In Utah, the first U.S. state to confirm&nbsp;mink&nbsp;infections in August, about 10,700&nbsp;mink&nbsp;have died on nine farms, said Dean Taylor, state veterinarian.

"On all nine, everything is still suggesting a one-way travel from people to the&nbsp;minks," he said.

Coronavirus testing has been done on&nbsp;mink&nbsp;that die and randomly on the affected farms, Taylor said. Like people, some&nbsp;mink&nbsp;are asymptomatic or mildly affected, he said.

The CDC said it was supporting states' investigations into sick&nbsp;mink, including testing of animals and people.

"These investigations will help us to learn more about the transmission dynamics between&nbsp;mink, other animals around the farms and people," the CDC said. "Currently, there is no evidence that animals play a significant role in the spread of SARS-CoV-2 to people."

Coronavirus is thought to have first jumped to humans from animals in China, possibly via bats or another animal at a food market in Wuhan, although many outstanding questions remain.

Monitoring US&nbsp;mink&nbsp;for virus symptoms and quarantining infected farms should limit the disease's spread if cases are caught early, said Richard Webby, a virologist at St. Jude Children's Research Hospital in Memphis.

"I'm fairly confident that as long as they have that surveillance going and it's strong enough, then they should be able to prevent the spread," he said.

US&nbsp;authorities are urging farmers to wear protective gear like masks and gloves when handling&nbsp;mink&nbsp;to avoid infecting the animals.

In Wisconsin, about 5,000&nbsp;mink&nbsp;have died on two farms, State Veterinarian Darlene Konkle said.

One farm is composting the dead&nbsp;mink&nbsp;to dispose of the carcasses without spreading the virus, Konkle said. Authorities are working with the second farm to determine how to dispose of the&nbsp;mink, and dead animals are being kept in a metal container in the meantime, she said.

Michigan declined to disclose how many&nbsp;mink&nbsp;have died, citing privacy rules.

Armed with machetes, the attackers beheaded as many as 20 boys and men in the village of 24 de Marco, according to a local media report that was confirmed on Wednesday by ACLED, an American crisis monitoring group that maps the exploding insurgency in Mozambique.

The atrocity in early November was just one episode in a brutal conflict unfolding in Cabo Delgado, a remote, resource-rich province of northern Mozambique. Insurgents who pledge allegiance to the Islamic State have grown dramatically in strength this year — seizing territory, capturing a port, and stepping up brutal attacks on civilians that often involve beheadings.

The deepening humanitarian crisis has displaced at least 355,000 people according to the United Nations — up from 90,000 in January.

The militants’ success is also a sign of a worrisome trend: As the Islamic State’s influence wanes in the Middle East, it is surging in pockets of Africa, with brazen offshoots gaining ground in western, central and, now, southern corners of the continent.

In a statement late Tuesday, U.N. Secretary-General António Guterres said he was “shocked” by reports from news agencies that up to 50 people had been beheaded in the district of Muidumbe, where the village of 24 de Marco is located, including women and children, and he called on Mozambique to mount an immediate investigation.

There was no immediate response from the government of President Filipe Nyusi, whose Makonde ethnic group comes from the same region.

“These decapitations, which remind people of Syria and Iraq, scare everyone,” said Eric Morier-Genoud, a professor of African history at Queens University Belfast, who specializes in Mozambique. “It’s a grim situation that is worsening quickly because the militants’ capacity seems to be growing.”

The insurgency, which started in 2017 with a group is known locally as Al-Sunna wa Jama’a, originally drew on a stew of local grievances in Cabo Delgado, a province of vast forests and immense mineral reserves, including graphite and ruby mines, along Mozambique’s border with Tanzania.

In 2019 the group became identified with the Islamic State’s Central Africa province, which also has a presence in the Democratic Republic of Congo, and this year escalated its campaign with increasingly brutal assaults on civilians and by snatching territory from the government.

Its biggest exploit came in August with the capture of the port of Mocimboa da Praia. Farther north, the group seized territory around Palma, a port that is the main base for international energy companies hoping to exploit Mozambique’s untapped offshore gas reserves, estimated to be the world’s second-largest.

Beheadings are a common feature of Islamic State attacks in Mozambique, said Zenaida Machado, a researcher with Human Rights Watch, who estimated that the majority of over 2,000 civilian victims of the conflict had been decapitated.

