The NCLAT said that the Supreme Court had already cleared the takeover bid and therefore it could not consider the appeal by Essar's founders Shashi Ruia and Ravi Ruia, lawyer Ravin Kapur said.

Kapur's law firm, Phoenix Legal, is representing some of the lenders to Essar Steel, one of 12 large steel and other infrastructure companies which defaulted and were referred to India's bankruptcy court in 2017.

"The judge said the Ruia plea has to be rejected for various reasons including that it suffered from unreasonable delays," Kapur said.

The Essar Steel case has dragged on for about 700 days and has seen global and local steel firms locking horns to grab Essar's assets.

In April, the Supreme Court asked ArcelorMittal to halt payments to Essar Steel's lenders until various appeals were disposed of in the courts.

ArcelorMittal has been trying to enter India's steel market, which is dominated by local companies, for over a decade but bureaucratic hassles and land acquisition woes stifled its bids.

"We note today's ruling by the NCLAT. We need to review the full written order to understand any implications on completion of the transaction," ArcelorMittal said in an emailed statement.

An Essar spokesman said the firm would consider the latest court order.

"We are awaiting the detailed order and will decide our course of action thereafter," the spokesman said.

The first batch of 419 Indian Hajis reached Madina on Thursday and were welcomed by Indian envoy to Saudi Arabia Dr Ausaf Sayeed and Indian consul general in Jeddah Md Noor Rahman Sheikh.

The 2019 Haj season has begun and will continue till September 14.

For the first time, the Indian mission has introduced pre-allotment of buildings in Madina. This means rooms were allotted to Hajis prior to their departure from India. For Mecca, pre-allotment has been happening for years now. Pre-allotment drastically reduces the time taken for the arrival of Hajis since they are already aware of the rooms allotted to them.

Also, for the first time, Haj Committee of India has put tags on the baggage of Hajis marking the hotel and building details along with the room allotted to Hajis.

Indian mission has put in place a 10 bedded main dispensary and three branch dispensaries in localities where Hajis have been accommodated in Madina.

Hajis will stay in Madina for eight days and then move to Mecca on June 12 after offering 40 prayers at Prophet Mosque.

About 63,000 Indian Hajis will arrive in Madina from Thursday till 21st June. Remaining 77,000 will arrive in Jeddah from July 20 to August 5.

In Jeddah, the first Haj Charter flight from India will arrive from July 20 from Ahmedabad.

Core Haj period is from August 8 to August 14, 2019.

Janata Dal (Secular) on Thursday named H K Kumaraswamy as the new party president for Karnataka and Madhu Bangarappa as the working president.

The post for party president became vacant after A H Vishwanath had resigned taking moral responsibility for the party's defeat in the Lok Sabha elections.

"Madhu Bangarappa will be the working president of JDS. We have decided to have only one working president, there is no question of multiple working presidents," said JD(S) chief HD Deve Gowda.

The state committee also elected Karnataka chief minister HD Kumaraswamy's son Nikhil Kumaraswamy to lead its youth wing in the state.

"Last week I said questions might arise that your family dynasty continues, but this came as a shock for me. I was really surprised when HD Deve Gowda Ji took this call. I am looking forward to work for the party," said Nikhil Kumaraswamy while speaking to media.

Last month, Gowda had hinted on a possible rift between the Congress-JD(S) alliance in Karnataka.

Deve Gowda said, "The leaders of the party (Congress) are worried that they will perish if they continue to go forward with us. They are observing extreme caution in maintaining the coalition government. To ensure this they have even taken a cabinet berth that was allotted to the JD(S). We are just enduring everything and moving forward."

The dissidence within the coalition has been making news since Kumaraswamy took oath a year ago, the severe drubbing in the Lok Sabha elections have further embarrassed the two partners. Of the 28 seats, Congress and JD(S) managed to win just one seat each and BJP won the lion's share of 25 seats.

The International court of justice (ICJ) based in The Hague, Netherlands will announce its final decision on India Vs Pakistan Kulbhushan Jadhav case later this month.

