India has been one of the fastest growing large economies in the world, the International Monetary Fund (IMF) has said, asserting that the country has carried out several key reforms in the last five years, but more needs to be done.

Responding to a question on India's economic development in the last five years at a fortnightly news conference here, IMF communications director Gerry Rice Thursday said, "India has of course been one of the world's fastest-growing large economies of late, with growth averaging about seven per cent over the past five years."

"Important reforms have been implemented and we feel more reforms are needed to sustain this high growth, including to harness the demographic dividend opportunity, which India has," he said.

Details about the Indian economy would be revealed in the upcoming World Economic Outlook (WEO) survey report to be released by the IMF ahead of the annual spring meeting with the World Bank next month, he said.

This report would be the first under Indian American economist Gita Gopinath, who is now IMF's chief economist.

"The WEO will go into more details. But amongst the policy priorities, we would include accelerate the cleanup of banks and corporate balance sheets, continue fiscal consolidation, both at centre and state levels, and broadly maintain the reform momentum in terms of structural reforms in factor markets, labour, land reforms and further enhancing the business climate to achieve faster and more inclusive growth," Rice said.

After four years, Mizoram assembly has passed a bill to bring back total prohibition of liquor in the northeastern state from April 1.

The state government decided to prohibit manufacture, import, sale and consumption of liquor for the common people for their general health and help in law enforcement, Excise and Narcotics Minister Dr K Beichhua said while introducing the bill.

Cutting across party lines, all the legislators supported the Mizoram Liquor (Prohibition) Bill, 2019 and it was passed Wednesday.

The ruling Mizo National Front (MNF) had promised during the assembly election in November last year that if voted to power, it would ensure total prohibition in the state.

Total prohibition was in force in Mizoram from 1997 to 2015. The previous Congress government led by Lal Thanhawla allowed opening of wine shops in the state from March 2015.

NCP chief Sharad Pawar and BSP president Mayawati's opting out of the Lok Sabha polls is a clear indication of a certain victory for the NDA, the Shiv Sena said Friday.

It also claimed Congress leader Priyanka Gandhi Vadra would spoil the game for the SP-BSP alliance in Uttar Pradesh, reasoning the vote bank of the Congress and Mayawati is similar.

In an editorial in its mouthpiece 'Saamana', the NDA constituent said Pawar and Mayawati not contesting was a sign that the road was clear for Narendra Modi to return victorious as Prime Minister.

"Along with Sharad Pawar, Mayawati too has decided not to contest Lok Sabha polls, the importance of which is that they are out of the prime ministerial race," the Sena editorial said.

Quoting Mayawati, it said she wants to campaign for her party's candidates across the country, hence she chose not to contest herself.

However, the editorial reasoned, the BSP has presence only in Uttar Pradesh, and, therefore, the decision to opt out meant she was running way from a fight.

Pawar has sought a similar escape route from Madha Lok Sabha constituency, it claimed.

Taking a dig at the NCP chief, the Sena said Pawar is trying to unite the entire Opposition but couldn't bring his own family and party members on the same page and therefore had to opt out.

"Ranjitsinh Mohite Patil's decision to leave the NCP and join the BJP is a big blow for Pawar. It will stop the second hand of the NCP's clock, which is anyway running slow," the Sena said sarcastically.

On Priyanka Gandhi Vadra, it said, "In 2014, Dalits and Yadavs had voted heavily for Modi and not a single candidate of Mayawati could win. This scare haunts her even today. Priyanka's 'tourism' visits are getting a good response and there is a fear in Mayawati that the Congress leader will spoil her prospects from wherever she decides to contest," it said.

The editorial went on to claim that Mayawati's prime fear is the Congress and not BJP and one of the reasons for her not contesting is Priyanka's foray in active politics.

"Neither Sharad Pawar nor Mayawati is contesting. Therefore, two people who dreamt of being Prime Minister are no more contenders. This proves the mettle of the NDA," it said.

The United States has asked Pakistan to take sustained, verifiable and irreversible action against the perpetrators of terrorism, while warning the country that another terror attack on India will prove to be "extremely problematic".

"We need to see Pakistan taking concrete and sustained action to reign in the terrorist groups, mainly the Jaish-e-Mohammed and the Lashkar-e-Taiba in order to ensure that we don't have re-escalation (of tension) in the region," a senior administration official told reporters at the White House on Wednesday.

