India's National Security Advisor Ajit Doval is in Kabul, in the first high-level visit from Delhi to Afghanistan amid the peace process.

During his two-day visit, he met his counterpart Afghan NSA Hamdullah Mohib and called on Afghan President Ashraf Ghani.

During NSA's meet with President Ghani, counter-terror and building regional consensus for supporting peace in Afghanistan were the key topics.

President Ghani said the "Afghan Defense and Security Forces are guarantors of stability in Afghanistan and are at the forefront of the war against regional and global terrorism." Adding, "Afghanistan and India in joint efforts with NATO and the United States will be able to succeed in the fight against terrorism."

Last year saw three high-level visits from Afghanistan. These include a visit by Abdul Rashid Dostum, former vice president of Afghanistan, Chairperson of Afghanistan's High Council for National Reconciliation Dr Abdullah Abdullah, and Senior Afghan politician Ata Mohammad Noor.

India and Afghanistan have had a close engagement with New Delhi being the biggest financial support of the country in the region.

Other than mega infrastructure projects like the India Afghanistan friendship dam, and the Afghan Parliament, India has been helping the capacity building especially by providing scholarships to many Afghan students.

During the COVID crisis, India sent 75,000 tonnes of wheat and 20 tonnes of life-saving medicines and other equipment to Afghanistan.

Calling for "no ifs and buts" in the fight against terrorism, India's External Affairs Minister Dr S Jaishankar on Tuesday gave an 8-point agenda at the United Nations Security Council for the "UN system to credibly address the menace of terrorism and ensure effective action".

Speaking at a video conference meet on International cooperation in combating terrorism marking 20 years since the adoption of Resolution 1373 (2001) EAM said,"It is time that all nations walk the talk and commit their actions to the goal of zero tolerance for terrorism."

EAM mentioned that "we must not countenance double standards in this battle. Terrorists are terrorists; there are no good and bad ones. Those who propagate this distinction have an agenda. And those who cover up for them are just as culpable."

UNSC Resolution 1373 was adopted on September 28, 2001 in the aftermath of the 9/11 attacks in New York. It calls on UN member states to implement measures to prevent and counter-terror at home and around the world.

During his address, both Pakistan and China got an earful. In a veiled reference EAM slammed Pakistan at UNSC, saying "there are also other States that are clearly guilty of aiding and supporting terrorism, and wilfully provide financial assistance and safe havens...the international community must collectively call out the latter and hold them accountable."

UN's 1267 committee lists largest numbers of Pakistanis as international terrorists. These include Masood Azhar, Hafiz Saeed, Zaki ur Rehman Lakhvi, many of whom responsible for terror attacks in India, including the 26/11 Mumbai terror attack.s

India's EAM pointed out in the 8 point plan of action that, "linkages between terrorism and transnational organised crime must be fully recognised and addressed vigorously", explaining that, "We, in India, have seen the crime syndicate responsible for the 1993 Mumbai bomb blasts not just given State protection but enjoying 5-star hospitality."

This is the first time India's EAM spoke at UNSC after India took over its membership on January 1, 2021 for a 2-year period.

On China, without mentioning its name, EAM said, "The practice of placing blocks and holds on listing requests without any rhyme or reason must end. This only erodes our collective credibility." Remember, Beijing had thwarted bids to list Masood Azhar as an international terrorist for 10 years.

In the plan of action, he listed "enlisting and delisting individuals and entities" under the UN sanctions regimes "must be done objectively, not for political or religious considerations", calling the "proposals in this regard merit due examination before circulation". This is significant even as Pakistan has been trying to use loopholes in the sanctions regime to get "basic expense" for listed international terrorists like Hafiz Saeed.

The focus was also on "preventing terrorists from accessing financial resources" with Financial Action Task Force (FATF) continuing to "identify and remedy weaknesses in anti-money laundering and counter-terror financing frameworks".

Tunisia chaired the meet, given it is heading the UN body for the current month. Other key speakers at the meet were Under-Secretary-General of the UN Office of Counter-Terrorism Vladimir Voronkov, Executive Director of the Counter-Terrorism Executive Directorate, Michèle Coninsx. Last week India's foreign secretary Harsh Shringla addressed a meet at the body highlighting New Delhi's commitment to the African continent.

India and Bangladesh have agreed to enhance counter-terror cooperation especially against global terror groups at the first police chief's dialogue. The focus has also been on increasing real-time intelligence via designated "nodal points".