The final oral hearing on the case happened from February 18th to 21st, 2019 at the world court when both India and Pakistan presented their arguments.

Kulbhushan Jadhav is an Indian national who was abducted by Pakistani spy agency ISI—Inter-Services Intelligence from Iran and later a Pakistani military court announced that he will be hanged alleging that he is a spy.

India has been demanding consular access of Jadhav since 25 March 2016 when the High Commission of India in Islamabad was first informed of his custody with Pakistan authorities.

Islamabad has refused to provide consular access to Jadhav so far. India went to the world court on May 8, 2017, and filed a case against Pakistan for “for egregious violations of the Vienna Convention on Consular Relations, 1963” and got a stay on his hanging.

On May 18, 2017, the ICJ delivered its Order asking Pakistan to not go ahead with the execution. The order said, "Pakistan shall take all measures at its disposal to ensure that Mr Jadhav is not executed pending the final decision in these proceedings and shall inform the Court of all the measures taken in implementation of the present Order."

India in its application has asked ICJ for suspending the death sentence. On December 25 2017, Pakistan allowed Kulbhushan's mother and wife to meet him in Islamabad, an event that became a media circus with Pakistani foreign ministry even removing footwears and Mangalsutra of Kulbhushan's wife.

India said on Thursday that it's no "secret" that the man responsible for 1993 Mumbai blast Dawood Ibrahim is in Pakistan and Islamabad continues to be in denial mode when it comes to issues regarding terror.

Responding to WION's question if Dawood is in Pakistan, Ministry of external affairs spokesperson Raveesh Kumar said, "The location of Dawood Ibrahim is not a secret. Time and again for the last several years, we have presented to Pakistan a list of people who are in their country. We have asked repeatedly that he should be handed over. He is a UN proscribed terrorist."

"His (Dawood's) imprint on the Mumbai blasts is very clear for all of us to see. Frankly, many people from media fraternity they have managed to speak to him and its clear linkages are in Pakistan, " Kumar added.

Dawood is wanted for 1993 Mumbai bombings that killed 200 people. A designated a global terrorist, Dawood carries a bounty of $25 million on him.

Kumar said Pakistan continues to be in denial mode when it comes to taking action on terror groups.

"When we look at this episode of his presence and if we see what Pakistan has been trying to convince the international community on steps they claim they have taken against terrorist and terror groups operating from their soil, very interesting you claim to have taken action but when it comes to action against people we have demanded, you ignore and go into denial mode and in fact deny they exist and present in your country," he said referring to Pakistan.

Dawood Ibrahim is known to be living in Karachi and has at least four properties in his name in Karachi, Pakistan including one that is located in Karachi’s posh area of Clifton.

This comes even as US government on Thursday told a UK court that Dawood Ibrahim lives in Pakistan. American investigative agency FBI told Westminster Magistrates' Court during extradition of Jabir Motiwala that India's most wanted is in Pakistan.

Earlier in the day, Pakistan foreign office spokesman Mohammad Faisal responding to a WION question in a weekly presser said, "Dawood Ibrahim is not, and I repeat, not in Pakistan".

The Supreme Court on Thursday turned down the plea filed by the Chinese video app TikTok seeking transfer of cases relating to ban on it from the Madras High Court to the top court.

A division bench headed by Chief Justice Ranjan Gogoi said, "We are not inclined to entertain this transfer petition. The Madras High Court can very well address all the issues."

Earlier, the apex court had directed the Madras High Court to decide on April 24 the plea of TikTok seeking interim relief of lifting the ban imposed by it.

On April 24, the Madras HC had lifted its ban on the social media App with the condition that it will not host obscene content.

The HC had imposed ban on the App on April 3 after the Centre claimed that it carried content which "encouraged pornography and degraded culture."

"Minors are also being exposed to strangers through this app," the HC had said. The court had said it was evident from media reports that pornography and inappropriate content were made available through such mobile applications.

It's ruling came after advocate and social activist Muthu Kumar filed public interest litigation calling for a ban. The Centre had sent a letter to Apple and Google to abide by the state court's order.

