The European Union's tensions with former member Britain are not due to problems with the Northern Ireland protocol agreed by both sides, but Brexit itself, the head of the bloc’s executive said on Tuesday.

Ursula von der Leyen told a news conference after the first day of an EU summit in Brussels that all 27 member states of the bloc agreed that there can be no alternative to a full and correct implementation of the protocol.

"There should be no doubt that there is no alternative to the full and correct implementation of the protocol, she said.

"It is important to reiterate that the protocol is the only possible solution to ensure peace and stability in Northern Ireland while protecting the integrity of the European Union single market," von der Leyen added.

"If we see problems today we should not forget that they do not come from the protocol but result from Brexit, that is the reason why the problems are there."

US President Joe Biden called Egypt's President Abdelfattah al-Sisi on Monday and they discussed strengthening the Gaza ceasefire, urgent humanitarian aid to the strip and international reconstruction efforts, the Egyptian presidency said.

The two leaders also discussed ways to revive the peace process between Israelis and Palestinians after the latest wave of violence between the two sides, the presidency said in a statement.

Egypt brokered the ceasefire, now in its fourth day after 11 days of hostilities. Cairo will be a stop during the visit of US Secretary of State Antony Blinken to the region later on Monday.

"Biden made clear his country's determination to work to restore calm and restore conditions as they were in the Palestinian territories, as well as coordinating efforts with all international partners to support the Palestinian Authority as well as reconstruction," the statement said.

In Washington, the White House said in a statement that Biden in the call thanked Egypt for its 'successful diplomacy and coordination with the United States' to end the hostilities.

Biden and Sisi discussed the urgent need to deliver humanitarian assistance in Gaza and support rebuilding efforts 'in a manner that benefits the people there and not Hamas', it said.

It was Biden's second call to Sisi within days to discuss the conflict. But this time, the discussion was expanded to bilateral relations and some regional issues, including Libya and Iraq.

Biden and Sisi exchanged views on the giant Grand Ethiopian Renaissance Dam, which Ethiopia is building on the Blue Nile and Egypt sees as an existential threat, the presidency said. Sudan is concerned about the dam's safety and about regulating water flows through its own dams and water stations.

The statement said "it was agreed to strengthen diplomatic efforts during the coming period in order to reach an agreement that preserves water and developmental rights for all parties."

The White House statement said Biden "acknowledged Egypt’s concerns about access to Nile River waters and underscored the US interest in achieving a diplomatic resolution that meets the legitimate needs of Egypt, Sudan, and Ethiopia."

Sisi and Biden also discussed human rights in Egypt and their "commitment to engage in a transparent dialogue... in this regard," the presidency said.

Biden "underscored the importance of a constructive dialogue on human rights in Egypt," according to the White House statement.

Sisi, who ousted the Muslim Brotherhood from power in 2013, has overseen an extensive crackdown on political dissent that has steadily tightened in recent years. He has said there are no political prisoners in Egypt and that stability and security are paramount.

Military officers in Mali detained the president, prime minister and defence minister of the interim government on Monday, deepening political chaos just months after a military coup ousted the previous president, multiple sources said.

President Bah Ndaw, Prime Minister Moctar Ouane and Defence Minister Souleymane Doucoure were all taken to a military base in Kati outside the capital Bamako, hours after two members of the military lost their positions in a government reshuffle, the diplomatic and government sources said.

Their detentions followed the military ouster in August of President Ibrahim Boubacar Keita. The development could exacerbate instability in the West African country where violent Islamist groups linked to al Qaeda and Islamic State control large areas of the desert north.

Political instability and military infighting have complicated efforts by Western powers and neighbouring countries to prop up to the impoverished nation, contributing to regional insecurity.

The United Nations' mission in Mali called for the group's 'immediate and unconditional' release and said those who hold the leaders, would have to answer for their actions.

A delegation from the top regional decision-making body ECOWAS will visit Bamako on Tuesday to help resolve the 'attempted coup', ECOWAS, the UN, African Union, European Union and several European countries said in a joint statement.

"The international community rejects in advance any act imposed by coercion, including forced resignations," the group said.

The US State Department called in a statement for the 'unconditional release of those currently being held'.

Ndaw and Ouane had been tasked with overseeing an 18-month transition back to civilian rule after the August takeover, but they appear to have moved against the military's control over a number of key positions.