"And, if there's any additional terrorist attack without Pakistan having made a sustained, sincere effort against these groups, it would be extremely problematic for Pakistan and it would cause re-escalation of tensions, which is dangerous for both countries," the official said on the condition of anonymity.

Asked about the steps being taken by Pakistan in the aftermath of the Balakot air strike by Indian fighter jets, the official said the US and the international community needed to see "irreversible and sustained" action against the terror groups.

"It's early to make a full assessment," the official said.

In the recent days, the official said Pakistan has taken some "initial" actions. They have frozen the assets of some terrorist groups and made some arrests. They have taken administrative control of some of the JeM facilities, the official added.

"But we clearly need to see more. We need to see irreversible action because in the past, what we've seen is they made some arrests and then a few months later, they released these individuals. The terrorist leaders are sometimes still allowed to travel around the country, hold rallies," the official said.

Reiterating that the United States is looking for "irreversible action", the official said America is working with its international partners to increase pressure on Pakistan. "Because it has been too long that these groups have been able to operate."

Observing that Pakistan has economic concerns as well, the official said the Financial Action Tasks Force (FATF) is one area which demonstrates the need for them to take these actions against terror groups. "Otherwise, they're at risk within the system and the FATF to be grey-listed," the official said.

Pakistan needs to decide if it wants to be viewed as a responsible international player and have access to all the financial mechanisms that are available or is it going to continue to fail to take the steps necessary against these terrorist groups and see itself further isolated. "The choice is Pakistan's," the senior administration official asserted.

While the situation between the two south Asian neighbours have de-escalated, the two armies are still on high alert and that concerns the US, the official said.

"So, we realize that if there, God forbid, would be another terrorist attack that you could quickly see the escalation in the situation once again. So that's why, we're making clear that any additional military action by either side runs an unacceptably high risk, for both countries and for the region," the official said.

The Trump Administration, the official said, has taken sort of a "zero tolerance policy" on the issue of safe havens to terrorists.

"The terror terrorist attack on February 14th on India was a demonstration that Pakistan's continuing provision of sanctuary for any terrorist group is not acceptable," the official said.
During the height of the crisis -- February 26-28 -- the United States was in continuous contact with Indian and Pakistani officials, both on the ground in New Delhi and Islamabad.

"They were working the phones continuously and were deeply engaged in seeking to deescalate what was a very dangerous moment in India-Pakistan relations," the official said.

The United States has also reached out to influential countries to have them help deescalate the situation, the senior administration official said.

Some of these countries are China, Saudi Arabia, the UAE, Qatar, the United Kingdom, the European Union, Japan and Australia.

Ever since Indian Air Force (IAF) pilot Wing Commander Abhinandan Varthaman returned to a hero`s welcome from Pakistan post the Pulwama operation, his gunslinger moustache and equally suave hairstyle has set a new fad among youngsters across the country.

Now, an artist from Bengaluru has attempted a pay a unique tribute to the IAF pilot. Using a manual typewriter, the artist AC Gurumurthy has typed out letters, symbols, numbers and special characters on the keyboard to flesh out a black and white portrait that closely resembles Varthaman, his swashbuckling moustache intact.

Gurumurthy said he took two hours over a period of two days to finish the portrait.

"Unlike heroes in film, Abhinandan is a real hero. He bought real laurels to the country. It has inspired me," said Gurumurthy.

"I appreciate his bravery and the night he returned to India, I made this attempt," the artist said.

Incidentally, Gurumurthy has attempted portraits of other leaders and famous personalities in the past using his typewriter.

Previously, he has churned out portraits of former President APJ Abdul Kalam, former Tamil Nadu Chief Minister J Jayalalalitha, Mahatma Gandhi, former US president Barrack Obama, Mother Teresa and other prominent world figures.

It is a delight to see in action, Gurumurthy who used to work in a bank earlier.

The artist uses large scale white sheets and goes clickety clat, using his fingers to repeatedly type on a key sometimes to create eyes, nose, hair and other facial features of the portraits.

As the artist begins his portraits, initially his work resembles a jumble of lines and dots but wait a bit further and a work of art emerges.

The artist said he hopes to enter the Limca Book of Records and Guinness World Records with his feats.

