Delhi CM: Lockdown in Delhi from 6 AM of March 23 to 12 PM of March 31 amid rising COVID-19 spread

Delhi has been put under lockdown till March 31 in the wake of the rapid increase in number of confirmed cases of coronavirus in the country, especially the state.

Chief Minister Arvind Kejriwal, in a press briefing on Sunday in New Delhi, said a lockdown later than it's required will not be of any consequence, and hence, the state government has decided to put Delhi under a shut down.

“We have 27 cases in Delhi right now — six of transmission, and 21 those who came from outside India. There won’t be much impact if we shut down much later as we are seeing in Italy. So we have decided for a lockdown till March 31,” Kejriwal said.

Under the lockdown, the state borders will remain sealed, other than for transportation of essential items.

Essential services — judiciary and magistrate offices, police actvities, fire, prison, ration shops, electricity offices, water facility offices, municipal services, Delhi Vidhan Sabha activities, print and electronic media, cash machines, sale and purchase of essential goods — are exempted from the lockdown.

Kejriwal also informed that any person walking on the street, if questioned, will be believed on the purpose of travel. He also asserted that private establishments will give their employees the exact monthly salary as detailed in their contract despite the lockdown.

Bhargava also said it was essential to understand the ailment.

“Eighty per cent of the people will experience cold-like fever and they will recover. 20 per cent may experience cough, cold, fever and some of them may be needed to be admitted to hospital,” he said, adding, “The 5 per cent who get admitted to the hospital are given supportive treatment and in some cases, new medicines are being given.”

Agarwal also urged the businessmen and shopkeepers to keep a watch over people who were hoarding items of daily use. He also said the ministry was implementing measures to not let the shopkeepers raise the prices of products under the high demand.

Confirmed cases of coronavirus in India rise to 315

Prime Minister Narendra Modi, earlier this week, called for cooperation between all SAARC countries to combat the coronavirus pandemic. Under this, he also proposed the creation of an emergency fund, to which, India has made an initial contribution of $10 million.

Afghanistan on Saturday said it would contribute $1 million to the fund announced by Indian Prime Minister Narendra Modi.

Afghan envoy to India, Tahir Qadiry, in an exclusive conversation with Wion’s diplomatic correspondent Sidhant Sibal said Kabul believes in joint collaboration — India will provide wheat consignment of 75,000 tonnes to Afghanistan in case food shortage arises amid the global coronavirus scare.

Excerpts from the interview:

Sidhant Sibal: How do you see PM Modi's SAARC conference meet and the measures taken by the Afghan government to stem the growth of the virus?

Tahir Qadiry: We have decided to contribute $1 million to the fund. The Afghan government has been taking aggressive measures to brace itself for the worst-case scenario. There have been awareness programmes. Our deputy foreign minister of cooperation for Afghanistan Mirwais Nab recently met Indian ambassador Vinay Kumar to discuss the transfer of 75,000 tonnes of wheat, aid and donation from India to Afghanistan to fight shortage of food in case it arises.

Sidhant Sibal: How are you reaching out to the Afghans stranded in India?

Tahir Qadiry: There are some restrictions in place and we are well aware of them. We can just advise to follow guidelines, and rest assured…We are doing everything we can.

PM Modi had earlier lauded Bhutan and Nepal for their contributions to the SAARC Emergency Response Fund for COVID-19 proposed by him earlier this week.

As of Saturday morning, India has reported over 270 cases of coronavirus, with 22 patients having been discharged. The death toll from the virus is at 4.

China and Italy are at two ends of the spectrum right now. While Italy's death toll continues to surge, China has reported zero local coronavirus cases for the third day running.

What is common between both counties is that Italy and China both have used lockdown measured to curb the rapidly spreading coronavirus infections.

Let's talk about China first.

The entire province of Hubei was locked down by late January. The epicentre of coronavirus was completely shut-off from the rest of China an of the infections were reported within Hubei.

There were comparatively fewer fatalities in other regions of China.

So China was essentially able to isolate the virus.

In Italy, we saw something very different.

The first cases were reported in the Lodi province in Lombardy. But, the European country was slow in bringing the lockdown measures in effect which resulted in virus spreading across Italy.

Right now, the worst-affected province in Italy is not Lodi, but Bergamo. The Lodi province, in fact, has only half as many cases as Bergamo.

The takeaway here is the timing.

Italy with 60 million people has surpassed China's death toll now.
But had Italy imposed social distancing measures immediately after the first case was reported, things could have been different.

Now, what can India learn from these findings?

Having a young population is definitely an advantage because the millennials have a higher recovery rate. But, social distancing is an important factor in the battle against the pandemic.

In India, so far, four people have succumbed to the coronavirus while over 250 people have been infected.

If restrictive measures are not imposed at the right time, India might lose the chance to flatten the curve.
