The Enforcement Directorate (ED) has said the government of United Kingdom has sent an extradition request for fugitive diamantaire Nirav Modi to a UK court for further proceeding.

In a tweet, the ED said, "The UK Central Authority of Home Office has confirmed that the extradition request has been sent to the Westminster Magistrate Court for further proceedings."

The Ministry of External Affairs (MEA) had sent two requests - one from the ED and the other from the CBI - to the government of the UK in July 2018.

MEA spokesperson, in his weekly presser, said, "You are aware we had made a request based on information received by ED and CBI. We had made a request for extradition in August last year. The UK is still considering our request for extradition of Nirav Modi".

Britain's leading daily, The Telegraph, had spotted Nirav Modi walking on a London street. In response to all the question posed by the reporter, Nirav Modi responded saying he has no comments.

Pakistan has decided to "upgrade" a group of banned outfits, including the Jaish-e-Mohammad (JeM), to a "high" risk category and start monitoring and re-examining their activities to comply with the Financial Action Task Force (FATF) obligations, according to a media report on Saturday.

The Paris-based global watchdog against financial crimes had expressed dissatisfaction over considering these entities as "low" to "medium" risk by Islamabad, and said Pakistan did "not demonstrate a proper understanding of the terror financing risks posed by Daesh (ISIS), Al Qaeda, Jamaat-ud-Dawa(Jud), Falah-i-Insaniat Foundation (FIF), Lashkar-e-Taiba (LeT), Jaish-e-Mohammad (JeM) Haqqani network (HQN), and persons affiliated with the Taliban".

The proscribed organisations will be examined under heightened security checks at all layers of legal, administrative, investigative and financial regimes, the Dawn newspaper reported.

At least 40 security personnel were killed when a suicide bomber of the Pakistan-based JeM attacked their convoy in Jammu and Kashmir's Pulwama district on February 14.

"All these entities have now been described as high-risk entities and would be subject to greater scrutiny by all agencies and institutions of the state, starting from their registration to operations and from their fund collection to bank accounts and issuance of suspicious transactions, information sharing and so on," an unnamed official was quoted as saying in the report.

He said these decisions were taken at a meeting of the general council on FATF, led by Finance Secretary Arif Ahmed Khan, as part of a series of meetings to comply with the FATF obligations.

Khan had led the Pakistani delegation to Paris during the February 18-22 meetings of the FATF plenary and its group reviews.

During the course of these meetings, Pakistan had banned the FIF and JuD on February 21.

The official said based on revised risk profile to "high" from "medium", all the government institutions, including the Federal Investigation Agency (FIA), the Securities and Exchange Commission of Pakistan, the State Bank of Pakistan, the National Counter-Terrorism Authority, the Financial Monitoring Unit and intelligence agencies, would separately review records, databanks and procedures and methodologies regarding the proscribed entities and their representatives.

Based on this review exercise and re-evaluation of risk indicators, fresh suspected transaction reports would originate and run through the banking sector, while law enforcement agencies would continue their ongoing tough actions against the banned entities, including confiscation of their assets and accounts, the official said.

"All these institutions would complete the exercise within two weeks so as to present a compliance report to a delegation of the Asia-Pacific Joint Group -- a regional associate of the FATF --due to visit Islamabad on March 24.

"The delegation would review Pakistan's performance on the basis of Islamabad's fresh exercise over the next two days (March 25-26) and submit its assessment report to the FATF headquarters," the report said.

The FATF would then make a fresh review the progress and compliance with the remaining targets by May by Pakistan and conclude in June review meetings, whether the country should be moved out of the "grey list" or kept in this list in case of minor shortcomings or be downgraded to the "blacklist" having serious financial and economic repercussions in case of serious shortcomings.

Pakistan has been placed on the grey list by the FATF for failing to curb anti-terror financing in June last year, despite Islamabad's diplomatic efforts to avert the decision.

Officials said that defining these banned entities as high-risk meant the investigation agencies, supervisory and regulatory organisations and related institutions would be more alert and proactive to assessments of risk indicators, red flags, guidance and advisories.

They would be required to adopt the heightened level of inter-agency coordination for information sharing and actions to combat terror financing and money laundering, considered the risk to the global economy, the report said.

During the February 18-22 plenary and review meetings, the FATF had noted "limited progress" by Pakistan on targets set for January 2019, and urged the country "to swiftly complete its action plan, particularly those with timelines of May 2019."

