Even as the situation remains precarious in Syria, the United Nations Security Council discussed the issue with India pointing to the "politicization and militarization of the conflict" bringing "disastrous consequences".

India's envoy to United Nations TS Tirumurti said, "India supports the UN continuing its humanitarian relief operations through all possible channels, with the cooperation of the Syrian Government" and highlighted that it "is important to delink humanitarian assistance from progress on the political track." Tirumurti explained, "We believe that the noble and necessary cause of humanitarian assistance should always be bereft of politics."

This year marks 10 years since the conflict began in 2011. India had provided $12 million in humanitarian assistance to the Syrian government. Last year to fight the COVID pandemic, India sent a gift of 10 metric tonnes of medicines to Damascus.

Bangladesh's foreign secretary to visit India next week

India and Japan on Monday signed a Memorandum of Cooperation (MOC) on Specified Skilled Workers (SSW) that will allow 14 categories of Indian "skilled workers" to work in Japan. SSW is a new status of residence created by Japan in 2019 under which skilled foreign nationals can obtain jobs and stay in the country.

The MOC was signed between India's foreign secretary Harsh Shringla and Japan's envoy to India Suzuki Satoshi. With the signing of the pact, the Japanese and Indian governments agreed to create a mechanism through which Indian nationals can be smoothly dispatched to Japan under the SSW framework.

Speaking at the signing ceremony, Japan's envoy said, "With the MOC we are going to sign, new opportunities will be open for Indian nationals to get employment in Japan.”

The Memorandum sets a framework between the Japanese and Indian Governments allowing information sharing in order to protect Indian nationals coming to Japan as SSW and facilitate a smooth implementation of the SSW system.

The Indian foreign secretary said, "With an early operationalization of this MoC, both our countries can synergise our strengths and have mutually beneficial outcomes. In the implementation of the SSW, the Indian side looks forward to working closely with the Japanese side to ensure that we can meet our objectives smoothly and quickly.".

Under the system, a person must be proficient in the Japanese language in daily life and his maximum period of stay can be five years in total. The 14 specified industry fields include caregiving, building cleaning, material processing, industrial machinery manufacturing, electric and electronic information, construction, shipbuilding and ship-related industry, automobile maintenance, aviation, lodging, agriculture, fisheries, food and beverages manufacturing, and food services industry.

The development comes even as Japan faces a declining population and an ageing society. India has one of the youngest populations in the world, which is can help to increase the economic productivity of any society. Indian PM Modi had placed a high priority on quickly operationalizing this MoC and the current PM of Japan Yoshihide Suga when he was the chief cabinet secretary was one of the prime movers of the program to address his country's need for a skilled labour market.

This is not the first such India Japan skilled related programme. In 2016 both sides agreed on "Manufacturing Skill Transfer Promotion Programme” for training 30,000 persons over 10 years with Japanese style manufacturing skills and practices.

In 2017, both sides signed, "Technical Intern Training Programme” agreement that enables Indians to access internships in Japan. So far, 200 interns have been placed in Japan under the intern training programme.

In growing convergences between India, France and Japan's "strategic triangle", all three countries have strongly backed the Indo-Pacific vision which has increasingly gained currency within democratic nations of the region and around the world.

Speaking at a virtual event, India's foreign secretary Harsh Shringla said, "India, France and Japan are leading stakeholders in the region and with other like-minded countries, it is upon us to ensure that the Indo-Pacific remains peaceful and open, taking into account needs and concerns of all its inhabitants."

Geographically New Delhi sees the Indo-Pacific as a "seamless interface" of the Indian and Pacific ocean from the western coast of North America to the eastern shores of Africa. Over 50 per cent of global trade traverses this maritime domain which is also home to over 60 per cent of the world’s population and the global GDP.

Calling his country an "Indo-Pacific power" due to its territories in the region, French envoy Emmanuel Lenain said, "We are building piece by piece a strategic triangle between Paris, Tokyo and Delhi committed to a rules-based Indo-Pacific order."

France has its territories in the Pacific Ocean and the Southern Indian Ocean. It also has 8,000 military personnel based in the region. In 2018, the country published its Indo-Pacific strategy whose main objective was to promote a rules-based, multilateral regional order, free of any hegemony.

Japanese envoy Satoshi Suzuki who was also present in the event highlighted his country's "unwavering" commitment to the vision, pointing out that "free and open Indo-Pacific vision has been the core diplomatic concept that Japan stands on".

He cited the first foreign visit of the new Japanese PM Yoshihide Suga’s to Vietnam and Indonesia and hosting of Quad Foreign ministers meet last year as the testament to Tokyo's efforts.

It was in 2007, in Delhi, that the then Japanese PM Shinzo Abe had spoken about the emerging dynamics of the region that links Pacific and Indian ocean. Almost a decade later in 2016 in Kenya, Abe unveiled Japan’s “Indo-Pacific Vision”.