India will not send any representative for Pakistan National Day reception on Friday as Pakistani High Commission has extended an invitation to Hurriyat representatives for the event. Pakistani national day is marked on 23rd March every year.

The development comes on the back of Pulwama terror attack on February 14 which killed more than 40 Indian CRPF personnel.

On Pakistan National Day (March 23) Muslim League passed the Lahore resolution calling for the formation of Pakistan on March 23, 1940. Pakistan adopted its first constitution on March 23, 1956.

This year Malaysian Prime Minister Dr Mahathir Mohamad will be the chief guest at the Pakistan Day Parade in Islamabad.

In the recent past, India had sent the minister of state in the ministry of external affairs Gen V.K. Singh, Former minister of state in the ministry of external affairs MJ Akbar and minister of state in agriculture ministry Gajendra Singh Shekhawat as New Delhi's representative to the national day.

It is part of a diplomatic tradition that a host country is invited to importation national events by any embassy or high commission and the host country deputies a political representative according to the nature of relationship it has.

India has been taking a strong stance against Pakistan's outreach to Hurriyat. In January this year, India summoned the Pakistani high commissioner Sohail Mahmood after Pakistani Foreign Minister SM Qureshi spoke to Hurriyat leader Mirwaiz Umar Farooq.

Residents of a neighbourhood in the Bihar capital this time have put up effigies of Jaish-e-Mohammed chief Masood Azhar and Mumbai attack mastermind Hafiz Saeed in the streets for torching them as part of a 'Holika-dahan' ritual.

The effigies were mounted on top of a huge pile of timber and broken twigs on a street in Kadam Kuan's Nawal Kishor Road, which was burnt to mark 'Holika dahan' or the eve of Holi.

The pile faced a shop on the street side, which sells colours, 'pichkaris' (water toy guns) and fancy masks, while an image of a jawan in combat fatigue and pointing a gun, had been put up on an electric pole in the corner of the road.

"People from the local area have put effigies to show solidarity with the spirit that terror activities originating from Pakistani soil would not be tolerated by India and its people.

Pictures of both the terrorists have been pasted on the faces of the effigies," a local shopkeeper, who did not wish to be named, said before the burning ritual.

While Saeed, head of Jamaat-ud-Dawa, who had orchestrated the November 2008 Mumbai terror attack in which 166 people were killed, is a designated terrorist, a fresh move has been made at the UN to designate JeM chief Azhar as a global terrorist.

The fresh proposal to designate Azhar under the 1267 Al Qaeda Sanctions Committee of the UN Security Council was moved by France, the UK and the US, in the wake of the Pulwama terror attack in Jammu and Kashmir in which 40 CRPF personnel were killed.

JeM had claimed responsibility for the Pulwama attack, which sparked global outrage.

India will show patience with China for "as long as it takes" but will not compromise its position on terrorism, government sources had said on Saturday, days after China blocked the fresh move at the UN to designate the JeM chief as a global terrorist.

A placard each had also been slung around the necks of the two effigies, bearing slogan of 'Pakistan Murdabad'.

At the bottom of the heap, a placard reading, "Pakistan this is just a trailer...", was kept. The message in Hindi was apparently a reference to the recent air strike by India on terror camps in Pakistan's Balakot region that had escalated tensions between the two countries.

Bonfires are put up on the eve of Holi as part of a festive ritual to symbolically burn 'Holika' or perform 'Holika-dahan' by setting afire wood, dried leaves, twigs and other inflammable articles.

In Patna, the piles, locally called 'agja' were put up on various prominent roads and inner streets to mark the festival. From Kankarbagh Colony to Station area, big bonfire were seen burning till late night in the streets.

State pollution authorities had appealed to people to not burn plastic objects or polythene bags as part of the bonfire.

The death toll in the building collapse at Dharwad in north Karnataka mounted to seven Wednesday as rescuers pulled out four more bodies from the debris and one person succumbed to injuries at hospital, police said.

Rescuers had pulled out 55 people from the rubble of the four-storeyed under construction building, which collapsed Tuesday evening at Kumareshwaranagar in the heart of Dharwad, about 400 km from Bengaluru.

"Seven people have lost their lives," Director General of Police (chief of fire and emergency services) M N Reddi told PTI.

Earlier, Hubballi-Dharwad commissioner of police M N Nagaraj said 55 people had been rescued.