“They use machetes,” she said, referring to the militants. “Initially they had specific targets when they attacked a village — state officials, teachers, nurses, local chiefs. Now it’s random.”

Exact details on attacks are hard to establish because Mozambique has barred journalists and human rights researchers from the conflict zone, and most international aid agencies have fled.

After the Muidumbe attacks, Pinnacle News, a local news service, reported that militants had gathered the 20 bodies, along with victims from other sites, at a soccer pitch in Muatide village in a gruesome display intended to strike fear into the local community.

Days after the attack, an Agence France-Presse report cited a local aid worker who described the funerals for 15 boys who were killed in the initiation ceremony.

Of the 355,000 civilians displaced by conflict, about 100,000 have poured into the regional capital, Pemba, which has avoided the fighting. Others have taken shelter in a chain of islands off the coast of Cabo Delgado, an area that until recently was a destination for high-end tourism. Even there, though, they are not safe from attack.

Last month, according to local news reports, Islamic State fighters raided the island of Matemo, which has seen a major cholera outbreak, and attacked or kidnapped displaced people as they searched for food and other provisions.

Other refugees have drowned at sea after their overcrowded boats capsized, including 54 who perished on a craft bound for Pemba on Oct. 29 according to Zitamar, an independent news service that follows the insurgency closely.

And on Aug. 13, at least 40 refugees were killed after government forces opened fire on their boat, apparently mistaking it for an insurgent craft, ACLED reported.

The pandemic has exacerbated the crisis, with Cabo Delgado reporting the highest number of COVID-19 cases in Mozambique. The province’s infrastructure had been hit by tropical cyclone Kenneth in April 2019 — the strongest ever to hit the African continent — destroying key bridges that have been only partially rebuilt.

The beleaguered Mozambique security services have turned to foreigners to help fight back, with mixed results. In 2019 several Russians with the Wagner Group, a private military company linked to the Kremlin, were captured and killed, according to several reports, precipitating Wagner’s exit from Mozambique.

More recently Mozambique has turned to a South Africa-based military company, which introduced armed helicopters to the fight but has struggled to make inroads against militants hiding in the area’s dense forests.

Divisions inside Mozambique’s security services, which human rights groups have frequently accused of abuses against civilians in Cabo Delgado, have further hampered the counterinsurgency effort. Last month, some police officers in Pemba were disciplined after they refused to patrol following complaints the army was paid more.

The exact nature of the relationship between the insurgents and the Islamic State in the Middle East is unclear.

Islamic State publications often carry accounts of operations in Mozambique, as well as photos, and there have been reports of Islamic State trainers traveling to Mozambique.

But experts say it is unclear whether the insurgents in Mozambique are being directed from the outside, or if they are merely exploiting the power of the Islamic State brand in a franchise-style arrangement.

And while the militants claim to be targeting Christians, in practice they make little distinction between their victims, said Sam Ratner, a contributing editor at Zitamar News.

“ISIS propaganda says they burned a Christian village or killed Christian soldiers,” Ratner said. “But on the ground, we’re not seeing a lot of differentiation between Christians and Muslims. They do not appear to be targeting churches in particular, for instance.”

Meanwhile, the insurgency has begun to spill over Mozambique’s borders, alarming its neighbors.

In late October, Mozambique-based Islamic State militants attacked several villages in southern Tanzania, Tanzanian authorities said. Days later, residents of two villages in Mozambique reported rocket fire from inside Tanzania that injured 12 civilians.

The Mozambican government, at odds with Tanzania over its handling of the insurgency, did not publicly comment on the episode.

On Tuesday the president of Zimbabwe, Emmerson Mnangagwa, condemned the reported “acts of barbarity” in northern Mozambique and offered Zimbabwe’s help with the fight.

“The security of our region is paramount to the protection of our people,” he said.

More than 90 per cent&nbsp;of countries have instituted some form of remote learning since the start of the pandemic, according to a report in August by UNICEF.

This, in turn, has created a booming business for companies dealing in educational technology - or edtech - including firms that specialize in ensuring remote exams are free from cheating.

One firm, Proctorio, reported that it was proctoring more than five times the number of exams this year, compared to last year.

The remote proctoring industry offers a range of services, from basic video links that allow another human to observe students as they take exams to algorithmic tools that use artificial intelligence (AI) to detect cheating.

But asking students to install software to monitor them during a test raises a host of fairness issues, experts say.