The United States has various levels of the travel advisory. The level 2 advisory means citizens are advised to "exercise increased caution" while travelling to the said country.

The advisory comes in the wake of rising tension between India-Pakistan after around 40 CRPF personnel were killed in Jammu and Kashmir's Pulwama district. The responsibility of the attack was claimed by the Jaish-e-Mohammed group led by Masood Azhar.

In retaliation, the Indian Air Force carried out anti-terror strikes at a JeM terror training camp in Pakistan's Balakot last week, in which a large number of terrorists were killed, according to Foreign Secretary Vijay Gokhale.

Since the Pulwama terror attack, pressure has been growing on Pakistan on the issue of its support to terror. US, France, UK, Australia publically have called on Islamabad to rein in the terror groups on its territory.

India on Saturday said its non-military strike on JeM camp in Pakistan achieved its desired objective and demonstrated the country's firm resolve to take decisive action against cross border terrorism.

Ministry of External Affairs Spokesperson Raveesh Kumar, at a media briefing, also said that an Indian Air Force MiG-21 Bison, piloted by Wing Commander Abhinandan Varthaman, shot down a Pakistan Air Force F-16 fighter aircraft and there were eyewitness accounts and electronic evidence for it.

"We have also shared evidence in the form of parts of AMRAAM missile which were recovered from the site and are only carried by F-16 aircraft of the PAF," he said.

"Our non-military counter-terrorism strike achieved the desired objective. It has demonstrated our firm resolve to take decisive action against cross border terrorism," he said.

Only one aircraft was lost by India during Pakistan's unsuccessful attempt at targeting Indian military installations, he said.

Kumar also said if, as Pakistan claims, it has evidence of downing of second Indian aircraft then why has it not shared it.

Since the Pulwama terror attack the international community has stood by India, Kumar said.

It is unfortunate that Pakistan still continues to deny JeM's own claim of carrying out the Pulwama attack in which 40 CRPF personnel were killed, he said.

Kumar asserted that Pakistan-based terror groups were conducting their activities without any hindrance.

Pakistan must show credible, verifiable and sustained action against terror groups operating from its soil, he said.

On the issue of the fugitive diamantaire Nirav Modi's extradition, the MEA spokesperson said the UK is still considering India's request.

India is taking all steps necessary for his extradition, he asserted.

An inquiry commission probing late Tamil Nadu chief minister Jayalalithaa's death on Friday submitted in the Madras High Court that the Apollo Hospital could not seek to stall its proceedings at a stage when 90 per cent of the hearing was over and that too after participating in it.

Opposing the hospital's plea for restraining it from looking into the medical treatment given to Jayalalithaa, the Arumughaswamy Commission of Inquiry also contended before a bench of justices R Subbiah and Krishnan Ramaswamy that such a relief could not be sought without first challenging the terms of reference of the panel.

Senior Counsel ARL Sundaresan, who presented the final arguments on behalf of the commission, termed the hospital's petition against going into the records on the treatment given to Jayalalithaa as a knee-jerk reaction.

If the prejudice argument of the hospital was to be accepted, the inquiry had to be wound up, he said.

The counsel said the commission was yet to prepare its final report as it had to question the politicians concerned. Till now, only doctors, officials and others have been examined.

The Apollo Hospitals was free to challenge the final report of the commission once it was out, but they could not challenge the proceedings at this stage, he said.

Rejecting the charge of bias and prejudice levelled by the hospital, he said a bundle of facts had already been collected and recommendations would be made by the commission in its report to the government, which would then take a call on accepting or rejecting those.

Legally, such allegations could not be levelled against a commission of inquiry since it was not an adjudicating authority, he added.

Sundaresan said the ultimate mandate of the commission was to find out the truth and rule out rumours regarding the circumstances leading to Jayalalithaa's death.

Noting that 90 per cent of the proceedings was already completed, he said the hospital could not seek to stall the proceedings without challenging the government order setting up the panel or the terms of reference, that too after participating in the hearings so far.

Recording the submissions, the bench directed the commission and the hospital to file their written arguments by March 12 and adjourned the matter to that date.

Jayalalithaa died on December 5, 2016, over two months after being treated for various complications, including infection, since September 22.