"The sacking of the pillars of the coup was an enormous misjudgement," a senior former Malian government official said. "The actions are probably aimed at getting them back in their jobs."

The military's ultimate goal was not immediately clear. One military official in Kati said this was not an arrest. "What they have done is not good," the source said, referring to the cabinet reshuffle. "We are letting them know, decisions will be made."

Belarus said on Monday that a false bomb threat that prompted a passenger plane to be diverted to Minsk where authorities arrested a journalist on board, was written in the name of the Palestinian militant group Hamas.

Authorities released what they said was a text of the bomb alert as officials sought to defuse a mounting international outcry over what Western capitals have denounced as an act of 'state piracy'.

Hamas spokesman Fawzi Barhoum denied his group had any knowledge or connection.

Minsk scrambled a warplane to escort a Ryanair flight on Sunday, flagging a bomb alert that proved false once the plane had made an unscheduled landing in Belarus where authorities arrested Roman Protasevich, a journalist critical of Belarusian leader Alexander Lukashenko.

Western governments are threatening new sanctions against the former Soviet republic led by authoritarian Lukashenko over the diversion of the flight from Greece to Lithuania as it flew through Belarusian air space.

In Minsk, the foreign ministry's spokesman said Belarus had acted in line with international regulations and a senior transport official read out what he said was the text of the bomb threat.

"We, the soldiers of Hamas, demand that Israel cease fire in the Gaza Strip. We demand that the European Union withdraw its support for Israel in this war," said the head of the transport ministry's aviation department.

"There is a bomb on that plane. If you do not comply with our demands, the bomb will explode over Vilnius on 23 May," he said.

Hamas spokesman Barhoum said the group "has nothing to do with that completely."

The Palestinian militants and Israel are in the fourth day of a ceasefire after 11 days of hostilities, the worst outbreak in fighting between Israel and Hamas in years.

"We don’t resort to these methods, which could be the doing of some suspicious parties that aim to demonise Hamas and foil the state of world sympathy with our Palestinian people and their legitimate resistance," the Hamas spokesman said.

Igor Golub, head of the Belarusian air force, said that the Ryanair crew took the decision to divert to Minsk itself and that the fighter jet was sent to escort it only after it turned to fly towards the Belarusian capital.

The Belarusian foreign ministry spokesman said Minsk would guarantee full transparency in the case and would also be prepared to allow foreign experts to be involved in an investigation.

A majority of Republicans still believe Donald Trump won the 2020 US presidential election and blame his loss to Joe Biden on illegal voting, according to a new Reuters/Ipsos opinion poll.

The May 17-19 national poll found that 53% of Republicans believe Trump, their party's nominee, is the “true president” now, compared to 3% of Democrats and 25% of all Americans.

About one-quarter of adults believe the Nov. 3 election was tainted by illegal voting, including 56% of Republicans, according to the poll. The figures were roughly the same in a poll that ran from November 13-17, which found that 28% of all Americans and 59% of Republicans felt that way.

A Democrat, Biden won by more than seven million votes. Dozens of courts rejected Trump’s challenges to the results, but Trump and his supporters have persisted in pushing baseless conspiracy theories on conservative news outlets.

The Reuters/Ipsos poll showed that 61% of Republicans believe the election was "stolen" from Trump. Only about 29% of Republicans believe he should share some of the blame for his supporters' January 6 deadly riot at the US Capitol.

Still, 67% of overall respondents say they trust election officials in their town to do their job honestly, including 58% of Republicans, according to the poll.

The November and May polls were both conducted online, in English, throughout the United States. The May poll gathered responses from 2,007 adults, including 909 Democrats and 754 Republicans. The poll has a credibility interval, a measure of precision, of about 4 percentage points.

Two children and 16 adults were shot dead in a remote coca-growing area of Peru, the armed forces said on Monday, blaming the attack on members of the Shining Path guerrilla group.

The killings late on Sunday risk inflaming tensions amid a polarised campaign for the presidency between leftist Pedro Castillo and his rival from the right, Keiko Fujimori.

The villagers were mowed down at San Miguel del Ene in a coca-growing valley where members of the Maoist Shining Path group operate, according to the joint command of the armed forces.

The head of the police counter-terrorism unit, General Oscar Arriola, said the dead included 10 men, six women and two children.