“There’s a big gulf between what this technology promises, and what it actually does on the ground,” said Audrey Watters, a researcher on the edtech industry who runs the website Hack Education.

“(They) assume everyone looks the same, takes tests the same way, and responds to stressful situations in the same way.”

Facial recognition systems - which some proctoring platforms use to confirm the identity of the test taker - are less accurate with dark-skinned people, noted Shea Swauger, a researcher who tracks the industry at the University of Colorado (CU) Denver.

And algorithms designed to detect suspicious movement will inevitably flag disabled students and others who do not move in the way the platforms expect, he added.

Students also are balking at allowing third-party software access to their devices, with some services requiring that students give them permission to read their computer files, monitor their keystrokes and analyse their biometrics.

“It’s not just (about) racial bias,” said Miguel Bishop, a member of the student senate at California State University in Chico, which uses the platform Proctorio for exams.

“There’s the unaccountable data collection and the damage to the student-teacher relationship,” he said.

Proctorio CEO Mike Olsen said in a phone interview that the platform is the most convenient way for schools to deal with cheating in the COVID era.

“Taking an exam in the comfort of your own home, on your own schedule, is less invasive,” he said.

Critics of the technology often misunderstand how it works, he added, emphasizing that the tools do not directly identify cheaters, but simply flag suspicious behavior to universities.

Students rebel

Students in various countries have been demanding their schools reconsider the use of remote proctoring software, with mixed results.

In September, the Supreme Court of India cancelled a remotely proctored admissions exam at the National Law School of India University, after a parent of a prospective student and a former university official filed a lawsuit.

They argued that the exam - which was slated to use AI to detect cheaters - was unfair to students with “lesser means and from marginalized areas” who might not have high-speed internet or fast enough computers to run the exam.

Students at the University of Queensland in Australia have been unsuccessfully petitioning the university to rein in what they consider to be the most invasive and potentially discriminatory aspects of ProctorU, a U.S. proctoring service the school uses.

“We’ve asked them to do things like in-house identity verification, rather than having (the platform) read our ID and do biometric analysis on our faces,” said Rowan Evans, a student representative at the school.

Jennifer Buckley, an engineering professor at the University of Delaware, decided not to use ProctorU after she heard from her students that proctors had interrupted remote exams and asked students to show they weren’t cheating.

“No thank you,” she said. “I’d rather my students not feel like they’re in a police state.”

She and her assistants use Zoom to proctor exams themselves.

ProctorU chief executive officer Scott McFarland said that “students should be reassured that all testing data is owned by their schools, not the proctoring provider.”

“Schools set the rules about what data is collected, how it’s retained and for how long,” he said in an emailed statement.

In the United States and Canada, students at dozens of universities have sent petitions criticizing exam proctoring technology, according to a tally by the Electronic Frontier Foundation, a digital rights non-profit.

Patrick Sullivan, a 19-year-old sophomore at the University of Massachusetts Lowell, created one such petition after a math professor asked him to install the remote proctoring service Respondus for an exam in September.

He said the software, which is designed to block access to certain functions on a computer while a student takes an exam, would gain access to files on his personal device. “Giving software this much access is playing with fire,” he said. Jodi Feeney, the chief operating officer of Respondus, said that “our applications have also been closely analyzed by hundreds of customers along the way – university security teams, IT staff, students, third-party companies.”

After 1,200 students signed Sullivan’s petition demanding the University of Massachusetts Lowell ban the software, the university announced that professors could not mandate its use.

As the pandemic makes remote learning a long-term state of affairs for many schools, Swauger at CU recommends that schools take some time to do their research and only roll out systems that are proven to work.

"Higher ed (schools) like to perceive themselves as serious, deliberative, evidence-based research institutions," he said. "When it comes to these systems, that's all been going out the window."

