nearly 10 lakh polling stations across 543 Lok Sabha constituencies.

This is a high probability of the elections being spread across 7-8 phases this time.

In 2004, the Commission had announced four-phase Lok Sabha polls on February 29. While the first date of polling was April 20 and the last date was May 10.

In 2009, the EC had announced Lok Sabha poll scheduled on March 2. The five-phase polls began on April 16 and ended on May 13.

In 2014, the EC had announced the election schedule on March 5 and the nine-phase electoral exercise was spread across April and May.

While the first phase polling was on April 7, the last phase was on May 12.

'What did he disclose on Pulwama, Balakot strikes?' BJP asks Rahul to clarify on meeting with G20 envoys

Asserting that the Congress has boxed itself into a corner on the issue of national security, the BJP Thursday dubbed its president Rahul Gandhi's attack on Prime Minister Narendra Modi on the Rafale issue an attempt to shift the focus due to people's "revulsion" against it.

At a Cabinet briefing, Union minister Arun Jaitley told reporters that every falsehood the Congress and Rahul Gandhi have spoken on the Rafale issue has been "exposed", adding that no dynast can claim that he is above the Supreme Court and the CAG.

"Words were very few, facts were completely wrong and the motivation was also collateral," Jaitley said of Gandhi's press conference.

He claimed that the facts which have emerged about the matter so far have "proved" that the Congress and its leader have spoken "lies" on every issue.

"The Congress has in the last few days through statements of its senior leaders has boxed itself into a corner. They are getting high TRP on Pakistan television but there is revulsion as far as domestic opinion in India is concerned," he said.

Therefore, the motivation today was collateral, to shift the focus and take up an issue which is "false" and whose every "falsehood" has been exposed, he added.

He also defended the government's stand in the Supreme Court over publication of critical media reports that they were based the Rafale documents "stolen" from the defence ministry and that they violated Official Secrets Act.

"It is obvious that defence notings of an issue of sensitive interest to the country have been leaked... We have a very free press and we respect it. Even framers of the Constitution said national security is an exception and that has never been challenged in last 72 years," he said.

On Gandhi's criticism of the government on the Rafale issue, the senior BJP leader said the government has repeatedly made its position clear on the issue.

The Supreme Court has spoken on it and the petitioners are taking one more chance, he said, adding that the CAG has already analysed it.

Earlier in the day, Union minister Ravi Shankar Prasad said Gandhi neither believes the Indian Air Force nor the Supreme Court verdict and asked if he needed a certificate from Pakistan about the fighter aircraft.

The Congress president believes Pakistan more than Indian forces and its leaders, Prasad said.

"I totally condemn blatant lies of Rahul Gandhi. He does not believe the Indian Air Force, does not trust the Supreme Court verdict that clearly said there is no commercial impropriety in the (Rafale) procurement process. He does not believe the CAG," Prasad said.

"Will Rahul Gandhi need a certificate about Rafale from Pakistan. In that we cannot help. Of late he believes Pakistan more than Indian forces and its leaders," the senior BJP leader added.

Addressing a press conference in the morning, Gandhi asked why a probe cannot be ordered against Prime Minister Narendra Modi for a "Rs 30,000-crore scam" when an investigation has been initiated into the theft of official documents related to the fighter jet deal.

He accused the prime minister of conducting parallel negotiations on the fighter jet deal and the government of manipulating institutions to "save" him.

The parallel negotiations "retarded" the delivery of Rafale, he claimed.

Asserting that the Congress has boxed itself into a corner on the issue of national security, the BJP Thursday dubbed its president Rahul Gandhi's attack on Prime Minister Narendra Modi on the Rafale issue an attempt to shift the focus due to people's "revulsion" against it.

Jammu and Kashmir: Police arrest suspect in bus stand grenade attack

What if art served a dual purpose? Besides promoting the art and the artist, now art is also highlighting the importance of heritage buildings by bringing them back to life. At the Chennai Photo Biennale, vibrant works of photography and art created by over 50 artists from over 13 countries adorn the walls of iconic heritage buildings, art galleries and even walls at railway stations across the city.

Works of art are displayed at multiple colonial-era buildings such as the Senate House in the Madras University, The Madras Literary Society, The Government College of Fine Arts and the Government Museum in Egmore.

“The first edition of Chennai Photo Biennale was in 2016, where our team established that a large audience can be attracted for the art of photography and utilize public spaces,” said Varun Gupta the Founder of the Photo Biennale. “We wanted to use public space to engage people where they are. So why not put it in places they want to see such as beautiful heritage buildings”, he added.