In a statement, the armed forces command blamed the attack on fighters led by guerrilla leader Victor Quispe Palomino, or Comrade Jose.

President Francisco Sagasti on Twitter condemned the killings and ordered police and soldiers to the area to ensure "that this terrorist action does not go unpunished."

A specialized terrorism unit has been tasked with investigating the killings, which Defense Minister Nuria Esparch vowed "will not go unpunished."

At the scene of the killings, added the statement, pamphlets were left warning people not to take part in the 2021 election.

Police were alerted to the crime by neighbors in the early hours of Monday, and found the bodies, some of them burnt, in two bars on the banks of a small river, according to the region's mayor Alejandro Atao.

He told police that pamphlets signed by the Shining Path central committee were found near the bodies, vowing to rid the region and Peru of "parasites and the corrupt."

Most of the Shining Path's top leaders have been detained by the authorities, but Comrade Jose and other militants remain at large and active in Peru's coca-growing region, where the government says they collaborate with drug-traffickers.

Comrade Jose's brother, Jorge Quispe Palomino or Comrade Raul, died in January due to injuries sustained in an attack on a "terrorist camp," according to the authorities.

With Colombia and Bolivia, Peru is one of the world's main producers of coca leaves from which cocaine is derived, according to the UN.

Supporters of Fujimori, making her third bid for Peru's presidency, have tried to link rival Castillo to the Shining Path's political wing, known as Movadef.

Castillo, who had participated in armed "peasant patrols" that resisted Shining Path incursions during the height of Peru's internal conflict from 1980 to 2000, vehemently denies the allegations.

An American editor of a news site in military-ruled Myanmar was detained on Monday as he attempted to take a flight out of the country, his news organisation said, the third foreign journalist held since a coup in February.

Danny Fenster, 37, the managing editor of Frontier Myanmar, one of the country's top independent news sites, was detained at the main international gateway in Yangon while preparing to fly to Malaysia, Frontier said on Twitter.

It said he had been transferred to Yangon's Insein Prison.

"We do not know why Danny was detained and have not been able to contact him," Frontier Myanmar said.

"We are concerned for his wellbeing and call for his immediate release. Our priorities now are to make sure he is safe and provide him with whatever assistance he needs."

A spokesman for the ruling military council did not answer a call seeking comment.

A spokeswoman for the US embassy in Yangon said: "We are unable to provide details due to privacy considerations."

Myanmar has been in turmoil since the military overthrew the elected government on February 1, citing alleged fraud in an election three months earlier.

The intervention after 10 years of tentative democracy has sparked nationwide outrage, with daily protests and strikes that the military has struggled to suppress, despite its use of lethal force and the arrest of thousands of people.

Journalists have been among those held, accused of incitement by the junta, which has restricted internet access, banned satellite broadcasts and rescinded the licences of several news organisations.

Fenster was the third foreign journalist to be arrested since the coup after a Polish reporter and a twice-held Japanese photojournalist. Both were subsequently deported.

"Were absolutely stunned and extremely confused as to why Dan was detained," said Fenster's brother, Bryan, in remarks made available by Frontier Myanmar.

"We've been assured that there is no concern for his safety but no doubt we are very worried."

Our priorities now are to make sure he is safe and provide him with whatever assistance he needs." A spokesman for the ruling military council did not answer a call seeking comment. A spokeswoman for the US embassy in Yangon said: "We are unable to provide details due to privacy considerations." Myanmar has been in turmoil since the military overthrew the elected government on February 1, citing alleged fraud in an election three months earlier.

Several people were killed in a shooting Monday outside Columbus, Ohio, according to local news media reports.

The shooting happened in West Jefferson, Ohio, a village of some 4,000 people about 20 miles west of the state’s capital city. Authorities told The Columbus Dispatch that they found the victims’ bodies inside and outside a duplex residence on the 100 block of Jackson Street.

Three bodies were found inside the apartment and there were additional bodies outside the home, television station WSYX reported. The police told the station that they received a 911 call from a passerby around 5:30 p.m.

The station cited information from the village’s police chief, Christopher Floyd, who did not immediately respond to a request for comment Monday night. A dispatcher at the West Jefferson Police Department referred questions to the chief.

Officials did not immediately provide details on the total number of victims, their names or information on any possible suspects.