The state government had set up the inquiry commission headed by retired high court judge A Arumughaswamy to look into the circumstances leading to the death of the late AIADMK supremo, citing doubts expressed by various people.

The sprawling seaside mansion of fugitive diamantaire Nirav Modi, accused in the USD 2 billion PNB fraud case, was demolished Friday using explosives, Raigad District Collector Vijay Suryawanshi said.

The district collector told PTI that it was controlled blasting.

The senior IAS official had issued the demolition orders after the Enforcement Directorate (ED) handed over the property situated in Raigad district, over 90 km from here.

On Tuesday, excavators were used to open up the pillars of the bungalow, called Roopanya, to make space for fixing the detonators. A special technical team was called to fix them.

Last year, the state government had written to the ED, which had sealed the bungalow, seeking a nod to demolish the property on Kihim beach near Alibaug.

The fixtures from the bungalow will be up for auction. Three items, a jacuzzi, a chandelier, and a Buddha statue, have been kept aside for handing over to the ED, Suryawanshi said.

On January 25, district officials began the demolition work using bulldozers but found it time-consuming due to the RCC construction.

On January 27, structural engineers from Dr Babasaheb Ambedkar Technical University conducted a survey. The experts suggested that the district officers carry out the demolition with the help of controlled blasting.

Jammu bus stand grenade attack: Police identify suspect, trace Hizbul link

Prime Minister Narendra Modi Friday claimed that "non-cooperation" by the previous Samajwadi Party government in Uttar Pradesh was responsible for the delay in the start of a beautification project in his Lok Sabha constituency.

He was addressing a gathering here after laying the foundation stone for the Kashi Vishwanath Temple's approach road and its beautification.

"In the first three years there was non-cooperation of the state government. The developmental projects here took place after you (people of Uttar Pradesh) made Yogi Adityanath the chief minister," he said.

"Had there been cooperation earlier, we would have launched the project instead of laying the foundation," Modi said.

Attacking previous governments, the prime minister said, "In the past 70 years no government thought of Baba (Lord Shiva) and were silent. They took care of themselves but not of this place."

Noting that it was his "pleasure" to have initiated the work here at Kashi Vishwanath, he said, "I had dreamt for a long time to work for this place. When I was not in politics I came here several times and used to think that something should happen here."

"Lord Shiva must have decided that you talk much, so now you should come here and do something," he said, adding that due to blessings the fulfilment of his dream has started.

About the beautification project, Modi said this is "mukti (freedom) for Kashi Vishwanath Dham" which was surrounded with encroachment.

"For the first time, we acquired nearby buildings, removed encroachments after which 40 ancient temples came to the fore. Many of them encroached, kitchens were set up and people were living there," he said.

Appreciating those involved in the project, Modi said, "I have seen a lot of government employees as I was CM for a long time. But I want to say with pride that the team of officers deployed here by Yogi ji is doing work with 'Bhakti' (devotion) and 'sewa bhav'."

It was difficult to take people into confidence to give their properties and ensure the project does not take political colour, he said.

"I thank people of Kashi, who gave their properties for Baba. This is the biggest 'daan' they have given for Baba," the prime minister said.

Stating that the Kashi Vishwanath temple was "targeted by enemies", he said they tried to destroy it but it again took "rebirth due to the faith" of people.

"When Gandhiji came here, he was pained why is this place is like this. In his address in the BHU, he expressed his thoughts," Modi said, suggesting the university should make the entire project a case study for research so that when it is completed the world can know how it happened.

"We will also try to trace the history of 40 temples discovered here and the government will also take care of them," the PM said, adding the project will be a model for "protection and preservation" of temples and a combination of modern technology with ancient faith.

"It will give new identity to Kashi in the world. Maybe it's in my fate. In 2014, when I came here I said 'mai aaya nahi mujhe bulaya hai' (I did not come here on my own, I was summoned). Maybe I came here for this work," he said.

Earlier, the prime minister visited the Kashi Vishwanath Temple and also inspected the project site.

During his brief stay in his constituency, Modi will attend the National Women Livelihood Meet 2019 at Deendayal Hastkala Sankul and distribute appreciation letters to five

Women Self Help Groups, whose members will share their experiences with the prime minister.

Women SHGs aided by Deendayal Antyodaya Yojana - NRLM, Uttar Pradesh will hand over a cheque to the prime minister for contribution to the 'Bharat Ke Veer' Fund.