The 2019 Biennale gains more significance as the team has started teaching school children photography using mobile phones. Since November 2018, the team has taught over 265 students from across private and government schools to shoot pictures on iPhones.

Of the larger group, 25 students were also imparted advanced photography training to better understand the technical parameters of visual storytelling. The students’ work has been exhibited at the iconic Government Museum which was started in 1851.

The pictures displayed at the museum capture the life of fisherfolk and the beauty of Chennai’s coastline in vivid colours. Beyond the exhibition itself, there’s another reason for the kids and those at CPB to celebrate and hod their heads or perhaps cameras high.

Apple CEO Tim Cook tweeted, “Impressive work by these young photographers! Using iPhone XR, more than 260 school children from around Chennai, India captured images of their community for the annual #ChennaiPhotoBiennale. #ShotoniPhone”.

Minimum temperature in Delhi settles at 10 degree Celsius, air quality in moderate category

The Supreme Court Thursday asked Attorney General KK Venugopal to inform it within 10 days about a possible date for a meeting of the selection committee for appointment of Lokpal and its members.

A bench headed by Chief Justice Ranjan Gogoi was informed by Venugopal that the search committee headed by former apex court judge Ranjana Prakash Desai has recommended three panels of names to the selection committee for appointment of chairperson, judicial and non-judicial members.

The AG told the bench, also comprising Justices S A Nazeer and Sanjiv Khanna, that he will ask the Secretary of the Department of Personnel and Training to ensure that the meeting of the prime minister-headed selection committee is convened as early as possible.

The top court also refused to pass directions to disclose names in the three panels.

It had earlier requested the search committee on Lokpal to recommend by February end a panel of names for appointing the country's first anti-graft ombudsman.

The top court had asked the Centre to make available requisite infrastructure, manpower, secretarial assistance and others to enable the committee, headed by Desai, to commence its work immediately and conclude it within the time frame.

It was hearing a contempt petition filed by NGO Common Cause which has raised the issue of non-appointment of Lokpal despite the apex court's judgement of April 27, 2017.

The search committee will forward the names to the selection committee comprising the Prime Minister, the Chief Justice of India or his nominee, the Lok Sabha Speaker, the leader of the largest opposition party and an eminent jurist.

The other members of the search committee are former chief of State Bank of India Arundhati Bhattacharya, Prasar Bharati chairperson A Surya Prakash, Indian Space

Research Organisation head A S Kiran Kumar, former judge of Allahabad High Court Sakha Ram Singh Yadav, former Gujarat Police head Shabbirhusein S Khandwawala, retired IAS officer of Rajasthan cadre Lalit K Panwar, and former Solicitor General Ranjit Kumar.

On January 4, the apex court had directed the Centre to place on affidavit the steps for Lokpal's appointment and had expressed its displeasure over the tardy progress made in this regard.

It had asked the attorney general to file an affidavit explaining in detail the various steps, including setting up of a search committee by the competent authority for recommending names for the appointment.

The top court on July 24 last year had rejected as "wholly unsatisfactory" the Centre's submission on the issue of setting up of a search committee for Lokpal and demanded a "better affidavit".

It was also told that the selection committee had met on July 19 last year to deliberate names for members of the search committee.

Congress leader Mallikarjun Kharge, who is the leader of the largest opposition party, has been giving a go by to the meetings of the selection panel.

The top court was earlier told that the selection panel also took note that the search committee is to comprise a minimum of seven people, including the chairperson, with experience in anti-corruption policy, public administration, vigilance, policy making, finance including insurance and banking, law and management, etc.

Supreme Court asks AG KK Venugopal to inform within 10 days date for meeting of Lokpal selection committee

Advocate Prashant Bhushan Thursday admitted before the Supreme Court that he made a "genuine mistake" by tweeting that the government had perhaps submitted fabricated minutes of a meeting of the high-powered selection committee on the appointment of M Nageswara Rao as an interim CBI director.

Attorney General KK Venugopal told a bench comprising justices Arun Mishra and Navin Sinha that in view of Bhushan's statement, he would like to withdraw his contempt plea filed against the noted lawyer.

However, Bhushan filed an application in the court seeking recusal of Justice Arun Mishra from hearing the contempt petition filed by Venugopal.

Bhushan also refused to tender an unconditional apology before the bench for seeking Justice Mishra's recusal.

Venugopal told the court that he stood by his earlier statement that he did not want any punishment for Bhushan in the matter.

The bench, however, said it would consider the larger issue of whether a person can criticise the court in a sub- judice matter to influence public opinion.

The bench posted the matter for further hearing on April 3.