The TokTok app is owned by Chinese-based Bytedance that claims to have over 50 million active users in India. TikTok allows users to create and share short videos with special effects.

A special CBI Court on Thursday allowed Indrani Mukerjea's application seeking to become an approver in CBI Case in connection with INX Media case.

The next date of hearing in the case in which former finance minister P Chidambaram and his son Karti Chidambaram are facing a probe is July 11. She will be produced by Byculla jail authorities in the court that day.

Last year, Indrani, who is the former head of INX Media, after giving a confessional statement in the court in connection with the INX Media case, filed a plea seeking to become an approver in the case.

She is currently lodged in the Byculla jail in Mumbai in connection with the murder of her daughter Sheena Bora. CBI had earlier submitted that it has come across evidence in the form of conversations which only Indrani Mukerjea is privy to and will help consolidate the case.

On May 15, 2017, the Central Bureau of Investigation (CBI) had registered an FIR in the case alleging irregularities in the Foreign Investment Promotion Board (FIPB) clearance granted to the INX Media for receiving overseas funds to the tune of Rs 305 crore in 2007, during P Chidambaram's tenure as finance minister.

Based on the FIR, ED had registered a Prevention of Money Laundering Act (PMLA) case against him. On February 3, the Union Law Ministry granted sanction to the Central Bureau of Investigation (CBI) to prosecute Chidambaram in connection with the matter.

ED has also attached properties worth Rs 54 crore belonging to his son Karti, and a firm in the case and is probing how he managed to give an FIPB clearance to the group in 2007.

The ED claims that its probe so far showed that for the FIPB approval, INX Media directors Peter Mukerjea and Indrani Mukerjea met the senior Congress leader so that there was no delay in their application. It has also attached properties belonging to the Mukerjeas in regard to the same case.

Video-sharing app TikTok is again in news. Congress MP Shashi Tharoor said in Parliament that there were reports that the Chinese government received data from TikTok through state-owned China Telecom.

"The federal regulators in the US recently slapped a fine of $5.7 million on TikTok for illegally collecting data on children," Tharoor said during the Zero Hour in Parliament on Monday.

But the company refuted the claims that it is illegally collecting user data and sending it to China. "These claims are simply untrue. The privacy and security of our users is a top priority for TikTok, and we abide by local laws and regulations in the markets where we operate," the company said in a statement on Tuesday.

According to TikTok, it "does not operate in the People's Republic of China and their government has no access to TikTok users' data, nor does it have any existing partnership with China Telecom."

"Our Indian users' data is stored in the US and Singapore at industry-leading third-party data centres," it added.

The app was recently embroiled in legal issues in India when the Madras High Court, hearing a petition, asked the central government to ban TikTok, saying it encouraged pornography and made child users vulnerable to sexual predators. Google blocked access to TikTok on its Play Store in India in April after the high court observation.

The Supreme Court, however, gave the company relief and vacated the high court order.

Owned by Beijing-based ByteDance, TikTok has nearly 200 million users in India.

The weather experts believe that high tide with so much intensity when hits the area, the flow of these tributaries and rivers are blocked. This leads to blocking of water which further causes a flood like situation. IMD also predicted a low tide of about 1.58 meter at 6:34 in the evening today. Seasonal rains have crippled Mumbai this week, disrupting rail and air traffic in the city of 18 million, while wall collapses have killed nearly 30 people. According to the IMD forecast, Mumbai may witness more heavy rains for the next 48 hours. In every monsoon season, from June to September, Mumbai suffers fatal incidents of building and wall collapses as rainfall weakens the foundations of poorly-built structures. Though the problem of waterlogging is still persisting in some parts of Mumbai, public transport saw improvement today as trains, buses were running on schedule. All public, government school, colleges and offices were also opened. Mumbai recorded the second highest rainfall in the last 45 years causing accidents that claimed the lives of around 30 people in a wall collapse incidents while several areas of the city were waterlogged throwing traffic out of gear. Mumbai received 550 mm of rainfall over a period of two days, the average of the entire month of June has been exceeded in just last 48 hours. (With inputs from agencies)