A statement from India's home ministry said, "Designated ‘nodal points’ would be established for timely and effective handling and response to existing as well as emerging security and counter-terrorism challenges."

South Asia has a number of globally listed terrorists, mostly based in Pakistan such as Lashkar e Taiba, Jaish-e-Mohammed responsible for terror attacks in India, Afghanistan. The 2016 Islamabad SAARC summit was boycotted by India, Bangladesh along with other south Asian countries in the aftermath of Uri Attack.

During the virtual meet, both sides appreciated each other’s ongoing action against insurgent groups operating in the region. The effort seen timely will also focus on coordinated measures to combat trans-border criminal activities, including smuggling of drugs, Fake Indian Currency Notes (FICN), arms and ammunition, and human trafficking.

The Indian release said, "The institution of Police Chiefs’ Dialogue, assisted by members of other security agencies on both sides, will further enhance the existing cooperation between the police forces of both countries".

The meeting comes even as New Delhi and Dhaka have been increasing cooperation in every sector from connectivity to covid crisis. Last month, PM Modi and PM Hasina held a virtual summit, and ahead of that India's foreign secretary Harsh Shringla had visited the country, his first visit amid the pandemic. This year, Bangladesh celebrates its 50th year of independence which will see Indian PM visiting the country in March. In fact, a contingent from Bangladeshi defence forces will take part in India's Republic Day parade later this month.

India has continued its focus on Afghanistan at the United Nations Security Council (UNSC) even as China once again played games at the top UN body.

China, which is one of the Permanent Five or P5 members of the body, prevented India from heading the UNSC 1267 (ISIL (Da'esh) and Al-Qaida) Sanctions committee that lists international terrorists.

The same list, that has on its roll Pakistani terrorist nationals including Masood Azhar, Hafiz Saeed, Zaki-ur-Rehman Lakhvi. Many of them responsible for terror attacks in India, including the 26/11 Mumbai terror attacks for which Islamabad has yet to take action.

Last week it was announced that India will be heading 3 crucial committees--the Taliban sanctions committee, the counter-terrorism committee for the year 2022, and the Libya sanctions committee.

Al-Qaida and Taliban Sanctions Committee was split in 2011, creating the new Taliban Sanctions Committee to separately deal with the Taliban.

By being at the Taliban sanctions committee, India gets a crucial multilateral foothold in the Afghan peace process. The Taliban need approval from this grouping to travel, and an increased level of violence in Afghanistan could impact future approvals. In fact, Taliban leadership had a few weeks back visited Pakistan to meet Pakistani Prime Minister Imran Khan and Foreign Minister SM Qureshi.
What raised the eyebrows and drew the ire of Kabul was Taliban leadership meeting cadres in the country.

New Delhi also chairs the Counter-terror body of UNSC in 2022 and can see India taking special initiatives. The committee was formed after the 9/11 attacks in New York and bolsters the ability of United Nations Member States to prevent terrorist acts both within their borders and across regions.

It is not the first time China has created problems for India at UNSC. In 2019, in the aftermath of India removing special status for the erstwhile state of Jammu and Kashmir, China at the behest of Pakistan tried to rake the issue at the body. Ultimately the attempt was thwarted, given most members saw it as India's internal matter and the issue was never put on UNSC records.

In fact, French President Macron's top diplomatic advisor Emmanuel Bonne extended his country's support to India at the body last week and said, "I mean the direct threats to India, we have always been very clear. Whether on Kashmir we have been very supportive of India in the Security Council, we have not let the Chinese play any kind of procedural games."

Interestingly, the actions of China in Hong Kong were raised at UNSC last year by member countries, much to the embarrassment of Beijing which could not stop it.

India has expressed its concerns on acts of terrorism in West Africa at the United Nations Security Council pointing out to increased activities of Boko Haram and Islamic State's West Africa Province (ISWAP).

Highlighting out how, "terrorism, drug trafficking, and organized crime have continued unabated", India's envoy to United Nations, TS Tirumurti said, "The terror attacks in Burkina Faso, particularly in regions bordering Mali and Niger, have again underscored the urgent need to intensify efforts to combat terrorism, which is spilling over into other countries and regions"

He explained, "The activities of Boko Haram in Nigeria and Lake Chad have not subsided either". Adding, "the recent terror attacks by the Islamic State's West Africa Province (ISWAP) are more brutal than those carried out by Boko Haram. ISWAP, supported by elements in West Asia and North Africa, is emerging as a radicalized and brutal terrorist entity, posing a serious threat to peace and stability in the region"

India was speaking at a security council meeting on West Africa and Sahel region. The council had taken up the latest report of the Secretary-General on the activities of the United Nations Office for West Africa and the Sahel (UNOWAS) between 23 June to 14 December 2020.