As COVID-19 restrictions force students to take remote exams, universities around the world are relying on proctoring software like Examplify. However, many students are wary of the technology, including mass data collection and bias in facial recognition. “Students are already under tremendous pressure because of the global pandemic,” said Hye Jung Han, a researcher at advocacy group Human Rights Watch who specializes in technology and education. “And now we have this invasive and unfair surveillance pushing the envelope, invading their private lives.” Industry leaders maintain their platforms are a critical part of the infrastructure that allows students to continue learning. “We believe that many lives have been positively impacted by being able to continue their education and careers,” said Nici Sandberg, spokeswoman for ExamSoft, which makes the Examplify platform. “ExamSoft maintains a non-biased identification and exam delivery process to ensure that individuals of color are not disproportionately affected.” Global expansion More than 90 per cent of countries have instituted some form of remote learning since the start of the pandemic, according to a report in August by UNICEF. This, in turn, has created a booming business for companies dealing in educational technology - or edtech - including firms that specialize in ensuring remote exams are free from cheating. One firm, Proctorio, reported that it was proctoring more than five times the number of exams this year, compared to last year. The remote proctoring industry offers a range of services, from basic video links that allow another human to observe students as they take exams to algorithmic tools that use artificial intelligence (AI) to detect cheating. But asking students to install software to monitor them during a test raises a host of fairness issues, experts say. “There’s a big gulf between what this technology promises, and what it actually does on the ground,” said Audrey Watters, a researcher on the edtech industry who runs the website Hack Education. “(They) assume everyone looks the same, takes tests the same way, and responds to stressful situations in the same way.” Facial recognition systems - which some proctoring platforms use to confirm the identity of the test taker - are less accurate with dark-skinned people, noted Shea Swauger, a researcher who tracks the industry at the University of Colorado (CU) Denver. And algorithms designed to detect suspicious movement will inevitably flag disabled students and others who do not move in the way the platforms expect, he added. Students also are balking at allowing third-party software access to their devices, with some services requiring that students give them permission to read their computer files, monitor their keystrokes and analyse their biometrics. “It’s not just (about) racial bias,” said Miguel Bishop, a member of the student senate at California State University in Chico, which uses the platform Proctorio for exams. “There’s the unaccountable data collection and the damage to the student-teacher relationship,” he said. Proctorio CEO Mike Olsen said in a phone interview that the platform is the most convenient way for schools to deal with cheating in the COVID era. “Taking an exam in the comfort of your own home, on your own schedule, is less invasive,” he said. Critics of the technology often misunderstand how it works, he added, emphasizing that the tools do not directly identify cheaters, but simply flag suspicious behavior to universities. Students rebel Students in various countries have been demanding their schools reconsider the use of remote proctoring software, with mixed results. In September, the Supreme Court of India cancelled a remotely proctored admissions exam at the National Law School of India University, after a parent of a prospective student and a former university official filed a lawsuit. They argued that the exam - which was slated to use AI to detect cheaters - was unfair to students with “lesser means and from marginalized areas” who might not have high-speed internet or fast enough computers to run the exam. Students at the University of Queensland in Australia have been unsuccessfully petitioning the university to rein in what they consider to be the most invasive and potentially discriminatory aspects of ProctorU, a U.S. proctoring service the school uses. “We’ve asked them to do things like in-house identity verification, rather than having (the platform) read our ID and do biometric analysis on our faces,” said Rowan Evans, a student representative at the school. Jennifer Buckley, an engineering professor at the University of Delaware, decided not to use ProctorU after she heard from her students that proctors had interrupted remote exams and asked students to show they weren’t cheating. “No thank you,” she said. “I’d rather my students not feel like they’re in a police state.” She and her assistants use Zoom to proctor exams themselves. ProctorU chief executive officer Scott McFarland said that “students should be reassured that all testing data is owned by their schools, not the proctoring provider.” “Schools set the rules about what data is collected, how it’s retained and for how long,” he said in an emailed statement. In the United States and Canada, students at dozens of universities have sent petitions criticizing exam proctoring technology, according to a tally by the Electronic Frontier Foundation, a digital rights non-profit. Patrick Sullivan, a 19-year-old sophomore at the University of Massachusetts Lowell, created one such petition after a math professor asked him to install the remote proctoring service Respondus for an exam in September. He said the software, which is designed to block access to certain functions on a computer while a student takes an exam, would gain access to files on his personal device. “Giving software this much access is playing with fire,” he said. Jodi Feeney, the chief operating officer of Respondus, said that “our applications have also been closely analyzed by hundreds of customers along the way – university security teams, IT staff, students, third-party companies.” After 1,200 students signed Sullivan’s petition demanding the University of Massachusetts Lowell ban the software, the university announced that professors could not mandate its use. As the pandemic makes remote learning a long-term state of affairs for many schools, Swauger at CU recommends that schools take some time to do their research and only roll out systems that are proven to work. "Higher ed (schools) like to perceive themselves as serious, deliberative, evidence-based research institutions," he said. "When it comes to these systems, that's all been going out the window."