But I want to say with pride that the team of officers deployed here by Yogi ji is doing work with 'Bhakti' (devotion) and 'sewa bhav'." It was difficult to take people into confidence to give their properties and ensure the project does not take political colour, he said. During his brief stay in his constituency, Modi will attend the National Women Livelihood Meet 2019 at Deendayal Hastkala Sankul and distribute appreciation letters to five Women Self Help Groups, whose members will share their experiences with the prime minister. Women SHGs aided by Deendayal Antyodaya Yojana - NRLM, Uttar Pradesh will hand over a cheque to the prime minister for contribution to the 'Bharat Ke Veer' Fund.

The Communist Party of India has left out student leader Kanhaiya Kumar from its first list of candidates for the Lok Sabha polls, indicating that its seat-sharing talks with the RJD in Bihar has hit roadblocks.

The Left party on Friday said it has identified 53 seats in 24 states for the upcoming polls and announced names of 15 candidates.

"Our talks with the RJD are ongoing and we will take a call on Kanhaiya Kumar once those are finalised. Both the state and local units have identified a seat for him and we have to see how the talks with RJD pan out," said CPI leader D Raja, indicating that if the RJD doesn't concede to its demand, his party will have to go back to the drawing board.

CPI is believed to have asked for the Begusarai seat for Kanhaiya.

Sources said Rashtriya Janata Dal (RJD) supremo Lalu Prasad is against giving the student leader a seat as he believes that his caste, Bhumihar, would not go down well for his party, which is traditionally anti-upper caste.

Also, the RJD feels the only Left party having significant presence and support base in Bihar is the CPI(ML).

Names of candidates have been declared for Mavelikkara, Thiruvananthapuram, Thrissur and Wayyand in Kerala, Bastar South in Chhattisgarh, Hamirpur in Himachal Pradesh, Kathua in Jammu, Tumakuru in Karnataka, Parbhani and Shirdi in Maharashtra, Inner Manipur, Aska in Odisha, Sri Ganganagar, Udaipur and Chittorgarh in Rajasthan.

The party has also formed an election manifesto committee with D Raja as its convener.

UN chief Antonio Guterres is "continually" monitoring the situation between India and Pakistan and his office is available to both parties, his spokesperson said.

A spokesman for the Secretary-General Stephane Dujarric was asked if the UN chief had spoken with the Prime Ministers of India and Pakistan to de-escalate tensions between the two nuclear-armed South Asian neighbours.

"The Secretary-General and members of his staff are in touch" have been in touch with the parties at various levels. We continually monitor the situation and [are] available to the parties," Spokesman for the Secretary-General, Stephane Dujarric told reporters here Thursday.

Earlier this week, Dujarric had said that the Secretary General had not spoken with Prime Minister Narendra Modi and Pakistani Prime Minister Imran Khan over the situation between the two nations but had expressed his concern to officials on both sides on the need to de-escalate tensions.

"We're fully aware of the situation. The Secretary General has had no calls with those two Heads of Government as far as I'm aware, but he's had contacts with both sides to express, I think, his concern and the need to do as much as anyone can to de-escalate the tensions," Dujarric had said at the daily press briefing Tuesday.

When asked if the Secretary-General is planning to get involved to try and mediate a de-escalation, Dujarric had said last week that "as always", the Secretary General's good offices are always "available should both parties or all parties, depending on the situation, agree to do that".

The national capital and its adjoining areas such as Gurugram, Faridabad, Noida and Ghaziabad are witnessing dry weather and increased air pollution levels due to the presence of light winds. Light rains predicted for a few days from March 11 is expected to provide relief to air pollution.

According to Skymet Weather, a private weather forecasting agency, the reason for this increase in pollution levels can be attributed to a fresh Western Disturbance over the Western Himalayas and its induced Cyclonic Circulation over Central Pakistan and adjoining parts of West Rajasthan.

"Both the systems have resulted in bringing a major change to the wind pattern in Delhi and NCR area. The winds have changed from north-westerlies to south-westerlies now," it added.

The presence of the Western Disturbance is likely to result in light rain showers at isolated places in Delhi and its adjoining regions between March 11 and 13. The downpour is expected to wash out the air pollutants and significantly improve the air quality index.