The Indian envoy called for "closer coordination in counter-terrorism cooperation in the region and its periphery, to counter the growth of terrorist entities effectively.". In fact, India has commenced counter-terrorism training in the region.

New Delhi also conveyed its deep condolences for the terror attack in Niger earlier this month that killed around 100 people and the deaths of French soldiers involved in Operation Barkhane in Mali. Operation Barkhane is an ongoing anti-insurgent operation by France and 5 countries of Sahel--G5 Sahel--Burkina Faso, Chad, Mali, Mauritania and Niger. The British and Estonia have also extended support to it.

The Indian envoy commended the "efforts of regional counter-terrorism initiatives such as G-5 Sahel Joint Force, and Multinational Joint Task Force (MNJTF), which is a model that illustrates the ownership taken by countries of the region for their collective security. The Council and the international community need to actively support these initiatives."

India expressed its concern vis a vis "piracy hotspot" of Gulf of guinea that has seen 17 incidents in last 6 months. Several Indian sailors have been victims of piracy and kidnappings in that region for which Tirumurti called for "urgent need to increase surveillance to ensure maritime security in the area, through increased international collaboration."

Saudi Arabia has announced the building of a new project "the line" in its future city NEOM. The city, a project personally being monitored by the country's crown prince -- Mohammad bin Salman -- is being built on the Red Sea.

The line will be a 170-km infrastructure project connecting various communities of the city and will blend the region with the surroundings. The project will be such that cars and streets will be not a part of it.

The city is being built as part of the kingdom's diversification plans as oil as a key resource runs out in the region.

Announcing the project, Mohammad bin Salman said, "We need to transform the concept of a conventional city into that of a futuristic one. As the Chairman of the Board of Directors of NEOM, I present to you THE LINE. A city of a million residents with a length of 170 km that preserves 95 per cent of nature within NEOM, with zero cars, zero streets, and zero carbon emissions.”

One of the key outcomes of the project is seen as that saves carbon emission as climate change has been a global cause of concern.

The crown prince pointed out, "By 2050, one billion people will have to relocate due to rising CO2 emissions and sea levels. 90 per cent of people breathe polluted air. Why should we sacrifice nature for the sake of development? Why should seven million people die every year because of pollution? Why should we lose one million people every year due to traffic accidents? And why should we accept wasting years of our lives commuting?”

Construction of the said project starts in the first quarter of 2021. It uses artificial intelligence as part of larger sustainability.

The project uses "clean energy" and will make all daily needs--schools, medicines, clinics others within 5-minute reach.

Other countries in the Gulf are also diversifying. Notable are countries like Qatar and UAE among others. The diversification process is accompanied by relaxation in conservative rules in many of the Gulf countries, including Saudi Arabia.

India's external affairs minister Dr S Jaishankar will be addressing the United Nations Security Council on Tuesday. He will be addressing a meet on “Threats to international peace and security caused by terrorist acts: International cooperation in combating terrorism 20 years after the adoption of resolution 1373”.

It will see all UNSC members speaking on 20 years of adoption of resolution 1373, which was adopted on 28th September 2001 in the aftermath of the 9/11 attacks in New York. It calls on UN member states to implement measures to prevent and counter-terror at home and around the world. The meet will happen via video conference and will start at around 7 pm IST or 8.30 am New York time (EST).

Tunisian foreign minister will chair the meet given that the country is the chair of the top body for the current month. Other key speakers will be Under-Secretary-General of the UN Office of Counter-Terrorism Vladimir Voronkov, Executive Director of the Counter-Terrorism Executive Directorate, Michèle Coninsx. A presidential statement is under negotiation and is an anticipated outcome.

The development comes at a time even as India is all set to chair the Taliban sanctions committee and the counter-terrorism committee for the year 2022. The Taliban sanctions committee which is also a committee dealing with terror and counter-terror committee, the spotlight is expected to increase on Islamabad's lacklustre record on acting on cross-border terror. India took over its two-year term at the UNSC as a "non-permanent" member from January 1. Last week India's foreign secretary Harsh Shringla addressed a meet at the body highlighting New Delhi's commitment to the African continent.