He expressed apprehension that about 15 to 20 people were trapped inside the rubble.

No arrests have been made, Nagaraj said.

"We have registered a case. Arrests will also follow but our focus at present is on the rescue operations," he added.

Police said rescue operations had been intensified to extricate people believed to be still trapped beneath the debris.

In addition to 10 ambulances and five fire tenders deployed for relief and rescue operations, three teams of the National Disaster Relief Force (NDRF) have been engaged, two from Ghaziabad and one from Bengaluru.

"Two more teams of #NDRF are being airlifted from Ghaziabad in addition to one team which was moved from Bangalore in connection with Dharwad building collapse," the NDRF tweeted earlier in the day.

About 150 police, fire and emergency personnel too have joined the rescue operations.

Former Karnataka minister and Congress leader from the region Vinay Kulkarni had said Tuesday that one of the partners in the building was his relative and that whoever was involved should face action.

An eye-witness had alleged that the building did not have the capacity to bear four storeys whereas an extra floor was being added.

"The builders had used substandard materials," he told reporters Tuesday.

Most of those trapped were migrant labourers from north India who were engaged in laying tiles.

News brief: Big stories of the day

Senior Samajwadi Party leader Ramgopal Yadav Thursday alleged that the Pulwama terror attack was a "conspiracy" to garner votes, drawing a sharp reaction from Uttar Pradesh Chief Minister Yogi Adityanath.

Yadav, a general secretary in the Samajwadi Party (SP), also said once there is a change at the Centre, investigations will be conducted into the incident and claimed that prominent people will come under the scanner of the probe.

Hitting out at the SP leader, Adityanath said this an example of "atrocious politics" and Yadav should apologise for his comment.

Forty Central Reserve Police Force (CRPF) personnel were killed in Jammu and Kashmir's Pulwama district after a Jaish-e-Mohammed (JeM) terrorist rammed an explosive-laden vehicle into their bus, which was part of a convoy going to Srinagar from Jammu, on February 14.

"For the first time, it happened that there was no checking between Jammu and Srinagar. It was for the first time that the CRPF jawans were sent in simple buses. The point where the armoured vehicles were available, no one stopped there and they proceeded, and lives were lost," Ramgopal Yadav said.

"This was a conspiracy...But, when there will be a change of government, investigations will be done and prominent people will come under the scanner, who had pushed our youth to death to garner votes," he alleged.

The SP leader was speaking at a programme held here at Saifai -- the ancestral village of Samajwadi Party (SP) patriarch Mulayam Singh Yadav.
"A number of paramilitary jawans were unnecessarily killed to increase votes. I do not want to speak these things now.

"But, paramilitary personnel, including some officers, have complained to me that they had been demanding that they should be sent through air route, as when they go from Jammu, they take the air route, and when they enter the Valley, they go in armoured vehicles," Ramgopal Yadav said.

The chief minister said these kinds of statements damage the confidence of security personnel.

"The statement is the height of appeasement and an example of atrocious politics. These type of deplorable statements is a part of the conspiracy to damage the confidence of the brave jawans of the country," Adityanath said.

Actor-turned-politician Kamal Haasan has said the leaders of his political party, Makkal Needhi Maiam (MNM), will not indulge in horse-trading in the upcoming Lok Sabha elections.

"The needle in the balance will be Makkal Needhi Maiam. We will not be sold, we won`t indulge in horse-trading. So, it will be a difficult negotiation for them. It will be an actual negotiation, not done with money," Haasan told ANI Chennai on Wednesday.

The party released its first list of 21 candidates for the Lok Sabha elections in Tamil Nadu and Puducherry. However, the list does not include Haasan`s name.

"The theme is a better Tamil Nadu. Though people will say that this is about choosing the Prime Minister, I have chosen Tamil Nadu and that will happen via Delhi because I think whoever becomes the Prime Minister, my prime concern is Tamil Nadu and it will always be so," he said.

Haasan said he does not compare Congress and BJP as they "both have their equal share of mistakes that they have done".

When asked about reports of various political parties promising the release of those involved in the assassination of former Prime Minister Rajiv Gandhi, Haasan said, "There is a place for law and there is a place for compassion. I think the law has done its part and now it's time for us to show compassion if we have any at all."
