Universities in Kabul wore a deserted look on the first day of Afghan school year on Monday. Professors and students are still trying to decide&nbsp;what&nbsp;to make of Taliban's new rules. Taliban have promised a lenient stance than their previous regime in 90s towards women's education.

From 1996-2001 women's freedoms in Afghanistan were ruthlessly curtailed. They faced ban from receiving higher education.

This time, the hardline Islamist group have said women will be allowed to go to private universities under the new regime, but they face tough restrictions on their clothing and movement.

"We also said that it is not real Islam, it is not what the Koran says."

Afghan universities wear deserted look as Taliban impose fresh rules

Israel carried out airstrike against Gaza on Monday night as a retaliation after incendiary balloons launched from the Palestinian enclave started fires.

Israeli army blamed Hamas for the balloons and said that it targeted locations that belonged to the militant group.

"Overnight, IDF fighter jets struck a Hamas rocket manufacturing workshop, as well as a Hamas military compound in Khan Yunis," the Israeli army said in a statement.&nbsp;

The army also fired artillery in north Gaza, as per witnesses. AFP quoted medical sources in the Palestinian enclave to say that no one was killed.

Earlier in the day, Israeli firefighters had said that incendiary balloons had caused three bushfires at sites close to the Gaza Strip.&nbsp;

Launching the makeshift devices is a common tactic of militants in Gaza, which Israel has blockaded for nearly 15 years.

Monday's strikes come after six Palestinians broke out of an Israeli prison earlier in the day through a tunnel, triggering a massive manhunt.

Alessandro Molon, an opposition politician and rapporteur of Brazil's bill of rights for the internet (MCI), said he was preparing legal action to overturn the presidential decree.

"Its objective is not to protect freedom of expression, the MCI already does that," Molon said. "What (Bolsonaro) wants is to prevent the disinformation and hate speech that he and his supporters disseminate from continuing to be removed from the platforms."

Bolsonaro announced the decree on the eve of Brazilian Independence Day. His supporters are expected to take to streets throughout the country.

From its conception, the tower had to testify to New York's durability -- looking to the future despite the tragedy -- according to one of its architects, Kenneth Lewis.

As harrowing as the images were of the Twin Towers collapsing to the ground on September 11, 2001, no one questioned replacing them with another skyscraper, situated right next "Ground Zero."

For the architects at SOM, which builds skyscrapers around the world, it was an opportunity to realize concepts that they had been thinking about for years.

"We were thinking it's the beginning of the millennium, we were thinking that this had to be the next generation of buildings, both in terms of safety, as well as environmental impact," recalled Lewis.

Evacuation time

Among the most nightmarish images from 9/11 are those of people jumping to their deaths from the towers to escape the blaze.

The architects launched ideas about how to evacuate people other than from the stairs. Inventors came back with a giant chute, and a zip wire, with a parachutist demonstrating the latter, Lewis remembers.

"It was the scariest thing," he says. "We just couldn't imagine someone who might be a little bit overweight or a little bit afraid taking a jump out the window."

In the end, the only solution was to shield the heart of the building with reinforced concrete, "broad enough that people can get out of there," he explained.

The architects implemented safety standards on One WTC that have since become standard for skyscrapers.

They include wide stairwells to allow a quick evacuation of the 104-storey tower, a signaling light to alert aircraft, fire-resistant cameras and communication tools on every floor to allow rescuers to constantly monitor the situation.

"We had a goal, which was an hour evacuation total time to evacuate the whole building," said Lewis. 
Firefighters were invited to planning meetings. It was they who suggested a back-up system capable of compensating for the failure of emergency generators on 9/11 to provide electricity long enough to evacuate the building.

"They had been through such trauma, they had to be a part of the solutions we were coming up with," said Lewis. 
Fire was not the only concern: in the fall of 2001, several anonymous letters containing anthrax were sent to some media and politicians, killing five people.

"We started to think about the filtering system and the air quality," Lewis explained.

"Think of a worst-case scenario and then what would that mean, and then prepare for it," he added, explaining their methodology.

'Transformative moment'

Almost 20 years later and the pandemic has left One WTC and most of Manhattan's prestigious towers empty for months.

"People were thinking we were going to come back much quicker than we have," admitted Lewis.

"We were immediately looking at the types of filtration systems that are in there these buildings, and most new buildings have high efficiency filters, particulate filters that also deal with viruses."

But if the office towers have not yet regained their pre-pandemic occupancy rate, their preeminence in New York's skyline cannot be called into question.

A tower of some 600 apartments is under construction in Brooklyn and will become the first "super-skyscraper" outside Manhattan when it is completed next year.&nbsp;

Around 20 other skyscrapers are in the works across New York.

As well as the environment, the mental health of the occupants of these buildings is now also a priority, said Lewis.

"We're in 2021 and we're talking about well-being and incorporating that into the spaces we're doing, creating outdoor spaces that people can work in, rooftop terraces that are really workspaces, meeting spaces.

"It really is a transformative moment," he said.

In the meantime, One WTC is on the way to becoming as iconic as its predecessors.

While the 9/11 Memorial symbolises "the void" created by the attacks, the "Freedom Tower" tower represents "the positive," according to Lewis.

"A place of innovation and new thinking and modern ideas of safety and security," he said.

People across the UK will have more choice over when to start a family with plans to increase the storage limits for eggs, sperm and embryos, the UK government announced on Monday.

Following a public consultation earlier this year, proposals will be introduced in Parliament to increase the statutory storage limits for everyone from the current 10 years, to a 10-year renewable storage period up to a maximum of 55 years.