Ecuador's ambassador to India Hector Cueva Jacome has expressed his confidence in Indian COVID vaccines, highlighting that are 'part of the solution'. He himself was part of phase-3 trials of Covaxin, the coronavirus vaccine developed by Bharat Biotech. Jacome is the first foreign envoy to be part of phase 3 covid vaccine trials in India. Covaxin recently got approval from India's drug regulator.

Ambassador Jacome hasn't exhibited any "secondary effects" of the vaccine so far and exclusively told WION's Principal Diplomatic Correspondent Siddhant Sibbal that his country is on the lookout for an 'efficient, secure, and affordable' vaccine. He explained that he wants "to show my country, the trust and confidence that the vaccine will work."

The envoy had visited Hyderabad last month as part of the foreign envoys' delegation to visit India's COVID vaccine centers.
Interestingly, his wife also took part in the clinical trials and has termed the entire exercise "safe".

WION: How do you see the COVID situation globally, in Latin America but also how India has taken action?

Hector Cueva Jacome: I made a lot of research. And what is happening in the world? Normally in the western media, my counterparts say take care, they have more than 11 million cases in India, they are scared.

I tell, yes India has 11 million but you need to see all the picture. You have 11 million cases; you only have 3 lakh active cases. 97 per cent of cases are recovered, this is a huge number. India is very successful in containing the pandemic. You have a rate of 1.46 per cent of dead people, the lowest in the world. You are doing a lot of tests, you are doing well. When the pandemic started here in India, you did not have enough ventilators, now many countries are producing ventilators.

You have the medicines and in future, vaccines. In other countries, in Latin America, you had some problems. During the lockdown, during quarantine, many did come up with solutions to problems. You see the problems in Europe.

India is not the only example of good management of COVID-19, see what is happening in Thailand, Vietnam, Cambodia, Kenya, Rwanda. They are doing a very well job in combating COVID-19. India is doing well.

WION: You took part in clinical trials when it comes to Covaxin, if you can tell us the reason you opted in, what prompted this decision of yours...

Hector Cueva Jacome: I am participating in medical trials. So, I don't know, if a got the vaccine. You have to remember that, in this medical trial, under the process, participants don't know if they got the vaccine or the placebo.

I don't know if it was a vaccine or placebo. That was 2-3 days ago when we got the injection. We have to wait for 28 days, to get the second dose. Then I have to wait for 14 days and get a blood test. Then I will get to know was it a vaccine or placebo.

I participated in medical trials and it is the best way to show my trust and confidence in the Indian pharmaceutical industry, the Indian vaccine industry. It was a pre-mediated decision.

When I sent all the details of phase 1, phase 2 to my friends, scientist friends in the US, Ecuador, in India they tell me, the vaccine is safe. It was not yesterday, I decided to be part of the medical trials. I want to show my country, the trust and confidence that the vaccine will work.

WION: Are you Confident of the Indian vaccine?

Hector Cueva Jacome: Let us focus on the vaccine industry. Almost 33 per cent or more vaccines all over the world are produced in India. So, after this number, you can see industry is working well.

You have, companies and industries like Bharat Biotech and Serum Institute that are well known around the world, companies who are very serious and they are not going to do something wrong. The vaccine is not just a business, it is more than that, it is survival. 33 per cent of global vaccines are made in India.

WION: Have you approached the Indian government for the COVID vaccine?

Hector Cueva Jacome: Indian govt is a very good friend of mine and the Ecuadorian govt. They are very generous with my govt. During the beginning of the pandemic, India gave many donations of many medicines to my country. India will be very generous. I contacted people in MEA and in the Indian govt.

First, you need to solve problems here in India, then you have to go forward in other countries. I am sure, Indian vaccines are going to be part of solutions in the future for COVID-19 control.

People used to think, vaccines will be going to clear everything, we need to be more careful about that. COVID-19 is long term, a 10 km race and we need to check in Latin American countries--not only vaccine but also RT PCR tests, affordable test, effective test.

Tests in our country are expensive, here in India you go to any Lab and get RT PCR tests at Rs 800 or $10. In the future here in India, you will produce tests that will give tests in 30 min. Here in India, you will produce a nasal vaccine, by Bharat biotech and SII.