Officers from Ohio’s Bureau of Criminal Investigation were helping to process the crime scene at the request of local police, Steve Irwin, a spokesperson for the state attorney general’s office, said in an email Monday night.

Irwin said he could not provide additional details about the shooting because the West Jefferson Police Department was leading the investigation.

Floyd said that the shooting took place on a dead-end street, which led him to believe that the victims had been targeted, WSYX reported.

“We don’t know whether it’s a robbery, a target, we don’t know at this point,” Floyd told the station. “Something brought somebody to a dead-end street.”

After 17 years underground, swarms of cicadas are emerging across the eastern United States -- and for one Washington chef, the rare bug invasion was his cue for a cookout, with a side of food ethics.

Bun Lai, an advocate for the sustainable food movement, invited locals for an insect hunt in a city park followed by a taste of his fried cicada sushi.

"In a world where we're suffering from the biggest pandemic in history, which is not Covid, but diet-related diseases, we're going to have to take a revolutionary approach to how we're used to eating," he said.

Over the weekend, the Hong Kong-born American chef showed residents how to harvest, cook and prepare cicadas as a way to talk about alternative methods of farming and eating.

Billions of "Brood X" cicadas are appearing in US states including Maryland, Pennsylvania, Virginia, Indiana and Tennessee.

Using his Instagram and Twitter accounts, Bun announced when he would be catching and cooking a few -- and then sharing them free of charge.

"Free cicada hunt and cookout," Bun tweeted. "Bring ingredients to cook with and join me in getting creative or just eat!"

For those who answered the call, the culinary adventure began by collecting some of the tastiest-looking bugs.

Stella Roque, a 36-year-old who grew up with a fear of insects, was not overly eager, but she viewed it as a way to overcome her phobia.

"I'm here today because Bun Lai invited me to try cooked cicadas, and I thought it was going to be an interesting experience," she said.

"I decided to come along, given that I had heard about the whole cicada apocalypse happening in the area."

And she's not alone in trying some creepy-crawly cuisine. Cicada tacos are popular menu items in restaurants just now, according to The Washingtonian magazine.

However, Bun cautioned against cicadas becoming a "gourmet food," fearing they could even be "eaten away like we have with so many species that we've become obsessed with over time."

The group collected cicadas and edible greens from around the park under Bun's guidance. The cicadas were then placed in a jar near other fresh ingredients beside a charcoal fire.

The chef seasoned the cicadas with salt before frying them in a large skillet. Finally, the fried insects were rolled into sushi, getting wrapped in large leaves with rice and vegetables, before being served.

Roque, expecting the worst, said she was in fact "delightfully surprised."

"I was actually terrified when holding it in my hand," she said. "But... it was actually really tasty."

Cicada sushi, anyone? US chef serves up sustainable 'Brood X' delicacy

Texas is poised to remove one of its last major gun restrictions after lawmakers approved allowing people to carry handguns without a license, and the background check and training that go with it.

The Republican-dominated Legislature approved the measure on Monday, sending it to Governor Greg Abbott, who has said he will sign it despite the objections of law enforcement groups, who say it would endanger the public and police.

Gun control groups also oppose the measure, noting the state's recent history of mass shootings, including those at an El Paso Walmart, a church in Sutherland Springs, and a high school outside Houston.

Texas already has some of the loosest gun laws in the country and has more than 1.6 million handgun license holders.

Supporters of the bill say it would allow Texans to better defend themselves in public while abolishing unnecessary impediments to the constitutional right to bear arms. Once signed into law, Texas will join nearly two dozen other states that allow some form of unregulated carry of a handgun, and by far be the most populous.

The National Rifle Association was among those supporting the measure, and a spokesman called it the 'most significant' gun-rights measure in the state's history.

"A right requiring you to pay a tax or obtain a government permission slip is not a right at all," said Jason Ouimet, executive director of the NRA Institute for Legislative Action.

Texas already allows rifles to be carried in public without a license. The measure sent to Abbott would allow anyone age 21 or older to carry a handgun as long as they don't have felony criminal convictions or some other legal prohibition in their background.

But without the state background check, law enforcement groups worry there would be no way to weed them out in advance. The bill does include stiffer penalties for felons caught illegally carrying guns.

The bill would not prevent businesses from banning guns on their property, and federal background checks for some gun purchases would remain in place. Texas has no state requirements for background checks on private guns sales.