On Thursday, the maximum and minimum temperatures were recorded at 28 degree Celsius and 11 Degree Celsius with humidity oscillating between 85 to 88 per cent, according to the India Meteorological Department (IMD).

According to the state-run System of Air Quality and Weather Forecasting And Research (SAFAR), the air quality index on Friday docked at 197, which falls in the 'moderate category'.

Lok Sabha polls: First list of Congress candidates out, Sonia Gandhi to contest from Rae Bareli; Rahul from Amethi

India has said that Pakistan's use of terrorism as an instrument of state policy is a "central problem" and the international community must unequivocally condemn terrorism and its perpetrators.

Addressing the 40th Session of the Human Rights Council on Thursday, Permanent Representative of India to the UN in Geneva Ambassador Rajiv Chander said, "Terrorism is the most fundamental violation of human rights and we overlook it at our own peril."

He told the Council that the "central problem is cross-border terrorism and Pakistan's use of terrorism as an instrument of state policy. This fact needs due recognition."

Chander called for a UN-led consensus on zero tolerance on terrorism, saying the international community needs to unequivocally condemn terrorism and those who perpetrate it.

"We firmly believe that UN-led consensus on zero tolerance on terrorism is as much an international obligation as it is a commitment to our own people. We all need to unequivocally condemn terrorism and its perpetrators,? he said at the Interactive Dialogue with the High Commissioner for Human Rights.

On the issue of Jammu and Kashmir, the envoy said India's views on the state have been made clear in the Council.

"The whole state of Jammu and Kashmir is an integral part of India. Pakistan remains in illegal occupation of a part of our territory," Chander said.

Earlier, Pakistan's Acting Permanent Representative Tahir Hussain Andrabi had made references to Kashmir in his statement to the Council.

Chander said India's efforts towards protection and promotion of human rights are second to none.

"This is reflected in the Constitution of India that guarantees its citizens fundamental political and civil rights and provides for the progressive realisation and enforcement of economic, social and cultural rights," he said.

The diplomat underscored that India is a secular state and safeguarding the rights of minorities forms an essential core of its polity.

"The Indian Constitution enshrines various provisions for the protection of rights and interests of the minorities. The State makes no distinction between caste, creed, colour or religion of a citizen," he said.

Chander underlined that along with being the world's largest democracy, Indian polity also weaves in immense diversity along with respect for tolerance and mutual understanding.

"An independent judiciary, free and vibrant media, and, a vocal civil society are all active in this regard within the legal framework of the State. National and State level Human Rights Commissions along with other specific Commissions continue to monitor complaints from minority communities regarding issues of discrimination and disadvantage faced by them," he said.

The government has issued Communal Harmony Guidelines which lay down Standard Operating Procedures to deal with communal violence, the envoy added.

Pune district administration on Thursday granted Indian citizenship to 45 Pakistani nationals, who had migrated to India long back and were staying in the city for the past many years.

Fearing atrocities in their native nation the applicants, who belonged to the minority community had migrated from Pakistan.

"The Collector Office Pune has issued a certificate to 45 people today. These applications were pending at several levels and offices including FRO and other offices for so many years. We have done away with the tedious process of granting citizenship which took months and years and have made it hassle-free," Pune District Collector Naval Kishore Ram said.

"After the amendment in the Citizenship Act, the district collector has been empowered to give citizenship to applicants from the minorities. As per that amendment, I have given the citizenship to these persons after I got clearances from the Intelligence Bureau (IB). I called them on a single day for signing on all affidavits and have cleared their application as these rights are now with the collector" he said. Talking about his struggles in Pakistan, Jaykash Nebhvani, one of the migrants who got the Indian Citizenship told ANI,

"We faced a lot of troubles in Pakistan and then struggled here to get nationality, finally we got it."

"It has been 20 years now, we came here to attend a marriage and I said to my husband that we must stay here only. There we were afraid of even stepping outside our houses because of the kidnappings and other things," said another migrant Laj Virwani.

Echoing similar sentiments Rakhi Aswani said, "I came here in 2008 and because of my Pakistani passport it was hard for me to go out of India and I have to take special permission from the government to go and meet my family in the Philippines. But now I have Indian citizenship and can go anywhere."

While Om Prakash asserted that Pakistan was 'unsafe' place. There, parents are afraid of letting their children go outside because of the kidnappings and other crimes.