It will be a cheaper vaccine. We are on the right path. I want to tell you something very personal, when I decided to take part in a medical trial, I said to my wife that I will take part, she said, are you going to participate. She said you know, I am participating also. She is the real hero because it is part of my job to try to get solutions to my country, she is a real hero.

WION: Since you were part of the vaccine trial, have any other diplomats also shown any keenness?

Hector Cueva Jacome: You know, people are really interested to know, how was it. If I had secondary effects. We don't have any effects. They are really surprised. Some people yes, want to participate. Let's see what happens.

The trials will finish this week. 25000 volunteers have participated. All the diplomats are keen, interested in the effects, results of phase 3 medical trials of Bharat Biotech COVID vaccine and also SII. Vaccine right now is expensive and we are not a rich country.

We are developing countries, so we need to save our budget and be careful about it. All the countries in Latin America, have an economic disaster.

We need to be careful about the money of our people and govt. Maybe we can have an option, efficient, secure and affordable option for our people, to our region.

WION: Maam, you could have opted out, but you opted in..any reason?

Toya Cardenas Saldarriaga: It is very safe. It is safe for us, this is the reason.

Indian vaccines part of solution: Ecuador envoy who participated in phase 3 Covaxin trials

India has termed Pakistani actions of the sentencing of Zakiur Rehman Lakhvi and an arrest warrant against Masood Azhar as "routine farcical actions" done just ahead of the FATF meeting due next month. It has been more than 2 years that Pakistan remains at the FATF greylist due to non-fulfilment of its anti-terror financing commitments.

The Ministry of External Affairs spokesperson Anurag Srivastava said, "the timing of these actions clearly suggests the intention of conveying a sense of compliance ahead of the APJG meeting and next FATF plenary meeting in February 2021".

Highlighting," It has become routine for Pakistan to come up with such farcical actions prior to important meetings."

Lakhvi was sentenced on Friday by a Pakistani court for 15 years for terror financing. He was one of the key masterminds of 26/11, but no action has been taken by Islamabad. Last year, another 26/11 mastermind Hafiz Saeed was sentenced many times by Pakistani court for terror financing, and the warrant for Azhar comes even as at FATF Islamabad claimed no knowledge on his location.

The MEA spokesperson said, "UN proscribed entities and designated terrorists act as proxies for Pakistani establishment to fulfill its anti-India agenda."

Adding," It is for the international community to hold Pakistan to account and ensure that it takes credible action against terror groups, terror infrastructure and individual terrorists."

It is interesting to point out, Pakistan had gone to United Nations Security Council to get "basic expense for both Saeed and Lakhvi. Both are United Nations listed international terrorist. Islamabad had defended the move saying the "exemption was in line with the established procedures and practices of the UNSC 1267 Sanctions Committee".

Asset freeze exemptions can be granted for what is called basic expenses for provisions such as payment for foodstuff, rent or mortgage, medicines and medical treatment etc. What is shocking is that the basic expense stands at around Pak 1,50,000 rupees a month, an amount that has raised eyebrows in many global capitals including New Delhi.

Bangladesh has asked Pakistan to apologise for the 1971 genocide in the country. The message was conveyed by the country's State Minister for Foreign Affairs Md. Shahriar Alam to the Pakistani envoy to Dhaka, Imran Ahmed Siddiqui.

A release from the Bangladeshi government said that minister Alam, "reiterated the importance of resolving outstanding bilateral issues with Pakistan, including offering of an official apology from Pakistan for the genocide committed in the Bangladesh Liberation War of 1971". He also called for settling the issue of the division of assets between the 2 countries.

The development comes in the year in which Bangladesh celebrates 50 years of Independence. 1971 saw Pakistani troops committing atrocities in the then East Pakistan leading to an international humanitarian crisis. Several million died due to the actions of the Pakistani army but ultimately Bangladesh gained its independence.

Not for the first time Bangladesh has raised the 1971 genocide with Islamabad. During Pakistan's envoy meets with Bangladeshi PM Shiekh Hasina in December, the latter had sternly reminded him that atrocities committed by the Pakistani army against her country can neither be forgotten nor forgiven

Meanwhile, the Bangladeshi minister during his meet with envoy said Dhaka is keen to enhancing ties with all neighbouring countries and, “in line with that spirit, we look forward to engaging with Pakistan”. He urged Pakistan to grant access to more Bangladeshi products by utilizing the existing SAFTA provisions, relaxing the negative list and removing trade barriers.