Under the new system, prospective parents will be given the option at 10-year intervals to keep or dispose frozen eggs, sperm and embryos.

UK Health Secretary Sajid Javid said the move marks a "huge step forwards" for giving people greater freedom over their fertility and for equality, as the same rules will apply to everyone and storage limits will not be dictated by medical need.

"The current storage arrangements can be severely restrictive for those making the important decision about when to start a family, and this new legislation will help turn off the ticking clock in the back of people's minds," said Javid.

"There are any number of reasons why someone may choose to preserve their fertility, and it is one of the most personal decisions any of us can make. Technological breakthroughs including in egg freezing ? have changed the equation in recent years and it's only right that this progress puts more power into the hands of potential parents," he said.

The Department of Health and Social Care (DHSC) said the changes follow evidence that shows frozen eggs can be stored indefinitely without deterioration, due to a new freezing technique called vitrification, and changes reflect the increasing success of using frozen embryos in routine IVF treatment.

The government move follows a growing trend among people in the UK starting families later in life, in pursuit of career goals and other considerations.

Raj Mathur, the Indian-origin Chair of the British Fertility Society (BFA), welcomed the changes and said it ensures that the new rules are compliant with the scientific evidence about the safety of storage, and protects the ability of all patients to make reproductive choices for themselves as individuals and couples. 
"Technological advances mean that storage of reproductive material is a safe and effective way of protecting fertility for many individuals," said Mathur.

"As professionals delivering care in this field, we are delighted that our advocacy has resulted in a change for the better for our patients, reducing unintended discrimination and protecting autonomy," he said.

It said the charity will work with the UK's Human Fertilisation and Embryology Authority (HFEA) to ensure clinics are supported to implement this change.

"We welcome the government's plans to extend the storage limit for frozen eggs, sperm and embryos, bringing the law in line with advances in science, changes in modern society and individuals' reproductive choices," said HFEA Chair Julia Chain.

"This is great news for patients, giving them more time to make important decisions about family planning. Any decision to store or preserve eggs, sperm or embryos is a serious one and anyone considering this must be given full information on the procedures involved, including the best time to freeze and likelihood of successfully using them to have a baby in future,? she said.

"It is important that the new rules are clear and that fertility clinics are given adequate time to update their procedures to ensure they can both implement the changes effectively and give patients sufficient information so that they are fully informed about their options," she added.

The DHSC has said that it would be inappropriate for the limit to apply to all cases so there will be additional conditions around third party donors and posthumous use. This process is to be consulted upon separately.

The legislation for the broader change in the law will be tabled in Parliament in the coming months.

Next Digital said it hoped the resignations of the remaining board members will result in liquidators being allowed by the Hong Kong government to authorize payments that directors were banned from approving, including for creditors and for former staff.

The company said the Hong Kong government has never indicated which articles published by Apple Daily allegedly violated the national security law, and the uncertainty created a climate of fear, resulting in many resignations including those responsible for the regulatory compliance duties of the publicly traded company.

"We observe that the events affecting the company and its people following the invocation of the National Security Law occurred despite there having been no trials and no convictions," it said. "Under this new law, a company can be forced into liquidation without the involvement of the courts."

"As Apple Daily often observed, Hong Kong people have a collective memory of what life was like elsewhere when freedom of speech was denied: No other rights are safe," it said.

Critics of the national security law, introduced in June 2020, say it has been used to muzzle dissent and erode fundamental freedoms, including those of the media, in the former British colony that returned to Chinese rule in 1997.

Global warming is already affecting people's health so much that emergency action on climate change cannot be put on hold while the world deals with the Covid-19 pandemic, medical journals across the globe warned on Monday.

"Health is already being harmed by global temperature increases and the destruction of the natural world," read an editorial published in more than 220 leading journals ahead of the Cop26 climate summit in November.

Since the pre-industrial era, temperatures have risen around 1.1 degrees Celsius (34 degrees Fahrenheit).

The editorial, written by the editors-in-chief of over a dozen journals including the Lancet, the East African Medical Journal, Brazil's Revista de Saude Publica and the International Nursing Review, said this had caused a plethora of health problems.

"In the past 20 years, heat-related mortality among people older than 65 years has increased by more than 50 percent," it read.

"Higher temperatures have brought increased dehydration and renal function loss, dermatological malignancies, tropical infections, adverse mental health outcomes, pregnancy complications, allergies, and cardiovascular and pulmonary morbidity and mortality."

It also pointed to the decline in agricultural production, "hampering efforts to reduce undernutrition." 
These effects, which hit those most vulnerable like minorities, children and poorer communities hardest, are just the beginning, it warned.

As things stand, global warming could reach +1.5C on pre-industrial levels around 2030, according to the UN's Intergovernmental Panel on Climate Change.

And that, along with the continued loss of biodiversity, "risk catastrophic harm to health that will be impossible to reverse," the editorial warned.

"Despite the world's necessary preoccupation with Covid-19, we cannot wait for the pandemic to pass to rapidly reduce emissions."

In a statement ahead of the publication of the editorial, World Health Organization chief Tedros Adhanom Ghebreyesus said: "The risks posed by climate change could dwarf those of any single disease."

"The Covid-19 pandemic will end, but there is no vaccine for the climate crisis.

"Every action taken to limit emissions and warming brings us closer to a healthier and safer future."

The editorial pointed out that many governments met the threat of Covid-19 with "unprecedented funding" and called for "a similar emergency response" to the environmental crisis, highlighting the benefits.

"Better air quality alone would realise health benefits that easily offset the global costs of emissions reductions," it read.

The authors also said "governments must make fundamental changes to how our societies and economies are organised and how we live."
